Today, President Serdar Berdimuhamedov held the next online meeting of the Cabinet of Ministers, the agenda of which included a number of priority issues of state life. National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag also took part in the meeting.

In the beginning of the meeting, the head of the state gave the floor to National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov.

National Leader of the Turkmen people, Hero-Arkadag first of all expressed gratitude to Arkadagly Hero Serdar for the possibility to address participants of the meeting.

Addressing the President of Turkmenistan and members of the Cabinet, Hero-Arkadag with satisfaction stated that yesterday, on October 24, in the 79th  anniversary of the United Nations Organization, the head of the state met Secretary General of the United Nations António Guterres and congratulated him on this date that became a great honour to all of us.

The National Leader of the Turkmen people also noted that independent Turkmenistan twice recognised as the neutral state, carries out the just policy of "open doors». The speech of President Serdar Berdimuhamedov at the BRICS Summit, which took place in the city of Kazan of the Republic of Tatarstan of the Russian Federation, visually testifies to it.

«As you have pointed out , respected President, Central Asia, which is one of the strategic regions of the world, today intensively develops», - Hero-Arkadag underlined. The regional countries structurally co-operate in interests of fulfilment of goals of sustainable development. For achievement of SDGs in our country, a large-scale work was carried out. Namely, much has been done in the field of economy, ecology and entrepreneurship, advancement of scientific-intellectual initiatives. Work in the given direction will proceed, Hero-Arkadag said.

Having assured that in turn the Khalk Maslakhaty of Turkmenistan will hold steps undertaken in the context of SDGs under unrelenting control, the National Leader of the Turkmen people wished all big successes in realisation of these important measures.

Throughout the speech, Hero-Arkadag noted that now in our fatherland a great deal of work is carried out for development of spheres of sports. Without being limited to participation in large sports tournaments, Turkmenistan has turned into the centre of competitions of regional and world levels.

The Chairman of the Khalk Maslakhaty also marked that on September 6 of the current year at the 78th session of the General Assembly of the United Nations the Resolution proposed by Turkmenistan on «United Nations Organization Games» was unanimously adopted. Support of this initiative by member countries of the United Nations and co-authorship of 87 states - rather a great honour for us, Hero-Arkadag said.

According to the decision of the Council of heads of governments of the CIS this year, Ashgabat was declared as "The city of new sports possibilities of the Commonwealth». All it testifies to appreciation of activity carried out in our independent state in sports development.

After adoption of the given resolution, which has a great significance, national sportsmen participated in many international competitions where they took prize-winning places. Highly having uplifted the Flag of our independent neutral fatherland, they increased its sports authority that testifies to positive results of the policy realised in Turkmenistan in the field of sports. In this connection, Hero-Arkadag submitted for consideration of the head of the state the issue on organisation of the ceremony of awarding of sportsmen-winners of international competitions together with corresponding Deputy-Chairmen of the Cabinet and the Ministry of Foreign Affairs.

The National Leader of the Turkmen people also noted that in our country, which changes from year to year various actions and celebrations of state and international significance are carried out. In September the meeting of the Khalk Maslakhaty of Turkmenistan and International forum «Interrelation of times and civilisations - a basis  of peace and development», devoted to the 300th birthday anniversary of  Turkmen poet and thinker Magtymguly Fragi, which was highly appreciated by the world community , were held at high level.

The Khalk Maslakhaty of Turkmenistan carried out much organizational work on preparation and conduction of these actions at high level. In the given context, the National Leader of the Turkmen people addressed the President of Turkmenistan with the request to grant labour holiday from November 1, as in connection with the previously mentioned events he did not take his labour holiday in August.

President Serdar Berdimuhamedov underlined a great significance of the issues underlined by Hero-Arkadag, in particular, issues on achievement of goals of sustainable development in our country.

Having noted that young sportsmen, successfully acting at international competitions, increase the authority of our fatherland, the head of the state underlined that for them all conditions will be created henceforth.

The President of Turkmenistan also approved the issue of taking a leave by the National Leader of the Turkmen people from November 1 of the current year.

Having expressed to the head of the state gratitude for the given possibilities, Hero-Arkadag wished all big successes in their work for further development of our country.

Further, the floor was given to Chairwoman of the Mejlis D.Gulmanova, who informed on activities carried out to further improve national legislation.

As was marked, now with a view of strengthening of the legal basis of large-scale transformations carried out in the country amendments and additions are made to a number of acts, in particular, to those regulating civil-law relations, the issues  connected with administrative offences, taxes, motor transport development.

In the context of development of interaction with parliaments of foreign states and international organisations, representatives of the Mejlis together with profile state structures took part in the conference organised by Population Fund of the United Nations, the education seminar devoted to agreements of the World Trade Organization. Besides it, deputies of the national parliament made a working visit the city of Geneva of the Swiss Confederation for participation in the 149th Assembly of the Inter-Parliamentary Union.

It was also informed that people's choices act in mass media for explanation to various strata of society a historical and political significance of the year «The Fount of wisdom of Magtymguly Fragi», strengthening of democratic basis of the state, adopted important decisions.

Summing up the sounded information, President Serdar Berdimuhamedov noted that it is necessary for deputies of the Mejlis to develop laws defining present and future development of the country.

In this connection, it is necessary to continue work on perfection of national legal system according to requirements of the time, the head of the state underlined.

Deputy Chairman of the Cabinet Kh.Geldimyradov reported on preparation for the scientific-practical conference «Turkmen manat - a symbol of sustainable development of the country», timed to the 31st anniversary of introduction of the national currency. As the organizer of the forum, which will take place on November 1 of the current year, the Central Bank of Turkmenistan acts.

The agenda of the conference will include such themes, as economic successes reached in our country as a result of introduction of the manat, realisation of national monetary and credit policy, granting of modern bank services by means of introduction of digital technologies, perfection of system of electronic payments, cooperation with international financial structures.

Representatives of profile ministries and departments, credit institutions and the higher and secondary special educational institutions will take part in the forum.

Having heard the report, President Serdar Berdimuhamedov instructed him to prepare thoroughly for the scientific-practical conference devoted to the 31st anniversary of introduction of the national currency – manat and to hold it at a high level.

Further, Deputy Chairman of the Cabinet B.Amanov reported on realised measures for modernisation of the material and technical basis of "Türkmennebit" State Concern. 

As was informed, with a view of perfection of infrastructure of branch objects and increase of efficiency of prospecting works necessary steps are taken to maintain the State Concern with specialised technics used at drilling, development and major repairs of oil and gas wells at deposits.

In the given context, for consideration of the head of the state the draft of the corresponding Resolution was submitted.

Summing up the report, President Serdar Berdimuhamedov noted that for the successful solution of the major goals put before the given complex, including increase in volumes of extraction of hydrocarbons, it is necessary to improve the material and technical basis of «Türkmennebit" State Concern constantly.

Having signed the presented Resolution, the head of the state sent it online to the Deputy Chairman of the Cabinet and instructed him to provide a strict control over fulfilment of the positions of the given document.

Deputy Chairman of the Cabinet T.Atahallyev reported on the work carried out in agriculture and the course of seasonal agricultural campaigns in regions of the country.

First of all, the Deputy Chairman of the Cabinet on behalf of workers of the branch congratulated President Serdar Berdimuhamedov and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag with the holiday of Turkmen alabay and wished sound health, longevity and successes in their state activity.

Reporting on the work, the Deputy Chairman of the Cabinet informed that wheat sowing now proceeds, in the sown fields vegetative irrigation is carried out. Along with it, cotton harvest goes on and harvest of rice is carried out in Dashoguz and Lebap velayats.

At present, appropriate measures are carried out to gather winter food crops and its transportation to refrigerated warehouses and maintenance of markets with this production.

With a view of increase in the livestock of cattle and production received in the given branch in the cattle-breeding economy of the country corresponding work is carried out for preparation of forages.

Measures are taken for improvement of ameliorative condition of the land and water supply of cultivated fields of velayats drainage and irrigation networks are cleaned.

With a view of transformation of the country into a blossoming garden, creation of wood zones and appropriate care of planted trees and successful realisation of the National forest program preparation for autumn tree planting actions is conducted.

Having heard the report, President Serdar Berdimuhamedov noted necessity of the further complex development of national agricultural branch, strengthening of its material and technical basis and maintenance of timely and appropriate sowing of wheat by use of agricultural machinery effectively.

Having focused attention on importance of organised continuation of cotton-picking harvest season, realisation of productive work on cultivation of other agricultural crops and due preparation for autumn tree planting campaigns, the head of the state instructed the Deputy Chairman of the Cabinet to take corresponding measures in the given direction.

Then, President Serdar Berdimuhamedov, addressing members of the Cabinet, said that on Sunday the country hosts the holiday of Turkmen alabay. Having underlined that the alabay is primordial national property of our people, the head of the state, taking an opportunity, warmly congratulated all on the coming holiday.

Deputy Chairman of the Cabinet B.Annamammedov reported on realised measures on strengthening and modernisation of the material and technical basis of power energy branch.

It was noted that according to the energy policy in the Era of Revival of the new epoch of the powerful state corresponding steps on reliable and uninterrupted power supply of domestic consumers and increase in volumes of export of Turkmen electric power abroad are undertaken.

With a view of maintenance of appropriate functioning of gas turbine installations at Lebap state power station and carrying out of necessary technical repair works for consideration of the head of the state the draft of the corresponding Resolution was presented.

Summing up the report, President Serdar Berdimuhamedov underlined a special importance of the given to reliable supply of electric power for consumers of our country. Programs for increase in volumes of Turkmen electric power delivered abroad are also realised.

In this connection , with a view of perfection of the material and technical basis of Lebap state power station, the head of the state approved and signed the corresponding Resolution, having sent the document online to the Deputy Chairman of the Cabinet, whom concrete instructions were given.

Deputy Chairman of the Cabinet B.Atdayev reported on undertaken practical steps on development of trade and economic relations with neighbouring states.

It was noted that according to the corresponding document, in territories of Turkmenistan and Uzbekistan it is planned to hold exhibitions and the second Turkmen-Uzbek inter-regional forum in our country.

It was informed that with a view of realisation of the planned actions on July 15-16 of the current year in Tashkent the national exhibition of Turkmen goods “Made in Turkmenistan” was held.

In the given context, for consideration of the head of the state the proposal on organization national exhibition of Uzbek goods and the second Turkmen-Uzbek inter-regional forum on November 20-21 of the current year in Turkmenabat city of Lebap velayat was presented.

Having heard the report, President Serdar Berdimuhamedov underlined that on the basis of traditions of good neighbourhood our country consistently develops trade and economic interaction with states-neighbours. In this connection, a great importance is given to expansion of cooperation with the Republic of Uzbekistan.

Having approved the proposal presented by the Deputy Chairman of the Cabinet on organization national exhibition of Uzbek goods and the second Turkmen-Uzbek inter-regional forum in November in Turkmenabat city of Lebap velayat, the head of the state instructed him to take corresponding measures.

Deputy Chairwoman of the Cabinet M.Mammedova reported on basic actions and opening of social and cultural objects planned for November of the current year.

On the occasion of announcement of 2024 as year «The Fount of wisdom of Magtymguly Fragi» various conferences, «round tables», creative meetings, exhibitions, concerts will be organised.

It is planned to finalize creative competitions and to hold sports competitions - the University Olympiads and Games among students under the name «Turkmenistan - the country of high spirit and health».

On November 3 in the country, Day of workers of the construction and industrial complex will be widely celebrated.

Actions are planned for November 10 in honour of the crop holiday.

On November 13-15, Ashgabat will host the international film festival «Gorkut ata».

From November 14 to November 16, it is expected hold the international exhibition and scientific conference on telecommunications, telemetry, information technology, TV, and radio broadcasting equipment «Türkmentel-2024» and to finalize the competition of innovative projects «Digital solution-2024».

The Deputy Chairwoman of the Cabinet reported that a number of other important actions are planned for November of the current year, including national tree planting campaign.

Summing up the report, President Serdar Berdimuhamedov underlined necessity of appropriate preparation for basic actions planned for November timed to holidays marked in the country and significant dates.

In this connection, the head of the state instructed her to provide a high organizational level of opening ceremonies of objects, celebrations on the occasion of Day of workers of the construction and industrial complex and crop holiday.

Deputy Chairwoman of the Cabinet B.Orazdurdyeva reported on preparation for the III Turkmen-Chinese scientific-innovative forum «Innovations, new technologies and issues of their introduction in manufacture».

As was marked, as a result of realisation of the foreign policy strategy of our fatherland multilateral relations with the People’s Republic of China, in particular, scientific and technical cooperation that creates new possibilities for perfection of sphere of science and development of mutually beneficial partnership, constantly deepen.

The agenda of the forum includes the issues connected with solution of tasks in view on active introduction of results of scientific researches in manufacture, with further expansion of international scientific-technological interaction.

It is planned to discuss new directions of Turkmen-Chinese cooperation in such spheres, as nano and chemical technologies, researches of new materials and energy, biotechnologies and molecular biology, agriculture, ecology and genetics, information-communication systems, computer technologies, modern medicine and technologies of pharmaceutical manufacture, innovative economy and the humanities.

In this connection for consideration of the head of the state, the draft of the corresponding Resolution was presented.

Having heard the report, President Serdar Berdimuhamedov underlined a great significance given to development of scientific and technical cooperation of Turkmenistan with the countries of the world, including with the People’s Republic of China.

Having signed the Resolution on III Turkmen-Chinese scientific-innovative forum, the head of the state sent it online to the Deputy Chairwoman of the Cabinet, having instructed her provide a high organizational level of this important action.

Further, the floor was given to Deputy Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who, before his report, on behalf of members of the Government warmly congratulated President Serdar Berdimuhamedov on his award "Duslyk" Order by the Republic of Tatarstan of the Russian Federation and wished big successes in further strengthening and development of international cooperation of Turkmenistan.

It was also marked that National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov who participates in the present meeting of the Cabinet of Ministers, made an important and substantial speech in the political aspect. For all of us it is a great honour and high responsibility, the Deputy Chairman of the Cabinet, head of MFA underlined. In his speech, marking an active position of Turkmenistan within the United Nations, Hero-Arkadag shared opinion on the Resolution «United Nations Organization Games» and sounded a number of corresponding proposals. In this connection, sincere gratitude was expressed to the National Leader of the Turkmen people.

Having underlined a strategic character of cooperation of Turkmenistan-United Nations, Deputy Chairman of the Cabinet, Minister of Foreign Affairs warmly congratulated President Serdar Berdimuhamedov on Day of foundation of the United Nations Organization, marked in these days all over the world.

As was underlined, initiatives put forward by the head of the state find reflexion in the resolutions adopted within the United Nations, in particular, General Assembly of the United Nations Organization.

In the given context,  the Deputy Chairman of the Cabinet, head of the Ministry of Foreign Affairs informed the good news, which literally today arrived from the headquarters of the United Nations in New York. So, on October 24, 2024 at the 25th plenary meeting of the 79th session of the General Assembly of the United Nations the Resolution initiated by Turkmenistan «Central Asia - a zone of peace, trust and cooperation» was unanimously adopted. The majority of member countries of the United Nations and all states of the region acted as co-authors of the given document. It serves as evident result of the policy of good neighbourhood pursued by President Serdar Berdimuhamedov.

In this connection, the Deputy Chairman of the Cabinet, Minister of Foreign Affairs warmly congratulated the head of Turkmenistan on this foreign policy achievement and expressed best regards.

Then, the Deputy Chairman of the Cabinet, head of the Ministry of Foreign Affairs reported on preparation for the next session of the “Turkmenistan-UN” Strategic Advisory Council.

As known, the given Council was created with support of the head of the state in March, 2024. This year has taken place its two sessions. In this connection for consideration of the President of Turkmenistan, proposals on conduction of the next session of Council in November of this year and on its agenda were presented.

It was informed that the preliminary draft of the Plan of measures, including those of international and regional character, planned in the context of the Resolution of General Assembly of the United Nations adopted at the initiative of our country «2025 - the International year of peace and trust» which is offered to be considered at the forthcoming session, was made.

In the context of introduction of systematic approaches and positive practice for achievement of goals of sustainable development at the national level,  it is proposed to consider the Road map on strengthening of accountability for SDGs in Turkmenistan for 2024-2026, prepared jointly with the representation of the resident co-ordinator of the United Nations in Turkmenistan by both profile ministries and departments of our country. Within the given document jointly with specialised establishments of the United Nations Organization, it is planned to organise a number of corresponding actions.

Summing up the report, President Serdar Berdimuhamedov underlined that development of multiplane cooperation with the United Nations is one of the priority directions of foreign policy of Turkmenistan, which is giving particular attention to consecutive expansion of interaction with this Organization.

As the head of the state noted, according to the Resolution of the General Assembly of the United Nations adopted at the initiative of our country 2025 was proclaimed as International year of peace and trust. According to this document, a number of the international actions, which will be organised both in Turkmenistan and abroad, are planned.

Having approved the proposals, concerning the next session of the Council and discussion of the issues connected with given actions at it, President Serdar Berdimuhamedov gave the Deputy Chairman of the Cabinet, head of the Ministry of Foreign Affairs concrete instructions.

Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakyev reported on adopted measures on development of the material and technical basis of shipbuilding and ship-repair factory "Balkan".

As was informed, proceeding from the accelerated building of dry-cargo ships, local experts of the given profile were trained, at the factory, high technologies and the automated system are introduced. For increase of overall performance of the factory, it is necessary to modernise consistently its material and technical basis and to make the new equipment.

In this connection, for consideration of the head of the state corresponding proposals were presented.

Having heard the report, President Serdar Berdimuhamedov underlined that the start of building of dry-cargo ships in our country became an important step in development of the new branch of national industry. It will promote regular increase in volumes of cargoes and perfection of activity of international seaport of Turkmenbashi, the head of the state said, having noted that the important role is played here by the shipbuilding and ship-repair factory "Balkan".

Having approved the presented proposals on strengthening of the material and technical basis of this modern enterprise, the President of Turkmenistan instructed the head of the Agency to carry out corresponding work.

Then, addressing members of the Government, the head of the state noted that at the 78th session of the General Assembly of the United Nations Organization the Resolution proposed by Turkmenistan «United Nations Games» of which Hero-Arkadag spoke, was adopted.

In the given context, President Serdar Berdimuhamedov suggested to organise a sports event in commemoration of such actual resolution on November 2: all together, following principles of healthy way of life, to walk on the health path.

Within the action, we will also congratulate our sportsmen who have shown good results in international tournaments and by that augmented the authority of our native land, and we will solemnly hand them well-deserved awards, the head of the state said.

At the same time, President Serdar Berdimuhamedov made an emphasis on the good news arrived from the United Nations Organization. At the 25th plenary meeting  of the 79th session of the General Assembly of the United Nations,  the Resolution «Central Asia - a zone of peace, trust and cooperation», initiated by our country was unanimously adopted. This good news, which Hero-Arkadag has just noted, is a recognition of the just policy of "open doors», realised by Turkmenistan on the world stage, the head of the state said.

In the Resolution, all states of the region supported our initiative and majority of member countries of the Community of the Nations acted as co-authors and we accept it as a sign of huge respect, President Serdar Berdimuhamedov underlined, having expressed in this connection sincere gratitude.

The head of the state also sincerely congratulated all on adoption of the Resolution «Central Asia - a zone of peace, trust and cooperation».

Concluding the online meeting of the Cabinet,   President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.
