Taking into account the particularly outstanding long-term services to independent neutral Turkmenistan and our courageous people, the creation of a monument to the great philosopher and classical poet of the East Magtymguly Fragi, a great personal contribution to the large-scale work on the education of young sculptors, a worthy continuation of the work of mentoring, the formation of an original sculptural school in the fine arts, the development of domestic sculptural art, as well as many years of diligent and creative work, I decree:

To award the member of the Union of Artists of Turkmenistan, freelance artist Babayev Saragt the highest degree of distinction - the title of «Hero of Turkmenistan» and to present him with the gold medal «Altyn aý».
