Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via a digital system, at which the results of the work done for ten months of this year were summed up, reports of vice-premiers were heard, and drafts of a number of documents were considered and priority tasks of socio-economic development of the country were discussed.

Turning to the agenda, the head of state gave the floor to Deputy Chairman of the Cabinet of Ministers Kh. Geldimyradov, who reported on the practical steps taken in January-October 2022, as well as on the draft State Budget for 2023.

As reported, following the results of ten months, a steady rate of GDP growth is noted. Compared to the same period in 2021, production increased by 10.9 percent.

Compared to the same period last year, the volume of retail trade increased by 10.5 percent, and the volume of foreign trade turnover - by 39.1 percent.

In January-October of the current year, the revenue side of the State budget was executed at the level of 114.3 percent, and the expenditure side - by 97.6 percent.

Compared to the corresponding period of the previous year, the average monthly salary increased by 10.4 percent. Wages, pensions, state allowances and student scholarships are financed in a timely manner and in full.

The volume of disbursed capital investments from all sources of financing is 5.3 percent higher compared to the same period in 2021.

Then, a report was made on the draft State Budget of the country for 2023, which was finalized in accordance with the instructions of the head of Turkmenistan.

After listening to the report, President Serdar Berdimuhamedov named monitoring of the state of the country's economy and analysis of the expected indicators of the socio-economic development of the Motherland, based on the state of affairs, among the priority vectors of the forthcoming work.

Speaking about the State budget for the next year, the head of Turkmenistan noted that the draft of the main financial plan of the country for 2023 is sent to the Mejlis Milli Gengesh. In this document, as was emphasized, in accordance with the relevant Decree, funds are provided for a further increase in wages, pensions, student scholarships, state benefits and other social benefits.

In continuation of the meeting, President Serdar Berdimuhamedov signed a letter sent to the Mejlis Milli Gengesh.

Then, Deputy Chairman of the Cabinet of Ministers Sh. Abdrakhmanov reported on the results of the work carried out in the sectors under his supervision in January-October this year in the context of the implementation of the Program for the Development of the Oil and Gas Industry of the country for the period up to 2030.

Reporting on the technical and economic indicators achieved in the field of oil and gas condensate production, in particular, by the Türkmennebit State Concern, the Deputy Prime Minister said that the plan was implemented at the level of 100 percent.

In the period under review, the plan for oil refining was fulfilled at the level of 110.5 percent, for the production of gasoline - by 116.7 percent, diesel fuel - by 112.2 percent, polypropylene - by 120.3 percent, lubricating oils - by 102.9 percent, liquefied gas - by 107.8 percent.

The implementation of the plan for the extraction of natural and associated gas amounted to 114.5 percent, for the export of "blue fuel" - 125.6 percent.

After listening to the report, President Serdar Berdimuhamedov noted the need to intensify work to develop the fuel and energy complex of the national economy. Among the urgent tasks were identified attracting investment in this sector.

Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the results of the activities of the construction, industrial and energy complexes, the State Concern "Türkmenhimiýa", the State Agency for Management of the Construction of Highways and the Ashgabat City Administration for January-October of this year.

Thus, for ten months of the current year, the plan for the production and implementation of work in the construction and industrial sector was fulfilled by 143.2 percent.

During the reporting period, the Ministry of Construction and Architecture fulfilled the plan by 116.1 percent.

According to the Ministry of Industry and Construction Production, the plan for the production and implementation of work was fulfilled by 162.7 percent.

According to the results of ten months of this year, the Ministry of Energy fulfilled the plan for the production of products, work performed and services rendered by 130.7 percent. The growth rate of electricity production amounted to 110.5 percent, its export - 131.7 percent.

Since the beginning of the year, the State Concern "Türkmenhimiýa" has fulfilled the plan for the production of products and the provision of services by 153 percent.

The State Agency for Road Construction Management fulfilled the plan for the work done and services rendered by 100.2 percent.

According to the khyakimlik of Ashgabat city, the plan for the work carried out and services provided for ten months of this year was fulfilled by 121.9 percent.

Summing up the report, President Serdar Berdimuhamedov noted the need for further development of the construction industry in order to fully meet the needs of the construction complex, build new workshops and enterprises, and maintain the coordinated activity of all production facilities.

Then the Vice Premier reported on the work carried out to industrialize the national economy, in particular, to strengthen the material and technical base of the construction industry.

Thus, in order to provide the country's large-scale construction projects and other sectors of the economy with the necessary high-quality building materials and products in sufficient quantities, measures are being taken to re-equip existing industries, in particular, cement plants.

In this regard, a draft of the relevant Resolution was submitted for consideration by President Serdar Berdimuhamedov.

Having signed the Decree, the head of state sent it to the Deputy Prime Minister via the digital system, instructing him to ensure personal control over its proper implementation.

Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the results of the work carried out for ten months in the supervised sectors, as well as in the business sector.

In the Ministry of Trade and Foreign Economic Relations, the growth rate in the total volume of trade for the reporting period compared to the same period last year amounted to 109.4 percent, in production - 106.5 percent.

The growth in terms of the volume of products produced by the enterprises of the Ministry of Textile Industry, including cotton yarn and fabrics, is equal to 126.6 and 130.3 percent, respectively, garments and knitwear - 111.3 percent, leather products - 109.9 percent.

The fulfillment of the plan for the production of products by the enterprises of the State Association "Türkmenhaly" reached 115.3 percent.

In January-October, the State Commodity and Raw Materials Exchange held 249 trading sessions, 31 thousand contracts were registered. According to the Chamber of Commerce and Industry, the growth rate for the work performed amounted to 114.3 percent. During the period under review, 16 exhibitions and 50 conferences were organized.

According to the Union of Industrialists and Entrepreneurs, the growth rate of agricultural and food production for ten months reached 172.5 percent, industrial - 109.9 percent.

Addressing the Deputy Prime Minister, President Serdar Berdimuhamedov noted the need to further increase the production of consumer goods.

Further, Deputy Chairman of the Cabinet of Ministers A. Yazmyradov reported on the results of the work carried out in the area under his supervision for ten months, the implementation of reforms in the agro-industrial complex, the course of agricultural campaigns, the practical steps taken to prepare for the nationwide action for the mass planting of trees, as well as the planned celebrations on the occasion of Harvest Festival.

It was noted that in general, in the agro-industrial complex, the growth rate of production volumes compared to the same period last year amounted to 103.8 percent.

At the same time, this figure is 104 percent for the Ministry of Agriculture and Environmental Protection, 102 percent for the State Committee for Water Resources, and 105.4 percent for the Türkmen atlary State Association. The investment development plan was fulfilled by 147.9 percent.

The implementation of the plan for growing vegetables amounted to 118 percent, melons - 110.1 percent, bread and bread products - 105.3 percent.

Having listened to the report, the head of state noted that preparatory work for the coming year had already begun. In this regard, it was instructed to carry out all agrotechnical measures in a timely manner and at a qualitative level in order to obtain high yields next year.

At the same time, an instruction was given, together with Deputy Prime Minister B. Atdaev, to continue work on the production of import-substituting products.

Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the results of the activities of the supervised ministries and sectoral departments for 10 months of the current year.

During the reporting period, measures were taken aimed at the comprehensive development and improvement of the educational and methodological component of the education system, the formation of a modern scientific, methodological and legal framework. Curricula and programs have been improved, textbooks and manuals have been published. Students and schoolchildren participated in international subject Olympiads and won medals.

The Department of Youth Policy was created in the structure of the Ministry of Education. Universities continued work on opening UNESCO Chairs, intensified and enriched the interaction with leading scientific and educational centers and international organizations.

On September 16-19 this year, the Global Summit on Education Transformation took place in New York. In cooperation with the Office of the UN Resident Coordinator in our country, the Summit Secretariat received the National Statement of Turkmenistan's Commitment to Education Reform and reports on national consultations.

Since the beginning of the year, the International Scientific Conference “Science, Technology and Innovative Technologies in the Era of the Revival of the New Era of a Powerful State”, an award ceremony for the winners of the competition of scientific works among young people have been organized. The “State Program for the Comprehensive Development of Seismological Science in Turkmenistan for 2022–2028” has been approved. The ANT Technology Center became a member of the International Association of Science Parks and Innovation Development Zones (IASP). Work has been carried out on the creation of an electronic scientific and practical journal "Türkmenistanda innovasiýa tehnologiýalary".

During the period under review, planned activities in various areas of medicine continued in medical institutions. A multidisciplinary hospital was opened in the city of Turkmenbashi, a multidisciplinary and oncological hospital in the city of Dashoguz, which made it possible to increase the number and significantly improve the quality of medical services.

The International Exhibition and Scientific Conference “Healthcare, education and sports in the era of the Renaissance of the new era of a powerful state” was held at a high organizational level.

Measures aimed at the development of sports and the training of athletes also continued. In international tournaments, 341 medals were won, and athletes who performed successfully were awarded in a solemn atmosphere. In accordance with the Decree of the President of Turkmenistan, the State Committee of Turkmenistan for Physical Culture and Sports was established. The VII Congress of the Youth Organization of Turkmenistan was held, at which the Law of Turkmenistan “On State Youth Policy” was signed in a new edition.

After listening to the report, President Serdar Berdimuhamedov instructed to intensify work to further improve the material, technical, scientific and methodological base of the fields of science, education, healthcare and sports. As emphasized, special attention should be paid to providing the population with schools, kindergartens, hospitals and other medical facilities.

Deputy Chairperson of the Cabinet of Ministers M. Mammedova reported on the results of the work of the sphere under her supervision for ten months of the current year.

In Ashgabat, in honor of the motto of the year “The era of the people with Arkadag”, various cultural events and celebrations were held, including conferences, round tables, briefings, media forums, creative meetings and exhibitions, opening of buildings and structures for social and cultural purposes. Agitation and awareness raising work continued, a number of competitions were announced.

Within the framework of international cultural cooperation, joint activities were carried out with UNESCO, Turkmen specialists took part in cultural events, conferences, exhibitions and trainings held in foreign countries.

During the reporting period, several meetings and master classes were organized between the Turkmen National Conservatory named after Maya Kuliyeva and the Saratov State Conservatory. Also on June 30 of this year, the National Music and Drama Theater named after Magtymguly hosted a presentation of a musical work created by teachers of the Mai Kuliyeva TNK together with American colleagues. Here, on September 25, a concert of the State Dance Ensemble "Ural" of the Chelyabinsk region of the Russian Federation took place.

Various ceremonies and events were held at the state level in the country on the occasion of the 31st anniversary of the independence of the Motherland.

In October of this year, another competition was announced for the award of the President of Turkmenistan "Türkmeniň Altyn asyry" among the figures of literature, culture and art, amateur young singers and gifted children. Its results will be summed up in September 2023.

During the official visit of the President of the Republic of Uzbekistan to our country on October 20–21, the opening of the Tashkent recreation park took place, and various cultural events were organized on this occasion.

A Memorandum of Understanding in the field of film production was signed between the State Committee of Turkmenistan on Television, Radio Broadcasting and Cinematography and the Cinematography Agency of the Republic of Uzbekistan.

In October of this year, the International Festival "Handicraft and arts and crafts in the heritage of the peoples of the world" was held in Turkmenabat.

Various events and achievements of our country were widely covered in the mass media.

Work continued on the implementation of tasks arising from state programs and concepts.

After listening to the report, President Serdar Berdimuhamedov pointed out the need for a more creative approach to the broad coverage of cultural events coming in the country on the occasion of holidays and significant dates, ensuring a high organizational level of their holding. The head of Turkmenistan focused on the issues of preparing as many exciting, interesting programs and publications as possible, as well as training worthy highly qualified workers, identifying new talented specialists.

Further on the activities of subordinate institutions for ten months of the year, the Director General of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakiyev reported.

During the reporting period, the growth rate for the performance of work and the provision of services in this complex amounted to 114.7 percent.

The plan for cargo transportation by road, rail, air, sea and river transport was fulfilled by 109.4 percent, and for passenger transportation - by 104.3 percent.

The growth rate for the provision of services in January-October for the Türkmen-demirýollary agency was 105.1 percent, for the Türkmenawtoulaglary agency - 129.5 percent, for the Türkmen-howaýollary agency - 175.2 percent, for the Türkmendeňizderýaýollary agency - 110 .6 percent, to the Türkmenaragatnaşyk agency - 107.7 percent.

It was also reported that the construction of auto-training grounds equipped with electronic equipment, a hangar complex in the International Air Harbor of the capital, an airport in Jebel, an office building of a transport and communication complex in the modern administrative center of the Akhal velayat, residential buildings for employees of this sector in the city of Turkmenbashi in the Balkan velayat, and also a railway bridge at the crossing of the steel line ¬Serhetabat-Turgundi.

Since the beginning of the year, the International Conference “International Transport and Transit Corridors: Interconnection and Development” has been held in Ashgabat, and the Conference at the level of Ministers of Transport of Landlocked Developing Countries has been held in the Avaza National Tourist Zone. The forums were attended by representatives of a number of foreign states, as well as international organizations and specialized structures.

After listening to the report, President Serdar Berdimuhamedov stressed that the presence of a highly organized transport system that allows for the rapid promotion of goods to domestic and world markets is one of the main conditions for the development of the country's market economy and the growth of its production and technical base.

In continuation of the report, information was given on the preparations for the XV International Exhibition and Scientific Conference dedicated to the field of telecommunications, telemetry, information technology and broadcasting equipment "Türkmentel-2022".

In order to achieve the goals set to identify and encourage young people involved in the development and implementation of innovative software, startups, it is planned to sum up the results of the next Digital Solution 2022 competition, which was attended by university students and specialists who presented more than 240 projects.

Focusing on holding the International Exhibition and Scientific Conference "Türkmentel-2022", President Serdar Berdimuhamedov stated that these forums are designed to demonstrate achievements in the domestic industry of information technology and telecommunications, trends and prospects for the development of this area, to promote the activation of mutually beneficial partnership of Turkmenistan with leading foreign companies with advanced technologies.

Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of the activities of the Ministry of Foreign Affairs over the past ten months.

In the period under review, in order to practically implement the Concept of the Foreign Policy Course of Neutral Turkmenistan for 2022-2028, appropriate comprehensive work was carried out.

In the development of international cooperation, special importance is attached to visits and negotiations at the highest level. In this regard, it was noted that during the period under review, the President of Turkmenistan made six state, official and working visits to the Russian Federation, the Islamic Republic of Iran, the Republic of Uzbekistan, the Kyrgyz Republic and the Republic of Kazakhstan.

There were also visits to our country by the Presidents of the Republic of India, the Republic of Azerbaijan, the Republic of Kazakhstan, the Islamic Republic of Iran, the Russian Federation, the Republic of Uzbekistan and the Prime Minister of Georgia.

The President of Turkmenistan held telephone conversations with the leaders of a number of states.

One of the important directions of the foreign policy of the Fatherland is the development of inter-parliamentary relations. For these purposes, 14 visits of the parliamentary delegations of Turkmenistan to foreign countries have taken place since the beginning of the year.

In this context, the first Inter-Parliamentary Forum of the States of Central Asia and the Russian Federation, held on May 12 in Ashgabat, also became a significant event.

During the reporting period, 141 foreign delegations visited Turkmenistan through the Ministry of Foreign Affairs. At the same time, 273 delegations of our country were sent abroad. 1,669 meetings of various levels took place in the online format. Turkmenistan has held 386 official negotiations and meetings with representatives of foreign states and international organizations. During the year, 142 international documents were signed.

Proper work has been carried out to implement the Program for the Development of Foreign Economic Activity of Turkmenistan for 2020-2025, the Foreign Trade Strategy of Turkmenistan for 2021-2030 and other important documents related to trade, economy and investment.

Summing up the report and addressing the Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs and all other Deputy Prime Ministers, President Serdar Berdimuhamedov focused on the major international events planned by the end of this year aimed at implementing the constructive initiatives of the Motherland, visits of heads of state, conferences. Among the significant events is the celebration of the International Day of Neutrality. In this regard, the head of Turkmenistan instructed to ensure a high organizational level of preparation for these important events.

Chairwoman of the Mejlis Milli Gengesh G. Mammedova informed about the results of the work carried out since the beginning of this year to improve the national legislative framework, including strengthening the legal basis for the reforms carried out in the country in the political, socio-economic and cultural spheres. For 10 months of 2022, 3 meetings were held, 38 Laws of Turkmenistan were adopted, as well as 21 resolutions of the Mejlis.

Guided by the tasks set for Dovlet Maslakhaty, the preparation of a number of bills continues.

As part of the expansion of inter-parliamentary relations since the beginning of the year, 28 meetings have been held with representatives of the parliaments of a number of countries of the world and international organizations. Deputies and specialists of the Mejlis took part in seminars organized by ministries and sectoral departments of the country to improve law-making and ensure the implementation of state programs.

On the initiative of the Hero-Arkadag and with the assistance of the President of Turkmenistan, the Inter-Parliamentary Forum and the Dialogue of Women of the States of Central Asia and the Russian Federation were held in Ashgabat.

Then the Deputy Chairman of the Halk Maslakhaty Milli Gengesh K. Babayev informed about the activities for 10 months of the current year.

During the period under review, the working groups created in the structure of the Milli Gengesh held consultations and carried out analytical work on legislative acts relating to various areas. In the Halk Maslakhaty, a legal expert group, consisting of representatives of the Mejlis, government agencies, scientific organizations and public associations, developed proposals for modernizing national legislation.

In the year “The Epoch of the People with Arkadag”, 3 meetings of the Halk Maslakhaty Milli Gengesh of the first convocation were held, during which the legislative documents adopted by the Mejlis were approved.

On October 22, under the chairmanship of the Chairman of the Halk Maslakhaty Milli Gengesh, a meeting was held on the issues of revising the administrative-territorial units of the country, during which relevant proposals were put forward and discussed.

On November 1-3, within the framework of the visit of the Chairman of the Halk Maslakhaty Milli Gengesh to the Russian Federation, bilateral meetings were held to promote the progressive development of friendly bilateral relations, in particular inter-parliamentary cooperation. Representatives of the Milli Gengesh of Turkmenistan took part in the plenary session of the Federation Council of the Russian Federation, at which the Hero-Arkadag spoke about the development of parliamentary diplomacy, which is a key vector of interstate relations of independent Turkmenistan, committed to the policy of neutrality, as well as other areas of development of mutually beneficial international partnership.

On the final day of the visit, the meeting of the Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov with the President of the Russian Federation Vladimir Putin took place in the Kremlin. Hero Arkadag was awarded the Order of the Russian Federation "For Merit to the Fatherland" IV degree, which was recognition of his great contribution to the establishment of global peace, progress and cooperation with Russia.

The success and fruitfulness of the visit testifies to the full recognition of the efforts of Turkmenistan, which attaches particular importance to the development of constructive cooperation with the countries of the world and international organizations in strengthening relations in the interests of all mankind.

President Serdar Berdimuhamedov stressed the exceptional importance of modernizing the national legislative framework, taking into account the current realities of the country's development and the priorities of the socially oriented state course being pursued.

Highly appreciating the results of the visit of the Milli Gengesh delegation headed by the Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov to the Russian Federation, the head of state noted the importance of the agreements and decisions reached and, above all, the signed Agreement on the establishment of the Inter-Parliamentary Commission on Cooperation between the Federation Council of Russia and the Halk Maslakhaty of Turkmenistan. As emphasized, this important document opens up prospects not only for fruitful contacts between the parliaments of the two countries, but will also contribute to the expansion of the strategic Turkmen-Russian partnership, which has reached a qualitatively new level in recent years.

Addressing the participants of the meeting, the head of state noted with satisfaction that the results of the work done over ten months of this year clearly demonstrate the progressive successful development of the independent Motherland in accordance with the programs envisaged.

As emphasized, GDP growth reached 6.2 percent. The construction of large industrial and social facilities continues. In accordance with the established plans, 61 large facilities were opened and put into operation. By the end of the year it is planned to put into operation a number of facilities.

Future tasks include further diversification of the economy, an increase in the list of manufactured goods and the expansion of export routes for products were identified.

Issues related to environmental protection are in the center of constant attention of the ongoing domestic and foreign policy of Turkmenistan, initiatives are being put forward in cooperation with international organizations on many of its aspects, the head of state said, noting that in this regard, another mass planting of trees will be held in the country on Saturday.

At the meeting, other issues of state life were also considered, on which appropriate decisions were made.

Concluding the meeting of the Cabinet of Ministers via the digital system, President Serdar Berdimuhamedov wished its participants great success in their work for the further prosperity of the Motherland.
