Today, President Serdar Berdimuhamedov held an online regular meeting of the Cabinet of Ministers to discuss the progress of the implementation of the Presidential Program and programs of socio-economic development of the country. In addition, certain issues of domestic policy aimed at ensuring a prosperous life of the people were considered.

The head of state gave the first floor to the Chairwoman of the Mejlis Milli Gengesh G.Mammedova, who informed about the current legislative activity.

Drafts of a new version of the Law of Turkmenistan “On State Youth Policy” and legislative documents related to this issue, as well as Laws “On amendments to the Tax Code of Turkmenistan”, “On amendments to the Law of Turkmenistan “On Military duty and military Service” were being developed.

Further, Deputy Chairman of the Halk Maslakhaty of the Milli Gengesh K.Babaev spoke about the planned work on the modernization of national legislation.

Halk Maslakhaty together with the Mejlis are working on new bills aimed at the further progressive development of our state and society.

On August 20, Chairman of the Halk Maslakhaty of the Milli Gengesh Gurbanguly Berdimuhamedov took part in the opening ceremony of a new complex of buildings of the Economic Management of military and law enforcement agencies under the State Border Service of Turkmenistan.

Further, Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the comprehensive steps being taken to introduce international best practices into national legislation regulating the budgetary sphere, as well as on the effective use of public funds.

In this regard, a draft of the relevant Resolution on improving the budget system was submitted to the President of Turkmenistan for consideration. According to the document, it is planned to carry out a set of measures, including the development of the State Budget for a 3-year period, strengthening control over its execution, modernizing the management of the budget system, as well as the preparation of relevant regulatory legal acts in the coming years. In addition, it is proposed to create a special State commission and approve its composition.

Having signed the submitted Resolution and sent the document to the Deputy Prime Minister through the digital system, the head of State Serdar Berdimuhamedov gave a number of specific instructions.

Then there was a report on the ongoing work to strengthen control over the financial and economic activities of ministries and sectoral departments, modernization of a number of legislative acts.

In order to bring into line with the realities of the time some of the existing regulatory documents on the application of financial measures in violation of the order of state regulation of prices, a new version of the relevant Provision has been developed, agreed with the relevant structures. The draft of this document has improved a number of basic provisions and specified the types of measures.

Having approved the submitted proposal, the head of Turkmenistan addressed a number of specific instructions to the Deputy Prime Minister.

Then Deputy Chairman of the Cabinet of Ministers Sh.Abdrakhmanov reported on the state of affairs in providing the oil and gas complex with the necessary funds. In particular, there was information about the prepared draft Resolution on the purchase of drilling pipes of various sizes.

Pipe products are planned to be used in the overhaul of oil and gas wells.

Having signed the submitted Resolution, the head of Turkmenistan instructed the Deputy Prime Minister to keep under strict control the implementation of the provisions of the document.

Further, the Deputy head of Government reported on the practical steps being taken to buy a modern geophysical equipment designed to conduct a new method of seismic exploration – 3D modeling for the “Türkmengeologiýa” State Corporation.

During the meeting, President Serdar Berdimuhamedov dismissed T. Mammadov from the post of Deputy Chairman of the “Türkmennebit” State Concern as having failed to cope with the duties assigned to him.

Then Deputy Chairman of the Cabinet of Ministers A.Yazmyradov reported on the progress of agricultural campaigns and measures taken to improve the water supply of land.

It was noted that during a working trip to Lebap and Mary velayats this month, the situation related to the preparation for sowing wheat and caring for cotton fields was studied at the local level. In addition, the necessary measures were identified to increase the pace of work in this direction.

Information on the measures taken to reduce water losses and improve water supply in the Amu Darya River and the Karakum Canal sections was provided.

The Deputy Prime Minister appealed to the President of Turkmenistan with a request to give his blessing to the beginning of sowing of winter cereals, taking into account the soil and climatic conditions of the velayats, as well as holding practical seminars with the participation of experienced daikhans, specialists, scientists and machine operators.

Having given his blessing to the beginning of sowing in the velayats on September 2, President Serdar Berdimuhamedov asked the venerable elders to give, according to the established good tradition, the start of sowing.

“May every grain of yours receive a hundredfold reward!” the head of state said, wishing the cotton growers and grain growers of the country, all the workers of the village good health, family well-being and great success in their work for the sake of further prosperity of the sovereign Homeland.

Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported on the ongoing work to increase the production capacity of cement plants of the Ministry of Industry and Construction Production, as well as plants of the “Türkmenhimiýa” State Concern.

In order to maintain the production capacity of the plants at the proper level, international tenders and relevant work in this direction were held.

In this regard, the Deputy Prime Minister submitted proposals for concluding contracts to the head of state for consideration.

Emphasizing the importance of steadily increasing production capacities and operating enterprises of the industry, the head of state emphasized the need for a full analysis of the work carried out in this direction and addressed the Deputy Prime Minister with appropriate instructions.

Then Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported on the work carried out by the “Türkmenhimiýa” State Concern to increase the production capacity of subordinate plants.

The Deputy Prime Minister reported on the measures taken to ensure the reliable operation of the plants of the “Türkmenhimiýa” Group of Companies and the ongoing preparations for their repair.

Having focused on the importance of international cooperation in all sectors, including the chemical industry, the President of the country instructed the Deputy Prime Minister to analyze in detail the prepared proposals together with the relevant structures.

Deputy Chairman of the Cabinet of Ministers B.Atdaev reported on the ongoing comprehensive work on the implementation of the measures defined in the “Program of the President of Turkmenistan for the socio-economic development of the country in 2022-2028”.

Summarizing the report, President Serdar Berdimuhamedov noted that rendering all-round assistance to domestic entrepreneurship, strengthening the positions of individual enterprises in the country’s economy, and the widespread introduction of progressive market mechanisms are among the priorities of the socio-economic policy pursued by our state.

Then the Deputy Prime Minister reported on the practical steps taken to improve the activities of enterprises of the Ministry of Textile Industry.

In this context, a proposal was submitted to the President of the country for consideration on the implementation of appropriate measures aimed at bringing the management system of factories in line with the realities of the time, modernizing their material and technical base.

Having focused on a number of priority tasks for the further development of this sector, the head of state instructed the Deputy Prime Minister to further study the issue of improving the work of existing enterprises in the industry and prepare appropriate proposals.

Then Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the preparations for the upcoming festive events in September and the opening of social and cultural facilities timed to them.

The program of festive events on the occasion of the 31st anniversary of Turkmenistan’s independence, as well as the announcement of 2022 as the Year of the “Epoch of the People with Arkadag” envisages a conduction of conferences, round tables, creative meetings, media forums, propaganda and explanatory events and song and music celebrations.

A set of events is also scheduled in the context of the month “Road Safety – the Tranquility of Our Lives”.

The final of the “Çalsana, bagşy!” contest will be held in the Palace of Mukams of the State Cultural Center. There is also an award ceremony for the winners of the “Türkmeniň Altyn asyry” competition for the prize of the President of Turkmenistan and a concert of masters of arts.

In the last decade of the month, an exhibition of economic achievements of the Homeland is scheduled to be held at the Chamber of Commerce and Industry on the occasion of the 31st anniversary of Turkmenistan’s independence.

On the eve of the holiday, a concert of the country’s masters of arts will be held at the Mukams Palace of the State Cultural Center.

Celebrations dedicated to the opening of social and industrial facilities will be organized in the capital and velayats.

After hearing the report, President Serdar Berdimuhamedov addressed a number of specific instructions to the Deputy Prime Minister to ensure a high organizational level of the festive celebrations and other cultural events scheduled for September.

Then the Deputy Prime Minister reported on the preparations for the final round of the amateur performers’ television competition “Ýaňlan, Diýarym!”. The event is scheduled to be held on August 27 at the “Ashgabat” capital’s song and music center, where 12 performers will take part.

Summing up the report, the President of Turkmenistan stressed the importance of the annual creative television show “Ýaňlan, Diýarym!”, stimulating the further development of national culture and art and contributing to the identification of new talents, and ordered to hold the final round of the competition and the awarding ceremony of its winners at a high organizational level.

Then Deputy Chairman of the Cabinet of Ministers N.Amannepesov reported on the ongoing preparations for the Day of Knowledge and Student Youth and for the new 2022-2023 academic year, as well as on preparations for the organized holding of the final round of the competition “Garaşsyzlygyň merjen däneleri”.

In the era of the Revival of a new epoch of a powerful state, under the wise leadership of President Serdar Berdimuhamedov, the most favorable conditions are being created in the country, allowing radically modernizing the education system, raising the level of national education to international standards.

In preparation for the upcoming holiday, repair and restoration work has been carried out in all educational institutions, all of them are provided with appropriate educational and visual aids.

On August 25, under the motto “The Epoch of the People with Arkadag”, a meeting of education system workers was held in Ashgabat, where issues of modernization of the education sector, raising the level of teaching and upbringing of the younger generation, improving curricula and the quality of textbooks, teaching methods and teacher training were discussed.

On the occasion of the Day of Knowledge and Student Youth celebrated on September 1, various solemn events are traditionally scheduled, including the ceremony of laying flowers at the Independence Monument and the monument to Berdimuhamed Annayev on the territory of the 27th secondary school in the village of Yzgant of the Geokdepe etrap of Akhal velayat. Solemn lines will be held in secondary, specialized secondary and higher educational institutions. The first lesson in all educational institutions of the country will be held under the title “The Epoch of the People with Arkadag”.

It is also planned to present computers to all first-graders of the country as a gift on behalf of the Hero-Arkadag and President Serdar Berdimuhamedov.

The opening of new educational institutions in Ashgabat and in all velayats will give even greater solemnity to the holiday.

Summarizing the report, the head of state noted the importance of holding all the scheduled celebrations at a high organizational level, which will inspire the younger generation to study well, strengthen their desire for knowledge and broaden their horizons.

Further, the Deputy Prime Minister reported on the preparations for the organized holding of the final round of the gifted children’s competition “Garaşsyzlygyň merjen däneleri”, in which 18 child singers and 13 children’s dance, music, song and folklore ensembles were selected to participate.

After hearing the report, the head of state noted the importance of continuing work on identifying talented children and instructed the Deputy Prime Minister to ensure proper monitoring of the preparations for the upcoming concert of young performers on September 3.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on the preparations for the foreign visits of the President of Turkmenistan scheduled for September-December of this year.

At the same time, our country is successfully developing constructive partnership with reputable regional and international organizations and structures. In this regard, it is scheduled the participation of the President of Turkmenistan in a number of Summits.

Currently, the Ministry of Foreign Affairs, together with the relevant departments of various countries, carries out relevant complex activities, including the solution of organizational and other appropriate issues, the development of visit programs, as well as documents envisaged for signing within their framework.

President Serdar Berdimuhamedov instructed the Deputy Prime Minister, the head of the Ministry of Foreign Affairs to ensure a high organizational level of preparation for upcoming foreign visits and meetings and summit negotiations planned within their framework.

Further, the Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakyev reported on the successful solution of the tasks arising from the Concept and the State Program for the Development of the Digital Economy in Turkmenistan.

With this view, on the basis of domestic relevant legislation, it has been prepared a draft of an appropriate Resolution aimed at further modernization and expansion of the use of national electronic communication systems that meet modern international standards, creating appropriate conditions for their developers, ensuring coordinated activities in this area.

After hearing the report, President Serdar Berdimuhamedov stressed the importance of taking measures to accelerate the process of digitalization as an integral factor in the comprehensive incremental progress of the country. Having signed the submitted Resolution “On issues of national electronic communication systems and their developers”, the head of state sent it via the digital system to the Director General of the Agency for Transport and Communications under the Cabinet of Ministers, assigning to ensure proper control over the implementation of this document.

Then the head of the Agency reported on the results of the International Conference of Ministers of Transport of Landlocked Developing Countries held on August 15-16 in the Avaza National Tourist Zone and the events held within its framework.

Summarizing the report, President Serdar Berdimuhamedov focused on the importance of the Ministerial Conference held at the Avaza NTZ and the negotiations held within its framework in the context of determining the key vectors of regional and global cooperation in the transport and logistics sector, taking into account modern realities and prospects, building mutually beneficial contacts with foreign partners in bilateral and multilateral formats.

Addressing the members of the Government, President Serdar Berdimuhamedov recalled that September is always rich in a variety of events. So, on September 1, the country celebrates the Day of Knowledge and Student Youth.

“On this day, all of you, in accordance with the plan, should visit higher and secondary schools and congratulate the youth on the holiday and on the beginning of the new academic year,” the head of state stressed.

The 7th Congress of the Makhtumkuli Youth Organization will also be held on September 1.

Deputy Prime Minister N.Amannepesov was instructed to hold all events scheduled on the occasion of the beginning of the new academic year at a high organizational level.

Government meeting also considered other issues, and adopted a number of documents aimed at the development of industries.

Concluding the regular meeting of the Cabinet of Ministers via the digital system, President Serdar Berdimuhamedov wished the participants good health, family well-being and great success in their work for the sake of further prosperity of the mighty Homeland.
