Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which the work carried out in the country for ten months of the current year, was summed up.

Chairwoman of the Mejlis D.Gulmanova, who informed on the results of the activity for the January-October period of this year, was the first to take the floor.

As she informed, in the accounti9ng period 17 legal acts were adopted and they included the Constitutional Law «On legal basis of the policy of peace and trust of neutral Turkmenistan", "On approval and introduction of the Civil Code of Turkmenistan", "On court", "On the uniform state register of voters", "On establishment of the anniversary medal of Turkmenistan« Türkmenistanyň Bitaraplygynyň 30 ýyllygyna» and accession to the Protocol to the International Convention on Load Lines. Besides it, and additions and amendments were made to the legal acts connected with criminal, arbitration, civil, criminal,  family and labour relations, tax, administrative-industrial issues, motor transport, activity of migration, law-enforcement bodies, customs. In the specified period, 18 decisions of the Mejlis were adopted.

She also informed that 9 credentials from the Extraordinary and Plenipotentiary Ambassadors of different states accredited in Turkmenistan were received. Within the strengthening of productive relations with parliaments of foreign countries 55 meetings with representatives of foreign diplomatic missions were held.

Along with it, deputies and specialists of the Mejlis took part in 97 seminars organized by corresponding establishments of our country together with authoritative international structures concerning perfection of legislative activity and maintenance of fulfilment of government programs. With a view of study of the advanced experience in the field of legislation, 34 business trips of representatives of the parliament abroad took place.

Besides it, in the Avaza national tourist zone within the Third Conference of the United Nations on the land-locked developing countries, the Parliamentary forum was held, in the hybrid format the second meeting of speakers of parliaments of member countries of the Group of friends of neutrality «Inter-parliamentary dialogue – an important tool of maintenance of global peace and trust» was also held.

At the same time, she informed on results of the visit of delegation of the national parliament led by the Chairwoman of the Mejlis to the Russian Federation. As she informed, in its frameworks meetings with the Chairman of the Council of the Federation of Federal Assembly and the head of the State Duma of the Russian Federation in which issues of development of bilateral relations were discussed, took place. With a view of strengthening legal bases of inter-parliamentary interaction, the Cooperation Agreement between the Mejlis of Turkmenistan and the Federation Council of the Federal Assembly of the Russian Federation was signed.

Summing up the information, President Serdar Berdimuhamedov underlined the importance of regular perfection of legislation of the country. In this connection, the head of the state emphasized the necessity of effective continuation of the work conducted by the Mejlis in this area.

Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov, who before his report, warmly congratulated the President of Turkmenistan and Hero-Arkadag on the 32nd anniversary of introduction of the national monetary unit – manat and conveyed to Arkadagly Hero Serdar and National Leader of the Turkmen people his wishes sound health, longevity and successes in their state activity for well-being of our people and prosperity of our fatherland.

Further, the Deputy-Chairman of the Cabinet reported on preliminary macroeconomic indicators for the January-October period of the current year.

As he informed, in the specified period, the rate of increase of GDP made up 6,3 percent, including industry - 1,7 percent, construction - 8,1 percent, transport-communication sector - 10,4 percent, trade - 9,7 percent, agriculture - 5,2 percent, sphere of services - 8,3 percent.

As compared to the similar period of 2024, as a whole the volume of made production increased by 10,1 percent, industrial indicators by branches were positive.

In the specified period, retail goods turnover as compared with the same period of the past year grew by 13 percent, and foreign trade turnover - 9,2 percent.

By preliminary results for the January-October period of this year it is expected that the revenue part of the State budget will be fulfilled by 100 percent, and expenditure part - 96,3 percent.

The sizes of salaries at large and medium size enterprises of the country as compared to the corresponding period of 2024, at the beginning of year was above 11,9 percent. Salaries, pensions, welfare payments and scholarships of students were financed timely. 

As compared with the similar period of the past year, the volume of capital investments implemented at the expense of all sources of financing, grew by 3,7 percent.

Data on the executed work within the realization of the National rural program were also provided.

Having heard the report, President Serdar Berdimuhamedov pointed out that the activity of financial and economic and bank complex is inseparably linked with the country’s all-around development. In that regard, the head of the state instructed him to improve the work of the given sector further.

Throughout the meeting, the Deputy-Chairman of the Cabinet also reported on the draft of the State budget for 2026.

As he informed, being guided by the «Program of the President of Turkmenistan for social and economic development of the country in 2022-2028», and also according to corresponding Resolution of the head of the state drafts of the main financial plan, the Basic areas of social and economic development of Turkmenistan and the Investment program for the next year were prepared. At the same time, he gave the detailed information on the planned volumes of money resources, which will be directed to development of various branches, velayats, Ashgabat and Arkadag cities as well as on the revenues part of the State budget.

In this connection, for consideration of the head of the state, the draft of the State budget for the forthcoming year was presented.

Having heard the report, President Serdar Berdimuhamedov underlined that drafts of the State budget for 2026, the Basic areas of social and economic development and the Investment program were prepared. In the draft of the main financial plan, capital investment is planned to make into development of branches of economy at the expense of all sources of financing.

Having noted that the draft of the State budget is sent for consideration of the Mejlis of Turkmenistan, the head of the state signed the corresponding document.

Further, Deputy-Chairman of the Cabinet B.Amanov reported on results of the work carried out for the January-October period of the current year to increase volumes of output of oil and gas and expansion of routes of their deliveries to world markets.

As he reported, "Türkmennebit" State Concern, the plan for oil production was fulfilled by 109,3 percent.

For the specified period, the plan for oil refining by oil refining factories was fulfilled by 108,6 percent.

Fulfilment of the plan for gasoline manufacture made up 107,5 percent, diesel fuel - 100,7 percent, extraction of natural and passing gas - 101,8 percent.

Along with it, he informed on technical and economic indicators on manufacture of polypropylene, lubricant oils, liquefied gas, and export of natural gas.

Summing up the report, President Serdar Berdimuhamedov emphasized the significance of effective utilization of available capacities of the oil and gas complex of the country, adoption of further measures to increase oil and gas production. The head of the state also instructed the Deputy-Chairman of the Cabinet to hold the course of geological exploration and drilling activities under a strict control.

Deputy-Chairman of the Cabinet T.Atahallyev reported on results of the activity of the subordinate complex for the January-October period of 2025 as well as the agricultural activities carried out in velayats.

As he informed, by the agricultural sector, the rate of increase of manufacture as compared with the similar period of the past year made up 114,2 percent. By the Ministry of Agriculture this indicator reached 106,1 percent, the Ministry of Environmental Protection  - 101,5 percent, the State Water Management Committee - 128,2 percent, "Türkmenpagta" State Concern - 131,1 percent, «Türkmengallaönümleri» State Association - 104 percent, «Türkmenobahyzmat» State Association - 101 percent, State Association of Food-Processing Industry - 108,8 percent, State Association of Cattle-Breeding and Poultry-Industry - 102 percent, «Türkmen atlary» State Association - 100,8 percent. The plan for realization of investments was fulfilled by 254,9 percent.

As he reported, seasonal agricultural campaigns now proceed. In velayats, wheat-sown fields are irrigated according to agro-technical standards. The cotton harvesting activities also continue.

With a view of transformation of our fatherland into a blossoming garden, creation of wood zones and maintenance of appropriate care of planted trees a corresponding preparation for the organized national tree planting action and events on the occasion of the holiday of harvest widely marked in the country is carried out.

Summing up the report, President Serdar Berdimuhamedov marked that in creation of food abundance in Turkmenistan a great role is attached to the agricultural sector. In the given context, an emphasis was made on the importance of further complex development of branch and strengthening of its material and technical basis. It is necessary to hold in the centre of constant attention issues of increase in volumes and quality of manufacture, the head of the state said and instructed the Deputy-Chairman of the Cabinet to carry out agricultural activities according to agro-technical standards.

Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity of the construction and industrial complex for the January-October period of the current year.

As he informed, in the specified period the plan for production and works was fulfilled by 104,1 percent.

By the Ministry of Construction and Architecture the plan for production, works and services was fulfilled by 113,8 percent, by the Ministry of Industry and Construction Production - 106,2 percent, by the Ministry of Energy - 109,7 percent and by "Türkmenhimiýa" State Concern - 100,1 percent.

By the State Agency for Management of Road Construction the work plan was fulfilled by 103,4 percent, and the amount of work, realized by the khyakimlik of Ashgabat city was  equal to 109 million manats.

Having heard the report, President Serdar Berdimuhamedov underlined that it is necessary to raise efficiency of activity of enterprises of the construction and industrial complex, to carry out necessary work on production of electric power. The head of the state also instructed the Deputy-Chairman of the Cabinet to hold the activity of "Türkmenhimiýa" State Concern under a strict control.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the subordinate sphere for the January-October period of the current year.

As she informed, on the occasion of announcement of 2025 as «International year of peace and trust» as well as the 30th anniversary of permanent neutrality of Turkmenistan, in honour of holidays and significant dates of the national calendar various festivities were held. The results of creative competitions were summed up. Along with it, the events timed to the opening of social and cultural projects were carried out.

In the specified period, in cities of Baku and Ganja of the Azerbaijan Republic as well as in Khiva and Tashkent cities of the Republic of Uzbekistan Days of culture of Turkmenistan were held successfully.

In the Capitoline museum of Rome, the opening ceremony of the archaeological exhibition «Ancient civilizations of Turkmenistan» which coincided with the official visit of the President of Turkmenistan to the Italian Republic took place. As she marked, participation of the head of the state in this important action visually displayed the fact that the Turkmen-Italian partnership successfully develops and finds qualitatively new content and centuries-old bonds of friendship are strengthened.

Summing up the report, President Serdar Berdimuhamedov underlined a big role of culture in preservation and popularization of the rich national heritage of our people and emphasized the importance of further perfection of activity of the given sphere. In that connection, the head of the state instructed the Deputy-Chairwoman of the Cabinet to continue work on restoration, conservation, protection of historical and cultural monuments, development of international cooperation, attaching a special significance to the holding of Days of culture, festivals.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on results of the activity of subordinate spheres for the January-October period of the current year.

As she informed, during the considered period the reforms aimed at education of the well-read patriotic generation with wide outlook and strengthening of the material and technical basis of the education sphere continued. In the educational activity, advanced innovative methods of training were widely applied, new textbooks were published. A number of international scientific-practical, educational-methodical conferences, international Olympiads and subject competitions were held. Schoolchildren and students won 815 medals in international subject and Internet Olympiads.

In the specified period, according to the Government program «Saglyk» corresponding work continued, in prophylaxis-medical activity advanced methods of applied medicine were introduced. At the expense of funds of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, operations and treatment of sick children were carried out.

In October, the International exhibition and scientific conference «Public health services, education and sports in the Era of Revival of the new epoch of the powerful state» was held at high level.

On the occasion of the professional holiday - Day of workers of public health services and medical industry, the opening of the homes of health in Bagtyyarlyk etrap of Ashgabat city, in Mary velayat the hospital of infectious diseases for 300 beds took taken place.

Along with it, stone laying ceremonies of the multi-function hospital for 500 beds in Ashgabat, the multi-function hospital for 300 beds in the city of Tejen of Tejen etrap of Akhal velayat, the Centre of health protection of mother and child for 400 beds in the city of Dashoguz of Dashoguz velayat were also held.

Besides it, presentations of XVII volume of scientific-encyclopaedic work of Hero-Arkadag «medicinal plants of Turkmenistan» and the book «Achievements in public health services sphere» were organized.

In the specified period, work on development of physical training and sports, preparation of professional sportsmen was conducted. As she informed, the international tournaments in the national goresh and alysh belt wrestling as well as in chess among sportsmen under 8, 10 and 12 years olds were also held successfully. The national teams took part in the international competitions and won in general 818 medals.

Having heard the report, President Serdar Berdimuhamedov noted the importance of further perfection of the activity of education spheres, sciences, public health services and sports, regular increase of professionalism of educators. In this connection, the head of Turkmenistan instructed the Deputy-Chairwoman of the Cabinet to modernize the work of system of public health services according to the Government program «Saglyk», and work on development of sports.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the activity of the Ministry of Foreign Affairs for the January-October period of the current year.

With a view of consecutive realization of the foreign policy of our neutral fatherland aimed at development of bilateral and multilateral cooperation with foreign countries and international organizations, fulfilment of the instructions given by the head of the state corresponding work was carried out in the considered period.

From the beginning of the year, the President of Turkmenistan made visits to the Republic of Uzbekistan, Japan, the Russian Federation, Republic of Kazakhstan, Mongolia, and the People’s Republic of China, the United States of America, Republic of Tajikistan and the Italian Republic.

In the specified period, visits of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag to the Principality of Monaco, Republic of Kazakhstan, the Kirghiz Republic, Republic of Uzbekistan, the French Republic, Republic of Tatarstan of the Russian Federation, the Azerbaijan Republic and to Afghanistan took place.

With a view of participation in the Third Conference of the United Nations on the land-locked developing countries held in August in the Avaza national tourist zone, Turkmenistan was visited by Presidents of Kazakhstan, Uzbekistan, Tajikistan, São Tomé and Príncipe, Armenia, King Eswatini and the Chairman of the Presidential Council of the State of Libya.

For participation in the tripartite meeting, which took place on August 22 in our country Presidents of the Republic of Azerbaijan and Republic of Uzbekistan visited.

Within the visit to the city of New York (USA), the current year which took place in September with a view of participation in the anniversary 80th session of the General Assembly of the United Nations Organization, the President of Turkmenistan held meetings with the Secretary General of the United Nations, King Eswatini, the Federal President of the Austrian Republic, the President of the Portuguese Republic, the President of the Swiss Confederation and the Crown Prince of the State of Kuwait.

During the accounting period, visits heads of governments and high-ranking representatives of several countries to Turkmenistan also took place.

One of the key areas of the foreign policy strategy of our fatherland is development of constructive partnership with inter-regional and international organizations. From the beginning of the year, Turkmenistan was visited by Secretary General of the United Nations Organization, as well as Secretaries General of the Economic Cooperation Organization, the International Bureau of Exhibitions, Organization of Turkic states, International Organization of Turkic culture, International Union of Motor Transport, heads and representatives of other international structures.

The visits, which took place in January-October to Turkmenistan as well as local delegations - abroad testify to the dynamic development of fruitful interaction with foreign partners of foreign delegations. In the online mode, 492 meetings of various level were held. In our country, 2356 official negotiations and meetings with representatives of the foreign states and international organizations were also held. From the beginning of the year, the contract-legal base of international relations of Turkmenistan was filled up with 179 documents.

On a regular basis, contacts in the area of foreign policy departments are carried out. A number of bilateral consultations were also held between foreign policy departments in the accounting period. Meetings with the High Representative for Foreign Affairs and Security Policy of the European Union - the Vice-President of the European Commission and with the European Commissioner for International Partnerships also took place.

In realization of the foreign policy of Turkmenistan, the great attention is also given to the further strengthening and development of diplomatic relations through Embassies. From the beginning of the year, credentials were handed over by newly appointed Extraordinary and Plenipotentiary Ambassadors of several countries. At the same time, credentials were handed over by extraordinary and plenipotentiary ambassadors of Turkmenistan in the Islamic Republic of Iran, Nepal, Republic of Cyprus, Mongolia, Kingdom of Bahrain, the Principality of Monaco, Republic of Serbia, New Zealand, Republic of Ireland and Ethiopia. Consuls in the Islamic Republic of Iran and Republic of Turkiye also officially started their work.

Summing up the report, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to develop effective cooperation with world states in the political and diplomatic, trade and economic, cultural-humanitarian and scientific-educational spheres.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on preparation for the planned working visit of the President of Turkmenistan to the United States of America at the invitation of President Donald Trump with a view to hold the bilateral summit and to participate in the Summit «Central Asia +USA» which will take place in Washington.

Having heard the report, President Serdar Berdimuhamedov noted that good prospects for further development of the Turkmen -American relations open. The upcoming Summit in the USA is urged to promote the strengthening of mutually beneficial cooperation between our countries, the head of the state underlined, having given the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs the corresponding instructions connected with appropriate preparation for the working visit to the United States of America.

Further, Deputy-Chairman of the Cabinet M.Chakyev reported on results of the activity carried out for the January-October period of 2025 in subordinate structures.

As he informed, the rate of increase of the fulfilled work and services by the transport -communication complex made up 113 percent.

The plan for cargo transportation by means of automobile, railway, air, sea and river transport was fulfilled by 100,6 percent, by passenger transportation - 105 percent.

In the specified period, the rate of growth of rendered services in Ministry of Railway Transport reached 106 percent, Ministry of Motor Transport - 113,1 percent, «Türkmenhowaýollary» Public service - 110,3 percent, marine and River Transport Public Service - 108,6 percent, Ministry of Communications - 120 percent.

Having heard the report, President Serdar Berdimuhamedov pointed out the importance of consecutive strengthening and modernization of the material and technical basis of national transport sector, improvement of quality of work and rendered service, expansion of a spectrum of digital services and their wide introduction. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to take appropriate measures on increase in volumes of passenger and cargo transportation.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that results of the work fulfilled in the country for ten months of the current year show a dynamic development of our independent fatherland. Thanks to the policy pursued, he government programs aimed at prosperity of our land are realized successfully.

As he underlined, in sectors of economy transformations successfully proceed. Industrial sectors are consistently improved and investments are made in great volumes in construction of new modern enterprises and modernization of operating enterprises.

The head of the state with satisfaction stated that for the accounting period, the rate of increase of GDP made up 6,3 percent. At the same time, he pointed out that effective work is carried out in oil and gas, trade, transport-communication complexes as well as in agriculture. Reforms in such spheres, as science, education, public health services, sports and culture successfully proceeds.

The realized foreign policy is based on principles of peaceful disposition, good neighbourhood and mutually beneficial cooperation, the President of Turkmenistan said.

As the head of the state underlined, construction of new industrial projects, apartment houses, recreation and health centres, schools, kindergartens and other facilities now is carried out.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov noted that in our country, the motto annually is proclaimed and the emblem of the next year is confirmed correspondingly. In this connection, the head of the state focused attention of Chairwoman of the Mejlis D.Gulmanova to the importance of discussion of this issue by deputies of the country and people and preparation of proposals on definition of the motto and the emblem of 2026.

At the meeting, a number of other significant issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
