Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held a meeting of the State Security Council to sum up the results of the work of the military and law enforcement agencies for two months of the current year were, and consider issues of ensuring security and tranquility in our independent state, strengthening the material and technical base of law enforcement agencies, and further improving their activities.
The first to speak was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the practical steps taken since the beginning of the year to strengthen the defense capability of the Fatherland, the introduction of a digital system and best practices in subordinate structures. A report was also made on the progress of the implementation of the Program for the Development of the Armed Forces of the country, the conditions created for the fruitful service and life of officers and their families.
Summarizing the report, President Serdar Berdimuhamedov emphasized that the defensive Military Doctrine of permanently neutral Turkmenistan, which is being implemented, is a reliable guarantor of a peaceful and prosperous life in the country. Attention was also focused on the importance of further equipping the Armed Forces with modern equipment, improving the activities of the Defense Ministry and its subordinate structures. Noting that special importance should be attached to constantly improving the professionalism of officers, patriotic education of young military personnel, the head of state emphasized the need to continue programmatic work on the modernization and development of the Armed Forces of Turkmenistan, addressing a number of instructions to the Secretary of the State Security Council and the Minister of Defense.
Prosecutor General B. Muhamedov reported on the results of activities for two months of the current year in order to implement proper prosecutorial supervision over compliance with the provisions of regulatory legal acts, and the active use of the digital system. It was also noted that special importance is attached to increasing the professionalism of employees and strengthening the material and technical base of the prosecutor’s office. At the same time, the report was made on the implementation of instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of the country.
After hearing the report, President Serdar Berdimuhamedov emphasized the importance of systematic prosecutorial supervision over the implementation of laws in the country and the legality of legal acts, the training of professional personnel, and addressed a number of instructions to the Prosecutor General.
Then the floor was given to the Minister of Internal Affairs M. Hydyrov, who reported on the work done in January-February of this year to prevent road accidents, comply with fire safety rules, and maintain law and order. As it was reported, within the framework of the implementation of the Development Program of the body under his command, structural divisions are equipped with advanced equipment and technology, and a digital system is actively used. It was also reported that during the period under review, in particular, in honor of the Defenders of the Fatherland Day, a number of facilities were put into operation.
Having heard the report, President Serdar Berdimuhamedov noted that the ongoing work to maintain public order in the country and prevent offenses, ensure traffic safety on the roads, and monitor compliance with fire safety regulations should be continued. Having emphasized the need for widespread implementation of a digital system, new methods, and wider use of advanced technologies in the structures of the Ministry of Internal Affairs to effectively solve the tasks facing the department, the Supreme Commander-in-Chief of the Armed Forces of the country addressed the Minister with relevant instructions.
Chairman of the Supreme Court B. Hojamgulyev reported on the results of work for two months, the introduction of a digital system, practical steps taken to improve the efficiency of legal proceedings, and strengthen human resources. A report was also given on the implementation of the Department’s Development Program and the fulfillment of instructions previously given by the head of Turkmenistan.
After hearing the report, President Serdar Berdimuhamedov signed the document “On the appointment and dismissal of judges of the courts of Turkmenistan and the assignment of qualification classes to them” and emphasized the importance of proper control over compliance with the law and order. Noting the need to take practical steps to identify, eliminate the causes and conditions that give rise to offenses, implement effective measures aimed at improving the quality of work of judicial bodies, the judicial system and legal proceedings, the Supreme Commander-in-Chief of the Armed Forces of the country addressed a number of specific instructions to the head of the Supreme Court.
The Minister of National Security N. Atagarayev, who spoke next, reported on the work carried out during the specified period and the steps taken to maintain peace and tranquility in the Fatherland.
After hearing the report, President Serdar Berdimuhamedov emphasized the importance of constantly improving the ongoing work to reliably ensure the country’s national security, addressing a number of instructions to the head of the Ministry.
Then, the head of the State Border Service Ya.Nuryev reported on the practical measures taken over the past two months to properly protect the sacred borders of the Fatherland, strengthen the material and technical base of the Border Troops, improve the professional skills of officers and patriotic education of young border guards.
Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted that the border of independent neutral Turkmenistan is a stronghold of friendly relations with neighboring states. In this regard, constant attention should be paid to the issues of technical re-equipment of the department’s units, as well as to implement the activities outlined in the Border Troops Development Program in a timely manner and in full, the head of state emphasized, giving the head of the Service a number of instructions regarding the implementation and further proper level of work to ensure reliable protection of the State Border.
The Minister of Justice M. Taganov, who spoke next, reported on the results of activities for January-February of this year, in particular, on the preparation of relevant proposals for the modernization of national law enforcement practice, as well as on the introduction of a digital system in structural units and the implementation of instructions previously given by the President of Turkmenistan.
Having heard the report, the head of state Serdar Berdimuhamedov identified further improvement of rulemaking as one of the key vectors of the upcoming work. At the same time, it is important to study the best practices of foreign countries in this area, noted the Supreme Commander-in-Chief of the Armed Forces of the country, addressing a number of instructions to the Minister, including those related to the preparation of bills and legal opinions on draft legislative acts, as well as the organization of educational events in institutions and enterprises, among citizens to explain the legislation.
Chairman of the State Customs Service M. Hudaikulyev reported on the practical steps taken since the beginning of the year to technically re-equip units, ensure their coordinated activities, and the progress of the implementation of the Department’s Development Program.
Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that, given the modernization of the material and technical base of the department, special advanced training courses for military personnel should be systematically conducted. The active use of scientific and technological advances allows for prompt and proper inspection of all goods and cargo passing through the border of our state, said the President of Turkmenistan, ordering the implementation of proper customs control at checkpoints and the development of the Service’s information and communication system.
Further, the Chairman of the State Migration Service A. Sazakov reported on the measures implemented over two months in order to successfully solve the tasks defined in the Development Program of the body he headed. As reported, as part of the work carried out to create opportunities for the fruitful work of employees during the specified period, modern facilities were opened. A report was also made on the ongoing work to improve the quality of migration services.
Summarizing the report, President Serdar Berdimuhamedov noted that the organization, in accordance with the requirements of the time of work of this department, requires a constant increase in the level of professionalism of employees. In this regard, the head of state ordered to continue to exercise proper control over the migration situation in the country, to provide high-quality migration services to citizens.
