Today, the eleventh session of the Mejlis of Turkmenistan of the seventh convocation took place, during which a number of new laws and regulatory legal documents were discussed. These were developed within the framework of extensive work being carried out on the instructions of President Serdar Berdimuhamedov to improve the country’s legislative and legal framework.

Deputy Chairmen of the Cabinet of Ministers of Turkmenistan, heads and representatives of ministries and agencies, and the media were invited to the session.

The main item on the agenda was the consideration of the draft Law of Turkmenistan “On the State Budget of Turkmenistan for 2026,” aimed at ensuring a happy and prosperous life for the people and further dynamic socio-economic development of the country, as well as the draft Resolution of the Mejlis “On the Execution of the State Budget of Turkmenistan for 2024.”

As the speakers noted, the main financial and legal document aims to successfully implement comprehensive reforms and strengthen the power of the national economy by maintaining stable growth rates in leading sectors, developing the regions, and realizing the vast and multifaceted potential of Turkmenistan as a whole.

In preparing this most important draft law, which underwent preliminary discussion in all committees of the national Parliament as well as in the ministries and agencies of the country, extensive analytical work was carried out, incoming proposals were examined and taken into account, as well as specific recommendations expressed by the National Leader of the Turkmen people, Hero-Arkadag, and the head of state.

By its very nature, the main financial document serves as a key tool for implementing the tasks set forth in large-scale state programs, including the Program “Revival of the New Era of the Powerful State: National Program for the Socio-Economic Development of Turkmenistan for 2022–2052.”

In accordance with the course toward diversifying the national economy, initiated by Hero-Arkadag and successfully continued by President Serdar Berdimuhamedov, the State Budget of Turkmenistan for 2026 provides for accelerated development of its fundamental segments: the fuel and energy, construction and industrial, and agro-industrial complexes, as well as the transport and communications sectors, and the textile and food industries, among others.

According to the approved socio-economic strategy, substantial funds are allocated for the implementation of major projects, the execution of the urban development program in the capital, in cities and regions of the country, the construction of new important transport, communication, and industrial infrastructure facilities, and the broad introduction of innovative technologies and the latest achievements of science and technology in all sectors.

As Arkadagly Hero Serdar emphasized in his address at the session of the Halk Maslahaty held on September 19 this year, it is precisely the high growth rate of the national economy that promotes the consistent increase of the country’s State Budget revenue, which is an important instrument of economic planning.

As is known, given the priorities of socially oriented state policy expressed in the motto “The Homeland is a Homeland only with its people! The State is a state only with its people!”, the activities of the country’s legislative body are aimed primarily at steadily improving the living standards and well-being of Turkmen citizens.

In the main financial document of the year, as in previous years, the largest share of funds is allocated to financing the social sphere.

Thus, as in previous years, a significant portion of the expenditures of the State Budget of Turkmenistan, a state that has placed at the forefront the achievement of high living standards for its population, will be directed specifically to the social sector, including the financing of education, healthcare, culture, sports, the state social security system, and housing and communal services.

In their speeches, the parliamentarians emphasized that the main goals of social policy next year will remain improving the standard and quality of life, increasing the efficiency of employment through the improvement of the employment system and the creation of new jobs, strengthening public health and increasing life expectancy, raising educational levels as well as intellectual and cultural potential, enhancing youth policy, and ensuring the social protection of the country’s citizens.

Following the tasks set for increasing the share of the private sector in the structure of the national economy, measures are planned for 2026 to support entrepreneurship, which is assigned a major role in steadily increasing the volume of import-substituting and export-oriented products of domestic production and ensuring food abundance in the domestic market.

Among the promising areas also identified are the improvement of the banking and tax systems and the search for additional sources of financing to implement the plans outlined within the framework of adopted state and national programs.

The deputies, who unanimously voted for the adoption of the draft Law of Turkmenistan “On the State Budget of Turkmenistan for 2026,” noted that the main financial and legal document, based on competent calculations and supported by the resource potential of the state and society, will contribute to the rapid achievement of high milestones of the new historical era.

The Resolution of the Mejlis “On the Execution of the State Budget of Turkmenistan for 2024” was also unanimously adopted.

Then, the draft Law of Turkmenistan “On Virtual Assets” was presented for discussion. This law will regulate relations arising from the creation, issuance, storage, placement, use, and circulation of virtual assets in Turkmenistan, and will define their legal, economic, and organizational foundations.

Next, the draft Law of Turkmenistan “On Scientific Intellectual Property” in a new edition was discussed. This law regulates relations arising from the creation and use of objects of scientific intellectual property and is aimed at ensuring the protection of ownership rights to scientific intellectual property objects.

The deputies also considered the draft Law of Turkmenistan “On the Ratification of the Treaty on Eternal Good-Neighborliness, Friendship and Cooperation between the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, and the People’s Republic of China,” signed on June 17, 2025, in the city of Astana as a result of the Second “Central Asia–China” Summit held there.

During the session, the draft Law of Turkmenistan “On the Ratification of the Protocol on Amendments to the Convention on Legal Assistance and Legal Relations in Civil, Family, and Criminal Matters of January 22, 1993” was also considered. This Convention is an international treaty adopted within the framework of the Commonwealth of Independent States, which ensures equal legal assistance and protection of the personal and property rights of citizens of the participating states and other persons residing on their territories.

As noted, the ratification of these important documents, which will expand the treaty and legal framework of interstate relations, has become evidence of Turkmenistan’s firm commitment to actively developing mutually beneficial cooperation both bilaterally and multilaterally in the interests of common well-being and sustainable development.

The deputies also examined draft Laws of Turkmenistan “On Amendments and Additions to the Labor Code of Turkmenistan”; “On Amendments and Additions to Certain Legislative Acts of Turkmenistan”; “On Amendments and Additions to the Law of Turkmenistan ‘On Anti-Money Laundering and Combating the Financing of Terrorism, and the Financing of the Proliferation of Weapons of Mass Destruction’”; and “On Amendments to the Law of Turkmenistan ‘On Hunting and the Protection of Hunting Riches.’”

The draft legislative acts submitted for consideration at the eleventh session of the Mejlis of Turkmenistan of the seventh convocation were unanimously approved and adopted.

At the meetings of the Organizational State Committee, established in accordance with the Decree of President Serdar Berdimuhamedov to conduct at a high level the events dedicated to the 30th anniversary of Turkmenistan’s permanent neutrality and the declaration by the UN General Assembly of 2025 as the “International Year of Peace and Trust”, and at the meeting on economic affairs, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag discussed the key tasks for organizing the forthcoming representative international Forum dedicated to this significant date.

Additionally, based on the instructions given by President Serdar Berdimuhamedov at the regular, digitally conducted session of the Cabinet of Ministers on October 31 of this year regarding the preparation by deputies of proposals on naming the upcoming year 2026 and its emblem based on public discussion, the current activities of the deputies were reviewed and upcoming tasks in this area were outlined.

The deputies of the national Parliament assured that they will make every effort to strengthen the national legal framework, ensure legislative support, and widely promote the large-scale reforms of the Revival of the New Era of the Powerful State.
