Numerous working meetings, political consultations, business negotiations and the forums organised both in our country and abroad in July, this year have become a visual evidence of the steady growth of the authority of Turkmenistan on the world arena.
So, in the first of July in the foreign policy department of the country a number of telephone conversations with ministers of foreign affairs of friendly states - the Azerbaijan Republic, Republic of Kazakhstan, the Kirghiz Republic and Turkish Republic took place.
The sides discussed current issues of interstate partnership, course of realisation of the joint agreements reached at top-level. The special accent was made on the necessity of continuation of active interaction through foreign policy departments and also between profile ministries and departments.
On July 1 in Tashkent the next round of the high level Dialogue «European Union-Central Asia » on issues of policy and security with participation of Deputy Ministers of Foreign Affairs of the states of the region was held.
On July 6in the Ministry of Foreign Affairs the 13th round of the online Dialogue of human rights «Turkmenistan-European Union» was held. Realisation of international legal obligations of our country in the field of human rights and the international humanitarian right became a subject of detailed discussion.
On July 7, the country presentation «Investment and business possibilities of cooperation with Turkmenistan» for the Italian companies took place. In the meeting held in a format of videoconference, the Turkmen party was represented by heads and specialists of the Ministry of Foreign Affairs, Ministry of Economy and Finance, the State Bank for Foreign Economic Relations, “Turkmengaz" and «Türkmenhimiýa» State Concerns, the Union of Industrialists and Entrepreneurs and «TAPI Pipeline Company Limited».
From the Italian party the General Director of the Italian Trading Agency, Vice-president of General Confederation of the Italian Industry, the President of Italian State Export-Credit Agency "SACE", and also heads and representatives about 120 large companies and financial institutions, Assistant to the State Secretary for foreign affairs of the Italian Republic Manlio Di Stefano took part in presentation on the international affairs.
On July 8, in Ashkhabad a meeting with delegation of the Russian Federation which arrived in Turkmenistan led by Committee for External Relations of Saint-Petersburg E. Grigoriev, was held.
During the meeting with participation of Deputy Chairman, Minister of Foreign Affairs R.Meredov and Deputy Chairman S.Berdimuhamedov the sides especially noted efficiency of the economic partnership mentioning a wide spectrum of directions. Negotiations of members of the delegation of the Russian Federation with heads of the profile ministries and departments of our country also took place.
In the first decade of the given month in the Ministry of Foreign Affairs in a videoconference mode the Turkmen-Moroccan inter-ministerial political consultations with participation of minister of foreign affairs of the Kingdom of Morocco Nasser Bourita were held. For discussion issues of bilateral cooperation in political -diplomatic, trade and economic and cultural-humanitarian areas were highlighted.
With satisfaction having ascertained high productivity of visit of the Turkmen delegation to Morocco, in the spring of the past year according to the commission of President Gurbanguly Berdimuhamedov, the parties noted importance of the signed bilateral agreements and agreed to make an active dialogue with a view of completion of additional documents in the field of foreign policy cooperation, transport, education, science and others.
On July 13 a meeting of Deputy Chairman of the Cabinet, Co-chairman of Intergovernmental Turkmen-Chinese committee on cooperation S.Berdimuhamedov the Turkmen party with the Minister of Foreign Affairs of the Chinese People’s Republic Wang Yi.
As was marked, new impulses to the traditional dialogue successfully built in bilateral and multilateral formats, including on the platform of the largest international and regional organisations, gave to the agreements reached during the current year which took place in May telephone conversation between President of Turkmenistan Gurbanguly Berdimuhamedov and Chairman of the People’s Republic of China Xi Jinping, and also the productive negotiations held in the same month in the Chinese city of Sian.
Following the results of the meeting a number of the documents confirming adherence of Turkmenistan and the Chinese People’s Republic to traditional relations of friendship and strategic partnership, built on equal in rights, confidential and mutually beneficial basis was signed.
On July 13-14, the ministerial video conference of non-alignment movement, which brought together heads of foreign policy departments of tens countries of the world took place.
Representatives of the Ministry of Foreign Affairs of Turkmenistan focused attention of participants on the speech of President Gurbanguly Berdimuhamedov during the 18th summit of non-alignment movement in May, 2020 in which vision of the Turkmen party of how the countries-participants of the organization can advance cooperation on the way to peace, security and sustainable development was presented.
On July 14in the review meeting according to plan of practical measures ("Road map") on the further development of cooperation between Turkmenistan and United Nations Office on Drugs and Crime for 2019-2021 t5ook place.
According to the analysis of achievements and results of the work carried out in our country, educational and explanatory actions are successfully held, the National plan on counteraction to human trafficking for 2020-2022 is realised. In the given context the Turkmen party suggested to develop the "Road map" for the following period in which the accent will be made on digitalization and increase of potential of employees and experts in all directions of partnership.
According to the Resolution of President Gurbanguly Berdimuhamedov the delegation of our country in July, 14-16 was sent to the Republic of Uzbekistan, city of Tashkent where the high level international conference “Central and South Asia: regional connectivity. Challenges and possibilities” took place.
On the eve of the forum at the initiative of the Turkmen party there was held a meeting of Ministers of Foreign Affairs of the states of Central Asia in which course the exchange of opinions on most pressing issues of interaction in various spheres took place.
On July 15 in Tashkent negotiations within the format «C5+1» between heads of foreign policy departments of the countries of Central Asia and the delegation of the USA led by Homeland Security Advisor for U.S. President Elizabeth Sherwood-Randall took place. Participants of the meeting following the results, of which the Joint statement was accepted, confirmed interest throughout the diplomatic dialogue aimed at consolidation of cooperation on counteraction to threats and challenges of regional security.
Within the visit of the Turkmen delegation to the Republic of Uzbekistan bilateral meetings with heads of foreign policy departments of the Kingdom of Saudi Arabia, Republic of Tajikistan and Republic of Kazakhstan were held.
On July 16 in the capital of Uzbekistan the fourth session of heads foreign policy departments in the format «Central Asia - Russia» in which topical issues of cooperation between the countries of the region and the Russian Federation were considered, took place.
Participation of the national team of Turkmenistan in the ХХХII Summer Olympic Games held in Tokyo became one of the bright events of the past month. According to the Resolution of President Gurbanguly Berdimuhamedov for participation in the official opening ceremony of the largest competitions of the planet the representative delegation was sent to the capital of Japan led by Deputy Chairman of the Cabinet S.Berdimuhamedov who also held a number of important bilateral meetings.
During the visit the meeting of Chairmen of Turkmen -Japanese and Japanese-Turkmen committees on economic cooperation – Deputy Chairman S.Berdimuhamedov and the managing director of the company «Itochu Corporation» Hiroyuki Tsubai took place. Participation in it heads and representatives of world famous Japanese companies "Mitsubishis Corporation", «Sumitomo Corporation», «Sojitz Corporation», «Marubeni Corporation», «Komatsu Ltd» and «Kawasaki Heavy Industries» became the next acknowledgement of high interest of business circles of the friendly country in strengthening of the positions in the perspective Turkmen market.
Following the results of negotiations in Tokyo three bilateral documents aimed at interaction expansion in transport sphere, introduction of innovative methods and water saving technologies, and also solution of issues of delivery of necessary machinery for automobile and railway spheres were signed.
Within the stay in Tokyo Deputy Chairman of the Cabinet S.Berdimuhamedov met the State Minister of Economy’s, Trade and Industry of Japan Ejima Kiyoshi. The parties analysed partnership issues between two states, in particular, in frameworks of agreements, reflected in «the Road map on cooperation in the field of infrastructure».
The meeting of Deputy Chairman S.Berdimuhamedov with the Emperor of Japan Naruhito also took place.
During the visit the meeting with Prime Minister of Japan Yoshihide Suga in which the arrangements reached at high level, issues of the successful solution of present tasks were discussed, also took place.
Deputy Chairman S.Berdimuhamedov invited the Prime Minister and representative delegation of the friendly state to visit Turkmenistan and to take part in the solemn ceremony of opening in honour of the 30th anniversary of independence of our country the gas turbine power stations with a capacity 432 MWt erected in Lebap region by company «Sumitomo Corporation».
Besides it, the delegation of our country took part in the official opening ceremony of the ХХХII Summer Olympic Games.
On July 26-27 in Tajikistan the fourth Central Asian conference on climate change (CACCC-2021) in which in a mode online the delegation of Turkmenistan took part, took place.
The forum’s main objective - strengthening of dialogue of the central Asian countries on realisation of climate policy with increase of the role of civil society in this process, increase in awareness on climatic risks and contribution of more active involvement of the states of the region for their decrease and successful realisation of the Parisian agreement.
Representatives of Turkmenistan informed on the practical steps undertaken under the direction of President Gurbanguly Berdimuhamedov aimed at struggle against climate change.
At the end of July in Ashkhabad the session of joint Turkmen-Azerbaijan working group on realisation of the Memorandum of mutual understanding between the Government of Turkmenistan and the Government of the Azerbaijan Republic on joint prospecting, exploration and development of hydro carbonic resources of the deposit of "Dostluk" in the Caspian Sea took place. The given document was signed on January 21, the current year with a view of consolidation of cooperation of two countries in the energy sphere.
On July 28 in Dushanbe, the tenth session of the Intergovernmental Turkmen-Tajik commission on trade and economic and scientific and technical cooperation took place. During the session satisfaction was expressed by level of the interstate relations which development is promoted by confidential political dialogue at the higher state level. Participants of the meeting discussed the joint work carried out for the period, since the last session of the Commission in Ashkhabad in November, 2019, and also analysed the present state of partnership in trade and economic and investment spheres.
Thus, the presented review of events of the past month illustrates impressing successes and achievements of independent neutral Turkmenistan which, steadily realising initiated by the leader of the nation Gurbanguly Berdimuhamedov the policy of "open doors» and wide international cooperation, actively expands and strengthens bridges of friendship and mutually beneficial relations both with individual states, and with the authoritative organisations and regional structures.
