Considering the great personal merits in strengthening the independence and legal status of permanent neutrality of Turkmenistan, strengthening the international authority of our native Fatherland in accordance with the principles of permanent neutrality, the successes achieved in the implementation of programs developed for the development of science and healthcare and other sectors in the country, fruitful state and public activities, many years of conscientious and honest work, and also in honour of the glorious 30^th anniversary of acquisition of Turkmenistan of the legal status of permanent neutrality, I decree:
