Today, President Serdar Berdimuhamedov the meeting of the Cabinet of Ministers, at which he summed up the work carried out in the country for four months of the current year.
Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity for the January-April period of 2026, was the first to take the floor at the meeting.
As she informed, in the specified period within modernization of the current legislation, a number of laws of Turkmenistan connected with protection of the rights and legitimate interests of citizens, maintenance of industrial safety of industrial objects, perfection of accounting and financial reporting, licensing of separate kinds of activity, highways and road traffics, preservation of the environment, preservation of water biological resources, increase of efficiency of migration policy, were adopted.
In addition, credentials from Ambassadors Extraordinary and Plenipotentiary of the Republic of Chads, Republic of Indonesia, the Argentina Republic and the Arabian Republic of Egypt were received.
Besides it, the Mejlis together with the UN Population Fund organised the conference devoted to the inter-parliamentary dialogue on promotion of gender equality and strengthening of its legislative basis. With a view to highlight achievements of our country in this sphere and the role of women in society as well as exchange of experience in legislative and parliamentary activity, they participated in the Dialogue of women-leaders of states of Central Asia in the online format, which was organized in Tashkent city (Republic of Uzbekistan). At the same time, online meetings with women-members of the parliament of the National Assembly of the Islamic Republic of Pakistan and the parliamentary groups of friendship created on a bilateral basis at the Mejlis of Turkmenistan and the State Great Khural of Mongolia were held.
Representatives of the national parliament also took part in the Istanbul (Republic of Türkiye) 152nd Assembly of the Inter-parliamentary Union and the forums, which were organized in its frameworks and meetings.
13 meetings with representatives of parliaments of various states and diplomatic missions accredited in Turkmenistan were held in the considered period and priorities of bilateral cooperation were discussed in their course. Besides it, deputies and specialists of the Mejlis took part in 37 seminars organised by corresponding ministries and sectoral departments of the country together with international structures. For the purpose of study of advanced experience, deputies made 7 business trips abroad.
Summing up the information, President Serdar Berdimuhamedov emphasised the significance of continuation of work on modernisations of the laws aimed at further development of the country and successful realisation of adopted programs.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators for four months of the current year.
As he reported, in the specified period, the paces of increase of GDP grew by 6,3 percent, including this indicator in the industrial complex made up 2,4 percent, construction - 6,2 percent, transport-communication sector - 10,3 percent, trade - 7,9 percent, agriculture - 2,2 percent and in the sphere of services - 8,4 percent.
In the January-April period of the current year, the volume of production as compared to the similar period of the past year, grew by 10,4 percent. In all sectors of economy, positive industrial indicators were obtained.
In the specified period, retail goods turnover as compared with the same period of the past year increased by 9,9 percent and foreign trade turnover – by 9,2 percent.
For the January-April period, the plan for revenues part of the state budget was fulfilled by 100,2 percent, and expenditures part - 97,6 percent.
During the accounting period, state institutions financed at the expense of the budget and self-financing, received salaries in due time and pensions, welfare payments and scholarships of students were paid timely.
As compared with the corresponding period of the past year, in the specified period, the volume of capital investments realized at the expense of all sources of financing, increased by 5 percent.
He also reported on fulfilment of the national rural redevelopment program, including construction of different projects for the January-April period of 2026.
Summing up the report, President Serdar Berdimuhamedov pointed out the importance of implementation of relevant work for successful solution of the goals defined in the Program of social and economic development of the country for 2026, consecutive perfection of activity of economic, financial and bank complexes. The head of the state also instructed the Deputy-Chairman of the Cabinet to take measures on maintenance of stable dynamics of growth of GDP.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on the results of the work carried out for the January-April period of 2026 to increase the production of oil and gas, expansion of routes of their deliveries to the world market.
As he informed, the plan for production of oil was fulfilled by 107,1 percent by "Türkmennebit" State Concern.
In the specified period, the fulfilment of the plan for oil refining at oil refining factories made up 104,9 percent, gasoline manufacture - 113,7 percent, diesel fuel - 108,7 percent, lubricant oils - 110,3 percent, liquefied gas - 122,1 percent, extraction of natural and accompanying gas - 106,7 percent.
Summing up the report, the President of Turkmenistan noticed that it is necessary to increase further extraction of natural gas and oil in the country. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to take complex measures for full involvement of industrial facilities, increase of efficiency of prospecting and drilling activities.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the results of activity for the January-April period of the current year as well as on the course of seasonal agricultural campaigns in velayats of the country.
As he informed, the rate of increase of volumes of output of production in the agricultural branch as compared to the similar period of the past year made up 107,5 percent. By the Ministry of Agriculture this indicator was equal to 100,5 percent, by the Ministry of the Environmental Protection - 100,7 percent, by the State Water Economy Committee - 105,7 percent, by "Türkmenpagta" State Concern - 101 percent, by «Türkmengallaönümleri» State Association - 116,3 percent, by «Türkmenobahyzmat» State Association - 100,6 percent, by State Food Processing Industry Association - 115,8 percent, by State Cattle Breeding and Poultry Farming Industry Association - 101,9 percent, by «Türkmen atlary»
State Association - 100,5 percent. The plan for investments was fulfilled by 127,5 percent.
At the same time, he reported that at present, in cotton fields, interrow cultivation, weeding and thinning of green shoots are carried out. Proper care of wheat fields is provided and preparation for the grain-harvesting harvest season goes on.
Besides it, due work is carried to take care of potato, vegetable and gourds fields and silkworm cocoons.
The Deputy-Chairman of the Cabinet also reported on realised measures to hold the events connected with horse breeding and horse sports planned this year to hold in our country and abroad.
As he marked, thanks to the support rendered in this sphere by Hero-Arkadag and the President of Turkmenistan, a large-scale activity is implemented to augment the international recognition of Akhal-teke horses, which are the property of Turkmen people and popularise the national art of horse breeding in the world.
At present, preparation for participation in competitions in equestrian sports and beauty contest «The Pearl of the East», and the conference «Akhal-teke horse - a symbol of friendship of people», which will be held in the city of Tashkent (Republic of Uzbekistan) is carried out.
In that connection, for consideration of the head of the state a relevant proposal was submitted.
Having heard the report, President Serdar Berdimuhamedov marked that one should hold increase of volumes and improvement of the quality of manufacture in agriculture in the centre of constant attention. In addition, a due emphasis was made on the significance of timely conduction of agricultural work in fields to obtain a high yield of agricultural crops.
Further, the head of the state underlined that on the occasion of the motto of the current year «Independent neutral Turkmenistan - the homeland of purposeful winged racers» the international events are held abroad. In particular, on May 9-10 in Tashkent (Republic of Uzbekistan) the international event «The Pearl of the East», called to promote increase of glory of our "paradise" horses will be held. In that regard, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to take necessary measures for participation of national horse breeders and Akhal-teke horses in the forthcoming competitions in equestrian sports and beauty contest.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity of subordinate structures for the January-April period of 2026.
As he informed, the plan for production and works for the specified period was fulfilled by the complex by 128,4 percent.
This indicator by the Ministry of Construction and Architecture made up 105,1 percent, by the Ministry of Industry and Construction Production - 122,5 percent and by the Ministry of Energy - 106 percent.
The plan for work by the Ministry of Motor Roads was realized by 111,6 percent, by "Türkmenhimiýa" State Concern - 154 percent, by Ashgabat city khyakimlik - 122,9 percent.
Having heard the report, President Serdar Berdimuhamedov pointed out that it is necessary to pay constant attention to full involvement of the enterprises of the construction and industrial complex, promotion of the potential of the energy branch. At the same time, an emphasis was made on the importance of further construction of new roads and modernisation of those under operation.
The head of the state also instructed the Deputy-Chairman of the Cabinet to hold erection and timely completion as well as the high quality of projects and facilities to be commissioned into operation the current year, under strict control.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work of the subordinate ministries and sectoral departments and the private sector for the January-April period of this year.
As he informed, by the Ministry of Trade and Foreign Economic Relations as compared with the similar period of the past year, the rate of increase of trade turnover was equal to 109,2 percent, production - 100,2 percent.
As compared to the same period of the past year, the rate of increase of production by the Ministry of Textile Industry reached 103,3 percent, including production of cotton yarn - 102,2 percent, cotton fabric - 100,5 percent, tanning products - 103,1 percent.
The plan for production by «Türkmenhaly» State Association was executed by 107,2 percent.
The State Commodity and Raw Materials Exchange held 97 trading sessions and registered 10 thousand 136 contracts for the accounting period.
The rate of increase of the executed work by the Chamber of Commerce and Industry for the January-April period of 2026 made up 119,8 percent. 7 exhibitions and 5 conferences were held in the considered period.
By the Union of Industrialists and Entrepreneurs, the rate of increase of manufacture of agricultural and food production reached 108 percent, industrial - 105,8 percent.
Having heard the report, President Serdar Berdimuhamedov underlined the importance of realisation of appropriate measures for supply of the markets and shops of the country with highly demanded goods and proper control over the prices and supply of the population with food production. The head of the state also instructed the Deputy-Chairman of the Cabinet to continue work on adjustment of activity of textile enterprises at the modern level.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the subordinate complex for the January-April period of the current year.
As she reported, during the considered period, various cultural events and festivities were held on the occasion of the motto of 2026 «Independent neutral Turkmenistan - the homeland of purposeful winged racers», 35th anniversary of independence of our fatherland, holidays and significant dates of the national calendar.
Thanks to the peaceful foreign policy realised by the President of Turkmenistan, Ashgabat hosted the international tourist exhibition and conference «Turkmentravel - 2026».
The archaeological exhibition «Ancient civilisations of Turkmenistan», held in the Capitoline Museums of Rome (Italy) from October 25 of 2025 to April 12 of 2026, at which valuable cultural finds, unearthed at excavation of Ancient Margiana and fortresses of Nisa, were displayed, finished its work.
In the specified period, Turkmen specialists on a regular basis took part in the international cultural events, conferences and seminars, which were held abroad. Along with it, representatives of our country participated in the meeting of artists of the Turkic world and the exhibition organised in its frameworks in the city of Tashkent where they successfully acted.
Besides it, she reported on the works executed by the mass media, State Publishing Service and Oguz khan «Türkmenfilm» Association.
Having heard the report, President Serdar Berdimuhamedov focused attention on the importance of appropriate preparation and maintenance of a high level of the events planned for May of the current year, consecutive perfection of the activity of the sphere of culture. The head of the state also instructed the Deputy-Chairwoman of the Cabinet to continue work on careful preservation of the national historical and cultural heritage.
Deputy-Chairman of the Cabinet B.Mammedov reported on results of the activity of subordinated structures for the January-April period of the current year.
As he informed, during the considered period, due measures were implemented to develop the education sphere. Schoolchildren and student youth took part in the international subject competitions, Olympiads and won a total of 807 medals. Higher educational institutions held 6 international Olympiads, 7 international scientific-practical conferences, and III international mathematical Olympiads among schoolchildren.
In the specified period, the due work aimed at perfection of the sphere of science was conducted. Scientific research activities were coordinated in priority areas of science and technologies.
In the field of public health services, advanced methods of prevention and treatment of diseases were introduced in the applied medicine. At the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship various operations and treatment of sick children were performed.
During the accounting period, proper work was also implemented to develop physical culture and sports. Members of national teams won 169 medals. At the same time, on the occasion of World Health Day, Ashgabat hosted the mass bicycle riding, Arkadag city and velayats also hosted cultural-sports events. On the occasion of the motto of this year «Independent neutral Turkmenistan - the homeland of purposeful winged racers» scientific-practical conferences, various events were held.
At the initiative and with support of Hero-Arkadag and the President of Turkmenistan presentation of first formers of the country with computers has become a noble tradition. Having reported on the practical steps undertaken in the specified period in this sphere, the Deputy-Chairman of the Cabinet submitted the draft of the relevant Resolution for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov noticed that one should hold proper organisation of work in spheres of science, education, public health services and sports, and consecutive perfection of activity of medical institutions and effective utilisation of sports objects in the centre of constant attention. In addition, he made an emphasis on the significance of adoption of measures for the youth to get modern education and train the growing generation with wide outlook and knowledge in the field of innovative technologies.
Having signed the Resolution on presentation of schoolchildren to be admitted into the first forms of comprehensive secondary schools with laptops, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out a corresponding work.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the activity of the Ministry for the January-April period of the current year.
As he marked, in the specified period, the Ministry of Foreign Affairs realised concrete steps with a view of implementation of the foreign policy of the President of Turkmenistan, solution of goals and instructions of the head of the state on strengthening bilateral and multilateral relations of our independent, permanently neutral fatherland with countries of the world and international organisations.
As known, in development of international cooperation a great significance is given to visits and summits. It was in this connection informed that visits of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag on February 16-19 of this year to the United States of America, on March 18-19 – to the People’s Republic of China and on April 8-9 – to the Austrian Republic were organised.
On April 21-22 of the current year, a working visit of the President of Turkmenistan to the Republic of Kazakhstan was held to participate in the Regional Ecological Summit and in the next meeting of the Council of heads of states-founders of the International Fund for Saving the Aral Sea took place.
Development of interaction with authoritative international organisations acts as one of the key areas of the foreign policy strategy of the country. In this connection, on the margins of his visit to the Austrian Republic, Hero-Arkadag held meetings with the Director General of the International Atomic Energy Agency, Director General of the United Nations Industrial Development Organization and Deputy Secretary-General of the United Nations.
Besides it, on January 21-23, Director-General of the Food and Agriculture Organization of the United Nations visited our country and on March 17-19 - the Secretary General of the Conference on Interaction and Confidence-Building Measures in Asia visited our country.
During the accounting period, through the Ministry of Foreign Affairs, our state was visited in general by 220 foreign delegations, 400 delegations of Turkmenistan were sent abroad.
For the January-April period of this year, 169 online meetings of various levels were held. In the specified period, 711 official negotiations and meetings were also organized in Turkmenistan together with foreign states and international organisations. The contractual and legal basis of international relations of our country was replenished with 57 documents.
As he reported, a corresponding work is carried out to hold political consultations between the Ministry of Foreign Affairs of our country and foreign policy departments of other states. So, during the considered period, political consultations at the level of Ministers of Foreign Affairs of Turkmenistan and the Austrian Republic, the United Arab Emirates, the United Kingdom of Great Britain and Northern Ireland and the People’s Republic of China were held.
In addition, in the January-April period, consultations of foreign policy departments of the Republic of India, Kingdom of Morocco, the Russian Federation, Federal Republic of Germany, Republic of Zimbabwe, the Azerbaijan Republic, Republic of Uganda and the Republic of Korea were also held.
Development of diplomatic relations through embassies of foreign countries acts as one of the important vectors of the foreign policy activity of neutral Turkmenistan.
Due work also goes on to strengthen relations with the countries of the Near East. In the given context, he informed that during the accounting period, the diplomatic representation office of the Republic Iraq was opened and started its work in our country.
For the January-April period of 2026, credentials from newly appointed Ambassadors Extraordinary and Plenipotentiary of the Republic of Chad in Turkmenistan, Republic of Indonesia, the Italian Republic, Republic of Korea, the Argentina Republic and the Arabian Republic of Egypt were received.
In addition, Ambassadors Extraordinary and Plenipotentiary of Turkmenistan to the Kingdom of Thailand and the United States of America, and permanent representatives of Turkmenistan to the Islamic Cooperation Organization, International Renewable Energy Agency and the United Nations Organization handed their credentials and officially started their work.
Further, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on the basic international level events planned to hold in May of the current year abroad with participation of our country.
As he informed, with a view of further development of strategic cooperation of Turkmenistan with the Russian Federation, it is planned to organise the visit of delegation of our country led Hero-Arkadag to the city of Kazan (Republic of Tatarstan) where a number of important international events will be held. Among them – the annual International economic forum «Russia - the Islamic world: KazanForum». Along with it exhibitions and conferences «Cooperation of Russia and Islamic World EXPO», «The International market of real estate», the international trade fair «Kazan Halal Market» and festival « Modest Fashion Day » are planned.
At the same time, sports meets will be held and it attaches a special importance to the fact that they are held in the year under the motto «Independent neutral Turkmenistan - the homeland of purposeful winged racers».
Besides it, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported that the royal family will hold the Royal Windsor horse show and competitions in London (Great Britain). In these events, the Turkmen delegation is also expected to participate.
At present, due work is realized to organise the exhibition devoted to Akhal-teke horses and traditions of Turkmen horse breeding on the sidelines of the specified events.
As known, conduction of these horse games and competitions in the significant year devoted to Akhal-teke horses has a special significance.
Besides it, with support of the President of Turkmenistan and Hero-Arkadag, it is planned that the Turkmen delegation will participate in the 13th session of the World Urban Forum, which will be held in Baku. The action will be organised by the United Nations Human Settlements Programme, UN-HABITAT together with the Government of the Azerbaijan Republic.
Having heard the report, President Serdar Berdimuhamedov noticed that independent, constantly neutral Turkmenistan realises the foreign policy aimed at maintenance of general well-being. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work on strengthening of fruitful cooperation in trade and economic, cultural-humanitarian and scientific-educational spheres and expansion of interaction with authoritative international structures with countries of the world.
Further, the President of Turkmenistan underlined that in May of the current year, the delegation of our country will participate in a number of the international actions. In the given context, the head of the state focused attention on the significance of organisation of participation of representatives of our country in actions, which will be held on May 13-14 in the city of Kazan of the Russian Federation. The necessity of proper preparation of a working visit of the Turkmen delegation to London (the United Kingdom of Great Britain and Northern Ireland) on May 16-17 on the occasion of the year, which is marked with the motto «Independent neutral Turkmenistan - the homeland of purposeful winged racers». In addition, the head of the state underlined that one should carry out necessary work for participation of the delegation of our country in the World Urban Forum to be held on May 17-22 in Baku (the Azerbaijan Republic) and gave corresponding instructions to that end.
Deputy-Chairman of the Cabinet B.Annayev reported on results of the activity of the subordinate structure for the January-April period of 2026.
As he informed, the rate of increase of the executed work and rendered services in the transport-communication complex made up 113,8 percent.
The rate of increase of cargo transportation, carried out by motor, railway, air, sea and river transport, reached 101 percent, and passenger transportation - 102,7 percent.
For the considered period, the pace of increase of rendered services by the Ministry of Railway Transport reached 106,5 percent, by the Ministry of Motor Transport - 124,2 percent, by Public Service «Türkmenhowaýollary» - 116,8 percent, by Public Marine And River Transport Service - 106,3 percent and by the Ministry of Communications - 114,3 percent.
Having heard the report, President Serdar Berdimuhamedov pointed out that the transport-communication complex is one of the key sectors of economy. In that connection, the head of the state instructed the Deputy-Chairman of the Cabinet, to make an effective use of the transport-transit potential of the country and give particular attention to increase in volumes of international cargo transportation and regular modernisation of the material and technical basis of the branch.
Then, addressing members of the Cabinet, President Serdar Berdimuhamedov noticed that following the results of the work executed for four months of the current year, good indicators were reached, the programs aimed at development of the country are successfully realised, transformations in all branches of economy are effectively realised and industrial sectors are consistently improved.
The head of the state with satisfaction stated that the rate of increase of GDP remains stable and this indicator made up 6,3 percent in the specified period.
- In the country, construction of large industrial targets, new settlements, apartment houses, schools, kindergartens and other constructions proceeds, - the President of Turkmenistan said.
Having emphasised the importance of further development of the country and economic branches according to the adopted programs, the head of the state instructed to hold fulfilment of these works under constant strict control.
At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for further prosperity of our sovereign fatherland.
