Today, President Gurbanguly Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to consider topical issues of public life, as well as drafts of a number of documents.
Turning to the agenda, the leader of the nation gave the floor to Deputy Chairman of the Cabinet of Ministers Serdar Berdimuhamedov, who reported on the preparation of the draft of the “National Program of Socio-Economic Development of Turkmenistan for 2022-2052: Revival of the New Epoch of the Sovereign State”.
In order to ensure the political, economic, social and cultural development of the country in the next 30 years, this Program provides for the implementation of a number of tasks. Among them are the structural transformation of the economy, the further introduction of new, most effective mechanisms in the conditions of market economic relations, the preservation of macroeconomic and financial stability, the rational use of natural resources, the dynamic development of industrial and oil and gas complexes due to the diversification of production, innovative technologies and full utilization of capacities; the use of renewable energy sources, including the study of international cooperation in the hydrogen energy, environmental protection, the implementation of the Green Economy policy; the widespread introduction of the digital economy and digital technologies; the formation of multimodal transport corridors and routes through the effective use of an advantageous economic and geographical location, providing favorable conditions for the development of the transport and logistics system; ensuring food security through the highly efficient use of land and water resources, the production of environmentally friendly agricultural products; dynamic development of competitive, export-oriented and import-substituting industries; by improving a favorable business environment, strengthening the role of small and medium-sized enterprises and a significant increase in the share of the private sector in GDP, enhancing the development of public-private partnership; implementation of an effective investment policy, broad attraction of foreign investments on favorable terms; cardinal improvement of the social and living standard of the population due to the dynamic, stable and comprehensive development of the national economy.
The Deputy Prime Minister submitted for consideration by the head of state a proposal to prepare a draft Resolution on approval of the “National Program of Socio-Economic Development of Turkmenistan for 2022-2052: Revival of the New Epoch of the Sovereign State”.
Emphasizing the need to work out with the relevant structures each provision of the National Program in detail, which will be presented for discussion by the Halk Maslahaty, President Gurbanguly Berdimuhamedov addressed a number of specific instructions to the Deputy Prime Minister. The Deputy Head of the Government was also assigned to prepare a draft of the relevant Resolution.
Then Deputy Chairman of the Cabinet of Ministers Sh.Abdrakhmanov reported on the state of affairs in the supervised fuel and energy sector and, in particular, the draft Resolution on allowing the Turkmengaz State Concern to conclude additional agreements to contracts for the supply of equipment and facilities, and the provision of specific services.
According to the document and the Decree signed earlier by the President of Turkmenistan, as part of the ongoing work, it is planned to conclude additional agreements to change the terms of payment for contracts between the Turkmengaz State Concern and CNPC (PRC) company, including the supply of 16 wells of the Galkynyş gas field with chemical products and the preparation of drilling fluids, the provision of engineering services for their operation, equipping these wells with appropriate equipment. The amount of this contract is 372,273,969.95 Chinese yuan.
It is also planned to conclude additional agreements to the contracts between the Turkmengaz Group and CNPC concerning the installation of specialized equipment and the provision of relevant services at the Galkynyş, Garabil and Bagaja fields.
As a result, the total amount of these agreements will amount to 106,221,809.71 USD.
In this regard, a draft of the relevant Resolution was submitted to the head of state for the consideration.
Having signed the relevant document and sent it to the Deputy Prime Minister through the digital system, the leader of the nation commissioned to ensure strict control over the implementation of the tasks arising from this document.
Then Deputy Chairman of the Cabinet of Ministers E.Orazgeldiev reported on the progress of reforms in agriculture, as well as work to strengthen food security.
There was an information about the draft Resolution on the approval of the State Plant Protection Program for 2022-2025, developed in accordance with the Law “On Plant Protection”. The document provides for work to determine scientific measures to improve plant protection methods.
Having signed and sent the relevant document to the Deputy Prime Minister for the digital system, the leader of the nation instructed to ensure its proper execution.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on the issues of expanding cooperation with foreign countries and international organizations in such topical areas as climate change, environmental protection, rational use of natural resources and ensuring environmental safety.
Thus, in accordance with the National Strategy of Turkmenistan on Climate Change, approved by the Decree of the head of state in 2019, priority is given to fulfilling the obligations of our country arising from the Paris Agreement. In this regard, a document has been developed concerning the reduction of greenhouse gas emissions in Turkmenistan by 2030 and providing for the adoption of appropriate measures for this purpose.
In cooperation with international organizations, climate change issues and the introduction of advanced technologies to ensure environmental safety are given a key place. In the context of the development of multilateral partnership in this direction, it is proposed to establish systematic interaction with the UN Center for Technologies Related to Climate Change. This Center, established in Copenhagen (Kingdom of Denmark) within the framework of the Framework Convention on Climate Change, has been operating since 2013 under the auspices of the United Nations Environment Programme (UNEP) and the United Nations Industrial Development Organization (UNIDO).
It is also important to expand cooperation with UNIDO, which is a specialized UN agency in the field of environmentally sound economy and industry. Together with this structure, specific projects are being implemented on a systematic basis aimed at fulfilling Turkmenistan’s obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer to the Vienna Convention on the Protection of the Ozone Layer. Currently, relevant documents on a number of profile projects have been prepared in this regard. It is proposed to allow the Turkmen side to sign them to the Minister of Agriculture and Environmental Protection.
During the meeting, President Gurbanguly Berdimuhamedov signed a Resolution approving the Roadmap for the Development of International Cooperation of Turkmenistan in the field of hydrogen energy for 2022-2023. In this regard, the head of state reiterated the need to actively promote energy diplomacy as an integral factor in strengthening mutually beneficial partnership in ensuring global energy security.
At the same time, President Gurbanguly Berdimuhamedov signed a decree appointing Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Republic of Armenia M.Ayazov as Ambassador Extraordinary and Plenipotentiary of our country to the Lebanese Republic at the same time.
The head of state also signed an order on the secondment of the Deputy Minister of Foreign Affairs to Islamabad city of the Islamic Republic of Pakistan in order to conduct comprehensive negotiations on the projects of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline and the Turkmenistan-Afghanistan-Pakistan power transmission line.
Having sent the documents to the Deputy Prime Minister, the head of the Foreign Ministry via the digital system, the leader of the nation gave appropriate instructions for their execution.
During the meeting, Cabinet Deputy Chairman Ch.Purchekov reported on the fulfillment of the instructions previously given by the head of state on the development of the Investment Program of Turkmenistan for 2022.
Within the framework of this program, this year, held under the title “The Epoch of the People with Arkadag”, the implementation of important projects of international and regional significance will continue, including the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline and the laying of the Turkmenistan-Afghanistan-Pakistan power transmission line. This year, it is also planned to complete the first stage of the construction of a new modern administrative center of the Akhal velayat.
The investment program for 2022 should reflect a positive solution to the tasks intended to ensure the future growth of all sectors of the national economy, the President of the country said and gave the Deputy Prime Minister specific instructions to finalize it.
Regarding the proposal to create a Ministry of Highways, President Gurbanguly Berdimuhamedov noted that the name of the new state body for road construction management does not correspond to today’s realities.
In accordance with the Constitution, we are developing our economy in line with market relations. And all our long-term plans for the development of the state are also focused on this, the head of state said, noting the expediency of calling this department the State Agency for Road Construction Management. It was also noted that the Regulations of this body should prescribe all the rules affecting market relations.
In this regard, President Gurbanguly Berdimuhamedov instructed to review over again all the prepared documents and submit them for consideration at the next meeting of the Cabinet of Ministers of the country.
Cabinet Deputy Chairman Ch.Gylyjov reported on the conducted activities upon the development of brand names for the products of textile enterprises.
It was reported that various types of fabrics are produced at modern textile complexes built in the Kaakhka and Babadaykhan etraps of the Akhal velayat. The capacity of these enterprises allows to produce 1,200 thousand and 3,500 thousand units of finished clothing products per year, respectively.
It was noted that environmentally friendly domestic products are in high demand both among local consumers and in foreign markets. Currently, the textile complexes of the country produce products under Goza, Wada, Bedew, Nusaý, Gala, Arwana, Bürgüt, Öeñiş, Ak pamyk brands.
In this regard, the Deputy Prime Minister demonstrated the leader of the nation samples of various brand names of new products produced at the Kaakhka and Babadaykhan textile complexes proposed by the Ministry of Textile Industry of the country.
Speaking about the presented samples of new Jeýtun and Mäne textile brands and approving them, the leader of the nation noted that Turkmen designers, studying the demands of the domestic market, focusing on the seasonal needs of the population, should develop and launch new clothing lines and other goods, addressing the Deputy Prime Minister relevant instructions.
In continuation of the report, the Deputy Prime Minister reported that various exhibitions and conferences are being organized and held in order to familiarize the wider international community with the achievements of our state in various industries, further develop mutually beneficial relations with foreign countries, attract investments, high technologies and innovations to the domestic economy.
In this regard, it was reported about the preparation of a draft resolution on holding exhibitions, fairs, conferences and festivals by ministries and industry departments in 2022, which was submitted for consideration by the head of state.
Having signed the relevant document and sent it to the Deputy Prime Minister online, the President of Turkmenistan emphasized that each of the events should be significant, meaningful, and reflect the essence of the progressive policy pursued by our country based on universal humanistic ideals.
Then the Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported upon the taken measures on the announcement of the “Çalsana, bagşy!” contest among the Bakhshi dutarists-musicians.
In order to widely promote the craft of making dutar, playing dutar and the art of bakhshi, included on the UNESCO List of Intangible Cultural Heritage of Humanity, identifying talented Bakhshi musicians and stimulating them, a creative “Çalsana, bagşy!” competition is planned within the framework of the competition for the award of the President of Turkmenistan “Türkmeniń Altyn asyry”.
Summing up the results of the competition and awarding the winners is proposed to be held in September 2022.
The Deputy Prime Minister submitted a draft of the relevant Resolution for consideration by the head of state.
President Gurbanguly Berdimuhamedov ordered to expand the topics of the competitions held, to continue work on organizing new ones, to involve young people more widely in their orbit, since it is creative reviews that help to identify new talents, strengthen mentoring traditions, stimulate young performers to creative searches, introduce them to the priceless spiritual treasury of the people, its richest musical culture.
Having signed the Resolution on the announcement of the “Çalsana, bagşy!” contest, the head of state sent it to the Deputy Prime Minister via the digital communication system and gave instructions on its planning and holding at a high organizational level.
The meeting continued with a report by Cabinet Deputy Chairman S.Toylyev, who reported on the state of affairs in the supervised areas, in particular, the ongoing work on training young scientists specializing in various fields of science.
In order to successfully fulfill the tasks defined in the “Program of the President of Turkmenistan on Socio-Economic Development of the Country for 2019-2025”, “The Concept of Development of the Digital Economy in Turkmenistan in 2019-2025”, “The Saglyk State Program”, as well as further improvement of the work of the scientific sphere, training of specialists who are proficient in innovative technologies, the formation of a new generation of young scientists by the relevant ministries and sectoral departments of the country, purposeful work is being carried out.
Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch.Amanov reported on the state of affairs in the supervised area, as well as on the activities of the internal affairs bodies for the certification and registration of the population.
Currently, active work is underway to implement the provisions of the relevant Resolution of the President of Turkmenistan, in particular, practical steps are being taken to digitalize, introduce best practices in this area and apply modern technologies. Particular attention is paid to the analysis of regulatory legal acts adjusting these issues and the preparation of proposals for their improvement.
The presentation of passports to citizens who have reached the age of 16 should take place in a solemn atmosphere. These events should be aimed at strengthening the Turkmen statehood, explaining young people the main provisions of the country’s legislation in the field of citizens’ rights and freedoms and promote improving the effectiveness of law enforcement, President Gurbanguly Berdimuhamedov noted, addressing a number of specific commissions to the Deputy Prime Minister, Secretary of the State Security Council.
Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakiyev informed on the results of a working trip to the Balkan velayat on behalf of the head of state.
It was reported that as part of the visit to the Serkhetyak railway station and the relevant services on its territory, the schedules for receiving and sending wagons from the near-border checkpoint at the boundary were monitored.
The list of locomotives used in the international North-South railway corridor and the organizational conditions for their effective operation have been studied. In this regard, the number of diesel locomotives running on the Bereket-Serkhetyak and Bereket-Akyayla railway lines has been increased, and a depot for maintenance and repair of locomotives and wagons has been created at the Serkhetyak border station.
The General Director of the Agency also said that he had familiarized himself with the work of the sorting fleet of wagons at the Bereket station, and the possibilities of attracting additional workers were studied. In order to increase the capacity of this station, it is proposed to prepare a project for the construction of auxiliary railways within an accelerated time frame.
In continuation, President Gurbanguly Berdimuhamedov noted that, using its advantageous geographical position, Turkmenistan aims to become a major transport and logistics hub in Europe and Asia. This is evidenced by the fact that in 2021 the transportation of transit cargo through the territory of our country increased by 3.5 times.
Then the Director General of the Agency for Transport and Communications under the Cabinet of Ministers reported on the draft Resolution approving the Procedure for opening, changing and closing bus routes.
It was reported that this document was developed taking into account the Law of Turkmenistan “On Road Transport” in order to meet the needs of the population in the provision of automobile services, as well as to ensure road safety requirements.
Having signed the relevant document and addressed a number of instructions on its execution, the head of state sent it to the head of the Agency via the digital system.
The meeting also considered other important issues of public life, according to which appropriate decisions were taken.
Concluding the online meeting of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished the participants sound health, family well-being and great success in their work for the sake of further prosperity of the sovereign Motherland.
