Taking into account the merits in the implementation of program reforms in our country, bringing cultural and humanitarian ties with the states of the planet and international organisations to a new level, building bridges of peace, friendship and brotherhood between peoples, successfully promoting cultural diplomacy, integrating independent neutral Turkmenistan into a number of authoritative countries of the world, scientific substantiation and revival of spiritual and material values created and accumulated by the Turkmen people over the centuries, its norms regulating social relations, consolidating the efforts of domestic and foreign scientists, creative figures and the world community to study the role of the work of the classic poet of Turkmen literature Magtymguly Fragi among the cultural heritage of mankind and in the context of world literature, public life, his teachings on national statehood, covenants and instructions, humanistic ideas of a secular nature, in organising international scientific conferences, developing science, culture and literature in our country, glorifying the creative spirit of our people, the honour and dignity of the poet through many works and the famous poem «Fount of Wisdom Magtymguly Fragi», which are the fruit of brilliant talent and wisdom, in the construction of the cultural and park complex «Magtymguly Pyragy» and the majestic monument to the poet, boundless efforts in the name of the happy life of the Turkmen people in the era of the Revival of the new epoch of the powerful state and proposals from representatives of the Halk Maslahaty of Turkmenistan, large public associations, labor collectives and citizens of our country, as well as on the occasion of the 300th anniversary of Magtymguly Fragi to award the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag Berdimuhamedov Gurbanguly Malikgulyyevich with the jubilee medal of Turkmenistan «Magtymguly Pyragynyň 300 ýyllygyna».
