Today, on the instructions of the head of state Gurbanguly Berdimuhamedov, the State Migration Service hosted a solemn ceremony of presenting passports to persons accepted into the citizenship of Turkmenistan. This event became another vivid confirmation of the unchanging adherence of our independent neutral Motherland to highly humane traditions, principles of philanthropy and goodwill, inherent in the Turkmen people and finding their worthy embodiment in a new historical era.
As you know, the humanitarian direction is one of the most important components of the domestic and foreign policy of Turkmenistan, where a person is proclaimed the highest value of society and the state. Under the leadership of the head of state, on the basis of national legislation and generally accepted international norms, consistent systematic work is being carried out to protect and guarantee the rights, freedoms and interests of all people living in our country.
Another vivid confirmation of this was the statement made by President Gurbanguly Berdimuhamedov during his historic speech on the digital system at the current 76th session of the United Nations General Assembly that humanitarian issues remain among the priorities of the agenda of cooperation with the UN.
Having named migration policy as one of the invariably important areas of bilateral partnership, President Gurbanguly Berdimuhamedov confirmed the readiness of Turkmenistan, which is a permanent member of the Executive Committee of the Program of the High Commissioner for Refugees and has extensive experience in resolving difficult humanitarian situations of this kind, to contribute to the solution of this global task.
During today's ceremony, persons admitted to the citizenship of Turkmenistan expressed deep gratitude to the head of state Gurbanguly Berdimuhamedov for the great attention paid to solving the problems of stateless persons, creating all conditions for their prosperous life.
According to the Decree signed by the leader of the nation, a group of persons permanently residing in the territory of the country and without citizenship was adopted into the citizenship of Turkmenistan. In addition, according to the Resolution of the President of the country, another group of foreign citizens were issued permits for residence in Turkmenistan.
It is symbolic that this decision was made on the eve of the 30th anniversary of the country's independence. As you know, from the first years of sovereignty, the protection of human rights and freedoms, ensuring high indicators of the social and everyday standard of living of the people were proclaimed as the most important and priority directions of state policy.
This document also instructs the Ministry of Foreign Affairs, the State Migration Service, together with the relevant ministries and a number of other departments, to continue work on the registration of documents for foreign citizens and stateless persons, preparing relevant proposals for further approval by the head of state.
Turkmenistan, as a permanent member of the IOM, makes a significant contribution to the efforts of the world community, implementing projects and programs in this area. By joining the main international legal documents of the UN, including the Conventions "On the Status of Refugees", "On the Status of Stateless Persons", "On the Reduction of Statelessness", the state actually confirms its adherence to its obligations.
The National Action Plan for the Elimination of Statelessness until 2024, approved by President Gurbanguly Berdimuhamedov, is being consistently implemented. In addition, a new Law "On Acts of Civil Status" came into force, which guarantees the registration of all children born on the territory of our country, regardless of the status of their parents.
Thus, the current event has once again confirmed the unwavering commitment of our country to the generally accepted norms of international law, the promotion of regional and global humanistic initiatives put forward by the head of the Turkmen state, Gurbanguly Berdimuhamedov.
