Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the activity of the national Parliament, was the first to take the floor.
As she informed, at present, taking into account principles of the Constitution of Turkmenistan, adopted government programs as well as proposals of ministries and sectoral departments, the bills connected with further improvement of the legislative framework of civil-law relations, creation of the uniform state registry of voters and definition of legal and organizational bases of its conduction, strengthening of legal bases of public relations arising in creation and application of objects of scientific intellectual property as well as formation of the legal environment in the field of use of virtual assets, updating of operating customs norms and activity of customs service are developed.
At the same time, credentials from the newly appointed Ambassador of the Republic of Slovenia to Turkmenistan were received. Besides it, a representative of the Mejlis made a business trip to the city of Warsaw (Republic of Poland) with a view of participation in the meeting for discussion of issues of cooperation with the Office for Democratic Institutions and Human Rights of OSCE.
Summing up the given information, President Serdar Berdimuhamedov underlined the importance of consecutive continuation of work on perfection of the legislatively and legal framework of the country.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the measures adopted by the State Bank of Foreign Economic Affairs of Turkmenistan to obtain the international credit rating of the Agency «Fitch Ratings» (Great Britain).
In this connection, he reported on the good news, arrived on June 16 of the current year on assignment of the rating «BB - stable» to the State Bank of Foreign Economic Affairs of Turkmenistan. According to the Agency data, a high level of financial stability of our country and presence of huge insurance means are marked.
At the same time, the positive estimation of financial-bank activity of the State Bank of Foreign Economic Affairs of Turkmenistan is given, a high degree of its solvency is ascertained. The fact that the given bank is one of the largest one in the country, is also pointed out.
Having heard the report, President Serdar Berdimuhamedov underlined that in Turkmenistan an effective work is carried out to strengthen the international financial position of the country.
As the head of the state noted, assignment of the credit rating «BB - stable» by the Agency «Fitch Ratings» to the State Bank for Foreign Economic Affairs of Turkmenistan testifies to the financial stability of our fatherland. In the given context, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to continue work on further development of foreign economic activities of the country.
Deputy-Chairman of the Cabinet B.Amanov reported on the work carried out in the oil and gas deposits, subordinate to «Türkmennebit» State Concern.
He marked that appropriate measures are taken at present for further development, in particular, for supply of electricity to the recently opened deposit of Uzynada. Along with its electric supply, it will also enable to supply other nearby deposits with additional volumes of electric power.
In this connection, for consideration of the President of Turkmenistan a relevant proposal was submitted.
Summing up the report, the head of the state noted that all conditions are provided for discovery and development of new deposits of hydrocarbon raw materials at oil and gas deposits of «Türkmennebit» State Concern. Having approved the prepared proposal for maintenance of the recently opened oil and gas deposit of Uzynada with electric power, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to carry out appropriate work to that end.
Deputy-Chairman of the Cabinet T.Atahallyev reported on paces of seasonal campaigns in the agricultural sector of the regions of the country.
As he marked, corresponding work is carried out to gather the grown wheat, its reception in reception points and settlement of accounts with producers for the grain.
Along with it, regions of the country ensure due care of cotton fields according to agro-technical standards. Proper care is also provided for rice fields in Dashoguz velayat, rice sowing - in Lebap velayat and winter sugar beet - in Mary velayat continue.
Besides it, the Deputy-Chairman of the Cabinet informed on preparation for the wheat sowing of 2026 and submitted a draft of the relevant Resolution for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noted the importance of continuation of complex development of the national agricultural branch. The head of the state underlined the necessity of maintenance of due control over the well-organised harvest of grain in regions, reception of gathered crop of wheat and settlement of accounts with producers of grain as well as due care of cotton according to agro-technical standards.
Having signed the Resolution «On production of a rich harvest of wheat in Turkmenistan in 2026», President Serdar Berdimuhamedov sent it online to the Deputy-Chairman of the Cabinet and gave him corresponding instructions to that end.
Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity of the subordinate complex, in particular, «Türkmenhimiýa» State Concern.
As he informed, necessary work is carried out at present to manufacture various mineral fertilizers and to strengthen the material and technical basis of the branch and to launch new manufactures. It will enable to provide internal consumers with agricultural fertilizers and export them to foreign countries.
In the given context, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov noted that in our country the great attention is given to manufacture of high-quality mineral fertilizers. In this area, new modern enterprises equipped with the innovative technologies and machinery are constructed and placed into operation.
In this connection, the head of the state approved the proposal on announcement of the international tender for construction of the factory for manufacture of ammonia and ammonium nitrate in Mary etrap of Mary velayat and instructed the Deputy-Chairman of the Cabinet to carry out due work to that end.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of basic cultural events planned for July of this year.
She informed that during the next month on the occasion of the International year of peace and trust it is planned to organise conferences, creative meetings and propaganda-explanatory events, song and music events and sports competitions.
Besides it, in July it is planned to hold final stages of the television competition «Ýaňlan, Diýarym!» in Ashgabat and Arkadag cities as well as in Akhal, Balkan and Dashoguz velayats, cultural events devoted to the 30th anniversary of adoption of the Government program «Saglyk» and the 10th anniversary of the opening of the Scientific-clinic centre of protection of health of mother and child.
In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noted that in the International year of peace and trust in our fatherland a number of social and cultural projects are put into operation and the celebrations reflecting our large-scale achievements are held. In the given context, the head of the state instructed the Deputy-Chairwoman of the Cabinet to provide a high organizational level of preparation of the events planned for July of the current year.
Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on measures adopted to further perfect the activity of higher educational institutions of the country on a scientific-methodological basis.
In the given context, it was marked that systematic work is conducted so that students, receiving modern knowledge and mastering sciences, in the future will bring a worthy contribution to the strengthening of national economy. Thus, the special attention is given to high technologies, innovative experience and methods.
Summing up the report, President Serdar Berdimuhamedov underlined that in our country a great significance is attached to development and modernisation of the system of science and education, preparation of highly skilled experts. Speaking of it, the head of the state instructed the Deputy-Chairwoman of the Cabinet to continue effective activity in the given area.
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on the work carried out to further develop cooperation of Turkmenistan with the International Atomic Energy Agency (IAEA), took the floor.
As he marked, one of the priorities of the foreign policy of our fatherland is interaction with the United Nations Organization and its specialised establishments in such important area as international peace and maintenance of security, and in this connection - joint realisation of measures on control over the use of nuclear energy.
In the field, our country structurally co-operates with IAEA with a view of study and application of the advanced international practice in the field of peaceful application of atomic energy, including in such spheres, as public health services, agriculture, preservation of the environment, water resources management. With a view of consecutive expansion of partnership with IAEA on a systematic basis, and fulfilment of corresponding points of the Work plan on cooperation of Turkmenistan with the international organisations for 2025-2026, a number of proposals, which were submitted for consideration of the head of the state, were prepared.
So, it is proposed to sign the country framework programme of the International Atomic Energy Agency for Turkmenistan for 2025-2029. The given document defines and regulates priority areas of interaction between our country and IAEA for the specified period, answering goals and objectives and terms of their fulfilment.
Along with it, a proposal to explore the issue of joining of Turkmenistan the «Agreement on the Privileges and Immunities of the International Atomic Energy Agency», which came into force in 1960, was sounded.
It is also proposed to carry out appropriate work to ensure participation of a high level Turkmen delegation at the 69th session of the General conference of IAEA, which will take place in Vienna on September 15-19 of the current year. At the same time, it was noted that from the Director General of IAEA to our country the special invitation to the Forum planned within the limits of session devoted to involvement of a nuclear science in water resources management was received. Proceeding from it and considering the fact that water diplomacy was designated as one of the key vectors of the foreign policy of our fatherland, it is proposed within the limits of given action to present international initiatives advanced by our country.
Besides it, for consideration of the President of Turkmenistan a proposal to hold together with IAEA a joint regional training seminar in Ashgabat in cooperation with the IAEA on safety standards for nuclear and other radioactive materials on November 10-14. It is planned that local specialists and experts from states of Central Asia, Caucasus and other countries of the Asian region will take part in it.
An IAEA delegation is expected to visit Turkmenistan from September 8 to 13 as part of the implementation of the ImPACT program, aimed at assessing joint actions in the field of cancer treatment. This initiative is being carried out in cooperation with the IAEA, the World Health Organization (WHO), and the International Agency for Research on Cancer.
Having heard the report, President Serdar Berdimuhamedov underlined that promotion of cooperation with international organisations acts as one of the basic areas of foreign policy strategy of Turkmenistan. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work for strengthening interaction with IAEA.
Director General of the Transport and Communications Agency under the cabinet of Ministers M.Chakyev reported on the activity carried out to further develop the national aviation branch.
As he marked, according to the international contracts and the Air code, and with the international standards adopted by the International Civil Aviation Organization (ICAO), the draft of the Government program of safety of flights of civil aircraft of Turkmenistan was developed. In the document, basic areas of the state policy in this area, and goals, which are necessary for solving, are defined.
In the given context, for consideration of the President of Turkmenistan the draft of the corresponding Resolution was presented.
Summing up the report, the head of the state noted that in the country a systematic work is carried out for development of the national aviation branch. Proceeding from it, with a view of safety of flights of civil aircraft of Turkmenistan, President Serdar Berdimuhamedov signed the above-named Resolution. Having sent it online to the head of Agency, the head of the state gave in that connection a number of instructions.
At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
