The President of Turkmenistan Participated in the High-Level Plenary Meeting of the General Assembly

Today, as part of his working visit to the United States, President Serdar Berdimuhamedov participated in the High-Level Plenary Meeting of the General Assembly to commemorate the 80th anniversary of the founding of the United Nations.

The plenary meeting was preceded by performances by the youth choir “Sing for Hope” under the direction of Michael Tillman, the Metropolitan Opera Choir, and pianist David Watkins in the UN General Assembly Hall.

Upon the concert completion, UN General Assembly President Annalena Baerbock addressed the audience.

Then, a video dedicated to the 80th anniversary of the UN was shown.

Further, UN Secretary-General António Guterres delivered his speech.

Onward, former President of Liberia Ellen Johnson Sirleaf, former Prime Minister of Norway Gro Harlem Brundtland, and Nobel Peace Prize Laureate Maria Ressa spoke, discussing the role of the UN in ensuring peace, security, sustainable development, and human rights.

The speech by Ambassador of Peace, poet Maryam Bukar Hassan gave special significance to the event.

Turkmenistan, as a neutral state, pursues a foreign policy aimed at strengthening peace, stability, and international cooperation. Turkmenistan is the first country in the world to have its neutrality recognized by the UN. This status is reflected in our country’s numerous international initiatives, which contribute to maintaining global security.

As Hero-Arkadag noted at the meeting of the Halk Maslahaty held on September 19 of this year, Turkmenistan’s neutrality is an asset not only for the Turkmen people, but for all humanity. Neutrality is a doctrine that proclaims to the world our activities, promoting peace and cooperation and calling upon nations to embrace friendship, brotherhood, and unity. It imbues our courageous people, who are building for the great future of our Fatherland, with strength and energy for new achievements. Turkmenistan’s initiatives to strengthen peace and trust between states have earned the support of the international community. This is evidenced by the three times the United Nations has recognized our country’s status of permanent neutrality.

Proposing initiatives to strengthen peace and security is one of the key pillars of Turkmenistan’s peacekeeping policy. Our country actively promotes solutions aimed at preventing conflicts and supporting dialogue between states. Efforts in this direction demonstrate Turkmenistan’s commitment to UN principles and its position as a reliable partner in achieving global goals.

UN General Assembly resolutions adopted at Turkmenistan’s initiative play a significant role in shaping the international peace agenda. The most significant of these is the Resolution declaring 2023 the “International Year of Dialogue as a Guarantee of Peace”, which emphasizes the importance of constructive dialogue in conflict resolution. This initiative by Turkmenistan has received broad support from UN member states and has served as a foundation for strengthening global security.

Another important Resolution, adopted at the initiative of Turkmenistan, is “2025 – International Year of Peace and Trust”. This initiative was put forward by President Serdar Berdimuhamedov and unanimously supported by the UN General Assembly. The adoption of this document recognizes Turkmenistan’s contribution to promoting peace and reflects its position as a neutral state capable of uniting countries around shared values.

As is well known, 2025 marks two significant dates: the 30th anniversary of Turkmenistan’s neutrality and the 80th anniversary of the founding of the UN. The coincidence of these two anniversaries demonstrates the historical connection between Turkmenistan and the UN. Over the past 30 years since gaining neutrality, our country has proven that this international status is an effective tool for promoting peace.

Turkmenistan pursues an open and fair foreign policy based on the principles of equality, respect for the sovereignty of other states, and non-interference in their internal affairs. This policy allows our country to maintain constructive relations with various states, including our regional neighbors.

The “Dialogue: A Guarantee of Peace” initiative, which is a key component of Turkmenistan’s cooperation with the UN, aims to develop dialogue as the primary mechanism for preventing conflicts and building trust between peoples. Proclaimed by the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, as a new philosophy in interstate relations, this initiative has received broad support from the international community.

Today, “Dialogue: A Guarantee of Peace” is being consistently implemented, and Turkmenistan maintains close cooperation with the UN to implement it internationally. Our country offers platforms for discussing pressing issues on the global agenda, reflecting Turkmenistan’s principles that peace can only be achieved through mutual understanding.

This initiative encompasses not only political aspects but also cultural exchanges that facilitate the development of agreed-upon solutions. Turkmenistan, through various joint events with the UN, utilizes national culture as a tool for peace-building. This underscores the role of culture in strengthening global solidarity and ensuring peace.

As part of its cooperation with the UN, our country, through its active participation in the work of various UN bodies, including the General Assembly and the Security Council, regularly reports on its peacekeeping activities and puts forward new ideas on the global agenda. This not only strengthens Turkmenistan’s authority but also contributes to the implementation of the UN’s peacekeeping goals.

Turkmenistan also promotes resolutions on sustainable development and the environment within the UN. These documents, consistent with the goals of global efforts to combat climate change, demonstrate that our country’s peacekeeping policy is focused not only on ensuring security but also on the long-term well-being of the planet.

Turkmenistan also takes an active role in initiatives to ensure stability in the region. The adoption of the Resolution “Zone of Peace, Confidence, and Cooperation in Central Asia” at the UN General Assembly on July 28, 2022, at the suggestion of our country, was a significant event for both the region and the entire system of international relations. This fundamental political and legal document, proposed by Turkmenistan, enshrines the principles of long-term cooperation and peace in the heart of Eurasia.

The adoption of the Resolutions “International Day of Neutrality”, “International Year of Peace and Confidence”, and “Zone of Peace, Confidence, and Cooperation in Central Asia” is the result of our country’s well-thought-out and consistent foreign policy strategy. Turkmenistan not only puts forward initiatives but also demonstrates a willingness to seek their recognition and practical implementation internationally. This consistency strengthens confidence in our country’s peacemaking foreign policy.

Turkmenistan’s experience, serving as an example for other states, demonstrates that the principles of neutrality and preventive diplomacy are powerful tools for ensuring peace and stability, and that an active position in the international arena allows for an effective contribution to solving global problems.
