Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers, the agenda of which included a number of issues of state.

Chairwoman of the Mejlis D.Gulmanova, who informed on the law-making work, was the first to took the first at the meeting. 

In particular, she informed that at present, development of the bills that correspond to key articles of the Constitution of Turkmenistan connected with protection of the rights and legitimate interests of citizens, the strengthening of the law and order, development of various branches of economy and further increase of well-being of people proceeds.

In addition to it, practical measures are taken to expand mutually beneficial relations with international organisations and parliaments of foreign countries. So, in the period under consideration, deputies took part in seminars and the meetings organised by structural divisions of the United Nations together with corresponding establishments of our country.

At the same time, elected representative of the people participate in events devoted to explanation of significance of the state policy pursued by the President of Turkmenistan, International year of peace and trust, Turkmen neutrality in strengthening and promotion of peace and fruitful regional and international cooperation as well as goals and objectives of adopted laws to various strata of society.

Summing up the information, head of the state Serdar Berdimuhamedov drew the attention to importance of realisation of effective work for further improvement of legislation according to modern requirements.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on ongoing preparation for the meeting of heads of national coordinating bodies of the United Nations Special Programme for Economies of Central Asia (SPECA) to be held in Geneva of the Swiss Confederation on April 8-10 of the current year.

As he reported, he forthcoming meeting will consider the Roadmap of SPECA for the digitalization of multimodal exchange of data and documents along the trans-Caspian transport corridor using legal instruments and UN standards, will discuss the draft of the SPECA Development Concept - 2030 as well as exchange of opinions to deepen regional trading cooperation.

In this context, for consideration of the head of the state corresponding proposals were submitted.

Having heard the report, President Serdar Berdimuhamedov pointed out that cooperation with the United Nations Organization acts as one of the key vectors of the realised policy. In this connection, he instructed the Deputy-Chairman of the Cabinet to prepare properly for the meeting of heads of national coordinating bodies of the United Nations Special Programme for Economies of Central Asia (SPECA) to be held in the Swiss Confederation, and to take an active part in it.

Then, the Deputy-Chairman of the Cabinet B.Amanov reported on the course of preparation for the eighth meeting of the Turkmen-Romanian working commission for cooperation in the energy sphere.

As he informed, representatives of the Ministry of Finance and Economy, International Oil and Gas University named after Yagshygeldi Kakayev, «Türkmengaz», «Türkmennebit» and «Türkmenhimiýa», State Concerns, State Corporation «Turkmenenergo» of the Ministry of Energy and «Deňiz söwda floty» closed joint-stock company are expected to take part from the Turkmen side in the next meeting of the Commission, which will take place in Ashgabat in April of the current year.

In the given context, the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration of the President of Turkmenistan.

Summing up the report, the head of the state noted that our country consistently develops partnership with states of the European region as well as supports friendly relations with Romania. In this regard, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to ensure due level of preparation for the next 8th meeting of the Turkmen-Romanian working commission for cooperation in the energy sphere.

Deputy-Chairman of the Cabinet T.Atahallyev reported on the work carried out in the agricultural branch and the course of seasonal agricultural work in velayats.

As he reported, at present, regions started the well-organised cotton sowing campaign and implement measures to complete this responsible campaign within established terms and at due qualitative level.

Application of mineral fertilizers and vegetative watering are conducted in wheat fields of the country according to agro-technical standards. Within the forthcoming grain-harvesting season, necessary steps are taken for preparation of reception points of crop, elevators and profile machinery.

Besides it, due care is provided for potatoes, vegetables and gourds as well as other agricultural crops in agricultural fields of velayats. 

Apart from it, corresponding work is carried out to improve water supply of agricultural fields, rational and effective use of water. Practical steps are undertaken within organisation of the forthcoming season for silkworm manufacture, in particular, conclusion of contracts with manufacturers of cocoons, preparation of silkworm eggs and premises for care of them.

Having heard the report, President Serdar Berdimuhamedov marked importance of further complex development of agriculture, improvement of activity in the given area, regular strengthening of material and technical basis of the sector as well as strict control over the course of seasonal agricultural work. In this connection, he gave a number of instructions to the Deputy-Chairman of the Cabinet.

Further, the draft of the corresponding document prepared for successful realisation of transformations in the agricultural sector and the further strengthening of food abundance in our fatherland in the Era of Revival of the new epoch of the powerful state was submitted for consideration of the head of the state.

With a view of increase in volumes of agricultural products made in the country as well as ensuring of cultivation of high yield of rice, the President of the country signed the document «On manufacture of rice in Turkmenistan for 2025» and having sent it online to the Deputy-Chairman of the Cabinet, instructed him to carry out corresponding work to that end.

Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on measures adopted to update the material and technical basis of the electric energy sector and improve the quality of power supply of consumers.

As he informed, at present, the Ministry of Energy on a planned basis carries out repair and modernisation of power stations, Overhead transmission lines of various voltages and transformer substations for effective utilisation of power capacities of the country as well as reliable and uninterrupted supply of consumers with electric energy.

Summing up the report, President Serdar Berdimuhamedov drew the attention to the fact that the strengthening of material and technical basis of the electric energy sector, reliable and uninterrupted maintenance of consumers with electric power act as one of the key goals and instructed the Deputy-Chairman of the Cabinet to ensure properly profile repair work and adjust work of the state power stations according to present realities.

Deputy-Chairman of the Cabinet N.Atagulyev reported on the course of preparation for the World specialised exhibition «EXPO-2027», which will be held in Belgrade, the Republic of Serbia.

As he informed, the Ministry of Trade and Foreign Economic Relations conducts necessary work with a view to ensure a high level of participation of Turkmenistan in the forthcoming exhibition planned to be held from May 15 to August 15, 2027.

Having reported on organizational issues connected with participation of our country in the exhibition, which will be held under the motto «Play for Humanity – Sport and Music for All», the Deputy-Chairman of the Cabinet submitted the corresponding proposal for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov pointed out that our country, which carries out productive interaction with the International Exhibitions Bureau, takes part in World EXPO. Having approved the proposal, concerning the international specialised exhibition ­ «EXPO-2027», which will take place in Belgrade of the Republic of  Serbia, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work to that end.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of basic events planned for April of the current year.

As she reported, in the forthcoming month it is planned to organise forums, creative meetings, briefings, exhibitions, song and music events timed to announcement of 2025 as «International year of peace and trust», the 30th anniversary of permanent neutrality of our fatherland, adoption of the Resolution «On permanent neutrality of Turkmenistan» at the initiative of our country by the General Assembly of the United Nations for the third time, World Health Day and the national holiday of the Turkmen horse. The results of the competitions announced earlier will be also summed up.

Apart from it, it is planned to hold a number of the events devoted to the life and creativity of the outstanding composer of Purli Saryeva, the 330th birthday anniversary of Dovletmammet Azady as well as the 105th birthday anniversary of the Hero of Turkmenistan Maya Kulieva.

In this connection, for consideration of the head of the state the corresponding proposal was presented.

Having heard the report, President Serdar Berdimuhamedov emphasised importance of conduction of necessary work for wide coverage of the basic events planned for April of the current year in honour of holidays marked in the country and appropriate preparation for the World Health Day and national holiday of the Turkmen horse. In this connection, he gave corresponding instructions to the Deputy-Chairwoman of the Cabinet.

Further, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on preparation for physical culture and sports and cultural events on the occasion of World Health Day  in the International year of peace and trust.

As she informed, with a view of consolidation of principles of healthy way of life, popularisation of physical culture and sports in society, bicycle races and various physical training and sports actions are planned.

At the same time, velayats of the country, Ashgabat and Arkadag cities will host various forums, educational, physical culture and sports and cultural actions, competitions in various sports and solemn sports actions with participation of schoolchildren of comprehensive secondary schools, students of higher and vocational educational institutions, workers of establishments and enterprises and sportsmen in the period from April 1 to April 7.

Having heard the report, President Serdar Berdimuhamedov noted significance of World Health Day in active promotion of principles of healthy way of life, development of physical culture and sports in society. In this connection, the Deputy-Chairman of the Cabinet was instructed to provide a high level of physical culture and sports events planned to be held in the country.

Further, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on the work carried out to further develop cooperation of Turkmenistan with the European Union.

One of the priority vectors of the foreign policy of our country realised under the leadership of President Serdar Berdimuhamedov is promotion of mutually beneficial equal partnership with EU and its member states. At present, the inter-parliamentary dialogue, joint committee and the Dialogue on human rights operate between Turkmenistan and the European Union on a constant basis.

A complex character is inherent in cooperation in the format «Central Asia - the European Union». In the context of this interaction on March 27 Ashgabat hosted the next, 20th meeting of heads of foreign policy departments of CA and EU and by its results the Joint communique was adopted. Within that meeting, the coordination meeting «International year of peace and trust: deepening of cooperation between Central Asia and the European Union» was also held.

Besides it, the above-named meeting discussed organizational and other issues of the upcoming Samarkand summit (Republic of Uzbekistan) to be held with participation of heads of states of Central Asia and Chairmen of the Council of Europe and the European Commission. Its agenda will include a wide spectrum of topics concerning prospects of cooperation in trade and economic, investment and cultural-humanitarian spheres and intensification of cooperation in such areas as alternative energy sources, "green" economy, transport, digitization and others. Within the Summit «Central Asia - the European Union» it is also planned to hold several bilateral summits.

Summing up the report, President Serdar Berdimuhamedov noted that our country takes necessary measures on development and strengthening of cooperation with international organisations, and at the same time, attaches a special significance to the relations established with the European Union.

In the given context, having underlined importance of the further promotion of partnership of our country with EU, the head of the state gave the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs corresponding instructions and told him to prepare properly for the forthcoming working visit to the Republic of Uzbekistan.

Then, director general of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the activity of "Türkmendemirýollary" agency.

As he informed, with a view of strengthening of material and technical basis of the national railway sector and creation of appropriate conditions for its workers, necessary work is carried out to draw the draft of the project and modernise one of the objects of railway station of Turkmenbashi city of Balkan velayat.

In the given context, the head of the Agency submitted the relevant proposal for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov marked importance of full involvement of potential of modern railway infrastructural network of the country and in this connection, it is necessary to organise work of railway stations according to realities of the time. Having approved the proposal on modernisation of the object for cleaning of railway carriages at Turkmenbashi railway station of Balkan velayat, the head of the state instructed the head of Agency to take due measures to that end.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that on March 30 the country will mark Oraza bayramy and signed the Decree on celebration of Oraza bayramy and transfer of the day off on March 30 to Monday on March 31.

At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
