Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which he summed up the work carried out in branches of economy in January of the current year and considered a number of other issues of state life.

Chairwoman of the Mejlis D.Gulmanova, who took the first floor, informed on the activity of the parliament to further improve the legislative basis of the country.

At the same time, she informed that proceeding from national experience and standard norms of the international law, the revised edition of the Civil Code, the draft of the Law “On the Unified State Register of Voters” are developed and amendments and additions are made to the Criminal, Administrative Procedure,  Criminal Codes,  Code of Civil Procedure, Laws of Turkmenistan «On Administrative proceedings» as well as a number of legal acts in force in connection with regulation of transformations, realised in separate branches of economy.

Besides it, workshops on improvement of the professional level of civil servants of state institutions for students of the Academy of Civil Service under the President of Turkmenistan were organised with participation of deputies.

As she informed, credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of Canada were received. On the margins of enhancement of inter-parliamentary relations and expansion of cooperation with international organisations, 3 meetings were held.

In addition to it, deputies of the Mejlis took part in 8 seminars on issues of modernisation of legislative activity and maintenance of implementation of state programs organised by corresponding establishments of the country jointly with structural divisions of the United Nations and authoritative international organisations.

She also noted that elected representatives of the people carry out proper work with a view of fulfilment of instructions for improvement of law-making given by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag at the meeting of the State organising committee as well as hold explanatory actions of the significance of the motto and emblem of the International year of peace and trust.

Summing up the information, President Serdar Berdimuhamedov underlined that new laws adopted should promote further development of our fatherland, successful realisation of approved programs and regular increase of well-being of people. Importance of continuation of work on improvement of the legislation of the country according to modern realities was marked in this connection.

Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators for January of the current year.

As he informed, as a result of adopted complex measures, GDP for the considered period increased by 6,3 percent, including in the industrial sector rate, it made up 1 percent, in construction - 2 percent, in transport-communication sector - 11,1 percent, in trade - 9,9 percent, in agriculture - 4,2 percent, in the sphere of services - 9 percent.

As compared with the similar period of 2024 the volume of production made grew by 9,2 percent, in branches of economy positive industrial indicators were reached.

For the accounting period retail goods turnover as compared with the same period of the past year grew by 11,1 percent, foreign trade turnover - 1,1 percent.

The revenue part of the state budget was fulfilled by 101, 9 percent, and expenditures part - 97,4 percent.

Sizes of salaries in large and medium size enterprises of the country as compared with the corresponding period of 2024 for January grew by 10,6 percent. Pensions, welfare payments and scholarships of students were financed in due time.

As compared with the similar period of the past year, from the beginning of this year the volume of capital investments realized at the expense of all sources of financing, increased by 27,3 percent.

He also reported on the course of implementation of the National rural redevelopment program.

Having heard the report, President Serdar Berdimuhamedov underlined importance of realization of corresponding work for successful solution of the goals defined for 2025 in the Program of social and economic development of the country for 2022-2028.

One should take necessary measures for effective utilisation of the investments made in growth of economy and increase of social standards of living of population as well as on maintenance of stable rate of increase of GDP, maintenance of co-ordinated development of branches, the head of the state noted, having given the Deputy-Chairman of the Cabinet concrete instructions to that end. 

Then, Deputy-Chairman of the Cabinet B.Amanov reported on the results of work of subordinated spheres for January of the current year.

He informed on technical and economic indicators reached in the field of oil and gas condensate production. In particular, the plan for oil production by "Türkmennebit" State Concern was fulfilled by 104, 3 percent.

As he marked, during the accounting period, the plan for oil refining made up 100,7 percent, gasoline manufacture - 100,2 percent, diesel fuel - 100,7 percent, polypropylene - 103,8 percent, lubricant oils - 113,8 percent. The rate of increase in liquefied gas manufacture made up 124, 2 percent.

Summing up the report, President Serdar Berdimuhamedov drew the attention to significance of regular improvement of the activity of the oil and gas complex of the country, increase in the volumes of production of natural gas and oil, adoption of complex measures for maintenance of industrial objects in the appropriate operational condition.

Having also underlined necessity of further increase of efficiency of prospecting, exploration and drilling activities, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.

Deputy-Chairman of the Cabinet T.Atahallyev reported on the results of activity of subordinate branches for January of this year, including on the course of seasonal agricultural campaigns in regions of the country.

He informed that as a whole by the agro-industrial complex, the rate of increase of volumes of output as compared with the similar period of the past year made up 125,9 percent. By the Ministry of Agriculture the given indicator was equal to 123,5 percent, by the Ministry of Environmental Protection  - 101,4 percent, State Water management Committee - 149,7 percent, «Türkmenpagta» State Concern - 104,4 percent, «Türkmen­gallaönümleri» State Association - 269,6 percent, «Türkmenobakhyzmat» State Association - 110,4 percent, State Association of Food-Processing Industry - 106,4 percent, State Association of Cattle-Breeding and Poultry Industry - 101,2 percent, «Türkmen atlary» State Association - 101,4 percent.

For the accounting period, fulfilment of the plan for realization of investments in the agricultural sector made up 388, 5 percent.

At present, velayats provide due care of wheat, prepare the fields and seeds for the sowing campaign of cotton and other agricultural crops. They also take necessary measures for the spring potato sowing campaign. 

Besides it, regions of the country collect water in water reservoirs, clear irrigation and drainage networks and repair water facilities.

Having heard the report and having noted importance of complex development of the agrarian sector, systematic strengthening of its material and technical basis, President Serdar Berdimuhamedov instructed him to hold increase of volumes of output of sectoral production and enhancement of its quality constantly in the centre of attention.

With a view of increase in productivity of agricultural produces, the head of the state also instructed the Deputy-Chairman of the Cabinet to carry out a strict control over timely fulfilment of seasonal agricultural work according to agro-technical standards in regions.

Deputy-Chairman of the Cabinet B.Annamammedov reported on the results of activity for January in the construction-industrial complex.

As he marked, in the specified period the plan for manufacture by the complex and the work carried out made up 126, 7 percent.

By the Ministry of Construction and Architecture in the first month of the current year the plan was fulfilled by 111, 8 percent.

By the Minister of Industry and Construction Production, the plan for production and realisation of work made up 122, 4 percent.

During the accounting period, the Ministry of Energy fulfilled the plan for production and work by 108 percent.

By «Türkmenhimiýa» State Concern this indicator was equal to 156, 6 percent.

In January of the current year, by the State Agency for Management of Road Construction the plan for work was fulfilled 113,6 percent and by the khyakimlik of Ashgabat city - 106,7 percent.

Summing up the report, President Serdar Berdimuhamedov underlined importance of maintenance of full functioning of enterprises of the construction-industrial complex, organisation of activity of local chemical manufactures according to modern requirements as well as unrelenting attention to consecutive rise of potential of the energy sector.

The head of the state emphasised necessity of continuation of construction of new ones and reconstruction of existing roads on a planned basis, having instructed the Deputy-Chairman of the Cabinet to hold timely and qualitative completion of construction of buildings and facilities to be commissioned the current year, under a strict control.

Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work carried out in January in subordinate ministries and sectoral departments as well as in the private sector.

By the Ministry of Trade and Foreign Economic Relations as compared with the similar period of the past year, the rate of increase of trade turnover made up 105,4 percent, productions - 100,1 percent.

By the Ministry of Textile Industry the rate of increase of production made up 117,7 percent. At the same time, output of cotton yarn was equal as compared to the similar period of the past year to 154,1 percent, cotton fabric - 157,9 percent, ready sewing and knitted products - 108,5 percent, leather products - 142,4 percent.

The production plan of «Türkmenhaly» State Association was fulfilled by 104,8 percent.

The State Commodity and Raw materials Exchange for the accounting period held 26 trading sessions and registered 2 thousand 178 contracts.

The rate of increase in work, carried out by the Chamber of Commerce and Industry for January of the current year made up 113,9 percent.

By the Union of Industrialists and Entrepreneurs the rate of increase of manufacture of agricultural and food production in the past month was equal to 106,4 percent, industrial output - 105 percent.

Having heard the report and having emphasised importance to hold under constant control supply of the markets, shops of the country with consumer goods as well as the prices for them, President Serdar Berdimuhamedov pointed out that it is necessary to undertake appropriate steps for stable maintenance of the population with qualitative foodstuff.

Having underlined necessity of continuation of measures on creation of new workplaces at the expense of expansion of system of trade and services, increases in quantity of modern enterprises, adjustments of work of textile manufactures according to modern requirements, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.

Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the results of activity in the subordinate sector for January.

As she informed, various conferences, creative meetings, exhibitions, agitation and educational and song and music events were held in the considered period on the occasion of holidays.

The National Music and Drama Theatre named after Magtymguly hosted the presentation of the book by the President of Turkmenistan «Magtymguly - dünýäniň akyldary» («Magtymguly - thinker of the world»).

On the occasion of announcement of 2025 as International year of peace and trust and with a view of wide popularisation of significance of its emblem, a solemn conference was held.

Within international cooperation, various events were organised, Turkmen specialists visited foreign countries with working visits.

At the same time, Arkadag city hosted the celebrations devoted to awards given to Galkynyş national equestrian games group, which took part in the 47th International Circus Festival in Monte-Carlo (Principality of Monaco).

She also reported on the work carried out during the accounting period by theatres, circuses, cinemas, film concert centres, libraries, museums, National Department of Turkmenistan for the Protection, Study and Restoration of Historical and Cultural Monuments, Turkmen state publishing service, «Türkmenfilm» Association named after Oguzhan and mass media.

Summing up the report, President Serdar Berdimuhamedov noted importance of organisation of activity of the sphere of culture according to modern requirements and control over appropriate work of libraries, culture establishments in places and adoption of necessary measures on a system basis for careful preservation of historical and cultural monuments. In the given context, the head of the state gave the Deputy-Chairwoman of the Cabinet a number of concrete instructions.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on the results of the work carried out in subordinate spheres in January of the current year.

As she marked, in the specified period activity on education of the well-read generation, and edition of textbooks continued. Schoolchildren won 12 medals at international internet Olympiads.

Purposeful work proceeds in the scientific sphere as well. Quotas for the admission of graduate students to graduate school, doctoral students to doctoral studies in scientific fields, registration of applicants for academic degrees, as well as admission of residents to clinical residency during the current year were approved.

In January in treatment and prophylactic establishments, the planned work in medical areas was carried out. At the expense of funds of Charitable Foundation for Assistance to Children in Need of Care named after Gurbanguly Berdimuhamedov various operations and treatment were provided. 

During the considered period development of physical training, sports and the Olympic movement, preparation of sportsmen for Olympic Games, championships and large international competitions continued.

Having heard the report, President Serdar Berdimuhamedov noted necessity of maintenance of appropriate work of systems of science, education, public health services and sports.

The head of the state instructed the Deputy-Chairwoman of the Cabinet to give particular attention to organization of scientific and educational activity at the modern level in educational institutions and to keep a constant control over the work on education of the younger generation in the spirit of patriotism and diligence, construction of new profile objects and training of highly-skilled personnel.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the results of activity of the Ministry of Foreign Affairs for January in the context of implementation of foreign policy strategy of neutral Turkmenistan, implementation of set goals and fulfilment of the instructions given by the head of the state.

Following the course of constructive cooperation realised under the leadership of President Serdar Berdimuhamedov, our country consistently develops friendly and good-neighbourhood and fruitful partnership in bilateral and multilateral formats, within authoritative international and regional organisations.

In the given context, he noted that on January 19-20, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag Gurbanguly Berdimuhamedov made a visit to the Principality of Monaco.

The visits of foreign delegations and visits of domestic delegations abroad, which took place in January to Turkmenistan, testify to the dynamical character of relations with world states. Meetings of various levels in the online mode were also held. In Turkmenistan, official negotiations and meetings with representatives of foreign countries and international organisations were also organised. 6 international documents were at present signed.

On a regular basis contacts in the area of foreign policy departments develop. An important vector of foreign policy of our fatherland is to strengthen and expand diplomatic relations through embassies. In the given direction, corresponding work is held.

Summing up the report, President Serdar Berdimuhamedov pointed out that a number of international actions are planned and for which it is necessary to be prepared thoroughly.

Thereupon, having focused attention on the actions timed to International year of peace and trust and the 30th anniversary of neutrality of Turkmenistan, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to ensure their high organizational level.

Then, Director General of Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the results of activity in subordinate spheres for January.

During the considered period, in the given complex, the rate of increase in the fulfilled work and rendering of services reached 113, 1 percent.

For January of the current year, the rate of increase in the sphere of cargo transportation by motor, railway, air, sea and river transport made up 101, 9 percent, and passenger transportation - 104, 8 percent.

During the accounting period, the rate of increase in services in  «Türkmendemirýollary» Agency was equal to 104,1 percent, «Türkmenawtoulaglary» Agency - 111 percent, «Türkmenhowaýollary» Agency - 116,3 percent, «Türkmendeňizderýaýollary» Agency - 116,6 percent, «Türkmenaragatnaşyk» Agency - 117,1 percent.

He also informed on undertaken steps for realisation of the «Concept of development of digital economy in Turkmenistan for 2019-2025».

Having heard the report, President Serdar Berdimuhamedov pointed out importance of perfection of functioning of international transport corridors, creations of favourable conditions for transit transportations, increases in their volumes by effective utilisation of favourable location of our country.

Having underlined necessity of realisation of target measures for rise of passenger and cargo transportation, improvement of service given to passengers, proper organisation of work in the given sphere, large scale introduction of digital system in the sector, the head of the state gave the head of Agency a number of concrete instructions.

Further, addressing participants of the meeting , President Serdar Berdimuhamedov noted that following the results of January the rate of increase of GDP was equal to 6,3 percent that testifies to the reached sustainable development of branches of national economy.

The volume of capital investments used in the country in the past month at the expense of all sources of financing made up more than 3 billion manats. It provides an opportunity for considerable improvement of social living conditions of people and creation of additional work places in regions.

In this connection, the head of the state underlined importance of continuation of effective work on realisation of the Program of social and economic development of Turkmenistan and investments for 2025.

President Serdar Berdimuhamedov also stated that Turkmenistan will mark Day of diplomatic workers on February 18. Having underlined that employees of the foreign service of our independent neutral country work honestly with a view of proper solution of set tasks, the head of the state, taking an opportunity, warmly congratulated them with their professional holiday.

At the meeting a number of other priority issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, the President of Turkmenistan wished its participants sound health, family well-being and great successes in their work for further prosperity of our sovereign fatherland.
