Considering the great personal contribution to the implementation of large-scale national programs of Turkmenistan, the systematic development of domestic agriculture on a scientific basis, the introduction of achievements in seed production and selection of grain and other cereal crops, the training of highly qualified specialists, the creation, cultivation, testing and obtaining a rich harvest of new varieties of wheat by using modern methods, the development of international cooperation in this area, as well as high professional skills, many years of diligent and dedicated work, I decree:

to award the Chairman of the Intergovernmental Coordination Council on Seed Issues of the Commonwealth of Independent States Kuzmin Ivan Ivanovich the highest degree of distinction - the title of «Hero of Turkmenistan» and to present him with the gold medal «Altyn aý».
