Today, President Serdar Berdimuhamedov made a working visit to the Kirghiz Republic with a view of participation in the informal Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic.

... Early in the morning, the head of Turkmenistan arrived in the international airport of the capital, from where he took off for the Issyk-Kul area of Kyrgyzstan. In the air harbour, officials saw off President Serdar Berdimuhamedov.

Today, our independent neutral fatherland under the wise leadership of the head of the state worthily continues undertakings of National Leader of the Turkmen people Hero-Arkadag and supports wide cooperation in Central Asia and brings a considerable contribution to transformation of the region into the zone of long-term peace, stability and steady social and economic development.

In the basis of the constructive foreign policy of Turkmenistan, the status of permanent neutrality, which was three times recognised by the United Nations Organization, lays. The peace-making concepts following from this legal status, find reflexion in the “open doors” policy realised by our country for the equal dialogue in rights and mutually beneficial partnership. Turkmenistan in practice confirms that the consideration of mutual interests acts as a key condition to strengthen trust and good neighbourhood between fraternal people of the region.

In this connection, one should point out that in 2021, in the Avaza national tourist zone, the Consultative meeting of heads of states of Central Asia was successfully held and in October of the current year, in our country the Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic will take place. As known, the initiative put forward several years ago by Hero-Arkadag on establishment of the top level political dialogue between Central Asian countries became a major landmark in the history of national diplomacy.

Consultative meetings serve as effective steps on the way of coordination of efforts of states of the region in strengthening of mutual understanding and wide cooperation, based upon centuries-old traditions of good neighbourhood and historical and cultural generality of our people. The joining of the Azerbaijan Republic this traditional five-sided format opened a new page in development of regional partnership.

In the given context, one should notice that the far-sighted initiative of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag on inclusion of Azerbaijan in the regional dialogue stimulated to creation of a qualitatively new format of interstate interaction.

This wise initiative of Hero-Arkadag serves a precondition for wide prospects to join potentials of states of Central Asia and Azerbaijan Republic as a bridge between Asia and Europe.

The format «Central Asia + Azerbaijan» has put a strong basis for realisation of large-scale joint investment, energy and transport projects. Coordination of efforts of our countries promotes increase in volumes of mutual goods turnover and formation of sustainable and uniform transport-energy system in the Eurasian continent.

Friendship and brotherhood bonds, generality of cultural values and traditions, and a high level of mutual respect create a reliable basis for the further deepening of six-sided cooperation. The constructive and initiative approach of Turkmenistan to partnership promotes decision-making in this format that answers interests of all its participants.

... After some time, the presidential airliner landed at the international airport of Issyk Kul where on flagstaffs, national flags of countries-participants of the Summit were lifted.

On either side of the carpet path leading from the gangway of the plane, soldiers of the Guard of honour were lined up.

In the air harbour, the President of Turkmenistan was warmly welcomed by Chairman of the Cabinet of Ministers of the Kirghiz Republic - the Head of the Presidential Administration of the Kirghiz Republic Adylbek Kasymaliev and members of the official delegation of our country.

Song and musical performances of workers of culture and art of Kyrgyzstan took place there in honour of arrival of the high Turkmen guest and it attested clearly to indestructible bonds of friendship and brotherhood.

From the airport, the motorcade of the head of Turkmenistan proceeded to the venue of the Summit -the Congress centre of the State residence of the President of the Kirghiz Republic in the city of Cholpon-Ata.

In the Congress centre, President of the Kirghiz Republic Sadyr Japarov warmly welcomed President Serdar Berdimuhamedov.

After the ceremony of official joint photographing of leaders of countries-participants, the informal Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic took place there.

Having warmly greeted participants of the Summit, President Sadyr Japarov expressed all his gratitude for their reception of the invitation to visit Kyrgyzstan. Having also marked that during the current year presidency in the Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic is carried out by Turkmenistan, the head of the Kirghiz Republic highly appreciated the activity of our country in the given area and expressed to President Serdar Berdimuhamedov his gratitude for the invitation to the Consultative meeting, which will take place in "Avaza".

The President who spoke at the Summit of the Republic Kazakhstan, Kassym-Jomart Tokaev, using the presented possibility, also expressed to President Serdar Berdimuhamedov his gratitude for the joining of Turkmenistan the Friendship treaty, good neighbourhood and cooperation with a view of development of Central Asia in the XXI century.

In the beginning of his speech, the President of Turkmenistan expressed to President of the Kirghiz Republic Sadyr Japarov his sincere gratitude for the shown hospitality and a high level of the organisation of the present meeting and taking an opportunity, conveyed warm words of greeting and wish of successful, fruitful work from National Leader of the Turkmen people Hero-Arkadag to participants of the Summit.

The head of the state also congratulated the Kirghiz party with the opening of remarkable new projects on the bank of the Issyk Kul and expressed confidence that this modern infrastructure not only will decorate the lake’s banks but will also become a powerful impulse for development of the tourist potential of the entire region.

Having greeted the President of the Azerbaijan Republic Ilham Aliyev, President Serdar Berdimuhamedov pointed out that at the Tashkent Consultative meeting of heads of states of Central Asia, which took place in the past year, the decision on full participation of Azerbaijan in this format was unanimously adopted. In this connection, the head of Turkmenistan once again congratulated President Ilham Aliyev and in his person, the people of Azerbaijan with this event.

Further, President Serdar Berdimuhamedov expressed conviction that the new six-sided mechanism of interstate cooperation will promote further rapprochement of our people and countries, the strengthening of brotherly bonds and attach an additional dynamics and prospect to cooperation with use of the increased joint potential.

As was noted, on October 8, 2026, in Turkmenistan, in Avaza national tourist zone, the Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic is planned to hold.

Our country with all responsibility approaches to this significant event, does all necessary work so that the forthcoming Summit will be productive and held at high substantial and organizational level, President Serdar Berdimuhamedov underlined.

In the given context, the head of the state informed that Turkmenistan prepared and sent the draft of the agenda of the meeting to the states-participants and it includes five mainstreams. In particular, it is exchange of opinions on topical regional and international issues of peace, stability and security, the further strengthening of political and diplomatic interactions of countries of Central Asia and the Azerbaijan Republic, the deepening of trade and economic partnership, expansion of cooperation in the energy sphere, development of sustainable transport-logistics corridors, joint efforts for preservation of the environment and adaptation to climate change, rational use of water resources of rivers Amu Darya and Syr-Darya, coordination of efforts in the sphere of restoration of the Aral sea, development of cultural, educational and scientific relations and expansion of student's and youth exchanges.

Having noticed that Turkmenistan recognises that all proposed themes have a high urgency and importance for our states, President Serdar Berdimuhamedov underlined that during preparation and the Summit in "Avaza" will take place a number of international forums and cultural events.

Having expressed confidence that, as before, the countries of Central Asia and Azerbaijan will show due interest and responsibly to the organisation and conduction of such international meetings, the President of Turkmenistan once again expressed his gratitude to all heads of states for the constructive spirit in cooperation.

The speech of President Serdar Berdimuhamedov was heard with deep attention.

On completion of the speeches, the signing of the “Cholpon-Ata declaration following the results of the informal Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic” took place.

In the Declaration, heads of states underline that the strengthening of regional cooperation between countries of Central Asia and Azerbaijan Republic meets radical interests of their people, promotes maintenance of stability and prosperity in the region, and confirms the adherence to the further consolidation of relations of friendship, good neighbourhood, mutual respect and trust.

Upon completion of the Summit, President Serdar Berdimuhamedov together with heads of friendly states took part in the opening ceremony of the hotel "Baku" in the village of Kara Oy in the Issyk-Kul area.

During the celebration, honoured guests familiarised with conditions and the possibilities created in a new hotel complex.

In this connection, one should note forward dynamics of development of the tourism branch in Turkmenistan. Avaza national tourist zone at the ecologically clean coast of the Caspian sea has a high quality resort infrastructure.

On completion of the program of the working visit to the Kirghiz Republic, President Serdar Berdimuhamedov arrived in the International airport of Issyk Kul to leave home. There, the head of the state was seen off by Chairman of the Cabinet of Ministers of the Kirghiz Republic - the Head of the Presidential Administration of the Kirghiz Republic Adylbek Kasymaliev and members of the official delegation of our country.

Having completed a flight to Ashgabat, the presidential airliner landed at the International airport of the capital where officials met the head of Turkmenistan.

Thus, participation of President Serdar Berdimuhamedov in the informal Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic visually testifies to the fact that neutral Turkmenistan under the leadership of Arkadagly Hero Serdar, based upon far-sighted creative initiatives of Hero-Arkadag, brings a powerful contribution to the strengthening of peace, stability and well-being in Central Asia and neighbouring regions.
