Today, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, held a meeting of the State Security Council to summarize the performance of the military and law enforcement agencies in January of the current year. Issues related to ensuring security and tranquility in our independent state, strengthening the material and technical base of law enforcement agencies, and further improving their operations were also considered.

The first speaker was Secretary of the State Security Council and Minister of Defense B. Gundogdyev, who reported on the work carried out during the period under review to fulfill the objectives outlined in the Development Program for the Armed Forces of Turkmenistan. A report was also presented on the official and social facilities commissioned on the occasion of Defenders of the Fatherland Day, including the new complex of buildings and structures for military units of the Armed Forces built in Lebap velayat. In this regard, the Secretary of the State Security Council and the Minister of Defense, on behalf of all military personnel, once again expressed gratitude to the head of state for blessing the opening of this facility.

After hearing the report, President Serdar Berdimuhamedov noted the importance of continuing to take measures to train military personnel for the country’s Armed Forces, as well as continuing to strengthen the material and technical base of the National Army and improve the social and living conditions of military personnel. In this regard, the Secretary of the State Security Council and the Minister of Defense were given a number of specific assignments.

Prosecutor General B. Muhamedov reported on the practical steps taken in January of the current year to oversee law enforcement in the country. Alongside with that he reported on the carried out work to implement a digital system within the subordinate structure and improve the qualifications of employees. A report was also presented on the commissioning of the new administrative building of the prosecutor’s office of Esenguly etrap, Balkan velayat.

Summarizing the report, the head of Turkmenistan emphasized the importance of improving, in line with the demands of the times, efforts to strengthen law and order and ensure compliance with laws in the country. In this regard, the Prosecutor General was given a number of instructions.

Minister of Internal Affairs M. Hydyrov reported on the results of work carried out in subordinate agencies in January of the current year, specifically on the measures implemented to prevent offenses and traffic accidents, and to monitor compliance with fire safety regulations. It was also reported that, on the occasion of Defender of the Fatherland Day, the next stage of the Myalikguly Berdimuhamedov cottage complex of the Ministry of Internal Affairs in Choganly residential area of Bagtyyarlyk etrap of the capital, two modern four-storied, 24-apartment buildings for employees of the Balkan Velayat Police Department, and a modern four-storied, 24-apartment building for employees of the Mary Velayat Police Department were commissioned.

Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of strict oversight of ongoing crime prevention activities, maintaining peace and public order, strengthening the rule of law, and enforcing traffic and fire safety regulations, addressing a number of specific instructions to the minister.

Supreme Court Chairman B. Hojamgulyev reported on the work carried out since the beginning of this year within the framework of the Development Program for the Agency under his jurisdiction, including measures taken to improve the national judicial system and enhance the professionalism of judges.

After hearing the report, the head of Turkmenistan noted the importance of continuing to protect state and public interests and ensure citizens’ rights. President Serdar Berdimuhamedov gave specific instructions regarding the systematic organization of seminars to enhance the qualifications of judges.

Then, Minister of National Security N. Atagarayev reported on the work completed in January 2026, as well as the measures being implemented to successfully address the challenges facing the agency.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces relieved N. Atagarayev of his post as Minister of National Security due to his transfer to another position, appointing D. Meredov to this position.

Having paid tribute to the State Flag of Turkmenistan as a sign of his military oath, D. Meredov solemnly swore an oath of allegiance to the people, the Motherland, and the President of the country.

Wishing the newly appointed head of the ministry success in his work, the head of state focused on priority tasks and addressed a number of specific instructions related to the proper work to improve the activities of this structure in accordance with modern requirements.

Then, the head of the State Border Service, I. Ilamanov, reported on the work carried out by his agency since the beginning of the year, in particular on the measures taken to ensure reliable protection of the sacred borders of the Fatherland. Within the frame of the report the opening of a new border outpost was also announced.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized that the state border of independent, permanently neutral Turkmenistan is a boundary of friendship and brotherhood with neighboring countries, ordering that work aimed at ensuring reliable border security be carried out at the appropriate level.

Minister of Justice M. Taganov reported on the results of activities during the specified period to further strengthen the legislative framework, as well as on educational and outreach activities conducted on the rights and responsibilities of citizens.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces noted that it is necessary to ensure full compliance of draft legal acts and national legislation with international law, instructing the Minister to continue working in this direction.

Chairman of the State Customs Service M. Hudaikulyyev reported on the results of the work carried out in January of the current year to successfully address the objectives outlined in the Development Program for the agency he leads, as well as on the fulfillment of the instructions previously given by the head of state to organize the agency’s work in line with the realities of the times. He also reported on the commissioning of a four-storied, 24-apartment residential building for customs employees in Etrek etrap of Balkan velayat on the occasion of Defender of the Fatherland Day.

After hearing the report, the head of state emphasized the importance of further improving the work of customs authorities, instructing the head of the Service to conduct high-quality inspections of goods transported through customs control points.

The Chairman of the State Migration Service, A. Sazakov, reported on the results of the work completed by his agency since the beginning of the year. It was also reported that a new administrative building for Tejen etrap department of the State Migration Service for Ahal velayat had been opened on the occasion of Defender of the Fatherland Day.

After hearing the report, the head of state focused on the tasks facing this agency and instructed the head of the agency to constantly monitor compliance with migration legislation in the country and ensure the high quality of migration services provided.

Addressing the meeting participants, President Serdar Berdimuhamedov noted that, in accordance with Turkmenistan’s Military Doctrine, which is strictly defensive in nature, measures are being taken to maintain the military security and integrity of our independent, permanently Neutral Fatherland at an appropriate level, strengthen its defense capability, and improve the social and living conditions of the defenders of the Fatherland and their families. It was emphasized that work in this area will continue.

A number of other issues were also discussed at the State Security Council meeting, and appropriate decisions were made.

Concluding the meeting, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, wished the participants sound health and great success in their responsible service for the sake of a peaceful and happy life for the people.
