Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.

Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out to modernise the national legislation, was the first to take the floor at the meeting.

As she informed, at present, with a view of perfection of legal acts in force according to the Constitution of Turkmenistan and requirements  of the time, additions and amendments are made to such codes, as administrative offences, criminal, arbitration procedures, criminal procedure, criminal-executive, family, social protection of the population and  other laws.

In addition to that, relations with foreign states and international organisations consistently develop. In this connection, she informed on meetings with the Ambassador Extraordinary and Plenipotentiary of the State of Qatar to Turkmenistan, Minister of Foreign and European Affairs of the Republic of Croatia, in which issues of strengthening of friendly relations and inter-parliamentary relations were discussed.

Besides it, with a view of promotion of the policy of peace, trust and humanism implemented in our country as well as the experience obtained in this area by the parliamentary diplomacy at the international level, the second meeting of speakers of parliaments of member countries of the Group of friends of neutrality «Inter-parliamentary dialogue – an important tool of maintenance of global peace and trust» was held in the hybrid format.

Summing up the information, President Serdar Berdimuhamedov emphasised the importance of continuation of work on preparation of new bills corresponding to realities of the time.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on preparation for the scientific-practical conference timed to the 32nd anniversary of introduction of the national manat into circulation.

As he informed, in the given forum, which is to be organised on November 1 of the current year, participation of 250 representatives of ministries, departments and credit institutions, higher and specialized vocational institutions of the financial and economic and bank complex is expected. During the conference, it is planned to hear reports on the undertakings aimed at social and economic development of the country, transformations in the bank sphere, and economic achievements in the field of harmonious management of the national manat under the leadership of the President of Turkmenistan. At the same time, it is planned to discuss the issues connected with the monetary and credit policy, modern bank services rendered on the basis of introduction of digital technologies as well as perfection of system of electronic payments and cooperation with international financial structures.

In the given context, for consideration of the head of the state, a relevant proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov pointed out the importance of proper preparation and organisation of the scientific-practical conference devoted to the 32nd anniversary of introduction of the national currency – manat into circulation and gave the Deputy-Chairman of the Cabinet a number of instructions to that end.

Deputy-Chairman of the Cabinet B.Amanov reported on preparation for the XXX International conference and exhibition «Oil and Gas of Turkmenistan - 2025».

As he informed, by this time over 70 foreign companies, about 30 local enterprises and private businessmen who showed an interest to take part in the exhibition as well as profile ministries and sectoral departments of our country which will display their expositions were registered. Besides it, about 1390 delegates are expected to participate in the concurrent conference.

On the margins of the forum, it is planned to organise plenary sessions «Shaping the future of global energy in the International year of peace and trust - innovations, energy transition and strategic cooperation» and «A growing role of Turkmen natural gas: expansion of export and facilitation to energy transition» as well as thematic sessions on significant issues.

In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov noted that annually held forums and exhibitions devoted to the oil and gas sector, promote perfection of activity of the fuel and energy complex. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to prepare properly and hold the International conference and exhibition «Oil and Gas of Turkmenistan - 2025» at high level.

Further, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity, carried out in the agricultural branch and the course of seasonal agricultural campaigns in velayats.

As he informed, these days in agricultural fields of the country, farmers work to gather cotton within a short space of time. Along with it, necessary measures are taken to process raw cotton harvest at ginneries and to make an efficient use of harvesting combines and other machinery during the cotton-picking season.

At the same time, the wheat sowing campaigns continue for the next year harvest. The special attention is given to maintenance of productivity of agricultural machinery used in the sowing campaign. Sown areas are irrigated.

The Deputy-Chairman of the Cabinet reported on preparation for forthcoming actions on the occasion of the holiday of Turkmen alabay, which will be held on the last Sunday of October.

Having heard the report, President Serdar Berdimuhamedov emphasised the importance of the further complex development of the agricultural sector. As he marked, it is necessary complete the winter wheat sowing and cotton-picking harvest season within the established terms and properly.

Besides it, the head of the state has instructed the Deputy-Chairman of the Cabinet to prepare duly for the actions devoted to the holiday of Turkmen alabay, which will be held on the last Sunday of October.

Deputy-Chairman of the Cabinet B.Annamammedov reported on the work carried out to modernise manufacturing enterprises of "Türkmenhimiýa" State Concern. 

Having marked that a start of construction of a new modern complex for manufacture of  mineral fertilizers of the Turkmenabat chemical plant named after S.A.Niyazov in Lebap velayat, which was given with participation of the President of Turkmenistan was the event of historical significance, the Deputy-Chairman of the Cabinet on behalf of all workers of the chemical branch expressed his warm gratitude to the head of the state and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag and conveyed his wishes of sound health, longevity and successes in their noble undertakings.

Then, the Deputy-Chairman of the Cabinet reported on the work carried out to modernize industrial facilities of chemical industry. These activities are implemented in cooperation with advanced companies of the world that helps to attain the designed capacity of specialized enterprises, to increase in volumes and improve the quality of production.

Summing up the report, President Serdar Berdimuhamedov pointed out that it is necessary to achieve full involvement of designed capacity of manufacturing enterprises of local chemical industry. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to continue ongoing effective work on reconstruction and modernisation of manufacturing enterprises of "Türkmenhimiýa" State Concern. 

Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for Days of economy of Turkmenistan to be held Frankfurt city of Germany.

As he informed, it is planned to acquaint participants of the forum with investment projects in oil and gas as well as chemical branches, modern agricultural technologies and innovations in the textile industry, development of public health services and pharmaceutical industry, including with the medical cluster in Arkadag city.

In its framework, it is also planned to organise bilateral meetings and to sign the documents concerning business partnership.

At present, for participation in the given forum more than 50 organisations-establishments specialising in various spheres and companies of Germany, were registered.

Having reported that with a view to hold Days of economy of Turkmenistan at high level, participation of heads of branches of national economy, banking establishments, enterprises of «Arkadag Medisina Klasteri Menejment», Chamber of Commerce and Industry is planned, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state a corresponding proposal.

Having heard the report, President Serdar Berdimuhamedov marked that our country carries out a large scale activity on development and strengthening of mutually beneficial cooperation with world states. In this connection, the head of the state with a view of further promotion of bilateral trade and economic relations instructed the Deputy-Chairman of the Cabinet to prepare properly for Days of economy of Turkmenistan in the Federal Republic of Germany and to provide its high organizational level.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on preparation for the «Week of  Permanent neutrality - a basis of friendship and brotherhood», which will be held in theatres of the country on the occasion of the 30th anniversary of permanent neutrality of Turkmenistan.

As he informed, within the Week, which is planned to be held in December of the current year, in theatres of the country along with earlier plays staged on the basis of works by foreign classics it is planned to present to our compatriots a premiere of several new plays.

In this connection, the Deputy-Chairwoman of the Cabinet submitted for consideration of the head of the state a corresponding proposal.

Summing up the report, President Serdar Berdimuhamedov noted that in the International year of peace and trust, the events devoted to the 30th anniversary of permanent neutrality are regularly held. In this connection, the head of the state instructed the Deputy-Chairwoman of the Cabinet to organise the Week «Permanent neutrality - a basis of friendship and brotherhood» in theatres of the country at a high level.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on drafts of «Strategy of development of higher vocational education in Turkmenistan for 2026-2052» and Resolution on its approval.

As she reported, on the basis of the instruction given by Hero-Arkadag on September 24, 2024 at the meeting of the Khalk Maslakhaty of Turkmenistan, drafts of the specified Strategy and the Plan of actions on its realisation for 2026-2030 were developed.

The Strategy stipulates according to international standards and national experience improvement of the system of management of higher vocational education, introduction of modern mechanisms of planning and management taking into account demographic indicators, development of labour market and economy planning, generation of the national environment of competitive higher vocational education on the basis of advanced methods of training, digital technologies and artificial intelligence.

At the same time, it is planned to carry out cardinal modernisation of educational activity at the expense of state and international accreditation, constantly to raise the professional level of the faculty, employees and heads, to create modern tools of interaction of science, education, manufacture and business, to improve the material and technical basis  of higher educational institutions, to work for inclusion of higher educational institutions in the international ratings of leading world high schools.

In this connection, the Deputy-Chairwoman of the Cabinet submitted for consideration of the head of the state drafts of corresponding documents.

Having heard the report, President Serdar Berdimuhamedov pointed out the significance of further perfection of activity of higher educational institutions of the country. Having signed the Resolution «On approval of the Strategy of development of higher vocational education in Turkmenistan for 2026-2052», the head of the state gave the Deputy-Chairwoman of the Cabinet corresponding instructions.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov took the floor.

As he marked, in August of the current year, with the assistance of the President of Turkmenistan and Hero-Arkadag, the Third Conference of the United Nations on the land-locked developing countries was held successfully  in the Avaza national tourist zone. For participation in the International forum our country was visited by delegations from 104 states and 46 international organisations. Within the Conference 6 plenary sessions, 5 high-level meetings at «round table», 7 forums of high level and about 40 concurrent events took place.

During events, a wide spectrum of the issues connected with development of the land-locked developing states were considered. In particular, such issues as development of science, education and innovations, international trade, creation of sustainable infrastructure, combat against climate change and realisation of the Goals of sustainable development were discussed.

The Conference was widely highlighted in the world news media.

Following the results of the international forum, the Avaz political declaration was adopted.

In this connection, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs informed a good news that, considering the political significance of this International forum and huge importance of its results for the world community, at the 18th plenary meeting of the 80th session of the General Assembly of the United Nations, held on October 14, 2025 in New York city of the USA, the Resolution «Avaza political declaration» was unanimously adopted.

Taking an opportunity, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs warmly congratulated the head of Turkmenistan and Hero-Arkadag with this significant event.

As President Serdar Berdimuhamedov underlined, efforts of permanently neutral Fatherland for preservation of universal peace, development of mutually beneficial relations find a wide support with the international community and the good news arrived from the United Nations serves a clear evidence of the fact.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported concerning cooperation within the Strategic Advisory Council "Turkmenistan-United Nations".

As  known, the given Council was created according to the Resolution of the head of the state in March, 2024. On its platform priority aspects of partnership of Turkmenistan are discussed with the United Nations Organization, covering such spheres, as peace and security, economy, sustainable development, education, climate change and humanitarian area.

Up to date, four sessions of the Strategic Advisory Council were held. In this connection, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on results of the 4th session, the agenda of which included a number of topical issues, held on October 16 of the current year.

In particular, the final version of the Framework programme of cooperation between Turkmenistan and the United Nations in the field of sustainable development for 2026-2030 was considered and was preliminarily. Since 2005 to this day in our country four Framework programmes were implemented. In the context of achievement of SDGs, the next Framework programme forms an interaction basis in such areas as national, regional and world policy, social and economic and ecological spheres.

Joint actions on realisation of the initiatives stated in Priority positions of Turkmenistan at the 80th session of the General Assembly of the United Nations Organization were also are discussed. It was in this connection underlined that the proposals  sounded in the speech  of President Serdar Berdimuhamedov at that session, received complete support of Representations of the United Nations in our country, expressed readiness for teamwork on their implementation.

At the session, a wide spectrum of the issues concerning results of the Third Conference of the United Nations on the land-locked developing countries and realisation of the documents adopted in its course, in particular, the Avaza political declaration and the Avaza program of actions for 2024-2034 were considered.

Besides it, drafts of joint programs, present condition and upcoming work in their frameworks on immediate prospects in the field of youth policy, reduction of emissions of methane, digital technologies and energy sector were discussed.

For consideration of the head of the state, the proposals, which were put forward at the 4th meeting of the Strategic advisory council "Turkmenistan-United Nations" were also presented.

So, with a view of fulfilment of the Road map to strengthen accountability on SDGs in Turkmenistan it was proposed to organise a seminar with participation of representatives of corresponding official bodies, public organisations, and also employees of Representations of the United Nations in the last week of October of the current year.

Along with it, it is proposed with the assistance of representatives of our country and the United Nations to prepare the Program of joint actions on realisation of Priority positions of Turkmenistan at the 80th session of the General Assembly of the United Nations Organization and to develop the National road map on implementation of the documents adopted following the results of the Third UN Conference on LLDCs.

With a view of system discussion of programs and the projects planned to implementation in our country together with the United Nations, and increases of their efficiency it was offered to create the Interdepartmental coordination commission and to hold its first session in November of this year.

Summing up the report, President Serdar Berdimuhamedov noted that relations between our independent country and the United Nations Organization consistently develop. Having emphasised the importance of the further strengthening of cooperation within the Strategic advisory council "Turkmenistan-United Nations", the head of the state approved the presented proposals  and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out corresponding work.

Deputy-Chairman of the Cabinet M.Chakyev reported on adopted measures to strengthen the material and technical basis of the river transport.

As he informed, at that, a special significance is given to repair of ships and improvement of material and technical basis of the branch. Realisation of the corresponding project in this sphere, envisaging formation of new capacities and equipment of the local industry by the modern equipment, is urged to promote development of the sphere of national marine and river transport, perfection of shipbuilding and repair work, increase of industrial potential of the country.

In this connection, the Deputy-Chairman of the Cabinet submitted corresponding proposals for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov underlined that in the country an efficient work is carried out to develop the national branch of marine and river transport. Having approved the proposal to strengthen the material and technical basis of the Joint-stock company of open type «Derýaýollary», the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work to that end.

Then, the President of Turkmenistan, addressing members of the Cabinet, informed that from the United Nations Organization the good news arrived.

- At the 18th plenary meeting of the 80th session of the General Assembly of the United Nations the Resolution «Avaza political declaration» that became one more acknowledgement of huge value of the Third Conference of the United Nations Organization on the developing land-locked countries, which was held at high level in the Avaza national tourist zone, was unanimously adopted. The support of this Resolution by many member countries of the United Nations Organization, and co-authorship of a great number of the states – displays a huge respect for Turkmenistan, - the head of the state said.

President Serdar Berdimuhamedov warmly congratulated members of the Cabinet with the adoption of the Resolution «Avaza political declaration».

At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
