Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out to further improve the legal framework of the country, was the first to take the floor.
She informed on preparation for the next meeting of the parliament, at which the draft of the new edition of the Civil Code will be considered and approved. Drafts of Laws of Turkmenistan «On uniform state register of voters», «On introduction of amendments and additions to the Customs Code of Turkmenistan», «On entering amendments to the Law of Turkmenistan «On customs service ","On entering amendments to the Law of Turkmenistan «On internal services of Turkmenistan» were also included in the agenda.
In addition to it, she also informed the work carried out to steadily develop cooperation with parliaments of foreign countries and international organisations. With a view of expansion of bilateral inter-parliamentary relations and exchange of experience in the legislative sphere, the meeting with the senator of the Parliament of the French Republic took place. Representatives of the Mejlis also took part in the seminars organised by international organisations together with state structures of our country.
Summing up the information, President Serdar Berdimuhamedov noted the importance of preparation of the bills corresponding to requirements of the present day and continuation of effective work in this area.
Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on measures implemented to regulate and license the activity of higher educational institutions of non-governmental form of ownership.
As he reported, the Ministry of Education and Ministry of Finance and Economy according to the State classification of economic activities consider it expedient to include in the corresponding list such areas as «Higher vocational training» and «Vocational training after higher educational institution».
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that in the country the great attention is given to development and perfection of the educational sphere. Having approved the proposal on licensing of professional educational institutions of non-governmental form of ownership, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Deputy-Chairman of the Cabinet B.Amanov reported on the activity carried out by the subordinate complex, in particular, "Türkmengeologiýa" State Corporation.
As he informed, exploration of deposits of rock minerals and rare minerals is carried out at present. At that, powerful mobile drilling units and technics are effectively applied. Successful fulfilment of this task is urged to promote maintenance of the sectors with raw materials for manufacture of metals and electronics sphere.
Summing up the report, President Serdar Berdimuhamedov focused attention on the significance of increase of productivity of the geological and prospecting and drilling works carried out by "Türkmengeologiýa" State Corporation and instructed the Deputy-Chairman of the Cabinet to take due measures in this area .
Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural complex and rates of seasonal campaigns in velayats of the country.
As he reported, the wheat gathering is conducted and settlement of accounts with commodity producers for the grain by the state is carried out. At present, in the fields released from wheat, ploughing and preparation of the fields for the sowing season and grains for the seed material for the next year proceeds.
In the fields sown by cotton, according to agro-technical standards inter-row cultivation, application of mineral fertilizers and vegetative watering are carried out.
In Lebap velayat, rice sowing, and in Mary velayat in the fields to be sown with sugar beet ploughing, levelling, ridging and sowing go on. Corresponding work is also conducted to gather the crop of summer potato and vegetables and gourds, delivery of these produces to the population.
For appropriate care of cattle, increases in their livestock and productivity increase maintenance in the cattle-breeding economies of velayats necessary steps are taken to create stocks of forage for animals.
With a view of improvement of water supply of areas under crops, in regions, corresponding work is carried out to clean irrigation and drainage systems, repair of water economic objects.
Having heard the report, President Serdar Berdimuhamedov pointed out the importance of further complex development of the agricultural branch of the country. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to hold under strict control the timely grain harvesting and settlement of accounts with commodity producers as well as further care of cotton according to agro-technical standards.
Deputy-Chairman of the Cabinet B.Annamammedov reported on the course of preparation for the actions planned to be held in the capital in honour of the International year of peace and trust and the 30th anniversary of permanent neutrality of our fatherland.
As he reported, necessary work is carried out to transform Ashgabat into a blossoming garden and creation of favourable conditions for its residents and guests and to organise festive events at high level. In particular, accomplishment of objects and constructions of social and cultural projects and in green zones, parks and squares – planting of decorative shrubs is carried out.
Along with it, he reported on the celebrations planned in the capital on the occasion of Day of workers of art and culture and poetry of Magtymguly Fragi widely marked in the country.
Having heard the report, head of the state Serdar Berdimuhamedov noted that Ashgabat became the centre of events of international significance. As he marked, in the International year of peace and trust numerous international actions are planned.
The President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to continue work on transformation of the architectural shape of Ashgabat, to hold under strict control the course of accomplishment and maintenance of cleanliness of the central city of the country.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on training of highly skilled specialists for the private sector.
As he informed, at present, one of the priority vectors of the state policy of Turkmenistan complex modernisation of scientific -educational sphere acts. The strengthening of available potential in this area, preparation of professional specialists are urged to promote the country’s sustainable development and achievement of new boundaries.
According to the «Program of the President of Turkmenistan of social and economic development of the country in 2022-2028», necessary work is carried out with a view of successful fulfilment of goals for further perfection of the private sector as well as preparation of specialists for the private sector and business environment.
In this connection, the Deputy-Chairman of the Cabinet submitted drafts of relevant documents for consideration of the head of the state on creation of the higher educational institution of the Union of Industrialists and Entrepreneurs.
Having heard the report, President Serdar Berdimuhamedov underlined that in the Era of Revival of the new epoch of the powerful state, purposeful work is carried out to develop the private sector of economy. For preparation of highly qualified workers and increase of their professionalism, the Decree «On establishment of the International university of industrialists and entrepreneurs as well as corresponding documents on appointment of heads of the new university were signed.
Further, Deputy-Chairwoman of the Cabinet B.Seyidova who, before her report, warmly congratulated the head of Turkmenistan and Hero-Arkadag on Day of workers of art and culture and poetry of Magtymguly Fragi widely marked in the country and conveyed wishes of sound health, longevity and successes in their large-scale activity for the benefit of our people and fatherland.
Taking an opportunity, the Deputy-Chairwoman of the Cabinet on behalf of workers of the sphere of culture expressed her deep gratitude to the President of Turkmenistan and Hero-Arkadag for the possibility to hold the Week of culture in Akhal velayat aimed at development of national culture and art at a high organizational level.
Then, she reported on the draft of the Resolution on holding the Week of culture in Balkan velayat on June 22-27, 2026.
In this connection, for consideration of the head of the state the draft of the corresponding document was submitted.
Summing up the report, President Serdar Berdimuhamedov addressed members of the Cabinet, having noted that today in the country Day of workers of culture and art as well as poetry of Magtymguly Fragi is widely celebrated. As he underlined, program work is carried out to develop national culture and art. With a view of further development of the sphere of culture, the Resolution «On holding the Week of culture in Balkan velayat in 2026» was signed.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on perfection indicators of quality of education in higher professional educational institutions of the country according to the world standards.
As she reported, at present, in this area an effective and complex work is conducted. The fact that higher educational institutions of Turkmenistan take a worthy place in authoritative ratings recognised in the world, also attests to this fact.
According to tasks in view, the advanced practice was studied and the national rating system and the Digital portal of national rating that promoted achievement of positive indicators of quality of training in the system of higher vocational training were launched.
The work conducted in the given area, creates the competitive environment and allows defining separately perspective spheres of further development by means of analysis of indicators of quality of teaching of each professor-teacher, chair, faculty and the higher professional educational institution.
Having heard the report, President Serdar Berdimuhamedov marked that in the country ample opportunities are provided for education of the younger generation, receiving modern education. As he underlined, at that, a special significance is given to preparation of highly skilled experts. In this connection, he instructed the Deputy-Chairwoman of the Cabinet to continue work on perfection of indicators of quality of higher education of educational institutions of the country on the basis of the world standards.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the international humanitarian activity of Turkmenistan.
It was in this connection noted that consecutive promotion of constructive cooperation with foreign partners in this area acts as one of the priorities of foreign policy strategy of our neutral fatherland. For today, our country is the participant of 54 international organisations and programs of humanitarian orientation, in particular, multilateral documents on the international humanitarian right. On their basis since 1994 by Turkmenistan together with the United Nations as a whole 333 national and regional projects and the programs in various areas, especially social problems were realized.
Taking into account the developed political conditions in the neighbouring regions, our state takes important humanitarian measures. In this connection, Turkmenistan as the unique country in Central Asia, close to the Near-East region, with assistance of the head of the state and Hero-Arkadag carries out humanitarian activity.
In these purposes, being guided by instructions of the President of Turkmenistan, profile structures, necessary complex work, including maintenance of service of foreign aircrafts at the International airport of Ashgabat, round-the-clock functioning of all check points on the Turkmen-Iranian border, study of corresponding issues are carried out. Thus, Turkmenistan has provided a humanitarian corridor so that thousand foreign citizens could return to their countries.
At present, through the given corridor 4640 persons, among which citizens of more than 50 states of Asia, Near and Middle East, Europe, Africa and the American continent, passed. All it visually shows invariable adherence of Turkmenistan to principles of permanent neutrality and fulfilment of its international obligations in the humanitarian area.
In the given context, it was pointed out that for realisation of this activity on a systematic basis our country co-operates well with various states and international organisations. In this connection, on the instructions of the President of Turkmenistan meetings and negotiations with heads of foreign embassies and diplomatic services as well as with representatives of international organisations were regularly held.
As he reported, with a view of further realisation of humanitarian initiatives of the head of the state, the Ministry of Foreign Affairs prepared a number of proposals.
In particular, it is proposed to hold a meeting at the «round table» for discussion of issues of co-ordinated interaction with international structures in emergency situations on June 28 of the current year in the Ministry of Foreign Affairs together with the regional representation of the International Organization For Migration in Central Asia and Office of the Resident Co-ordinator of the United Nations in Turkmenistan.
Along with it, it was proposed to organise a briefing with participation of heads of the diplomatic representatives accredited in our country and the international organisations on June 29 of this year in the Ministry of Foreign Affairs. Its agenda will include issues connected with the international humanitarian activity.
It is also proposed to develop and approve work plans for the three-year period for further development of humanitarian interaction with representatives of the United Nations Organization, The International Committee of the Red Cross and the International Federation of Red Cross and Red Crescent Societies.
Summing up the report, President Serdar Berdimuhamedov noted that our independent, permanently neutral fatherland attaches a special significance to maintenance and development of friendship with neighbouring countries and to rendering humanitarian aid to those in need. Having approved the presented proposals, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to expand humanitarian relations of our country with world states.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on measures adopted to train specialists of international class for the civil aviation branch.
As he informed, in April of the current year, the Aviation Personnel Training School of "Türkmenhowaýollary" agency was awarded the corresponding certificate of the Program «Trainair Plus» by the International Civil Aviation Organization (ICAO).
It allows to carry out preparation not only local experts, but also foreign, and promotes cooperation expansion in this area and perfection of methods of training at the given School according to the international standards.
Having reported on expediency to organise stage-by-stage training on a number of specialities on the basis of the School by ICAO within 2025, the head of the Agency submitted a relevant proposal for considering of he the head of the state.
Having heard the report, President Serdar Berdimuhamedov noted the importance of the further strengthening of established contacts to the International Civil Aviation Organization with a view of preparation of experts of international class for the civil aviation branch of the country. Having approved the proposal on organisation of courses on the basis of the School of training of the aviation personnel of "Türkmenhowaýollary" agency, the head of the state instructed the head of the Agency to carry out corresponding work in this area.
At the meeting a number of other issues of state life, at which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
