The events of the past week have become yet another evidence of the success of the large-scale reforms being implemented under the leadership of Serdar Berdimuhamedov, providing for the innovative development of the national economy, the implementation of multifaceted socially oriented programs, as well as the steadfast adherence to the “open door” policy aimed at broad cooperation on the principles of equality, mutual understanding and trust.

On June 20th, President Serdar Berdimuhamedov received board member and president of the China National Petroleum Corporation (CNPC) Hou Qijun.

The head of state and the head of China's largest corporation discussed the prospects for bilateral cooperation, taking into account the existing solid potential.

The President of the country noted that, having colossal reserves of energy resources, Turkmenistan is consistently implementing a strategy for the comprehensive modernization of the national fuel and energy complex, focused on attracting the best world experience and advanced technologies to the industry.

The head of the China National Petroleum Corporation informed the head of state about the progress of work carried out by CNPC in our country, a concrete example of the success of which is the interaction in the industrial development of hydrocarbon deposits of the Bagtyýarlyk contractual territory and the arrangement of one of the world's largest gas fields– “Galkynysh”. As a result of this cooperation, Turkmen natural gas is transported to China via the Turkmenistan-Uzbekistan-Kazakhstan-China gas pipeline.

During the meeting, the importance of the agreements reached at the highest level regarding the development of the second stage of the Galkynyş field and the laying of the fourth branch of the Turkmenistan-China transnational gas pipeline was noted.

On June 24th, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, where priority issues of state life were discussed.

In particular, a report was given on the development of the State Budget for 2023, practical steps planned for implementation in order to switch to medium-term budget planning starting 2025 and organize the management of this area in accordance with the realities of the time.

Currently, a preliminary draft of the Decree “On measures to improve budgetary activities in Turkmenistan” is being prepared, aimed at fulfilling the tasks and requirements of the country's Budget Code. The document provides for: the preparation of the State Budget for a 3-year period, a set of measures to strengthen control over the execution and improve the management of the budget system, the development of relevant regulatory legal acts in 2022–2024. Along with this, it is proposed to create a special State Commission and approve its composition.

As President Serdar Berdimuhamedov noted, in the current conditions it is very important to correctly and competently implement economic regulation, one of the mechanisms of which is the public sector. A key place in this process is given to the formation of the most important financial document - the state budget of the country. A strong stable system of regulation of cash flows contributes to the reliable functioning of the state, its prosperity and the growth of the welfare of citizens, the head of Turkmenistan emphasized, instructing to continue work in this direction.

A report was also provided on the measures taken to develop the transport and communications sector on an integrated basis, expand opportunities for multimodal communications and improve the quality of services provided to the population.

In this regard, information was provided on proposals to finance the construction of an international airport in the Jebel village of the Balkan velayat by attracting credit funds from the Abu Dhabi Development Fund, the Central Bank and the State Bank for Foreign Economic Affairs.

The head of Turkmenistan instructed to keep the implementation of the plans under strict control, emphasizing that one of the main aspects of the national socio-economic strategy is the active development of cooperation with international organizations, attracting their investments to finance large infrastructure projects implemented in the country with the participation of domestic entrepreneurs.

In order to accelerate the development of the Turkmen shelf of the Caspian Sea, in particular, in the contract area “Cheleken” on the basis of the Production Sharing Agreement, proposals were submitted to carry out relevant work together with the company “Dragon Oil (Turkmenistan) Ltd.” and the terms of the contract to be signed between this company and the State Concern “Turkmennebit”.

Focusing on the need for a thoughtful and comprehensive approach to solving problems in this area, President Serdar Berdimuhamedov approved the submitted proposal, instructing the Deputy Prime Minister to continue work in this direction.

In accordance with the previously adopted Decrees of the President of Turkmenistan, as part of the ongoing measures to ensure energy security and the creation of “green” energy, organizational work continues on the construction of a multifunctional solar and wind power plant with a capacity of 10 megawatts to supply consumers with electricity settlements that will be created in the vicinity of the Turkmen lake “Altyn asyr”.

In this regard, the expediency of using regenerative energy sources for power supply of settlements located on the outskirts of the country, in hard-to-reach areas, was noted.

Speaking about the exceptional demand for new projects to use the opportunities of “green” energy, the head of state stressed that the construction of cost-effective alternative energy facilities that do not harm the environment will directly contribute to the successful implementation of all plans, including those to ensure environmental well-being and sustainable socio-economic development of the country's regions, and gave relevant instructions.

Great opportunities for demonstrating the achievements of the Motherland, its export potential, exchanging experience, resolving issues of mutually beneficial cooperation will be opened by the participation of Turkmenistan in the World Exhibition “EXPO-2025”, which will be held from April 13 to October 13, 2025 in Japan, in the city of Osaka under the motto “Creating society of the future for our lives”.

In the context of organizational measures carried out with the Japanese side, it is assumed that the National Pavilion of Turkmenistan will be built in the section “Expansion of Social Opportunities”. To select projects for the construction of the National Pavilion of our country at EXPO-2025, a competition will be announced among domestic specialized companies.

Particular attention at the meeting of the Cabinet of Ministers was paid to the preparations for the VI Summit of the heads of the Caspian states, scheduled for June 29 in Ashgabat. The agenda of the forum will include a set of important issues related to the further development of productive interstate cooperation in its priority areas.

In this regard, President Serdar Berdimuhamedov noted that Turkmenistan consistently stands for the diversification of trade and economic relations between the coastal countries, the effective implementation of the huge resource, transport, transit, energy and industrial potential that the Caspian region has. At the same time, great importance is attached to humanitarian and cultural cooperation, contacts in such an important area as ecology and environmental protection, the preservation of the biodiversity of the ancient Hazar, and the rational use of its natural resources.

Clear evidence of this is the specific initiatives of the Turkmen side, aimed at optimizing the mutually beneficial multifaceted partnership between the Caspian states, the formation of an appropriate legal framework, and the intensification of interaction with authoritative international organizations.

The President of Turkmenistan was also informed about the prepared draft Regulations on the State Register of National Systems of Electronic Communications and the State Register of Developers of National Systems of Electronic Communications.

Coordination of work in this area, according to the Regulations, is envisaged to be entrusted to the Türkmenaragatnaşyk Agency of the Transport and Communications Agency under the Cabinet of Ministers.

These documents are aimed at increasing the number of national electronic communications systems in the country, expanding and developing them to fulfill the tasks arising from the State Program for the Development of the Digital Economy for 2021-2025.

President Serdar Berdimuhamedov emphasized the priority importance of digitalization for the further growth of the domestic economy. The above program is aimed at improving the efficiency of the functioning of various industries and the social sphere of the country through the widespread use of information technology.

Close attention should be paid to further improvement and consistent implementation of large projects, Arkadagly Serdar noted, instructing to approach this issue in more detail and conduct a detailed analysis of the work carried out in this direction.

A proposal was submitted for consideration by the head of state to prepare a draft work plan to determine the annual need for the repair of dredgers and the construction of new ones, the timing of orders, as well as the training of specialists and the creation of additional jobs.

Having inquired in detail about the functional details, technological and innovative components of the construction of dredgers, Arkadaglu Serdar noted that the attraction of advanced world experience, the latest engineering developments and know-how contributes to bringing the domestic economy to high levels in terms of quality and competitiveness. In this regard, the head of state instructed the head of the Transport and Communications Agency under the Cabinet of Ministers, together with the structures of the agricultural sector, to take specific measures to implement the plans in this direction.

Among the issues discussed at the meeting were the course of seasonal field campaigns in the regions of the country, steps taken to improve the culture of farming and introduce water-saving technologies into agriculture.

In addition, it was reported about the upcoming creative events in July this year, about the organization of recreation for children and teenagers during the summer vacation season in the Gyokdere health centers, health centers located in the country's velayats, and in the Avaza National Tourist Zone.

At a meeting of the Cabinet of Ministers, the President of Turkmenistan signed a Resolution on concluding a contract with the International Oil Service Company under the China Petrochemical Corporation for the provision of specialized services to increase the productivity of wells of the Türkmennebit concern.

In order to further improve the theatrical activity in independent neutral Turkmenistan in the era of the Revival of the new era of the powerful state, to promote the creative potential of theaters, the President of the country signed a Resolution according to which the Main Drama Theater of Turkmenistan named after the Great Saparmurat Turkmenbashi was given the legal status of “Academic”.

In addition, last week, the head of state Serdar Berdimuhamedov approved the composition of the Intergovernmental Turkmen-Turkish Commission on Economic Cooperation from the Turkmen side and signed the Order, according to which 275 pilgrims from Turkmenistan will go to the Kingdom of Saudi Arabia on a free flight of the Türkmehowaýollary agency to perform the Hajj and will return as well.

In accordance with another Decree of the President of Turkmenistan, the delegation of our country was sent to the city of Hanoi of the Socialist Republic of Vietnam to discuss bilateral issues in the political, diplomatic, trade, economic, scientific, educational and urban planning spheres, as well as to hold a business conference, meetings and negotiations.

According to the Decree of the head of state, humanitarian aid was sent to the fraternal people of Afghanistan in connection with the devastating earthquake that occurred in the provinces of Khost and Paktika. The Afghan side was donated food, medicines, hygiene products, household essentials.

Among other events of the week is the international conference “Environmental aspects of hydrocarbon production” held in Ashgabat, organized by the state concerns “Türkmengaz” and “Türkmennebit”, the State Corporation “Türkmengeologiýa” in partnership with the ES “Turkmen Forum”, with the support of the British company “GaffneyCline”.

The forum was held in a hybrid format. It was broadcast from Ashgabat online to dozens of countries around the world. Among its participants were heads of government structures, relevant ministries and departments, domestic journalists and representatives of authoritative international missions accredited in Turkmenistan and foreign media. Also, teachers and students of the International University of Oil and Gas named after Yagshygeldi Kakaev joined them via the digital system.

During the conference, a wide range of issues was discussed regarding the impact of hydrocarbon development on the environment, hydrogen production, the transition to “green” energy, and the problems of reducing methane emissions.

Particular attention was paid to the possibilities of renewable energy and the diversification of the energy sector, current trends in the financing of oil and gas projects, careful attitude to natural resources, etc.

The forum participants were acquainted with the key aspects of the state environmental policy pursued by President Serdar Berdimuhamedov, with large-scale programs and projects to protect the environment at the national, regional and international levels, including in the field of rational use of natural resources, the use of modern, environmentally friendly and economical “green” technologies at industrial facilities under construction in our country.

On the sidelines of the forum, meetings were held between representatives of the domestic fuel and energy complex with foreign colleagues to determine specific areas of interaction.

The events of the jubilee, tenth Week of Culture, which started in Mary, made up a colorful panorama of the unique spiritual heritage and creative creative potential of the Turkmen people, which made a significant contribution to the treasury of universal values. The large-scale action is a kind of prologue to the widely celebrated Day of Cultural and Art Workers, as well as Magtymguly Fragi's Poetry, widely celebrated in our country, helping to improve the professionalism of representatives of the creative workshop, to identify new talents.

The program of the creative review included a media forum on the role of the media in international cooperation, conferences on the development of culture, traveling seminars, concerts by masters of art and folk performers, folklore performances, master classes, competitions, exhibitions of works of art, premiere screenings of feature films and theater productions , meetings with poets and prose writers, filmmakers, excursions to the historical and cultural monuments of the region and much more.

On behalf of the head of state, Chairman of the Halk Maslakhaty Milli Gengesh, Honorary Elder of Turkmenistan Gurbanguly Berdimuhamedov made a working trip to Akhal velayat, inspected the construction of a new modern administrative center of the region, and held a working meeting on issues related to increasing the pace of construction work.

Hero-Arkadag got acquainted with the quality of building materials, the features of decorative fences of buildings, as well as samples of equipment that will be installed in the Children's Health and Rehabilitation Center, and focused on the need to use innovative technologies.

An important contribution to the environmental protection of the new center will be the use of electric buses and electric taxis. The hero-Arkadag was presented with their simulated images and technical characteristics. In order to improve the road transport infrastructure and ensure the uninterrupted movement of vehicles, much attention is paid to the quality of the underpasses and underground transport tunnel being built here.

Having familiarized himself with the project of the future mosque, where 5.5 thousand people will be able to pray at the same time, Arkadag Gurbanguly Berdimuhamedov made a number of comments and made adjustments.

During a working meeting with the participation of the leaders of the new modern administrative center of the Akhal velayat, Hero-Arkadag identified specific tasks for equipping buildings and carrying out the necessary commissioning work, which should be completed within a month.

In general, the events of the past week have become clear evidence that Turkmenistan, under the leadership of President Serdar Berdimuhamedov, continues to confidently move forward, successfully realizing its colossal economic, spiritual and creative potential, developing fruitful cooperation with foreign partners in various spheres of society and the state.
