Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers, the agenda of which included a number of issues of state life.
Chairwoman of the Mejlis D.Gulmanova, who informed on the course of modernisation of the legal framework of Turkmenistan, was the first to take the floor.
As she informed, being guided by adopted state programs on social and economic development of the country and standard norms of international law, development of the bills connected with protection of the rights, freedom and legitimate interests of the individual, improvement of civil-law relations and electoral system, legal bases scientific-intellectual property, customs issues as well as legislative maintenance of branches of economy and various aspects of social policy is carried out.
Within the framework of strengthening of interaction with international organisations representatives of the Mejlis took part in seminars and meetings organized by corresponding establishments of the country jointly with structural divisions of the United Nations and OSCE Centre in Ashgabat and in their course issues of legislative activity were discussed.
Elected representative of the people hold an educational work among the wide public on importance of the laws adopted at the eighth session of the Mejlis of the seventh convocation, and study of suggestions of citizens on improvement of the national legislation. With a view of explanation of political significance of the International year of peace and trust, the 30th anniversary of permanent neutrality of our fatherland, deputies hold meetings in electoral districts in velayats and appear in mass media.
Summing up the information, President Serdar Berdimuhamedov noted importance of the further strengthening and modernisation of the legal framework of the country.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on preparation of the draft of the «Procedure of development and approval of norms and rules in the field of industrial safety».
As he informed, the given document was developed according to the 4th article of the Law of Turkmenistan «On industrial safety of dangerous industrial objects» by «Türkmenstandartlary» Main State Service with profile ministries, sectoral departments, khyakimliks of velayats and Ashgabat and Arkadag cities.
In this connection, for consideration of the head of Turkmenistan the draft of the corresponding Resolution was submitted.
Having heard the report, President Serdar Berdimuhamedov emphasised significance of observance of rules of industrial safety for development and modernization of national economy. Having signed the corresponding document prepared with a view of maintenance of safe use of dangerous industrial objects, fulfilment of requirements of industrial safety and industrial inspection organisation, the head of the state sent it online to the Deputy-Chairman of the Cabinet and gave him a number of instructions to that end.
Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural complex and rates of seasonal work in velayats of the country.
As he reported, regions continue cotton sowing and in the fields where germination are obtained, irrigation and primary inter-row cultivation are carried out. They also provide due care of the areas sown with wheat.
With a view of increase in volumes of output of potato and vegetables and gourds in agricultural fields of velayats due care of spring crops is provided according to norms agro-technical standards.
The Deputy-Chairman of the Cabinet reported on the work carried out according to the approved plan for organisation of the events devoted to the national holiday of the Turkmen horse at high level.
As he informed, in honour of the holiday large-scale events, competitions and exhibitions are organized in the country. On the sidelines of festive events on April 25 the International Academy of Horse Breeding named after Aba Annayev will host the XVII international scientific conference «The Turkmen horse and world art of horse breeding» and competitions in show jumping in the International Akhal-teke equestrian sports complex, on April 26 on the open arena of the International Academy of Horse Breeding named after Aba Annayev the final round of the international beauty contest «Ýylyň iň owadan ahalteke bedewi» and on April 27 in the International Akhal-teke equestrian sports complex horse races will be organised.
Summing up the report, President Serdar Berdimuhamedov noted necessity of continuation of work on development of agricultural branch and strengthening of its material and technical basis. It is necessary to hold the course of ongoing cotton sowing campaigns under strict control and to ensure proper care of wheat fields, the head of the state instructed, having underlined importance of maintenance of a high organizational level of events on the occasion of the national holiday of the Turkmen horse. In this connection, he gave a number of concrete instructions to the Deputy-Chairman of the Cabinet.
Deputy-Chairman of the Cabinet B.Annamammedov reported on the work carried out in the capital within preparation for the national holiday of the Turkmen horse widely marked in the country.
As he informed, with a view of organization of celebrations at a high level, territories of social and cultural projects, squares, green zones are accomplished and various kinds of decorative flowers are planted.
Having heard the report, President Serdar Berdimuhamedov in connection with the forthcoming festive events instructed the Deputy-Chairman of the Cabinet to carry out due work to decorate the capital and to keep control over the course of its accomplishment.
Deputy-Chairman of the Cabinet N.Atagulyev reported on the activity carried out to further improve the national trade sphere.
As he reported, corresponding measures are taken to bring the work of the trade complex in conformity to realities of the present time, render the population high-quality services, in particular, construction of a modern market in the city of Koneurgench in Dashoguz velayat. In its territory construction of shops, warehouses and a vegetable market and a market of industrial consumer goods for 700 places each, a platform for sale of cars for 150 places and a parking lot for 200 places is planned.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov pointed out that the country carries out purposeful work on improvement of the trade complex, to maintenance a high level of service. Along with it, in various corners of our fatherland modern trade and service centres, which work for the benefit of our people, are erected.
Having approved the proposal connected with construction of the market in the city of Koneurgench in Dashoguz velayat, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.
Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of basic events, which will be held in May of the current year.
As she informed, within the forthcoming month it is planned to organise conferences, creative meetings, competitions, exhibitions, song and music events on the occasion of the announcement of 2025 as the «International year of peace and trust», the glorious 30th anniversary of permanent neutrality of our fatherland, the holiday of the Victory, the Constitution Day and National flag of Turkmenistan, Ashgabat City Day, the holiday of the Turkmen carpet. Art and culture contests will be also summed up.
In addition to it, Days of culture of the State of Libya in Turkmenistan, international festival «World melody», joint performances of French, Italian and Turkmen art workers in the Mukam Palace of the State Culture Centre are planned.
In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov focused attention on importance of conduction of necessary work for wide coverage of events planned for May of the current year on the occasion of holidays marked in the country. It is necessary to prepare properly for celebrations in honour of the Victory Day, Constitution Day and National flag of Turkmenistan, Ashgabat City Day, and holiday of the Turkmen carpet and to provide a high level of their organisation, the head of the state noted, having given the Deputy-Chairwoman of the Cabinet a number of instructions in this respect.
Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on preparation for events on the occasion of the 80th anniversary of victory in the Great Patriotic War of 1941-1945.
As she marked, our country remember brave heroes who lost their lives for peace and freedom of all mankind and pay a great respect to our hardworking compatriots who made a huge contribution to the Great Victory.
In honour of this significant date talks, song and music events reflecting heroic pages of severe military years, exhibitions, flower-laying ceremonies at the memorial complex «Halk hakydasy», monuments of military glory in velayats, to the sculpture of the brave soldier, the patriot of his country Berdimuhamet Annayev will be organised. Festive gifts will be handed to veterans of war and labour.
In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov noted that in our country all conditions are created for veterans of war and labour, who displayed a high example of heroism, they bring up the younger generation in the spirit of such high moral qualities as patriotism, bravery and courage. In this connection, the head of the state instructed the Deputy-Chairwoman of the Cabinet to present veterans of war, mothers-workers of the home front of days of the war with valuable memorable gifts on the occasion of the 80th anniversary of victory in the Great Patriotic War of 1941-1945 and to hold events timed to the Victory Day at high level.
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on results of friendly visits of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag to the Republic of Kazakhstan, the Kirghiz Republic and the Republic of Uzbekistan made from April 21 to April 24 of the current year.
All-around development of cooperation with countries of Central Asia acts as one of the priority vectors of the foreign policy of our neutral fatherland.
It was marked that during the visit to the Republic of Kazakhstan, which took place on April 21-22, the National Leader of the Turkmen people Gurbanguly Berdimuhamedov made a pilgrimage to the mausoleum of the outstanding thinker and poet-Sufi Hoja Ahmet Yasavy, located in the territory of national historical and cultural reserve-museum "Hazrat-sultan" in the city of Turkestan and also visited the national-cultural complex.
On the second day of his visit, negotiations of delegations of Turkmenistan and the Republic of Kazakhstan, headed by Hero-Arkadag Gurbanguly Berdimuhamedov and President Kassym-Jomart Tokaev, in which it was underlined that the countries fruitfully co-operate on the international stage, including in the United Nations format, showing mutual understanding on key issues of the regional and global agenda.
On completion of negotiations, Hero-Arkadag visited the industrial park «SPK TURKISTAN», being a large platform for realisation of investment projects.
On the first day of the friendly visit to the Kirghiz Republic, taken place on April 22-23, the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov visited sights of the city of Cholpon-Ata, in particular, culture centre "Ruh-Ordo" named after Chingiz Aytmatov.
On the second day of the visit, negotiations between delegations of two countries led by Hero-Arkadag and President of the Kirghiz Republic Sadyr Japarov were held. Having placed a special emphasis on the constructive political dialogue, the parties with satisfaction noted unity or affinity of positions of Turkmenistan and the Republic of Kyrgyzstan on topical issues of regional and international significance.
Besides it, on the second day of the visit to the Kirghiz Republic, Hero-Arkadag familiarised with traditional forms of decorative and applied arts f fraternal people and watched performances of Kyrgyz equestrians, national horse games and competitions.
On April 23-24, the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov made a friendly visit to the Republic of Uzbekistan. On the first day of his stay in the city of Samarkand, Hero-Arkadag paid a memory tribute to the First President of the brotherly country Islam Karimov. The same day, the National Leader of the Turkmen people together with the head of Uzbekistan Shavkat Mirziyoyev visited the «Eternal city» - historical settlement where traditional national crafts and arts were widely presented.
On the second day of his visit, the meeting of the Chairman of the Khalk Maslakhaty of Turkmenistan and the President of the Republic of Uzbekistan took place. During negotiations, it was underlined that the Turkmen-Uzbek economic relations are characterised by growth, volumes of bilateral goods turnover increase.
The same day, the awarding ceremony of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag the highest state award of the Republic of Uzbekistan - an award «Order of the High Degree of Friendship» («Oliý Darajali Dustlik») took place.
It is also necessary to note that Hero-Arkadag drew the attention to the upcoming important international action - UN Conference on Landlocked Developing Countries” in Avaza on August 5-8 of this year, having invited the friendly states to take in it part. It was underlined that this multilateral platform urged to show close relations between the countries of our region. An emphasis was made on the fact that during the given period each state of Central Asia can hold in Avaza its National Day.
The Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs underlined that the friendly visits of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag became important steps on the way of development of interstate cooperation, stability and enhancement of sustainable development in the region. It is also a powerful contribution to realisation of neutral foreign policy of our fatherland realised under the leadership of the head of Turkmenistan.
Summing up the report, President Serdar Berdimuhamedov noted that our independent, permanently neutral state attaches a great significance to development of mutually beneficial relations with the countries of Central Asia and carries out effective work in this area.
The visits, which have been made recently by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag to the Republic of Kazakhstan, the Kirghiz Republic and Republic of Uzbekistan serve its acknowledgement, the head of Turkmenistan underlined and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to develop further cooperation with these friendly states.
Further, Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs reported on the work carried out to enhance partnership of Turkmenistan with the Organization of Islamic Cooperation.
As known, in 2012, Ashgabat hosted the International conference «Refugees in the Muslim world», organised by the Government of Turkmenistan together with the Organization of Islamic Cooperation and Office of the United Nations High Commissioner for Refugees (UNHCR). Following the results of the forum the Ashgabat Declaration was adopted.
In 2021, the online second Summit of the Organization of Islamic Cooperation on science and technologies, in which National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov took place.
It was also informed, a number of proposals aimed at further development of interaction of our country with OIC were prepared.
In particular, participation of the Turkmen delegation in the 51st meeting of the Ministerial Council of the foreign affairs of OIC, planned to hold on June 20-21 of the current year in the city of Istanbul of the Republic of Türkiye and adoption of the Resolution « Role of the Neutrality Policy in Strengthening International Peace, Security and Sustainable Development in the Countries of the Organization of Islamic Cooperation and Around the World» proposed at the initiative of Turkmenistan. At the same time, on the occasion of the announcement of 2025 as the «International year of peace and trust» within the next meeting of the given structure of OIC it was proposed to organise the conference devoted to the theme of peace.
Proposals concerning study of possibility of holding thematic meetings of the given Organization at the level of ministers in the upcoming years in our country, in particular, in such areas as transport, energy, education, agriculture and preservation of the environment, and also participation of the delegation of Turkmenistan in the seventh meeting of the General Assembly of the Islamic Organisation for Food Security planned to hold in the city of Astana of the Republic of Kazakhstan on July 1-2 of the current year were sounded.
Summing up the report, President Serdar Berdimuhamedov marked that as one of the key aspects of the foreign policy activity of neutral Turkmenistan development of relations with international organisations acts. In the given context, having emphasised importance of continuation of work on the further expansion of interaction of our country with the Organization of Islamic Cooperation, the head of the state approved the presented proposals, having given the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs corresponding instructions.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the activity carried out to develop the national aviation.
As he informed, according to the international contracts and the Air Code of Turkmenistan, as well as international standards adopted by International Civil Aviation Organization (ICAO), the draft of the Government program on safety of flights in the civil aviation of the country was prepared.
In this connection, for consideration of President Serdar Berdimuhamedov a relevant proposal was presented.
Having heard the report, the head of the state noted that in our country a great significance is attached to safety of flights in the national aviation. Thus, development of programs on safety of flights in the country, which is a member of International Civil Aviation Organization, acts as an important task.
Having approved the draft of the Government program on maintenance safety of flights of civil aviation of Turkmenistan, President Serdar Berdimuhamedov instructed the head of the Agency to carry out corresponding work.
Then, addressing members of the Cabinet, the head of the state noted that on April 27, our country widely marks the national holiday of the Turkmen horse. Having underlined that Akhal-teke horses - national property, riches of our people, President Serdar Berdimuhamedov warmly congratulated participants of the meeting and our people on the national holiday of the Turkmen horse.
