Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out within the strengthening of the legal framework of the country, perfection of national legislation according to realities of the time and the standard norms of international law, was the first to take the floor at the meeting.
As she informed, preparation for the next session of the parliament planned to be held on November 22 of the current year goes on. Its agenda will include drafts of Laws of Turkmenistan «On the state budget of Turkmenistan for 2026», «On virtual assets», «On scientific intellectual property» (new edition) as well as ratification of the international agreements concluded between Turkmenistan and neighbouring countries, the Protocol on amendments to the Convention, which our state has joined earlier. At the same time, bills of amendments and additions to operating legal acts will be considered. Besides it, it is planned to discuss the draft of the Resolution of the Mejlis «On fulfilment of the state budget of Turkmenistan for 2024».
Along with it, she informed on receiving credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Niger to Turkmenistan.
With a view of highlighting the peaceful, humane internal and foreign policy of our fatherland realised under the leadership of the President of Turkmenistan, exchange of the best practices in the legislative and parliamentary activity, business trips of representatives of the Mejlis for participation in the Dialogue of women leaders of the countries of Central Asia, passing in Tashkent (Republic of Uzbekistan), 59th plenary session of the Interparliamentary Assembly of states-participants of CIS, which was held in Dushanbe (Republic of Tajikistan) and the regional forum of the United Nations, which took place in Bishkek (the Kirghiz Republic) were organised.
Summing up the information, President Serdar Berdimuhamedov emphasised the importance of preparation of new bills aimed at improvement of well-being of the people.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the draft of the road map for regulation of virtual assets and introduction of mining technologies in Turkmenistan for 2026-2030, developed on the instructions of the head of the state, and also according to the recommendation of Hero-Arkadag.
As he informed, the given document provides formation of legal, technological and organizational basis for functioning of the market of digital assets on a reliable basis in our country. At the same time, concrete measures on their realisations, target dates of execution and responsible bodies are planned in it.
In the road map, the areas connected with study of international experience in this area, development of corresponding bills, development of power and communication infrastructure, attraction of investments and implementation of pilot projects were also defined. Besides it, a special place is given to issues of maintenance of cybersecurity, increase of energy efficiency and preparation of profile qualified specialists.
In this connection, for consideration of the head of the state, the draft of the road map and the proposal on creation of the special State commission were submitted.
Having heard the report, President Serdar Berdimuhamedov pointed out that in our country a purposeful activity is carried out to develop digital economy and apply widely innovative technologies. Having approved the presented proposal on introduction of digital technologies in economy, the head of the state instructed the Deputy Chairman of the Cabinet to carry out corresponding work.
Deputy Chairman of the Cabinet B.Amanov reported on modernisation of pipeline systems conducted by "Türkmengaz" State Concern.
As he informed, at the enterprises of the Concern, necessary work is carried out in the given area. Thus, a special significance is given to the strengthening of the material and technical basis of capacities. Successful fulfilment of the planned goals will promote the further increase of reliability of deliveries of natural gas to internal consumers and foreign markets.
In the given context, the Deputy Chairman of the Cabinet submitted for consideration of the head of the state a relevant proposal.
Having heard the report, President Serdar Berdimuhamedov underlined that uninterrupted maintenance of internal consumers of the country with natural gas and its reliable deliveries to foreign markets acts among the major tasks. Having approved the proposal on modernisation of pipeline systems by "Türkmengaz" State Concern, the head of Turkmenistan instructed the Deputy Chairman of the Cabinet to carry out appropriate work.
Further, Deputy Chairman of the Cabinet T.Atahallyev reported on the activity of agricultural sector and seasonal agricultural campaigns conducted in velayats.
As he reported, at present, in the fields sown with winter wheat, due activities, in particular, vegetative watering, top dressing by mineral fertilizers are carried out according to agro-technical standards.
Along with it, the gathering of cotton to the last box proceeds. In Lebap velayat, rice-harvesting activities are at the final stage and in Mary velayat, corresponding work is carried out to collect sugar beet.
With a view of improvement of water supply of agricultural fields and ameliorative condition of the land of regions and rational use of water resources, water collection in water basins as well as cleaning of irrigation and drainage canals are carried out.
At the same time, he informed that in the country, the autumn tree planting of saplings is carried out and it is aimed at maintenance of preservation of the environment, ecological well-being, and successful realisation of the National forest program and transformation of our fatherland into a blossoming garden. During the season, proper care is ensured for shady, deciduous and fruit-trees and accomplishment of the created wood zones.
Summing up the report, President Serdar Berdimuhamedov noted the importance of further complex development of agricultural branch and strengthening of its material and technical basis, due care of winter wheat fields according to agro-technical standards. The head of the state also instructed the Deputy Chairman of the Cabinet to carry out necessary work for cotton harvesting.
Deputy Chairman of the Cabinet B.Annamammedov reported on adopted measures to increase in capacities of the enterprises of "Türkmenhimiýa" State Concern.
As he reported, with a view of increase of efficiency of these works, the material and technical basis of the factory for manufacture of gasoline from natural gas in Akhal is strengthened. A great significance is given to development of partnership with advanced world companies that ensures more reliable functioning of industrial systems of the factory.
In this connection, the Deputy Chairman of the Cabinet submitted for consideration of the head of the state a corresponding proposal.
Summing up the report, President Serdar Berdimuhamedov underlined that it is necessary to continue work to bring the enterprises of "Türkmenhimiýa" State Concern up to designed capacities. Having approved the proposal prepared with a view of effective involvement of the factory for manufacture of gasoline from natural gas in Akhal, the head of the state instructed the Deputy Chairman of the Cabinet to take appropriate measures.
Further, Deputy Chairman of the Cabinet N.Atagulyev reported on the work carried out to strengthen the material and technical basis of the national textile complex.
As he informed, within on-going activities, cooperation with foreign companies for maintenance of uninterrupted functioning and involvement of full capacity of manufacturing enterprises of the Ministry of Textile Industry is increased.
In that connection, the Deputy Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that manufacture of local textile branch is consistently modernised, at the enterprises high quality, non-polluting production is produced. Having approved the proposal connected with strengthening the material and technical basis of the enterprises of the given sector, the head of the state instructed the Deputy Chairman of the Cabinet to carry out corresponding work.
Deputy Chairwoman of the Cabinet B.Seyidova reported on the activity carried out to restore, conserve and protect historical and cultural monuments.
As she informed, according to the «Government program for 2022-2028 on careful preservation of objects of national historical and cultural heritage, their protection and study, attraction of tourists», during spring and autumn seasons of the current year at historical and cultural monuments, scientific researches and restoration actions were successfully conducted.
In particular, corresponding works were executed at the monument of Paryzdepe, which is located in Gokdepe etrap, in the mausoleum of Mane Baba, medieval Juma-mosque in the fortress of Ancient Abiverd, Juma-mosques of medieval site of ancient settlement of Dehistan, at the monument of "Caravanserai" located in the territory of Dashoguz velayat, in the fortress of Ancient Amul, in the caravanserai of Dayahatyn located along the branch of Amul-Khorezm of the Great Silk road, in the caravanserai of Akjagala in Mary velayat.
With a view of acquaintance of international scientific community with the materials collected during scientific researches, the third release of the specialised international scientific collection «Traces of centuries» was prepared for print.
At the same time, preparation for transfer of the finds revealed during archaeological scientific researches at historical and cultural monuments of the country, to the State museum of the State Culture Centre and museum of history and local lore of the city of Arkadag goes on.
Having heard the report, President Serdar Berdimuhamedov marked that as one of the important goals wide study, protection and popularisation of the rich cultural heritage of the people acts. In that regard, the head of the state instructed the Deputy Chairwoman of the Cabinet to continue work on scientific study and preservation of historical and cultural monuments of the country for future generations.
Deputy Chairwoman of the Cabinet B.Orazdurdyeva reported on sending young Turkmen nationals to get education in higher educational institutions of the People’s Republic of China and Hungary.
As she informed, in our country a great significance is given to training of highly qualified specialists for sectors of economy, all conditions area created for the youth to get education in prestigious higher educational institutions of foreign states, obtaining of modern education.
In that connection, the Deputy Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov noted that complex measures are implemented to train highly skilled specialists, thousands of young men get education in prestigious educational institutions of foreign states. Having approved the proposal to send the youth for study in leading educational institutions of the People’s Republic of China and Hungary in the 2026-2027 educational year, the head of the state instructed the Deputy Chairwoman of the Cabinet to carry out corresponding work.
Further, the floor was given to Deputy Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on preparation for the state visit of the President of Turkmenistan planned for November 24-25 to the Republic of Kazakhstan.
One of the priority vectors of the foreign policy strategy of our fatherland is consecutive development of traditional friendly dialogue and mutually beneficial cooperation with countries-neighbours. In that regard, he noted that diplomatic relations between Turkmenistan and the Republic of Kazakhstan were established in October 1992. Showing positive dynamics, the fruitful interstate partnership covers a wide spectrum of areas. The solid contract-legal basis of cooperation fixed by 180 bilateral documents was established.
A key role in strengthening and development of the Turkmen-Kazakhstan relations is attached to mutual visits and the summits of regular character. Turkmenistan and the Republic of Kazakhstan effectively co-operate within the authoritative international organisations, first of all, the United Nations, supporting constructive initiatives of each other.
Trade and economic cooperation develops actively, volumes of mutual goods turnover increase. Along with it, a great importance is given to the deepening of traditional cultural-humanitarian links.
Summing up the report, President Serdar Berdimuhamedov noted that one of the close, neighbouring states-partners of Turkmenistan is the Republic of Kazakhstan. Between both countries friendship and brotherhood relations are maintained. In that connection, the head of the state instructed the Deputy Chairman of the Cabinet, Minister of Foreign Affairs to properly prepare for the forthcoming state visit to the Republic of Kazakhstan.
Deputy Chairman of the Cabinet M.Chakyev reported on the work conducted to develop and perfect logistic possibilities of the sphere of civil aircraft.
As he informed, within the activity carried out to strengthen positions of our country in the system of international air cargo transportation, to increase of transit-logistic potential, the open end joint-stock company «Airlines of Türkmenistan" received the status of an active member of the International Air Cargo Association (TIACA) and the corresponding certificate.
In this connection, the Deputy Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noted that our country attaches a huge significance to development and further perfection of logistic potential of the sphere of civil aircraft. In this area, a fruitful work aimed at promotion of international interaction is carried out. Having approved the proposal on establishment of cooperation with foreign airlines, the head of the state gave the Deputy Chairman of the Cabinet corresponding instructions.
At the meeting, a number of others important issues of state life, at which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
