Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out within further improvement of the legal framework of the country, was the first to take the floor at the meeting.
As she informed, with a view of legal support to the goals proceeding from programs of social and economic development of our fatherland, new bills are developed and amendments are made to legal acts in force according to requirements of the time.
Guided by the goals put at the meeting, held by Hero-Arkadag for maintenance of a high level of the Third UN Conference on Landlocked Developing Countries, preparation for the Parliamentary forum planned for August of the current year is conducted.
At the same time, representatives of the Mejlis together with the Office of the UN Children's Fund held seminars on the child rights as well as took part in the meetings organised by the OSCE Centre in Ashgabat.
Summing up the information, President Serdar Berdimuhamedov pointed out the importance of continuation of development of the legal acts aimed at social and economic development of the country.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on concrete steps taken to strengthen cooperation with authoritative international organisations.
As he reported, according to the relevant Resolution of the President of Turkmenistan, the Ministry of Finance and Economy worked on exploration of expediency of joining of our country a number of documents of the Organisation for Economic Co-operation and Development (OECD), in particular, the Convention on Mutual Administrative Assistance in Tax Matters and to the Multilateral Competent Authority Agreement on Automatic Exchange of Financial Account Information.
In this connection, for consideration of the head of the state a relevant proposal was submitted.
Having heard the report, President Serdar Berdimuhamedov underlined that our country attaches a special significance to development of partnership with authoritative international structures and perfection of the national legislation. Having approved the proposal on expediency of joining of Turkmenistan the Convention and the Agreement of the Organization for Economic Cooperation and Development, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work to that end.
Then, Deputy-Chairman of the Cabinet B.Amanov reported on measures implemented to modernise structures and perfection of the activity of "Türkmennebit" State Concern.
As he informed, according to the relevant Resolution of the President of Turkmenistan, the construction work at the third oil-loading terminal of the enterprise of Turkmenbashi oil refineries complex was completed and the new project is ready to be commissioned into operation.
In this connection, the Deputy-Chairman of the Cabinet on behalf of workers of the oil and gas sector expressed his gratitude to the head of the state and National Leader of the Turkmen people Hero-Arkadag for created conditions for productive work and conveyed his wishes of sound health, longevity and successes in state affairs for the benefit of our people and fatherland.
In Turkmenistan an effective work is carried out to develop and modernise the oil and gas branch, President Serdar Berdimuhamedov marked and underlined that the commissioning of the new project into operation will promote increase in volumes of export of hydrocarbon resources made in the country and ensure their reliable delivery and gave a started to the solemn opening of the complex through the digital video communication.
Through the digital video communication, chairman of "Türkmennebit" State Concern G.Agajanov who was at the opening ceremony of the project with an annual loading capacity of 2 million 60 thousand tons and an annual shipment capacity of 1 million 150 thousand tons of oil and oil products a year, spoke. The head of the Concern addressed the head of Turkmenistan with the request to give his blessing to the start of the third oil-loading terminal of the Kenar enterprise for storage and shipment of oil products of Turkmenbashi oil refineries complex.
President Serdar Berdimuhamedov gave his blessing to the beginning of work of the modern facility.
Then, honoured elders cut a symbolical ribbon and gave a start to the shipment of oil product from the new oil-loading terminal into the tanker.
During the event, song and music and dance performances took place.
Then, the meeting proceeded with the report of Deputy-Chairman of the Cabinet T.Atahallyev who reported on the course of seasonal agricultural work.
As he informed, due care is provided in the fields sown with cotton according to agro-technical standards, including inter-row cultivation, application of mineral fertilizers and irrigation.
Within organisation of the forthcoming cotton-picking season, agricultural machinery, profile enterprises, reception points and motor transport are prepared properly.
Due measures are realized to transport the collected grain from points of reception to barns and grain elevators, preparation of fields for the future harvest and the sowing campaign as well as high-quality seeds also proceeds.
Along with it, agriculturists gather vegetables and gourds in velayats, provide home markets with these produces, and prepare for the upcoming autumn sowing.
Summing up the report, President Serdar Berdimuhamedov noted the importance of further development of the agricultural branch and instructed the Deputy-Chairman of the Cabinet to hold the course of transportation of grain to elevators and warehouses, preparation for the harvest of the next year and preparation of the fields for the upcoming sowing campaign under a strict control. At the same time, he gave instructions to ensure due care of cotton fields according to agro-technical standards.
Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity of the subordinate complex, in particular, "Türkmenhimiýa" State Concern.
As he informed, necessary measures are implemented to strengthen the material and technical basis of factories of the State Concern for manufacture of mineral fertilizers for the agricultural branch and to improve their work according to requirements of the time.
In this connection, for consideration of the head of the state a relevant proposal was submitted.
Summing up the report, President Serdar Berdimuhamedov noted a special significance given to effective functioning of factories for manufacture of mineral fertilizers and their timely delivery to agricultural manufacturers. Having approved the proposal to strengthen the material and technical basis of chemical enterprises operating in the country, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work to that end.
Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation carried out for the Turkmen-Japanese business forum.
As he reported, at present, necessary measures are realized with a view to hold the forthcoming event at a high organizational level. Japanese companies specialised in spheres of investment, services and education, oil and gas, industrial sectors, manufacture of equipment for public health services as well as in construction, logistics and other areas show an interest in participation in the forum. From the Turkmen party, Chamber of Commerce and Industry, members of the Union of Industrialists and Entrepreneurs as well as representatives of ministries and sectoral departments are expected to participate in the event.

Summing up the report, the head of the state pointed out that Turkmenistan regularly takes part in large international actions. The national pavilion of our country operates successfully at the World EXPO-2025, President Serdar Berdimuhamedov underlined and instructed the Deputy-Chairman of the Cabinet to prepare properly for the Turkmen-Japanese business forum and to hold it at a high level.
Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of the basic events planned for August.
As she reported, on the occasion of the International year of peace and trust, the upcoming month will host conferences, briefings, creative meetings, and song and music events.
Along with it, for useful leisure of children and teenagers during summer holiday it is planned to organise cultural events, various creative contests.
In August final rounds of TV competition «Ýaňlan, Diýarym!» in Lebap and Mary velayats and final round of the competition among dutar players –bagshy-musicians «Çalsana, bagşy!» will be organized.
In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov underlined that the celebrations glorifying great achievements of our native fatherland are held in the International year of peace and trust, and instructed the Deputy-Chairwoman of the Cabinet to prepare for the events planned for August properly.
Further, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva who before the report, warmly congratulated Hero-Arkadag and the President of Turkmenistan on the 30th anniversary of adoption of the Government program «Saglyk» and wished them sound health, longevity and successes in their state affairs.
Then, the Deputy-Chairwoman of the Cabinet reported on the planned events on the occasion of the significant date.
As she informed, in Ashgabat and Arkadag cities, in velayats centres conferences devoted to the national program Saglyk of the President of Turkmenistan in action will be held and employees who have distinguished in public health services will be awarded gifts on behalf of the head of the state and National Leader of the Turkmen people, and the exhibition of books of Hero-Arkadag, works of art and products of public health services spheres, song and music events will be organized.

Having heard the report, head of the state Serdar Berdimuhamedov noted that in the country an effective work is carried out to protect health of citizens on the basis of the Government program «Saglyk», to improve the national system of public health services. In the given context, the Deputy-Chairwoman of the Cabinet was instructed to prepare properly for events on the occasion of the 30th anniversary of adoption of the Government program initiated by Hero-Arkadag «Saglyk» and to provide a high level of their organisation.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the work carried out to strengthen cooperation of Turkmenistan with international organisations in security.
As he marked, this area is one of the priorities of the foreign policy of our neutral fatherland. Turkmenistan effectively cooperates with the United Nations Organization and its specialised establishments with a view of consolidation of universal peace and security and in the given context - control over nuclear energy use.
Our country consistently supports the initiatives, which were put forward in this area within authoritative international organisations. Having joined important Treaties - Treaty on the Non-Proliferation of Nuclear Weapons in 1994, Comprehensive Nuclear-Test-Ban Treaty in 1998, Treaty on a Nuclear-Weapon-Free Zone in Central Asia in 2006, Turkmenistan strictly observes its obligations.
In this connection, for consideration of the head of the state a number of proposal to further promote constructive partnership with profile international structures were submitted.
In particular, it is proposed to carry out corresponding work on study of the issue of joining of Turkmenistan the Treaty on the Prohibition of Nuclear Weapons, adopted in 2017. For today, 94 states joined this document, which came into force in 2021.
It is also proposed to organise in Turkmenistan in 2026 together with the Organization of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) a regional seminar for national information centres of CTBTO with participation of co-ordinators of given centres of countries of Central Asia and the Caucasus.
Besides it, proposals to improve detailedness of the seismological station of the International monitoring system located in Turkmenistan (IMS) of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), adjustment of the mechanism of use of IMS data by local profile establishments, fulfilment of obligations following from corresponding international documents by our country and strengthening of cooperation with the International Atomic Energy Agency (IAEA) were delivered.
Summing up the report, President Serdar Berdimuhamedov pointed out that development of relations with international organisations acts among key vectors of the foreign policy of Turkmenistan. Having approved the proposals aimed at strengthening of partnership established with international structures in security issues, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to take corresponding measures in this area.
Deputy-Chairman of the Cabinet M.Chakyev reported on the work carried out to further modernise the material and technical basis of international air harbours of our country.
As he reported, the favourable geographical location of our country and the modern conditions created at our international airports, raise the transport-transit potential of Turkmenistan. As a result of successful realisation of the transport -communication strategy our fatherland strengthens its role as a key transport-communication centre of regional and international levels. Proceeding from it, necessary work is realized to consolidate the material and technical basis of international air harbours of the country.
In this connection, for consideration of the head of the state a relevant proposal was submitted.
Summing up the report, President Serdar Berdimuhamedov noted that in the country the huge attention is given to creation of modern conditions at international airports, ensuring of aviation safety meeting established requirements. Having approved the proposal to strengthen the material and technical basis of air harbours, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out appropriate work to that cause.
At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
