On March 18, 2025, a telephone conversation took place between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the Chairperson of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matviyenko.

First of all, Hero-Arkadag thanked the speaker of the upper house of the Parliament of the Russian Federation for her great personal contribution to strengthening friendship and strategic partnership between Turkmenistan and the Russian Federation. In this context, it was emphasized that Valentina Matviyenko, for many years, as one of the leaders of the Government of the Russian Federation, Governor of St. Petersburg, Chairperson of the Federation Council of the Federal Assembly of Russia, conducting active state and international activities, pays great attention to further deepening traditionally friendly bilateral ties.

Expressing gratitude to the Chairman of the Halk Maslahaty of Turkmenistan for the high assessment of her work in the name of strengthening fruitful relations between the two countries, the speaker of the upper house of the Parliament of the Russian Federation, taking the opportunity, cordially congratulated the Hero-Arkadag on the upcoming holiday of Novruz. Russia's firm commitment to the course of deepening trusting and mutually beneficial contacts between the peoples of the two states was noted.

Continuing the conversation, the National Leader of the Turkmen people emphasized that Turkmenistan highly values friendship with the Russian Federation, and confirmed our country's focus on building up the potential of bilateral partnership in the widest range of areas. In this regard, a firm conviction was expressed in the significant role of the Chairman of the Federation Council of the Federal Assembly of the Russian Federation in this process both at present and in the long term.

As noted, today a strategic partnership has been established between Turkmenistan and the Russian Federation. At the same time, the emphasis was placed on the importance of the implemented initiatives to create and operate new formats of interaction, where our countries act as creative participants. In particular, they discussed the platform for interparliamentary cooperation launched with the support of Valentina Matviyenko - the Meetings of Parliamentarians of Central Asia and the Russian Federation. At the same time, it was emphasized that the Women's Dialogue "Central Asia-Russia" has received new development.

 The first events within the framework of these formats took place in May 2022, said Hero-Arkadag, proposing to organize the next meetings of parliamentarians and the Dialogue of Women of Central Asia and Russia.

During the conversation, it was emphasized that the state, political and public activities of Valentina Matviyenko are largely related to issues of motherhood and childhood, health care, and inclusive education for children. In this context, Hero-Arkadag noted that the Turkmen side has great respect for the initiatives of the Chairman of the Federation Council of the Federal Assembly of the Russian Federation to prepare, adopt and implement large-scale, long-term strategies and programs aimed at solving children's problems.

Continuing with the topic, the National Leader of the Turkmen people noted with satisfaction that a lot of work is being done in our country to ensure the most favorable conditions for the comprehensive physical and mental development of the child, providing medical, social and other assistance, and supporting young Turkmen citizens.

As noted, on March 29 of this year, a conference will be held "Year of Peace and Trust: Development of International Activities for the Sake of Children", organized by the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.

In this regard, Hero-Arkadag invited a high-ranking delegation of the Russian Federation to participate in the upcoming forum, expressing confidence that this will be a significant contribution to the promotion of high ideals of peace, goodness and humanism.

 Having expressed gratitude for the invitation, the Chairperson of the Federation Council of the Federal Assembly of the Russian Federation noted the readiness of Russian parliamentarians to take part in the events scheduled for this year in Turkmenistan, primarily in the conference dedicated to international activities in the name of children.

At the end of the telephone conversation, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov and the Speaker of the upper house of the Russian Parliament Valentina Matviyenko, expressing confidence that the high level of mutual understanding inherent in bilateral relations will continue to serve as a solid foundation for the development of constructive partnership across its entire spectrum, exchanged best wishes to each other and the fraternal peoples of both countries.
