Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held a regular meeting of the State Security Council. The agenda included the results of the work of the military and law enforcement agencies of the country for January-April of this year, issues of ensuring security and stability in our independent Fatherland, strengthening the material and technical base of the security forces, as well as further improving their activities.

The first to speak was the Secretary of the State Security Council, Minister of Defense B. Gundogdyyev, who reported on the practical steps taken since the beginning of the year to implement the Program for the Development of the Armed Forces of the country. A report was also made on the work being done to improve the conditions of service and life of the defenders of the Fatherland, increase the professionalism of officers, and train young personnel. At the same time, a report was made on the progress of the discharge of conscripts into the reserve and the next conscription of citizens for military service.

After hearing the report, President Serdar Berdimuhamedov noted the importance of further strengthening and enhancing the defense capability of the Turkmen state, implementing the Military Doctrine, which is purely defensive in nature. Focusing on issues related to ensuring a high organisational level of events that will be held in honour of Victory Day, the Supreme Commander-in-Chief of the Armed Forces of the country addressed a number of specific instructions to the Secretary of the State Security Council, the Minister of Defense.

Prosecutor General B. Muhammedov reported on the results of the work done during the specified period, including oversight of the implementation of national legislation, the introduction of a digital system and modern methods of applying legal means in the activities of structural units.

A draft Resolution «On the appointment and dismissal of prosecutors» was also submitted for consideration by the head of state.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan signed the Resolution «On the appointment and dismissal of prosecutors». It is necessary to keep under strict control the implementation of laws and regulations in the country, continue effective work to strengthen the rule of law, prevent offenses, the President of Turkmenistan noted, addressing a number of instructions to the General Prosecutor.

The Minister of Internal Affairs M. Hydyrov reported on the results of the activities of the accountable structures for January-April of this year. In particular, a report was made on the practical steps taken to comply with traffic rules and fire safety regulations, as well as on the service and social conditions created for the employees of the department.

Summarising the report, the head of state Serdar Berdimuhamedov focused on the tasks facing the internal affairs agencies. In this context, it was instructed to continue to carry out appropriate work to ensure compliance with road and fire safety requirements. Noting the importance of taking measures to comply with fire safety regulations during the summer season, the Supreme Commander-in-Chief of the Armed Forces of the country addressed a number of instructions to the Minister.

The Chairman of the Supreme Court B. Hojamgulyyev reported on the comprehensive steps taken over the four months of the current year to improve legal proceedings, implement the Development Program of the accountable agency, as well as on the ongoing work on training personnel and fulfilling the instructions previously given by the head of Turkmenistan.

After hearing the report, President Serdar Berdimuhamedov emphasised the need to carry out consistent activities to protect the interests of the state and society, the rights of citizens. Noting the importance of monitoring the legality of decisions made by the courts, the head of state addressed a number of specific instructions to the head of the Supreme Court.

Then the Minister of National Security N. Atagarayev reported on the work done during the period under review, including the measures taken to maintain a favourable social climate in the state, the use of modern technical means and methods for the effective implementation of the main powers of the MNS.

Summarising the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted that priority should be given to the implementation of the Development Program of this structure. Having emphasised the need to ensure the successful solution of the key tasks, the head of Turkmenistan addressed a number of instructions to the head of the ministry.

Then the head of the State Border Service Y. Nuryyev reported on the results of activities for four months of the current year to protect the sacred borders of the Fatherland, strengthen the material and technical base of the Border Troops, as well as on the implementation of the instructions of the Supreme Commander-in-Chief of the Armed Forces of the country.

Having heard the report, the President of Turkmenistan focused on the importance of ensuring reliable protection of the State Border, which is the border of friendship and brotherhood with neighbouring states. Among the promising vectors were identified increasing the professionalism of military personnel, further modernisation of border outposts, creating appropriate conditions for the fruitful service of the defenders of the Fatherland, as well as for their family members. In this context, the head of the department was given specific instructions.

Then, the Minister of Justice M. Taganov reported on the practical steps taken during the specified period to bring the country's legal framework in line with the realities of the time, provide adequate legal assistance to Turkmen citizens and successfully implement the Development Program.

Summarising the report, the head of state emphasised the importance of further improving national legislation. It is important to continue work on registering regulatory legal acts, as well as on introducing a digital system in the justice bodies, President Serdar Berdimuhamedov noted, addressing a number of specific instructions to the minister.

Then, the Chairman of the State Customs Service M. Hudaygulyyev reported on the results of activities for January-April 2025, the implemented comprehensive measures to optimise the flow of goods across the border of our Fatherland, including transit transportation. A report was also made on the progress of introducing a digital system and modern working methods within the framework of the implementation of the relevant Development Program.

After hearing the report, the head of Turkmenistan emphasised the importance of monitoring cargo passing through the country's customs border and its proper customs clearance, instructing the head of the Service to continue to improve the activities of customs points.

Then the Chairman of the State Migration Service A. Sazakov reported on the work carried out since the beginning of the year to successfully implement the Development Program of this structure, modernise its material and technical base through digitalisation and the widespread introduction of best practices in this area.

After hearing the report, President Serdar Berdimuhamedov noted that close attention should be paid to organising the activities of the department in accordance with the realities of the time, increasing the professionalism of employees. This year, significant international events are planned in our country, the head of state said, addressing a number of instructions to the head of the Service related to the organised implementation of tasks in this direction.

Summing up the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country emphasised that in accordance with the provisions of the Military Doctrine of Turkmenistan, which is purely defensive in nature, measures are being taken to maintain military security at a high level and ensure the integrity of the independent, permanently neutral Fatherland. At the same time, consistent steps are being taken to strengthen the state's defense capability, improve the social and living conditions of the defenders of the Fatherland and their families. As emphasised, work in this direction will continue in the future.

A number of other issues were also considered at the meeting of the State Security Council, on which relevant decisions were made.

At the end of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov wished its participants good health and great success in their responsible service in the name of a peaceful and happy life for the people.
