Today, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, held a regular meeting of the State security council, where the results of the work of the military and law enforcement agencies of the country for the first ten months of this year were reviewed.

    The first speaker was secretary of the State security council and minister of defence B. Gundogdyyev, who reported on the measures implemented during the specified period to implement the Armed Forces development Program, strengthen defence capability of the country, and create opportunities for productive work and proper living conditions for the defenders of the Fatherland. The report also covered the training of career officers, the latest conscription, and the status of military personnel being discharged from the reserves.

    After hearing the report, President Serdar Berdimuhamedov noted the importance of modernising material and technical base of the National Army and improving the service and social conditions of military personnel, instructing that work in this area continue.

    General prosecutor B. Muhamedov reported on the results of activities for the first ten months of 2025, including the practical steps taken to ensure proper oversight of the implementation of regulatory legal acts, as well as the widespread use of digital system capabilities and the improvement of employee qualifications.

    After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of the country ordered that work be carried out properly to ensure compliance with legislation and protect the interests of society and the state.

    Minister of internal affairs M. Hydyrov, who then spoke, reported on the results of the activities of the structures under his control for January-October of this year, including measures taken to implement the MIA development Program, maintain public order in the country, prevent road accidents, and improve the activities of the fire safety Service.

    After hearing the report, President Serdar Berdimuhamedov emphasised the need for continued work to ensure peaceful and stable life for the people, particularly in crime prevention, fire safety, and traffic compliance. The minister was given relevant instructions in this regard.

    Supreme court Chairman B. Hojamgulyyev reported on the results of the activities of Supreme Court  for the first ten months of 2025, on the measures taken to organise legal proceedings in accordance with the requirements of the time, on the fulfilment of the instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of the country related to the active use of the digital system, and on strengthening the department's human resources potential.

    After hearing the report, the head of Turkmenistan emphasised the importance of further improving the judicial system and continuing efforts to enhance the professionalism of judges, addressing the head of the Supreme court with relevant instructions.

    Minister of national security N. Atagarayev reported on the practical steps taken during the period under review to protect sovereignty of the state and fulfil the tasks defined in the development Program of the department.

    Summarising the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan instructed that work be continued to ensure reliable protection interests of the country and improve the activities of national security agencies.

    Next, the head of the State border service, Y. Nuryyev, reported on the work accomplished since the beginning of the year and the measures being implemented to protect the sacred borders of the Fatherland. He also reported on the progress of modernising border outposts, including the opening of modern complexes and the strengthening material and technical resources of the agency through the introduction of advanced technologies.

    After hearing the report, President Serdar Berdimuhamedov emphasised that state border of the Turkmenistan is a border of friendship and good-neighbourliness. In this context, he emphasised the need to continue working to ensure reliable protection borders of the country and improve the social and living conditions of military personnel, and issued corresponding instructions.

    Then minister of adalat M. Taganov reported on the activities carried out during the specified period, specifically on the preparation of proposals to bring legislation into line with the realities of the times, events organised to improve legal literacy of citizens, and the provision of adequate legal services to the public. A report was also presented on measures taken to enhance the professionalism of staff by studying best practices in the field of jurisprudence.

    Summarising the report, the head of Turkmenistan noted the importance of improving the national legislative framework in line with international standards, legal support in our country, and the development of regulatory legal acts, addressing a number of specific instructions to the minister of adalat.

    Then, chairman of the State customs service M. Hudaygulyyev reported on the measures implemented during the period under review to modernise the work of his subordinate structure, strengthen its material and technical resources, and actively utilise the digital system and the latest technologies. He also reported on the implementation of instructions of the Supreme Commander-in-Chief to train professional personnel.

The Chairman of the State migration service, A. Sazakov, reported on the performance of his subordinate agencies for January–October of this year, as well as on the practical steps taken to modernise material and technical resources of the agency and the successful implementation of the development Program of the agency. He also reported on ongoing events to enhance the skills of employees through the study of best practices in the field of migration.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted the importance of monitoring the proper observance of migration legislation, addressing a number of specific instructions to the head of the Service.

Summing up the meeting, President Serdar Berdimuhamedov noted that, in accordance with the provisions Military doctrine of Turkmenistan, which is strictly defensive in nature, measures are being implemented to ensure a high level of military security and the integrity of our independent, permanently neutral Fatherland. At the same time, considerable attention is being paid to strengthening defence of the country capability and improving the social and living conditions of the defenders of the Fatherland and their families, the Supreme Commander-in-Chief of the Armed Forces said, emphasising that work in this area will continue.

At the meeting of the State security council, a number of other important issues were considered, on which appropriate decisions were made.

At the conclusion of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov, wished the participants good health and great success in their responsible service in the name of a peaceful and happy life for the people.
