Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to sum up the work executed in the country for seven months of the current year.
Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity for the January-July period of this year, was the first to take the floor at the meeting.
As she informed, in the given period, 7 legal acts, including the Law of Turkmenistan «On establishment of the anniversary medal of Turkmenistan «Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja» and 12 resolutions of the parliament were adopted. In addition, corresponding amendments and additions were made to the laws in force connected with protection of the rights and legitimate interests of citizens, maintenance of industrial safety of industrial objects, perfection of accounting and financial reporting, licensing of separate kinds of activity, highways and road activity, preservation of the environment, preservation of water biological resources, increase of efficiency of migration policy.
Guided with the goals put by head of the state and Hero-Arkadag on a high level preparation and well-organised conduction of the meeting of the Khalk Maslakhaty of Turkmenistan, corresponding work together with the Office of the President of Turkmenistan, Office of the Khalk Maslakhaty, the Cabinet, khyakimliks of Ashgabat and Arkadag cities and velayats is carried out at present.
Besides it, the Mejlis received 7 credentials from Extraordinary and Plenipotentiary Ambassadors of several countries accredited in Turkmenistan.
During the considered period, 25 meetings with representatives of parliaments of various states, diplomatic missions of foreign countries in Turkmenistan and international organisations, in which prospects of further development of bilateral cooperation were discussed, were held. Deputies and specialists of the Mejlis took part in 82 seminars organised by corresponding ministries and sectoral departments of the country together with international structures. For the purpose of exchange of experience in the area of legislation, representatives of the national parliament made 16 business trips abroad.
Summing up the information, President Serdar Berdimuhamedov emphasised the significance of further conduction of work to strengthen the legal basis of the country, perfection of legislative activity according to realities of the time.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators of national economy for seven months of the current year.
As he reported, the rate of increase of GDP for the specified period made up 6,3 percent, including in the industrial complex, this indicator reached 2,6 percent, construction - 6,7 percent, transport -communication sector - 10,3 percent, trade - 8,5 percent, agriculture - 4,1 percent, services sphere - 8,4 percent.
As compared to the similar period of the past year, for the January-July period of the current year, as a whole the output has increased by 10,4 percent. In economy branches positive industrial indicators were reached.
During the considered period, as compared with the same period of 2025, the volume of retail trade grew by 10,1 percent, and foreign trade turnover - 9 percent.
For the January-July period, the plan for the revenues part of the state budget was fulfilled by 101,1 percent, and expenditures - 97,3 percent.
In the specified period, in the state institutions financed at the expense of the budget and self-financing, salaries, pensions, welfare payments and scholarships of students were paid timely and completely.
The volume of capital investments made at the expense of all sources of financing, as compared with the similar period of the past year was above by 4,7 percent.
The report on the work executed for the January-July period of 2026 within the implementation of the national rural redevelopment program, including the course of construction of various projects also sounded .
Summing up the report, the head of Turkmenistan pointed out the importance of further consecutive perfection of the activity of economic, financial and bank complexes, maintenance of stable dynamics of growth of GDP, development of branches of economy and gave the Deputy-Chairman of the Cabinet corresponding instructions.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on results of the work implemented for the January-July period of 2026 on increase in oil and gas production, expansion of routes of their export to world markets.
As he reported, in the specified period, the plan for oil production was executed by "Türkmennebit" State Concern by 108,7 percent, its processing by profile factories of the Concern - 105,5 percent.
The plan for gasoline production was fulfilled by 121,6 percent, diesel fuel - 113,5 percent, polypropylene - 100,2 percent, lubricant oils - 103 percent, liquefied gas - 122,6 percent, natural and accompanying gas production - 108,1 percent.
Summing up the report, the President of Turkmenistan underlined that one should increase further production of natural gas and oil, properly to carry out work on development of hydrocarbon deposits. The head of the state also instructed the Deputy-Chairman of the Cabinet to increase capacities of the enterprises of the complex consistently.
Deputy-Chairman of the Cabinet T.Atahallyev reported on results of the activity of the subordinate complex for the January-July period of the current year and course of seasonal agricultural campaigns in velayats.
As he informed, the rate of increase of volumes of output of production in the agricultural branch as compared to the similar period of the past year, made up 111,9 percent. By the Ministry of Agriculture, this indicator was equal to 108,6 percent, by the Ministry of Environmental Protection - 103,3 percent, by the State Water Economy Committee - 111,8 percent, by "Türkmenpagta" State Concern - 104,5 percent by «Türkmengallaönümleri» State Association - 124,7 percent, by «Türkmenobahyzmat» State Association - 100,5 percent, by State Association of Food-Processing Industry - 116,2 percent, by State Association of Cattle-Breeding and Poultry Farming Industry - 103,9 percent, by «Türkmen atlary» State Association - 107,3 percent. The plan for investments was executed by 141,3 percent.
At the same time, he reported that at present, according to agro-technical standards, proper care of cotton fields is taken. Harvesting combines and other agricultural machinery, the corresponding enterprises and points of reception of the crop are prepared for the forthcoming harvest season.
With a view of conduction of the wheat sowing within target terms, the ploughing and levelling of the fields proceed now. In addition, preparation for the season of grain seeders and high-quality seed material is carried out.
Having heard the report, President Serdar Berdimuhamedov emphasised the significance of further development of the agricultural branch, the strengthening of its material and technical basis. The head of the state also instructed the Deputy-Chairman of the Cabinet to hold under strict control the qualitative fulfilment of seasonal agricultural work within set terms and their conformity to agro-technical standards.
Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity of the subordinate complex for the January-July period of 2026.
As he informed, the plan on production and works in the given sector in the specified period was fulfilled by 123,9 percent. The same indicator was fulfilled by the Ministry of Construction and Architecture by 103,9 percent, by the Ministry of Industry and Construction Materials - 127 percent, by the Ministry of Energy - 108,9 percent.
By the Ministry of Motor Roads, the plan for the planned work was fulfilled by 108,3 percent, by "Türkmenhimiýa" State Concern - 135 percent, by khyakimliks of Ashgabat city - 127,5 percent.
Having heard the report, President Serdar Berdimuhamedov directed attention to necessities of adoption of complex measures for maintenance of effective work and reaching the designed capacity of enterprises of the construction and industrial sector. A special emphasis was made on the importance of constant control over the course of construction and operation of highways. The head of the state also instructed the Deputy-Chairman of the Cabinet to take appropriate measures with a view of the qualitative construction of projects and constructions, their commissioning into operation in target dates.
Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work of accountable ministries and sectoral departments, and the private sector for the January-July period of this year.
As he informed, by the Ministry of Trade and Foreign Economic Relations, the rate of increase of goods turnover for the considered period as compared with the similar period of the past year, made up 106,8 percent.
By the Ministry of Textile Industry, the rate of increase of production as compared to the same period of the past year, was fulfilled by 105,4 percent.
The rate of increase of received aggregate profits by the enterprises of State Association «Türkmenhaly» reached 107,3 percent.
For the accounting period, the State Commodity and Raw Materials Exchange held 169 exchange auctions at which 17 thousand 898 contracts were registered.
For the January-July period of 2026, the rate of increase of the work realized by the Chamber of Commerce and Industry made up 119,4 percent. For the specified period, 14 exhibitions and 8 conferences were held.
By the Union of Industrialists and Entrepreneurs, the rate of increase of manufacture of agricultural and food production was provided by 107,2 percent, industrial goods - 107,1 percent.
Having heard the report, President Serdar Berdimuhamedov noticed that one should keep regular control over supply of markets of the country and shops with food production and other goods. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to take necessary measures on modernisation of the activity of the trading complex, increase in manufacture of the private sector, and consecutive perfection of work of the State Commodity and Raw Materials Exchange.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the supervised sphere for the January-July period of the current year.
As she informed, in the specified period, various cultural events and celebrations on the occasion of announcement of 2026 as «Independent neutral Turkmenistan - the homeland of purposeful winged horses», the 35th anniversary of independence of our fatherland were held.
Besides it, excursions to historical and cultural monuments, meetings with archaeologists, seminars in field conditions were organised. At theatres, the state circuses, cinemas and film concert centres of the capital, libraries, museums and complexes of historical and cultural monuments cultural services were rendered.
Turkmen specialists made business trips to foreign countries and took part in the international actions. Within the state visit of President Serdar Berdimuhamedov to Georgia in the city of Tbilisi Days of culture of Turkmenistan were held successfully and Memorandums of mutual understanding in the field of cultural cooperation were signed.
Besides it, young poets of our country took part in II international festival of young poets of the Turkic world, held in the Azerbaijan Republic, workers of art took part in the actions held within the Day of friendship of the Republic of Korea, the ensemble of violinists «Mukam» - in the actions organised within the International week of art of youth orchestras in the city of Beijing. Representatives of Turkmenistan successfully acted in these creative forums and received the international awards.
The Deputy-Chairwoman of the Cabinet also reported on the work executed by the Turkmen state publishing service, «Türkmenfilm» Association named after Oguz khan and mass media.
Summing up the report, President Serdar Berdimuhamedov focused attention on the importance of organisation of the activity of the sphere of culture according to requirements of time, the further development of international cooperation in this area, conduction of corresponding work on popularisation of national cultural values in the world. The head of Turkmenistan instructed the Deputy-Chairwoman of the Cabinet to prepare and provide properly a high level of the organisation of celebratory events and festivities, which will be held before the State tribune on the occasion of the 35th anniversary of independence of our fatherland.
Then, Deputy-Chairman of the Cabinet B.Mammedov reported on results of the activity of subordinated structures for the January-July period of the current year.
As he informed, during the considered period, transformations on improvement of the education system continued. In educational activity, advanced methods of teaching were actively applied. Schoolchildren and students took part in the international subject Olympiads and achieved big successes.
In summer vacations, a high level of rest for children in children health resorts, located in Gökdere, velayats and Avaza. He also informed that in the higher and secondary professional educational institutions entrance examinations have started.
In the specified period, the work on perfection of the sphere of science was conducted and international scientific-practical conferences were held. In the International scientific-technological park of the Academy of Sciences, the department of «Digital science» was created.
For the January-July period of 2026, the measures aimed at introduction of advanced methods of applied medicine in treatment and prophylactic activity were realised. At the expense of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov operations and treatment of sick children were carried out. In the sanatoria equipped with high quality innovative medical devices, complex recreation and improving methods were applied, and foreign citizens and population of the country got specialised services.
In addition, the due work was carried out to develop physical culture and sports and train professional sportsmen. Turkmen athletes showed good results at large competitions and won in total 471 medals.
Having heard the report, President Serdar Berdimuhamedov underlined the importance of realisation of effective activity in the scientific-educational sphere, in the area of public health services and sports. At the same time, the emphasis was made on the necessity of productive work for improvement of the quality of teaching and consecutive modernisation of the medical branch. The head of the state also instructed the Deputy-Chairman of the Cabinet to give particular attention to development of sports.
Then, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on the good news arrived from the headquarters of the United Nations Organization in New York.
As he informed, on July 24 of the current year, during the 106th plenary meeting of the 80th session of the General Assembly of the United Nations, the Resolution «Year of International Law, 2028», proposed by Turkmenistan was unanimously accepted. It acknowledged to the full conformity of initiatives put forward by President Serdar Berdimuhamedov to present realities, and a broad support of our country in strengthening law, justice and importance of rights in international relations.
Taking an opportunity, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs on behalf of participants of the meeting warmly congratulated Arkadagly Hero Serdar and Hero-Arkadag on another big success of the foreign policy reached by Turkmenistan under the wise leadership of the head of the state.
President Serdar Berdimuhamedov noticed that at the session of the General Assembly of the United Nations Organization, the Resolution «Year of International Law, 2028», initiated by our country was unanimously accepted.
- We will also develop henceforth fruitful cooperation with the United Nations, - the head of the state said and warmly congratulated participants of the meeting on adoption of the important Resolution «Year of International Law, 2028».
Throughout the meeting, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs submitted for consideration of the President of the country a number of proposals prepared with a view of practical realisation of positions of the resolution accepted by the General Assembly of the United Nations, proclaiming 2028 as the Year of International Law, and explanation of the content of the international initiative of Turkmenistan in this sphere.
In particular, in 2028 for holding at a high organizational level and complex preparation for it, it is proposed to develop the draft of the National plan of action for conduction of the Year of international law for 2026-2028. With a view of drawing up the given Plan, coordination of actions and control over their performance it is expedient to create the Interdepartmental working commission as a part of representatives of the corresponding ministries, branch departments, higher educational institutions and scientific institutions.
In the National plan of action, it is provided to concretise political-diplomatic, scientific-practical, educational, cultural and information actions which will be held in the country and abroad, and define the terms of conduction and responsible institutions for their organisation and expected results.
In addition, it was proposed to prepare the National concept «International law and permanent neutrality of Turkmenistan» and to disseminate it among member states of the United Nations as the United Nations Organization document.
It was also proposed within 2026-2028 in our country with participation of national and international experts to hold both regional and international forums and the meetings devoted to various aspects of international law. Similar actions will allow to prepare for the main international forum to be held in 2028 in respect of development of its program, and choice of experts.
With a view of increase of legal literacy of the population, especially the younger generation, it was proposed to prepare the Plan of action on the organisation of special courses in higher educational institutions and secondary vocational schools, general lectures and the meetings devoted to bases of international law, the Charter of the United Nations Organization and its activity, and issues of strengthening the international legal system.
As he reported, it is expedient with the assistance of national and international experts to develop educational, scientific-methodical and information manuals on international law, to create electronic educational resources, to found «Week of international law», to organise the seminars modelling the work of the United Nations, to adjust regular competitions of scientific works, articles and essays on actual problems of international law among the youth.
At the same time, it was proposed to prepare special broadcasts through TV and radio channels and to make documentary films and publish popular scientific articles on the value of international law, to create a multilingual Internet portal or the special information section devoted to the Year of international law.
Besides it, on the basis of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan it is expedient to found the Ashgabat international platform "International law". This structure can become a constantly operating scientific-diplomatic platform for study of international law and regular exchange of opinions between the international experts in this area. Within the given platform, it will be annually possible to hold the «Ashgabat international legal dialogue» and to organise summer schools for young jurists.
It was also proposed in 2028 under the aegis of the United Nations to hold in Ashgabat the world forum of high level on international law and consider the possibility of acceptance of the Ashgabat declaration confirming the role of international law as an important basis of peace, security and sustainable development.
In addition, together with the Secretariat of the United Nations and its specialised establishments it is proposed to develop a calendar of international actions «Year of international law, 2028». The holding of the official opening ceremony of the Year of international law in the United Nations headquarters in New York in the beginning of 2028 and study of the possibility of the organisation of high level events in Geneva, Vienna and other large international centres.
As was marked, realisation of the presented proposals urged to become a powerful contribution to successful implementation of initiatives of the President of Turkmenistan, the conventional norms aimed at strengthening international law principles, increase of the role of the Charter of the United Nations Organization in the international relations and development of culture of peace, trust and mutual understanding.
Having approved the proposals prepared under the Resolution, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out corresponding work.
Then, the Deputy-Chairman of the Cabinet, head of the foreign policy department reported on results of the work carried out by the Ministry of Foreign Affairs for the January-July period of the current year.
As was marked, in the specified period, the Ministry of Foreign Affairs realised concrete steps with a view of implementation of the foreign policy of the President of Turkmenistan, solution of goals to strengthen bilateral and multilateral relations of our permanent neutral fatherland with foreign states and authoritative organisations.
As known, in development of international cooperation, a special role is given to visits and summits. It was in this connection informed that within seven months of the current year, visits of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag to the United States of America, the People’s Republic of China, the Austrian Republic, Republic Tatarstan of the Russian Federation, the United Kingdom of Great Britain and Northern Ireland and Islamic Republic of Iran were organised.
In the specified period, visits of the President of Turkmenistan to the Republic of Kazakhstan, the Azerbaijan Republic, Georgia, and the Kirghiz Republic took place.
Within the presidency of Turkmenistan in the CIS in 2026 sessions of various councils, commissions, other meetings and actions were held. Thereupon, on May 22 in the capital, the meeting of heads of governments of the Commonwealth of Independent States took place, for participation in it, heads of the governments of the countries of the Commonwealth arrived in Turkmenistan with visits.
During the considered period, through the Ministry of Foreign Affairs our state was visited in general by 428 foreign delegations, 761 delegations were sent from Turkmenistan abroad.
For the January-July period of this year, 287 online meetings of various levels took place. In the specified period, in Turkmenistan it was also organised 1376 official negotiations and meetings together with foreign states and international organisations. The contract-legal basis of international relations of our country was replenished with 137 documents.
As he reported, corresponding work was carried out for carrying out political consultations between the Ministry of Foreign Affairs of our country and foreign policy departments of other states.
Besides it, during the considered period, the Minister of Foreign Affairs of Turkmenistan carried on negotiations with the Secretary General of the United Nations and its undersecretaries , the Chairman of the 80th session of the General Assembly of the United Nations, the General Director of the Food and Agricultural Organisation of the United Nations, the head of the European Bank for Reconstruction and Development, the Secretary General of International Maritime Organization and the Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization.
As he reported, as one of the important vectors of the foreign policy activity of our neutral fatherland development of diplomatic relations through embassies of foreign countries acts.
For the January-July period of 2026, credentials from newly appointed Extraordinary and Plenipotentiary Ambassadors of the Republic of Chad, Republic of Indonesia, the Italian Republic, Republic of Korea, the Argentina Republic, the Arabian Republic of Egypt, Finland, Republic of Kenya, the Algerian National Democratic Republic in Turkmenistan and resident co-ordinator of the United Nations in our country were accepted.
In addition, credentials of Extraordinary and Plenipotentiary Ambassadors of Turkmenistan in the Kingdom of Thailand, the United States of America, Ireland, and Republic of the Maldives were received and permanent representatives of Turkmenistan at the United Nations Organization and the Organization of Islamic Cooperation officially started execution of their duties.
Summing up the report, President Serdar Berdimuhamedov noticed that our country attaches a great significance to development of interaction with the states of the world and authoritative international organisations. In the given context, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work on expansion of these relations, and properly prepare for high-level organisation of forthcoming international actions.
Further, Deputy-Chairman of the Cabinet B.Annayev reported on results of the activity carried out by subordinate structures for the January-July period of 2026.
As he informed, the rate of increase of the executed work and rendered services in the transport-communication complex made up114 percent.
As compared to the similar period of the past year, the plan for cargo transportation by means of automobile, railway, air, sea and river transport was fulfilled by 103,6 percent, and passenger transportation - 102,4 percent.
For the considered period, the rate of increase of rendering services in the Ministry of Railway Transport reached 107 percent, Ministry of Motor Transport - 118,8 percent, «Türkmenhowaýollary» Public Service - 118,5 percent, Public Service of Marine and River Transport - 102,1 percent, Ministry of Communications - 115,5 percent.
Having heard the report, President Serdar Berdimuhamedov emphasised the importance of the further perfection of the material and technical basis of national transport sphere, conduction of corresponding work for increase in volumes of passenger and cargo transportation. The head of the state also instructed the Deputy-Chairman of the Cabinet to hold issues of improvement of the quality of telecommunication service rendered to the population in the centre of attention.
Then, addressing participants of the meeting , President Serdar Berdimuhamedov pointed out that following the results of the work executed for seven months of the current year, good indicators were reached, the programs aimed at development of the country are successfully realised, transformations in all branches of economy are effectively realised and industrial sectors are consistently modernised.
He also with satisfaction stated that in the specified period, the rate of increase of GDP was stably kept by 6,3 percent.
The head of the state especially noticed that in the country construction of large industrial facilities, new settlements, apartment houses, schools, kindergartens and other constructions proceeds.
With a view of the further development of our fatherland, one should carry out the effective activity aimed at realisation of adopted programs, the President of Turkmenistan underlined.
- From August 1, the annual leave of executives starts. They can improve their health in sanatoria of the country and Avaza national tourist zone - the head of the state said and wished them good rest.
At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.
Concluding the expanded meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their activity for prosperity of our sovereign fatherland.
