Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.

Chairwoman of the Mejlis D.Gulmanova, who informed on the activity of the national Parliament, including preparation, proceeding from programs of social and economic development of the country, the bills concerning various areas of economic, political and cultural life of our fatherland, was the first to take the floor.

At the same time, deputies carry out work to strengthen interaction with parliaments of foreign states and authoritative international organisations. It was in this connection informed that meetings with delegations of the Senate of the Islamic Republic of Pakistan and the Organization for Security and Cooperation in Europe, in which issues of partnership and legislation activity were discussed, took place.

Representatives of the Mejlis took part in meetings and seminars held by state organisations together with international structures as well as made business trips to cities of Dushanbe (Republic of Tajikistan) and Sarajevo (Bosnia and Herzegovina).

Summing up the information, President Serdar Berdimuhamedov pointed out the significance of continuation of work to prepare the bills aimed at maintenance of social and economic development of the country.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on practical steps taken with a view of strengthening multiform at interactions with the United Nations Organization and its specialised structures.

As he reported, within implementation of the second stage of the corresponding UNDP regional project with the Ministry of Labour and Social Protection in departments of the given ministry in the city of Ashgabat and 6 etraps of the velayats it is planned to create education and information centres. Conduction of this work is aimed at organisation of professional courses for the youth and expansion of its possibilities as well as other purposes.

In this connection, for consideration of the head of the state a relevant proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov marked that development of multidimensional cooperation with the United Nations Organization and its specialised structures acts as one of the priority vectors of the foreign policy of Turkmenistan. Having approved the proposal to create education and information centres within the regional project realised by the Ministry of Labour and Social Protection together with the United Nations Development Program, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work to that end.

Deputy-Chairman of the Cabinet B.Amanov reported on the activity of the fuel and energy complex, in particular, «Türkmennebit» State Concern.  

As he informed, necessary measures are taken to modernise the automated system of technological installations in Turkmenbashi oil refineries complex that is urged to promote the ensuring of uninterrupted and reliable functioning of its industrial-technological facilities.

In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov underlined that key goals of oil refining factories of the country are to increase volumes of oil production and to bring the quality of the production in conformity with ecological standards. Having approved the proposal aimed at maintenance of reliable work of Turkmenbashi oil refineries complex of «Türkmennebit» State Concern, the head of the state instructed the Deputy-Chairman of the Cabinet to undertake concrete steps to that end.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural branch and course of seasonal campaigns in velayats.

As he reported, due measures are taken to ensure the harvest of grain in the shortest terms, including full involvement of combine harvesters and motor transport for transportation of wheat.

In addition to it, inter-row cultivation, application of mineral fertilizers, vegetative watering are carried out in the cotton fields according to agro-technical standards.

In Dashoguz velayat, proper care of the rice fields is taken and in Lebap velayat, the rice sowing campaign continues. In Mary velayat in the fields to be sown with winter sugar beet ploughing, levelling and harrowing activities are carried out and in sugar beet sown fields - watering is carried out.

With a view to ensure appropriate care of the livestock, increase in their total head and productivity, at present, in cattle-breeding economies corresponding work is carried out to provide stocks of forage.

At the same time, practical steps are taken to improve water supply of areas under crops and ameliorative condition of the fields, rational and effective use of water resources, cleaning of drainage networks.

Having heard the report, head of the state Serdar Berdimuhamedov focused attention on the importance of further development of the agricultural complex of the country. The President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to ensure the well-organized grain-harvesting season in velayats and to hold transportation of the harvest as well as care of cotton fields according to agro-technical standards under strict control.

Deputy-Chairman of the Cabinet B.Annamammedov reported on the work, which is carried out in the subordinate complex, in particular, at enterprises of «Türkmenhimiýa» State Concern.

It was in this connection informed that at present, necessary measures are taken with a view to ensure the uninterrupted and reliable functioning of these enterprises.

Summing up the report, President Serdar Berdimuhamedov noted that a special significance is attached to maintenance of effective work of the factories of mineral fertilizers, timely supply of agricultural manufacturers by this production. The Deputy-Chairman of the Cabinet was instructed to continue modernisation of the material and technical basis of chemical enterprises operating in the country and to ensure full involvement of industrial complexes.

Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for the exhibition of export goods of Turkmenistan in the Republic of Turkiye.

As he informed, along with high quality, competitive goods, new areas of the export potential of the country and investment projects will be presented in expositions. At the exhibition, participation of the branches focused on export and investments, members of the Union of Industrialists and Entrepreneurs is expected. It will create possibility for promotion of cooperation in trade and economic, investment, transport-logistics and other spheres.

The Deputy-Chairman of the Cabinet also reported on the work carried out for participation of the delegation of our country in the International economic forum in the Russian Federation.

Having heard the report, President Serdar Berdimuhamedov noted a huge importance in strengthening productive interaction of large-scale international events organized by our state abroad and instructed the Deputy-Chairman of the Cabinet to prepare properly for the exhibition of export goods of Turkmenistan in the Republic of Turkiye.

With a view of active participation in the international events held in foreign countries, the head of the state signed the document on participation of the Turkmen delegation in the International economic forum to be held in the Russian Federation.

Further, Deputy-Chairwoman of the Cabinet B.Seyidova reported on preparation for the Week of culture on the occasion of Day of workers of culture and art as well as poetry of Magtymguly Fragi to be held on June 22-27 in Akhal velayat.

As she reported, various events are planned, including the opening ceremony of this cultural event in the building «Türkmeniň ak öýi» in the valley «Nowruz ýaýlasy», concerts, song-music performances, conferences, exhibitions, creative meetings, evenings of poetry, display of films, plays and operas «Şasenem-Garyp» at the national music and drama theatre named after Magtymguly.

Besides it, it is planned to lay flowers with participants of the Week of culture at the monument to the great poet in the capital cultural-park complex «Magtymguly Pyragy».

In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, the President of Turkmenistan emphasised the significance of organisation of the Week of culture timed to Day of workers of culture and art as well as poetry of Magtymguly Fragi at high level. As he marked, it is necessary to give special attention to events in honour of the International year of peace and trust, planned within the Week of culture. In this connection, the Deputy-Chairwoman of the Cabinet was instructed to prepare properly for the creative event in Akhal velayat.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on preparation carried out for the international chess tournament to be held in the capital on June 15-19 of the current year.

As she informed, forthcoming international competitions are called to become an important event of the International year of peace and trust and will promote triumph of peace through sports. 8, 10 and 12 years old sportsmen from many foreign states and our country will take part in them.

In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov noted that effective work is carried out regularly to further increase the sports prestige of our country on the international scene, to develop Turkmen sports and international competitions of various levels are regularly held. In this connection, the head of the state instructed the Deputy-Chairwoman of the Cabinet to prepare properly to hold the international chess tournament at high level in the specialized chess and checkers school of Ashgabat.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who  reported on steps taken to strengthen cooperation of Turkmenistan with foreign partners in the field of ecology, took the floor.

As he marked, regular promotion of interaction with other countries and international organisations in this area was defined as one of the priorities of the foreign policy of our fatherland. Important initiatives of the head of the state put forward at various forms of global and regional levels serve as a basis for consecutive activization of the given work. In this regard, a number of prepared proposals on further development of constructive partnership were mentioned. 

In the context of global cooperation in the above-named sphere, the importance of issues of ecological, climatic and nature protection topics, on which a special emphasis was made in the speech of the President of Turkmenistan at the 78th session of the General Assembly of the United Nations Organization was underlined. Then, the head of the state proposed to begin preparation of a complex ecological strategy of the United Nations for Central Asia. The point of view of Turkmenistan on the given aspects was also outlined by President Serdar Berdimuhamedov in the Conference of the Parties to the UN Framework Convention on Climate Change (COP-28) held in Dubai in December, 2023. As known, during the forum our country joined a number of international documents. At present, local profile ministries and departments carry out corresponding work to fulfil obligations proceeding from them.

At the same time, it was pointed out that the Conference of the United Nations Climate Change (COP-29) held in Baku in November 2024, 9 documents were adopted. With a view of consideration of possibilities of joining of our country, documents of COP-29 it was proposed to hold the meeting of the Interdepartmental commission concerning preservation of the environment in the capital on June 21 of the current year.

Preparation of priority positions of Turkmenistan at the 80th session of the General Assembly of the United Nations Organization also proceeds. As known, our country carries out vigorous activity in the field of struggle against desertification. In this aspect, it is necessary to note participation of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag in the Summit «One Water», held in Riyadh in December 2024 within the framework of the 16th Conference of the Parties to the United Nations Convention to Combat Desertification (COP-16). In this connection, it was proposed to include in priority positions of Turkmenistan at the 80th session of the General Assembly of the United Nations the subject of creation of the « Regional centre for combat desertification for Central Asia and neighbouring states».

In respect of regional partnership, it is necessary to allocate the measures connected with ecological issues of the Caspian and Aral seas, and as a whole Central Asia. The emphasis was in this connection made on the ecological safety of the Caspian region. Proceeding from it, it was proposed to speed up work on the organisation of the meeting of Ministers of Foreign Affairs and the next Summit of heads of Caspian states.

Besides it, the importance of development of Concepts of the Caspian Environmental Initiative, which was sent for consideration to all Coastal countries at the proposal and with support of the President of Turkmenistan, was underlined. 

As to the Aral problem, as known, Turkmenistan – a unique state in the region, which has adopted the National program for the Aral for 2021-2025. With a view of its realisation and discussion of issues of preparation of the draft of a new similar document for 2026-2030, it was proposed to hold the meeting of the Interdepartmental commission on preservation of the environment on June 27 of the current year in Ashgabat.

It was also pointed out that in 2017-2019 Turkmenistan presided over the International Fund for Saving the Aral Sea. In the concept of chairmanship, it is underlined that our country will make efforts for perfection of legal and organizational structure of IFAS. Proceeding from it, a corresponding proposal sounded.

In the context of ecological interaction at national level, expediency of consideration of joining of Turkmenistan «Convention on the Law of Non-Navigational Uses of International Watercourses» was marked. It was proposed to include this issue in the agenda of the interdepartmental meeting to be held on July 5 in the State Water Management Committee.

Besides it, it is planned to involve the younger generation of the country actively in the international ecological cooperation with a view of continuation of activity in the field at national level and realisation of the youth policy of Turkmenistan. Within these measures together with authoritative international organisations, and first of all, with profile structures of the United Nations, the Road map of initiatives of the youth of Turkmenistan in the field of climate change for 2025 was prepared. It is proposed to bring out the given document for approval at the Government level.

Summing up the report, President Serdar Berdimuhamedov noted that our country attaches a special significance to fulfilment of the goals put at the international level on preservation of the environment, maintenance of ecological well-being. Having approved the presented proposals on development of cooperation with international organisations in the given sphere, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out corresponding work.

Director general of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the work carried out on organisation of the competition of innovative projects « Digital solution - 2025».

As he informed, the next competition aimed at discovery of the talented youth, is planned to be held in such areas as artificial intelligence, robotics and automation, «smart» agricultural technologies, smart city, education and electronic education, digital medicine, service sphere. The projects presented at the competition will have a special significance for wide application of digital solutions and new solutions in various branches of national economy.

In this connection, the head of Agency presented a relevant proposal for consideration of the President of Turkmenistan.

Having heard the report, the head of the state noted that in the country a purposeful work is carried out on development of digital economy. At the same time, it was underlined that active participation of the youth who is engaged in development of software and innovative products, in the annually competition of innovative projects shows success of transformations realised in this area.

In this connection, the President of Turkmenistan approved the proposal on announcement of the competition of innovative projects «Digital solution - 2025» and instructed the head of the Agency to carry out corresponding work in this area.

At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their activity for prosperity of our sovereign fatherland.
