Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via digital means to consider a number of public issues.

The first speaker, Mejlis Chairwoman D. Gulmanova reported on the progress of modernizing the country’s legislative framework.

In this regard, it was reported that, based on proposals received from ministries and industry agencies and the study of international and national experience, work is currently underway to amend and supplement the Criminal Code, the Criminal Procedure Code, the Code of Administrative Offenses, as well as the Laws “On Migration” and “On Fisheries and the Conservation of Aquatic Biological Resources” to reflect current realities.

At the same time, relations with foreign countries and international organizations are steadily developing. For example, a letter of credence was received from the Ambassador Extraordinary and Plenipotentiary of the Republic of Chad appointed to Turkmenistan. A meeting was also held with the European Union Special Representative for Central Asia, during which priority areas for further strengthening mutually beneficial cooperation and the exchange of legislative experience were discussed. Furthermore, members of the Mejlis participated in events organized by UN agencies jointly with relevant state establishments.

Summarizing the information, President Serdar Berdimuhamedov noted the enormous significance of the laws being adopted for the further development of our country. In this regard, it was emphasized that it is important to continue preparing new drafts that reflect the realities of the times.

Further, Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the ongoing work to improve banking activities.

As reported, practical steps are currently being taken to develop financial technologies and introduce an information and communication system into the banking sector in order to implement the measures outlined in the “Concept for the Development of the Digital Economy in Turkmenistan for 2026-2028”.

After reporting on the ongoing efforts to address the objectives arising from the Concept, specifically the modernization of the material and technical infrastructure of the Central Bank, the Türkmenistan State Commercial Bank, and the Türkmenbaşy Joint-Stock Commercial Bank, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

Summarizing the report, President Serdar Berdimuhamedov noted that the country is effectively implementing modern information and communication systems in the banking sector. Approving the proposal to further improve the material and technical infrastructure of the relevant banks, the head of state instructed the Deputy Prime Minister to take the necessary measures.

Then, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the practical steps being taken to ensure the uninterrupted operation of oil refineries under the jurisdiction of the Türkmennebit State Concern.

As reported, work is underway on oil refining, supplying domestic consumers with petroleum products and organizing their delivery to foreign markets, efficiently utilizing enterprise capacities, and properly operating production facilities.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov emphasized that productive efforts are underway in the country to develop the oil refining industry to a modern level. Approving the proposal, prepared to ensure the uninterrupted operation of oil refineries, the head of state instructed the Deputy Prime Minister to take appropriate measures.

Next, Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the facilities scheduled for construction and commissioning in the provinces and the capital in 2026.

As reported, in accordance with the great undertakings of Hero-Arkadag and under the wise leadership of Arkadagly Hero Serdar, as well as within the framework of ongoing programs to develop the Fatherland and improve the social and living conditions of the people, a large number of buildings are put into operation annually in the country.

Reporting that numerous facilities are planned for commissioning this year, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov noted that numerous social and cultural buildings are scheduled to open in the year “Independent Neutral Turkmenistan – Homeland of Purposeful Winged Horses”. Having approved the list of facilities and structures planned for commissioning this year, the head of state instructed the Deputy Prime Minister to carry out the corresponding work.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev then reported on the progress of preparations for the Turkish Republic Export Products Exhibition in the capital this February.

As reported, approximately 100 Turkish companies specializing in various fields have registered and expressed interest in participating in the upcoming exhibition. These companies are manufacturers and exporters of equipment and technical equipment, heating and air conditioning systems for buildings, chemical products, hardware, electronics, and other industries, as well as those working in the construction, energy, logistics, education, and other sectors.

In this regard, the Deputy Prime Minister submitted a corresponding proposal to the President of Turkmenistan for consideration.

After hearing the report, the head of state noted that our country attaches great importance to developing trade and economic relations with foreign countries and is effectively working in this direction. The Deputy Prime Minister was instructed to ensure due preparations for the organization of the Turkish Republic Export Products Exhibition in Ashgabat.

Deputy Chairman of the Cabinet of Ministers B. Seyidova reported on the planned “Dünýäde ýaňlanýar ajap dessanym, toý tutýar Garaşsyz Türkmenistanym” Festival in Dashoguz velayat, with the participation of bakhshies-destanchies from across the country.

As reported, destanchies, bakhshies, musicians, teachers, students, and pupils from cultural educational institutions are expected to participate in the creative event, which will take place in March of the current year.

The festival will include a scientific and practical conference, “Dessançy bagşylar joşa gelende” (The Dream of a Bakhshi), a concert, “Bagşy dessan aýdanda” (The Dream of a Bakhshi), master classes by destanchi masters with young bakhshi musicians, and a song and music creative meeting dedicated to prominent destanchies, as described in Hero-Arkadag’s book, “Bakhshies – Harbingers of National Happiness”.

In this regard, a corresponding proposal was submitted to the President of Turkmenistan for consideration.

After hearing the report, the head of state noted that the country is undertaking extensive efforts to preserve and enhance the nation’s cultural and spiritual heritage, and to widely promote it internationally. He instructed the Deputy Prime Minister to ensure proper preparation for the festival and scientific-practical conference, which will be held in Dashoguz velayat, and to ensure their high level of organization.

Deputy Chairwoman of the Cabinet of Ministers B. Orazdurdyyeva reported on the carried out work to establish an electronic popular science journal, “Scientific Research and Innovation”, at Magtymguly Turkmen State University.

As reported, the new publication will comprehensively cover the best practices of the national scientific and educational sphere. Articles by professors, teachers, and students are planned to be published in Turkmen, English, and Russian. Along with publications on national heritage, modern teaching and educational methods, philology, psychology, jurisprudence, our glorious history, and the contributions of outstanding individuals to world culture, the journal will also feature materials on the positive results achieved in strengthening the relationship between education, science, and industry. It was noted that the establishment of an electronic journal is intended to encourage young people to pursue new scientific discoveries and developments.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

Summarizing the report, President Serdar Berdimuhamedov emphasized that our country places great emphasis on training highly qualified specialists and young scientists, and is creating all the conditions necessary to utilize the potential of the digital system in this area. Having approved the proposal to establish a popular science electronic journal, “Scientific Research and Innovation”, the head of state instructed the Deputy Prime Minister to carry out the corresponding work.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov then reported on the 2026 Action Plan for preparations for the 2028 Year of International Law, initiated by Turkmenistan.

One of the country’s foreign policy priorities is strengthening constructive cooperation with authoritative structures, including the United Nations and its member countries. In this regard, Turkmenistan puts forward specific proposals on the regional and international global development agenda and actively participates in their implementation within the UN format.

As noted, at the 80th session of the UN General Assembly, President Serdar Berdimuhamedov announced important initiatives aimed at enhancing fruitful partnerships in areas such as global peace and security, sustainable development, transport, energy, the environment and climate change, and humanitarian affairs. The proposal, put forward by the head of state from the rostrum of the Community of Nations, to declare 2028 as the Year of International Law is of particular significance. As part of this initiative, a draft plan has been prepared in collaboration with relevant government agencies, outlining the relevant work.

It is proposed to designate the UN Secretariat’s Office of Legal Affairs as the primary partner for the proclamation of the Year of International Law, submit a draft resolution to the UN General Assembly, and develop a national concept, “International Law and the Neutrality of Turkmenistan”.

Furthermore, various international and regional events are planned to be held throughout the year, both domestically and internationally, including thematic scientific and practical conferences, forums, briefings, roundtables, and more.

To enhance legal literacy, it is planned to hold classes on international law and the activities of the UN at universities and schools with the participation of national and international experts, develop relevant educational and methodological manuals, and disseminate them through the mass media.

It is also proposed to organize research paper and essay competitions among young people on this issue to identify and support talented young professionals, encourage scientific research, and stimulate the interest of the next generation in this topic.

To raise public awareness of the Year of International Law, it is planned to open a specialized information section on the website of the Ministry of Foreign Affairs of Turkmenistan, as well as to prepare and distribute relevant materials.

Summarizing the report, President Serdar Berdimuhamedov emphasized that at the 80th session of the UN General Assembly, Turkmenistan proposed declaring 2028 to be the “Year of International Law”. This is an important step in strengthening the international legal foundations for peace and cooperation, the head of state said. Approving the proposal prepared in this regard, he instructed the Deputy Prime Minister and Minister of Foreign Affairs to carry out the relevant work.

Then Deputy Chairman of the Cabinet of Ministers M. Chakyyev reported on the measures being taken to digitalize all sectors of the economy and introduce innovative technologies into production.

As reported, in accordance with the Concept for the Development of the Digital Economy in Turkmenistan for 2026–2028, approved by the Decree of the head of state, a draft State Program for the Development of the Digital Economy in the Country and an Action Plan for its implementation have been prepared.

The implementation of the objectives outlined in these programs is intended to facilitate the transition to a digital economy, the development of a national strategy for the development of artificial intelligence (AI), the application of AI-related technologies in industries, the training of specialists in this field, and the systematic improvement of their professionalism.

In this regard, the Deputy Prime Minister submitted a draft corresponding Resolution for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov noted that the country is working to develop a digital system and widely implement information and communications technologies. The head of state signed a prepared document aimed at further developing the digital economy and, forwarding it to the Deputy Prime Minister, addressed a number of specific instructions.

The meeting also considered a number of other public issues, on which appropriate decisions were made.

Concluding the Cabinet of Ministers meeting via the digital system, President Serdar Berdimuhamedov wished the participants sound health, family well-being, and great success in their work for the continued prosperity of the sovereign Fatherland.
