Today, a joint meeting of the Halk Maslakhaty and the Mejlis Milli Gengesh of Turkmenistan was held in the capital, having considered and adopted Laws of Turkmenistan, developed in accordance with the priorities of the socially oriented policy of President Serdar Berdimuhamedov and a comprehensive program to modernize the legislative and legal framework of the state.

The Deputy Chairman of the Cabinet of Ministers of Turkmenistan, in charge of the financial, economic and banking sectors, heads of relevant ministries and departments, and representatives of the media were invited to participate in the meeting.

The main issue on the agenda was the draft Law of Turkmenistan “On the State Budget of Turkmenistan for 2023”.

A preliminary discussion of the main financial document was held in all committees of the Mejlis and the Halk Maslakhaty, as well as in the ministries and departments of the country, hyakimliks of the velayats and the city of Ashgabat.

The joint meeting was preceded by the analysis and specific recommendations of the Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov, which were made regarding the draft Law "On the State Budget of Turkmenistan for 2023" at the meeting of the Halk Maslakhaty, held on November 23 this year.

In particular, Hero-Arkadag focused on the need, in accordance with the milestones achieved by the country and the new goals and objectives set, to change the volume of the budget, the share of income and expenses, and the features of its structure. In this regard, it was emphasized that the country's budget must meet the requirements of the time, which will allow our people to solve social and economic problems, create conditions for the development and implementation of long-term and short-term programs.

The Chairman of the Halk Maslakhaty recommended, when preparing the State Budget, to take into account such issues as the prospects for the country's economic development, the stability of the national currency, investment policy, the state of the financial market, and for the proper operation of the State Budget, first of all, ensure its revenue side. As additional sources for the revenue side, the development of such activities as the accelerated transition to the digital economy, the privatization of state property, the transformation of enterprises into joint-stock companies, the development of the stock market for securities, and support for export-oriented manufacturing enterprises were indicated.

Among the necessary measures, the need to ensure the targeted and rational use of budgetary funds distributed in various areas was noted.

Speaking about the expenditure part of the State Budget for 2023, Hero-Arkadag noted that, first of all, an increase in wages, pensions, state benefits, scholarships for students and trainees is envisaged. At the state level, attention will be constantly paid to the issues of social protection of citizens and ensuring their remuneration.

It was emphasized that certain volumes of capital investments should be directed to the construction of facilities and facilities for industrial and socio-cultural purposes, the implementation of youth policy, and the support of scientific research.

Among the priority tasks are the support of the country's financial system and banks for industrial enterprises, the allocation of funds for the development of agriculture, especially agriculture and animal husbandry.

Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov pointed out the expediency of investing in the development of the economy, mainly through diversification and the creation of industries on an innovative basis. In this context, it was recommended to provide sufficient funds to support entrepreneurs, increase the volume of products manufactured in the country, as well as the number of enterprises producing import-substituting products, expand the volume of export-oriented goods, improve food supply, and create an electronics industry.

Thus, Hero-Arkadag set the task for the parliamentarians: before the adoption of the Law on the State Budget for 2023, once again, radically analyze the main articles of this document and bring them into line with the realities of the time. All proposals and recommendations of the Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov were taken into account and included in the relevant bill.

During the discussion of the bill, the speeches of the Deputy Chairman of the Halk Maslakhaty K. Babayev and the Chairwoman of the Mejlis G. Mammedova on the work done in this direction were heard.

It was noted that certain measures to develop the main financial plan - the State Budget for 2023 - were implemented in accordance with the Action Plan for the implementation of transformations in the budget system of Turkmenistan in the period 2022-2028.

The speakers emphasized that the Law of Turkmenistan "On the State Budget of Turkmenistan for 2023" is aimed at implementing the development strategy and maintaining the sustainable economic growth of the Motherland, ensuring the implementation of investment projects and high efficiency of public spending, as well as improving the living standards of the people.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov, who then spoke, informed about the work carried out jointly with Milli Gengesh, heads and profile specialists of ministries, sectoral departments, khyakimliks of velayats and the city of Ashgabat on the preparation, in accordance with a special Decree of the President of Turkmenistan dated May 25, 2022, of the draft State budget for 2023.

The data on income and expenditure items of the main financial plan for the coming year were announced in detail separately for each key sector of the economy. It was emphasized that the main part of the State budget funds is directed to the social sphere. In this regard, detailed information was provided on the planned financial resources for the development of science and education, health care, culture, social security, housing and communal services, public services of a general nature, and the national economy.

Then the floor was given to the heads of the economy committees of the Halk Maslakhaty and the Mejlis Milli Gengesh. It was noted that next year the revenue part of the State Budget will be provided due to economic stability, an increase in GDP and an increase in labor productivity. In this regard, the expected indicators were announced for the revenue and expenditure items of the main financial plan of the country. In addition, local budget data was reported for each velayat and the city of Ashgabat.

According to the conclusion of the participants of the joint meeting, who unanimously voted for the adoption and approval of the draft Law "On the State Budget of Turkmenistan for 2023", this document is based on careful calculation, supported by the resource potential of the state and society and will undoubtedly serve the interests of the people, their prosperous life.

Also, members of the Halk Maslakhaty and deputies of the Mejlis Milli Gengesh considered the draft Laws “On Amendments to the Tax Code of Turkmenistan” and “On Amendments and Amendments to the Land Code of Turkmenistan”.

The draft legislative acts submitted for consideration by the joint session of the Halk Maslakhaty and the Mejlis Milli Gengesh were unanimously adopted and approved by the relevant resolutions.

In conclusion, the participants of the meeting expressed confidence that the above legal documents, supplementing the current system of legislation of independent neutral Turkmenistan, will provide the necessary positive conditions for the implementation of large-scale socio-economic and democratic reforms initiated by President Serdar Berdimuhamedov aimed at further progressive development of the Motherland.
