Today, President Serdar Berdimuhamedov held a regular online meeting of Cabinet of Ministers, at which results of the work carried out in the country for eleven months of the current year, was summed up.
Chairwoman of the Mejlis D.Gulmanova, who informed on results of the work carried out for the January-November period of the year, proceeding from tasks set to further improve the national legislation and development of new laws, was the first to take the floor at the meeting.
So, during the considered period 27 legal acts, including the Constitutional law «On legal framework of the policy of peace and trust of neutral Turkmenistan", "On approval and introduction of the Civil code of Turkmenistan», «On court», «On uniform state register of voters», «On establishment of the anniversary medal of Turkmenistan «Türkmenistanyň Bitaraplygynyň 30 ýyllygyna","On approval of the state budget of Turkmenistan for 2026","On virtual assets», «On scientific intellectual property ","On ratification of Agreement on eternal good neighbourhood, friendship and cooperation between the Republic of Kazakhstan, the Kirghiz Republic, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan and People’s Republic of China», «On ratification of the Protocol on amendments and additions to the Convention on legal aid and legal relations on civil, family and to criminal cases of January 22, 1993» were adopted. In addition, amendments and additions were made to some laws in force connected with criminal, arbitration, civil and criminal procedure, executive, family and labour relations, tax, administrative-production issues, activity in spheres of motor transport, migration, law-enforcement bodies and customs. Besides it, 20 resolutions of the Mejlis were adopted.
She also informed that 10 credentials from Ambassadors Extraordinary and Plenipotentiary of different states accredited in Turkmenistan were received. 56 meetings with representatives of parliaments of foreign countries foreign diplomatic missions, international structures were held in the specified period and prospects of bilateral cooperation were discussed.
Apart from it, deputies and specialists of the Mejlis took part in 106 seminars on perfection of legislative activity and realisation of government programs organised by corresponding establishments of our country together with authoritative international structures. With a view of study of advanced experience in the field of legislation, 44 business trips of representatives of the parliament to foreign countries were organized.
Besides it, on the margins of the Third Conference of the United Nations on the land-locked developing countries, the Parliamentary forum was held in the Avaza national tourist zone and the second meeting of speakers of parliaments of member countries of the Group of friends of neutrality was held in the Mejlis in the hybrid format.
Summing up the given information, President Serdar Berdimuhamedov emphasised the importance of continuation of work to strengthen the legal framework of the country.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators for eleven months of the current year.
As he informed, in the specified period, the rate of increase of GDP reached 6,3 percent, including in the industrial sector this indicator made up 1,7 percent, construction - 8,1 percent, transport -communication complex - 10 percent, trade - 9,7 percent, agriculture - 7 percent, sphere of services - 7,4 percent.
As compared to the similar period of 2024 as a whole the volume of production for the January-November period of the current year increased by 10,1 percent, industrial indicators by branches remained positive.
For the considered period, retail goods turnover as compared with the same period of the past year grew by 13 percent, and foreign trade turnover - 9,1 percent.
Following the results of eleven months of this year, the revenues part of the State budget was fulfilled by 100,5 percent, and expenditures part - 97,6 percent.
Sizes of salaries by large and medium size enterprises of the country as compared to the corresponding period of 2024 were above by 11,9 percent. Salaries, pensions, welfare payments and students’ scholarships were in due time financed.
As compared with the similar period of the past year, the volume of capital investments implemented at the expense of all sources of financing, was 2,8 percent higher.
He also delivered the data on the work carried out within realisation of the National rural program, including construction of different projects.
Having heard the report, President Serdar Berdimuhamedov drew the attention to the significance of further perfection of activity of economic, financial and bank complexes. The head of the state also instructed the Deputy-Chairman of the Cabinet payment of salaries of employees of all establishments and enterprises irrespective of forms of ownership until December 20 to hold under strict control and to present the report on results of the work.
Further, Deputy-Chairman of the Cabinet B.Amanov reported on results of the activity for the January-November period of the current year to increase in volumes of oil and gas production and expansion of routes of their deliveries to world markets.
As he reported, «Türkmennebit» State Concern fulfilled the oil production plan by 109 percent.
For the specified period, the oil refining plan by oil refining factories was executed by 108,8 percent, gasoline manufacture - 109,1 percent, diesel fuel - 101,4 percent, natural and accompanying gas production- 101,6 percent. The rate of increase of manufacture of liquefied gas reached 101 percent.
In addition, he informed on technical and economic indicators of production of polypropylene, lubricant oils, export of natural gas.
Summing up the report, President Serdar Berdimuhamedov underlined that it is necessary to take necessary measures for fulfilment of the goals set in the Program of development of the national oil and gas industry as well as to continue work to increase in the oil and gas production. Having pointed out the importance of regular increase of capacities of enterprises of the complex, the head of the state gave the Deputy-Chairman of the Cabinet a number of concrete instructions.
Deputy-Chairman of the Cabinet T.Atahallyev reported on results of the activity of the sector under his supervision for the January-November period of 2025 as well as on the course of agricultural activities in velayats of the country.
As he informed, by the agricultural branch, the rate of increase of manufacture as compared with the similar period of the past year made up 114,4 percent. By the Ministry of Agriculture, this indicator reached 102,7 percent, Ministry of Environmental Protection - 100,4 percent, State Water Economy Committee - 136,1 percent, "Türkmenpagta" State Concern - 127 percent, «Türkmengallaönümleri» State Association - 102,8 percent, «Türkmenobahyzmat» State Association - 101,3 percent, State Food Processing Industry Association - 111,2 percent, State Cattle Breeding and Poultry Farming Association - 103,6 percent, «Türkmen atlary» State Association - 100,4 percent. The plan for realization of investments was executed by 274,5 percent.
At the same time, he reported on the course of ongoing seasonal agricultural campaigns. Fields sown with wheat in regions due care is taken after crops according to agro-technical standards. In Mary velayat, harvest of sugar beet continues.
With a view of preparation of the fields for the forthcoming cotton sowing, ploughing, application of mineral fertilizers and repair of agricultural machinery and equipment are carried out.
Summing up the report, President Serdar Berdimuhamedov marked the significance of further complex development of the agricultural sector and strengthening of its material and technical basis, qualitative fulfilment of seasonal agricultural activities according to agro-technical standards and in due terms. The head of the state instructed the Deputy-Chairman of the Cabinet to hold under strict control the course of preparation of the fields for crops of the next year and to continue cultivation of various kinds of food production in the country.
Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity of the construction-industrial complex for the January-November period of 2025.
As he informed, in the specified period, the production plan and work carried out in the given sector was fulfilled by 105,2 percent.
By the Ministry of Construction and Architecture, the plan for production, works and services was executed by 114,2 percent, by the Ministry of Industry and Construction Production - 109,2 percent, by the Ministry of Energy - 110,7 percent, by "Türkmenhimiýa" State Concern - 100,5 percent.
The State Agency for Management of Road Construction fulfilled the work plan by 102,8 percent and the volume of the work carried out by the khyakimlik of Ashgabat city made up 119 million manats.
Having heard the report, President Serdar Berdimuhamedov pointed out that it is necessary to hold fulfilment of the work planned in the construction sector under strict control and to take necessary measures to increase regularly in volumes of the construction production made by the industrial complex.
The head of the state instructed the Deputy-Chairman of the Cabinet to strengthen the control over the course of construction and operation of roads, to give particular attention to introduction of advanced methods and new technologies in energy and industrial branches, erection of high quality buildings and facilities and their commissioning into operation in due terms.
Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the activity of accountable ministries and sectoral departments as well as the private sector for the January-November period of this year.
For the considered period, by the Ministry of Trade and Foreign Economic Relations, the rate of increase of goods turnover as compared with the similar period of the past year made up 119,3 percent, production - 100,4 percent.
By the Ministry of Textile Industry, the rate of increase of production was ensured by 106 percent, including as compared to the corresponding period of the past year, manufacture of cotton yarn reached 113 percent, cotton fabrics - 117,9 percent, tanning production - 117,1 percent.
The production plan of «Türkmenhaly» State association was executed by 100 percent.
For the accounting period, the State Commodity and Raw Materials Exchange held 275 exchange auctions and registered 27 thousand 29 contracts.
For the January-November period of this year, the rate of increase of works carried out by the Chamber of Commerce and Industry made up 105,8 percent. For the accounting period, 20 exhibitions and 9 conferences were organized.
By the Union of Industrialists and Entrepreneurs, the rate of increase of manufacture of agricultural and food production reached 105,5 percent, industrial products - 104,7 percent.
Summing up the report, President Serdar Berdimuhamedov emphasised the importance of further development of the activity of trade, textile and private sectors, regular supply of markets and shops of the country with food and other demanded goods. The head of the state also instructed the Deputy-Chairman of the Cabinet to hold the issues connected with abundance of the goods and affordability of their prices in holidays in the centre of constant attention.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the supervised sphere for the January-November period of the current year.
As she informed, on the occasion of the International Year of Peace and Trust, the 30th anniversary of permanent neutrality of Turkmenistan, in honour of holidays and significant dates of the national calendar various festive events were organised. The outcome of earlier announced creative competitions was summed up. In addition, the events timed to the opening of social and cultural projects were carried out.
According to the Resolution of the head of the state, competition for the prize of the President of Turkmenistan «Türkmeniň Altyn asyry» among workers of literature, culture and art, amateur young singers and gifted children was announced.
During the accounting period, an effective work was carried on to develop international cooperation in the cultural sphere. Business trips of Turkmen specialists with a view of participation in various cultural forums and seminars, which were held abroad, were organized. A number of events were organised in Ashgabat together with diplomatic representative offices of foreign states in Turkmenistan.
At the same time, she reported that the film "Composer" which was made by the Oguz Khan Türkmenfilm Association at the expense of funds of the Charity Foundation for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov was presented in the Eurasian film festival for the first time held in Moscow and won a special prize. This special prestigious prize won by the film in the International year of peace and trust became an original gift to the glorious 30th anniversary of permanent neutrality of our fatherland.
Besides it, she informed on results of the work carried out by libraries, museums and mass media.
Summing up the report, President Serdar Berdimuhamedov underlined that in our country all conditions are provided for study and wide popularisation of cultural heritage. In this connection, the head of the state instructed the Deputy-Chairwoman of the Cabinet to improve work carried out in this sphere and develop international cooperation and properly prepare and organise events on the occasion of the International Neutrality Day and the New Year's holiday.
Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on results of the activity of accountable spheres for the January-November period of the current year.
As she informed, during the considered period, the transformations aimed at education of well-trained younger generation, perfection of curricula and programs, strengthening of the material and technical basis of the education sphere continued. Schoolchildren and students, who successfully displayed their knowledge in the international subject Olympiads, were awarded gold, silver and bronze medals. In corresponding higher educational institutions the international scientific-practical, educational-methodical conferences, a number of the international Olympiads were organized.
The work aimed at perfection of the sphere of science was also conducted. Applicants for the scientific degree in postgraduate study, doctoral studies were registered, protected their theses for degrees of candidates and doctors of sciences.
During the accounting period, implementation of the Government program «Saglyk» continued, advanced methods in applied medicine were introduced. At the expense of the Charity Foundation for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov, operations and treatment of sick children were carried out.
Thanks to humane initiatives of Hero-Arkadag and support of the President of Turkmenistan on the occasion of the professional holiday - Day of workers of public health services and medical industry – the opening of the home of health in Ashgabat, Tuberculosis hospital in Mary velayat took place, stone-laying ceremonies of the multifield hospital in the capital, the inter-etrap multitype hospital in Tejen city, the Centre of health protection of mother and child in Dashoguz city were held.
During the considered period, the International exhibition and scientific conference «Public health services, education and sports in the Era of Revival of the new epoch of the powerful state» were held at high level.
Due work was also carried out to develop physical culture and sports. International tournaments in the national goresh and belt wrestling «alysh», as well as chess among sportsmen under 8, 10 and 12 were organized. National teams of the country took part in the international competitions and won in general 876 medals.
Having heard the report, President Serdar Berdimuhamedov noted the importance of further perfection of the activity of education sphere, sciences, public health services and sports, regular improvement of quality of teaching and preparation of highly skilled specialists for all branches. It is necessary to modernise the work of the system of public health services, to develop physical culture and sports, to carry out training of professional sportsmen, the head of the state underlined and gave the Deputy-Chairwoman of the Cabinet concrete instructions to that end.
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the activity of the Ministry of Foreign Affairs for eleven months of the current year.
He underlined that under the leadership of President Serdar Berdimuhamedov neutral Turkmenistan consistently realises the foreign policy strategy aimed at development of friendship and constructive cooperation in the bilateral and multilateral formats, within authoritative regional and international organisations. The due complex work was implemented in the considered period in the given sphere.
He noted that from the beginning of the year, the head of Turkmenistan made visits to Japan, the Russian Federation, and Mongolia, the People’s Republic of China, Republic of Tajikistan, the Italian Republic, the United States of America, Republic of Uzbekistan and Republic of Kazakhstan.
In the specified period, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag visited the Principality of Monaco, Republic of Kazakhstan, the Kirghiz Republic, Republic of Uzbekistan, the French Republic, and Republic of Tatarstan of the Russian Federation, the Azerbaijan Republic and Afghanistan.
With a view of participation in the Third Conference of the United Nations on the land-locked developing countries, held in August in the Avaza national tourist zone Turkmenistan was visited with by Presidents of Kazakhstan, Uzbekistan, Tajikistan, São Tomé and Príncipe, Armenia, King of Eswatini and Chairman of the Presidential Council of the State of Libya.
For participation in the tripartite summit, which was held on August 22 in our country, Presidents of the Azerbaijan Republic and Republic of Uzbekistan visited.
Within the visit to the city of New York (USA), the current year which took place on September 21-24 with a view of participation in the anniversary 80th session of the General Assembly of the United Nations Organization, the President of Turkmenistan held meetings with the Secretary General of the United Nations, King of Eswatini, the Federal President of the Austrian Republic, the President of the Portuguese Republic, the President of the Swiss Confederation and the Crown prince of the State of Kuwait.
During the accounting period, heads of governments and high-ranking officials of several countries also visited Turkmenistan, the Secretary General of the United Nations Organization, head and representatives of other international structures.
The visits of 770 foreign delegations to Turkmenistan as well as 226 national delegations abroad, which took place in the January-November period, testify to further development of fruitful interaction with foreign partners. In the online mode, 548 meetings of various levels were held. Our country also hosted 2649 official negotiations and meetings with representatives of foreign states and international organisations. From the beginning of the year, the contractual and legal basis of international relations of Turkmenistan was filled up with 227 documents.
A regular character is inherent in contacts in the area of foreign policy departments. A number of bilateral inter-departmental consultations were held in the accounting period. Meetings with the High Representative of the European Union for Foreign Affairs and Security Policy - Vice-President of the European Commission and European Commissioner for International Partnerships were also held.
In realisation of the foreign policy of Turkmenistan, a great significance is given to the further strengthening and development of diplomatic relations through Embassies. From the beginning of 2025, newly appointed Ambassadors Extraordinary and Plenipotentiary of a number of countries to Turkmenistan presented their credentials. At the same time, Ambassadors Extraordinary and Plenipotentiary of Turkmenistan to the Islamic Republic of Iran, Nepal, Republic of Cyprus, Mongolia, Kingdom of Bahrain, the Principality of Monaco, Republic of Serbia, New Zealand, Republic of Ireland, Ethiopia, Republic of Indonesia and Kingdom of Morocco also presented their credentials. In addition, consuls to the Islamic Republic of Iran and Republic of Türkiye officially started their work as well.
Summing up the report, President Serdar Berdimuhamedov focused attention to necessities of further development of relations with states of the world and authoritative international organisations. The Deputy-Chairman of the Cabinet, Minister of Foreign Affairs was instructed to prepare properly for the events planned on the occasion of celebration of the glorious 30th anniversary of permanent neutrality and the International Neutrality Day at high level.
Further, Deputy-Chairman of the Cabinet M.Chakyev reported on results of the activity of the subordinate structure for the January-November period of the current year.
As he informed, the rate of increase of the executed works and rendered services by the transport-communication complex made up 112,8 percent.
The plan for passenger transportation by means of automobile, railway, air, sea and river transport as compared to the similar period of the past year reached 103,4 percent.
In the specified period, the rate of increase of the rendered services by the Ministry of Railway Transport was equal to 105,9 percent, by the Ministry of Motor Transport - 115,4 percent, «Türkmenhowaýollary» Public Service - 110,8 percent, marine River Transport Public Service - 103,1 percent and by the Ministry of Communications - 119,3 percent.
Having heard the report, President Serdar Berdimuhamedov pointed out the importance consecutive strengthening and modernisation of the material and technical basis of national transport sector, further perfection of transport-logistics system, creation of favourable conditions for transit transportation and expansion of their number. The head of the state also instructed the Deputy-Chairman of the Cabinet to give particular attention to improvement of quality of the services rendered to the population.
Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that results of the work executed in the country for eleven months of the current year serve as evident acknowledgement of big achievements of our independent neutral fatherland.
In sectors of economy, transformations successfully proceed. Industrial sectors are regularly improved, investments in great volumes are made in construction of new modern enterprises and modernisation of operating ones, the head of the state said.
Having stated with satisfaction that for the accounting period, the rate of increase of GDP made up 6,3 percent, the President of Turkmenistan noted the effective work, which is carried out in oil and gas, trade, transport-communication complexes as well as in agriculture.
Successful reforms are implemented in such spheres as science, education, public health services, sports and culture, the head of the state said and underlined that construction of new industrial projects, apartment houses, centres of rest and health, schools, kindergartens and other constructions is carried out today.
Little time has left until the end of the year, the President of Turkmenistan marked and emphasised the significance of conduction of appropriate work to complete this year with good indicators and worthy welcome of the New Year 2026.
Then, with a view of creation of favourable conditions for solemn celebration of the International Neutrality Day and proper recreation on the occasion of the glorious 30th anniversary of obtaining of the status of permanent neutrality by our country in the International year of peace and trust to the population of the country, the head of the state signed the Decree on announcement December 11, 12 and 13 of 2025 as days off.
At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
