Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which he considered a number of issues of state life.

Chairwoman of the Mejlis D.Gulmanova, who informed on the course of modernisation of the legislative framework of Turkmenistan according to programs of social and economic development of the country and according to the proposals arrived from ministries and sectoral departments, was the first to take the floor.

In this connection, she informed that at present, working groups prepare the bills connected with the legal basis of the policy of peace and trust of our permanent neutral fatherland, the norms regulating the relations in the sphere of scientific intellectual property as well as regulation of circulation of virtual assets and legal support of the international initiatives of the country. At the same time, according to requirements of the time and additions and amendments are made to some legal acts in force.

In addition to that, she informed on preparation for the Nationwide forum, carried out together with the Khalk Maslakhaty, Cabinet, ministries and departments, khyakimliks of velayats, Ashgabat and Arkadag cities and public associations.

As she informed, in the period under review representatives of the Mejlis took part in the events organised by corresponding state institutions jointly with structural divisions of the United Nations.

Summing up the information, head of the state Serdar Berdimuhamedov pointed out the importance of continuation of the ongoing work on improvement of the legislation of the country.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on drafts of the «Concept of development of labour market of Turkmenistan till 2030» and the Plan of action on its realisation, prepared according to the tasks put by National Leader of the Turkmen people Hero-Arkadag during the meeting of the Khalk Maslakhaty held on September 24, 2024.

As he reported, the Concept outlines goals and objectives, basic areas of development of labour market and expected results. According to the document, it is planned to adopt a number of measures on improvement of employment of the population, further perfection of the corresponding legislation taking into account standard norms of international law, expansion of a spectrum of digital services in this area.

At the same time, proceeding from time realities, it is expected to update the methods of the analysis of the data connected with study of labour market and employment as well as forms of the reporting operating in the given sphere. Besides it, it is planned to intensify cooperation with the International Labour Organisation, to study possibilities of joining of our country the basic and priority conventions of the given structure.

In that regard, for consideration of the head of the state, the draft of the corresponding Resolution was submitted.

Having heard the report, President Serdar Berdimuhamedov underlined that in the country a great significance is attached to development of labour market. Having signed the Resolution «On approval of the Concept of development of labour market in Turkmenistan till 2030», aimed at further perfection of work in this area, the head of the state sent the document online to the Deputy-Chairman of the Cabinet and gave him a number of instructions.

Further, Deputy-Chairman of the Cabinet B.Amanov reported on modernisation of the oil refining enterprises of "Türkmennebit" State Concern and adjustment of new manufactures.

As he informed, at present, due measures are taken for full involvement of subordinate factories of the Concern, in particular, with a view of maintenance of uninterrupted functioning of industrial facilities of Seydi oil refining factory.

In this connection, for consideration of the head of the state the Deputy-Chairman of the Cabinet submitted a relevant proposal.

Having heard the report, President Serdar Berdimuhamedov focused attention to necessity of carrying out appropriate work for effective utilisation of capacities of oil refineries of "Türkmennebit" State Concern. Having approved the proposal on modernisation of a number of facilities of Seydi oil refining factory, the head of the state gave the Deputy-Chairman of the Cabinet concrete instructions.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural complex and course of seasonal campaigns in velayats.

As he reported, with the blessing of the President of Turkmenistan in regions of the country the wheat sowing campaigns were given a well-organised start. At present, necessary measures are taken to carry out sowing campaigns according to established agro-technical standards and to maintain agricultural manufacturers with high-quality seeds.

Besides it, an effective work is carried out to cultivate potato, vegetables, gourds, and other food crops.

He also informed that proper measures were taken with a view of due preparation for the cotton-picking harvest season, in particular, profile enterprises, reception points and special machinery.

In this connection, the Deputy-Chairman of the Cabinet addressed the head of Turkmenistan with the request to appoint the date of practical seminars with participation of the daykhan-cotton growers, skilled experts, scientists and machine operators for timely gathering of the grown crop and well-organised conduction of the forthcoming campaign, as well as to determine the date for the start of cotton harvest with participation of honoured elders.

Having heard the report, President Serdar Berdimuhamedov noted the importance of complex development of the agricultural branch and further perfection of its activity. The head of the state also instructed the Deputy-Chairman of the Cabinet to carry out properly the winter sowing of the next year, using at that high-quality seeds and effective use of agricultural machinery.

Then, addressing members of the Cabinet, the President of Turkmenistan pointed out that an important and responsible time has come in agriculture - cotton-picking campaign.

With a view of its well- organised conduction, the head of the state gave his blessing to start the cotton harvest in all velayats on September 10 and addressed honoured elders to give a start to the harvest campaign with words «Bisimilla!» by the developed tradition.

President Serdar Berdimuhamedov wished hard working cotton growers, all workers of agriculture great successes in their work.

Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on the course of construction of new industrial enterprises in the country.

As he informed, at present, in Gokdepe etrap of Akhal velayat civil and erection works for construction of the glass-manufacturing shop with a daily capacity of 100 tons, where it is planned to install the advanced technologies from leading world companies were completed. It will promote satisfaction of the demand of national economy for high-quality local production, increase of export potential of the branch and raise volumes of production and expansion of its assortment.

In this connection, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state a relevant proposal.

Summing up the report, President Serdar Berdimuhamedov marked that the local building-industrial complex develops consistently and new industrial enterprises equipped with modern technologies are put into operation. As a result, in the country manufacture of various kinds of industrial goods is adjusted.

In the given context, the head of the state instructed the Deputy-Chairman of the Cabinet to prepare properly for the opening of the glass manufacturing shop, constructed in Gokdepe etrap of Akhal velayat.

Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for participation of the national pavilion of Turkmenistan in the International exhibition «Halal Expo 2025» which will be held in in Istanbul (Republic of Turkiye) in November of the current year.  

In this large-scale event, entrepreneurs engaged in manufacture of agricultural, food, textile, plastic production as well as services in such spheres as transport, logistics, tourism are expected to participate in it.

In this connection, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state a relevant proposal.

Having heard the report, President Serdar Berdimuhamedov noted that our country regularly takes part in international exhibitions, which promote development of trade and economic relations with world states. Having approved the proposal on participation of local commodity producers in the upcoming Istanbul (Republic of Türkiye) International exhibition «Halal Expo 2025», the head of the state instructed the Deputy-Chairman of the Cabinet to carry out proper work to that end.

Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on preparation for the organisation of the final round of the television competition «Ýaňlan, Diýarym! ».

As she reported, talented singers won the right for participation in the final stage of the TV competition «Ýaňlan, Diýarym! » held at the state level and announced in the International year of peace and trust among amateur young actors within the creative competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry». The final round of this TV competition will take place in the "Aşgabat" song and music centre.

In the given context, the Deputy-Chairwoman of the Cabinet submitted for consideration of the head of the state a relevant proposal.

Having heard the report, President Serdar Berdimuhamedov noted that a huge significance is attached in the country to development and perfection of national song-music art and all conditions for young singers are created. In this connection, the head of the state instructed to hold the final of the television competition «Ýaňlan, Diýarym! » at high level.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on preparation for organisation of the final state round of the creative competition «Garaşsyzlygyň merjen däneleri» among talented children. 

As she marked, this competition is of great importance in cultivation of love for art in the growing generation as well as revealing talented children. The right for participation in the final round won by 21 young singers and 13 song-music groups and ensembles of folk  creativity from Ashgabat and Arkadag cities and velayats.

In this connection, for consideration of the head of the state, a relevant proposal was submitted.

Summing up the report, President Serdar Berdimuhamedov underlined that in our state all conditions are created for the youth to obtain modern education, practise sports and creativity and instructed the Deputy-Chairwoman of the Cabinet to ensure a well-organized conduction of the final state round of the competition «Garaşsyzlygyň merjen däneleri» among gifted children. 

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov took the floor and reported on results of the working visit of the Governmental delegation of Turkmenistan under the leadership of President Serdar Berdimuhamedov to the People’s Republic of China - to Tianjin and Beijing - with a view of participation in the Summit of the Shanghai Cooperation Organisation and the celebrations devoted to the 80th anniversary of the Victory.

One of the priority vectors of the foreign policy of our fatherland is development of constructive partnership with countries of the Asian-Pacific region as well as with the regional and international organisations. Among them - China and SCO.

In that regard, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs warmly congratulated the head of the state on the successful and fruitful working visit to the People’s Republic of China, held from August 31 to September 3 of the current year.

As he marked, within the visit, President Serdar Berdimuhamedov as the guest of honour took part in the Summit of the Shanghai Cooperation Organisation and spoke at its meeting in the format «SCO +». In his speech, the head of the state underlined an invariably constructive position of the given structure of the foreign policy, neutrality and international initiatives of Turkmenistan as well as set out proposals in key areas of new multilateral interaction.

Having designated the economic sphere as a perspective vector of cooperation, the President of the country defined transport, logistics, communications, electric power industry, industry, trade among priorities areas and expressed support of Turkmenistan the Global Governance Initiative put forward by the Chairman of the People’s Republic of China. At the same time, readiness for joint work on its realisation was confirmed and coincidence of the given Initiative with positions of our country in the field of the international relations was noted.

As was underlined, the interstate dialogue bears a character of all-round strategic partnership. At the negotiations, which were held within the visit between President of Turkmenistan Serdar Berdimuhamedov and the Chairman of the People’s Republic of China Xi Jinping they considered a wide spectrum of issues of the further strengthening and promotion of cooperation in political-diplomatic, trade and economic and cultural-humanitarian spheres as well as reached a number of agreements. A key area in the mutually beneficial Turkmen-Chinese partnership is the gas branch. In this plan, during the meeting an emphasis was placed on a new stage of interaction in the field and on the General Agreement on main principles of gas cooperation between Turkmenistan and China, prepared by the Turkmen party.

President Serdar Berdimuhamedov also met member of the Politburo Standing Committee of the Central Committee of the Communist Party of China, First Vice-Premier of the State Council of the People's Republic of China Ding Xuexiang. Prospect of development of mutual relations in a wide spectrum of areas became a topic of detailed discussion. In the given context, the issue, concerning the next meeting of the Turkmen-Chinese intergovernmental committee for cooperation in November of this year was considered.

At the same time, it was reported that on the threshold of and within the visit five bilateral documents were signed. Among them - the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on technical and economic cooperation as well as Memorandums of mutual understanding on cooperation in such areas as intellectual property, higher education, museum studies and mass media.

Besides it, within the visit 11 bilateral meetings between members of the Turkmen delegation and representatives of the People’s Republic of China took place.

During the visit, the delegation of Turkmenistan under the leadership of President Serdar Berdimuhamedov also took part in solemn events and the military parade, devoted to the 80th anniversary of the Victory.

Having heard the report, President Serdar Berdimuhamedov underlined that relations between Turkmenistan and the People’s Republic of China dynamically develop.

As was marked, the negotiations held and documents signed within the recent visit became an important step to the strengthening of bilateral interaction. Friendship with China will be developed further, the head of the state said and gave the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs corresponding instructions.

Deputy-Chairman of the Cabinet M.Chakyev reported on the work carried out to digitalize sectors of national economy and to introduce innovative technologies based on modern solutions in practice.

Further perfection of work in this area is required with a view of coordination of interdepartmental activity of state structures by means of electronic information systems and regulation of digital services as well as adoption of necessary regulatory legal acts in the given sphere according to Laws of Turkmenistan «On the electronic document, electronic document circulation and digital services» and «On the electronic government». 

In this connection, the Deputy-Chairman of the Cabinet reported on the draft of the corresponding document and submitted it for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov noted that in the country a purposeful work is carried out to widely introduce the digital system in sectors of economy, develop digital economy. Having signed the Resolution prepared with a view of development of hi-tech and competitive digital economy, the head of the state sent the document online to the Deputy-Chairman of the Cabinet and gave him concrete instructions to that end.

At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
