In the era of the Revival of the new epoch of the powerful state, the “Program of the President of Turkmenistan for the Socioeconomic Development of the Country in 2022–2028” and the “National Program of the President of Turkmenistan for the Transformation of the Social and Living Conditions of the Population of Villages, Towns, Etrap Cities, and Etrap Centers for the Period up to 2028” are being successfully implemented in their new editions. New modern socio-cultural and industrial facilities are being built and commissioned in the velayats, and large-scale construction work in this area continues at a rapid pace. 

In accordance with the instructions of the esteemed President Arkadagly Hero Serdar to improve the administrative-territorial division of our country, in order to bring the administrative-territorial division of the Ahal, Dashoguz, Lebap, and Mary velayats into line with modern requirements, improve the standard of living of the population, create conditions to ensure the prompt implementation of decisions adopted at the state level, taking into account the petitions of the velayat hyakimliks, the submission of the Cabinet of Ministers of Turkmenistan, in accordance with the Law of Turkmenistan “On the procedure for resolving issues of the administrative-territorial division of Turkmenistan”, the Mejlis of Turkmenistan decrees:

1. To establish new etraps in the velayats and assign them names:

1) to establish a new etrap in the Ahal velayat, assign it the name “Altyn Asyr” and henceforth call it “Altyn Asyr etrap of the Ahal velayat” and transfer it to the administrative territory of the Altyn Asyr etrap and its constituent parts:

from the Kaaka etrap 307,903 hectares of land and the Chyache and Myane gengeshliks;

from the Sarakhs etrap 26,700 hectares of land and the Balykchylyk gengeshlik;

from the Tejen etrap 271,152 hectares of land, Altyn Asyr town and Ak Altyn, Bugdayly, and Maldarchylyk villages, administratively subordinate to this town, and the Dovletli, Gurban Durdy, and Vaharman gengeshliks;

to establish Altyn Asyr town as the administrative center of the Altyn Asyr etrap;

2) in the Dashoguz velayat:

a) to form a new etrap, to assign it the name “Garashsyzlyk” and henceforth to call it “Garashsyzlyk etrap of the Dashoguz velayat” and to transfer from the Akdepe etrap to the administrative territory of the Garashsyzlyk etrap and to its composition 894,378 hectares of land, Andalyp town, the village named after Rejepguly Atayev and the villages of Bagty, Bamyly, Childir, Gyzyl, Keshler, Mengish, Omarly, Orman, which are under the administrative subordination of this village, the gengeshliks of Agzybirlik, Ak altyn, Altyn toprak, Gyzyltakyr, named after Magtymguly Garlyyev, named after Nurmuhammed Andalyb, named after Sapysh Cherkezov, Sazanda, Shabat, Tyaze Zaman, Uchkepderi;

To establish Andalyp town as the administrative center of the Garashsyzlyk etrap;

b) to establish a new etrap, to name it “Gubadag” and henceforth to refer to it as the “Gubadag etrap of the Dashoguz velayat” and to transfer from the Boldumsaz etrap to the administrative territory of the Gubadag etrap and to it 66,895 hectares of land, Gubadag town, the village of Gokchyage and the villages of Duzlykol and Manngyt, which are under the administrative jurisdiction of this village, and the gengeshliks of Abadanlyk, Akyayla, Amyderya, Babadayhan, Baydak, Bereketli, Bitarap Turkmenistan, Chovdur, Gokyayla, Gubadag, Jeyhun, and Yashlyk;

To establish Gubadag town as the administrative center of the Gubadag etrap;

3) in the Lebap velayat:

a) to establish a new etrap, assign it the name “Dovletli” and henceforth call it the “Dovletli etrap of the Lebap velayat” and transfer to the administrative territory of the Dovletli etrap and to its composition:

from the Hojambaz etrap 220,776 hectares of land, the settlement of Dovletli and the villages of Ashgabat, Garagum, and Miras, which are under the administrative jurisdiction of this settlement, and the gengeshliks of Berkararlyk, Hojahairan, Pagtachy, Tallymerjen, and Tyaze Durmush;

from the Koytendag etrap, 183,540 hectares of land, Dostluk town, the villages of Amyderya, Kerkichi, the gengeshliks of Burguchi, Dashrabat, Turkmenistan, and Yalkym;

to establish the village of Dovletli as the administrative center of the Dovletli etrap;

b) to establish a new etrap, to assign it the name “Farap” and henceforth to call it the “Farap etrap of the Lebap velayat” and to transfer from the Charjev etrap to the administrative territory of the Farap etrap and into its composition 396,447 hectares of land, Farap town, the village of Jeyhun, the gengeshliks of Bitik, Garamysh, Hanoba, Hojakenepsi, Jendi, Kyrach, and Osty;

To establish the city of Farap as the administrative center of the Farap etrap;

c) to establish a new etrap, to name it “Garabekevul” and henceforth to be called the “Garabekevul etrap of the Lebap velayat” and to transfer from the Sayat etrap to the administrative territory of the Garabekevul etrap and to it 498,897 hectares of land, Garabekevul town, the village of Yslam and the villages of Gumakly and Soltanjengel, which are under the administrative jurisdiction of this village, and the gengeshliks of Akgala, Bay, Dostluk, Ersarybaba, Lamma, Rakhmanchyage, Seydi, Soltanyazgala, and Zelili;

To establish Garabekevul town as the administrative center of the Garabekevul etrap;

4) To establish a new etrap in the Mary velayat, to name it “Oguzhan” and henceforth to be known as the “Oguzkhan etrap of the Mary velayat”, and to transfer to the administrative territory of the Oguzhan etrap and to its composition the following:

from the Murgap etrap 39,127 hectares of land, the settlements of Denizhan and Oguzhan, and the villages of Kichi Hanhovuz and Sahra, which are under the administrative jurisdiction of the settlement of Denizhan, and the Denizhan and Dostluk gengeshliks;

from the Sakarchyaga etrap 165,266 hectares of land, Shatlyk town, the settlements of Dovletli Zaman and Parahat, and the gengeshliks of Altyn Zaman, Gokhan, Merdana, and Yildyzhan;

to establish the settlement of Parahat as the administrative center of the Oguzhan etrap.

2. To transfer the administrative center of the Akdepe etrap of the Dashoguz velayat to Akdepe town.

3. To classify the settlement formed on the territory of the Ongaldy gengeshlik of the Ak Bugday etrap of the Ahal velayat as a village, assign it the name “Kepele”, and include this village in the Ongaldy gengeshlik.

4. To abolish the Gorzhav gengeshlik of the Gokdepe etrap of the Ahal velayat, and exclude this gengeshlik and Gorzhav village, located within it, from the list of administrative-territorial units.

5. In the Lebap velayat, due to the lack of resident population and taking into account that the population size is below the number established by law, exclude the following settlements from the list of administrative-territorial units:

1) Gyrteki village of the Osty gengeshlik of the Charjev etrap;

2) the villages of Hojashulluk, Garrygala gengeshlik, and Myalik, Koyten gengeshlik, Koytendag etrap.

6. The Ministry of Agriculture of Turkmenistan, together with the hyakimliks of the Ahal, Dashoguz, Lebap, and Mary velayats, shall, in accordance with the established procedure, describe the administrative territories of the Altyn Asyr etrap, Ahal velayat; the Garashsyzlyk and Gubadag etraps, Dashoguz velayat; the Dovletly, Farap, and Garabekevul etraps, Lebap velayat; and the Oguzhan etrap, Mary velayat.

7. Make the appropriate amendments and additions to the List of Administrative-Territorial Units of Turkmenistan, and approved by Resolution #112-IV of the Mejlis of Turkmenistan dated May 10, 2010 (Bulletin of the Mejlis of Turkmenistan, 2010, #2, Article 36).
