On February 15, President Gurbanguly Berdimuhamedov has visited the Center of unmanned aerial vehicles, which under authority of the Ministry of Interior. Due to supportive activity of the head of the state last years, special attention is paid to the development of national electronic industry based on advanced world achievements and innovative technologies in this field. Organization of activity of the Drone Center has become an important step on this way.

Upon arrival, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country Army General Gurbanguly Berdimuhamedov has received a report of Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov. 

Minister of Interior Ch. Amanov has reported to the head of the state on activity of the Center of unmanned aerial vehicles as well as on fulfilment of instructions given earlier for modernization and increment of production capability of the center. 

Samples of various drones and their technical information have been presented to the President of Turkmenistan. Officer of the Ministry of Interior has reported to the leader of the nation about demonstrated UAVs, their specific use, flight mode and relative equipment of the drones, which are designated to receive necessary information. 

It was informed that production of fie detections systems, which are installed at the residential buildings of the Ministry of Interior, social and administrative facilities. Video about production and construction of technical equipment designated for provision of fire safety, materials used for production have been demonstrated. 

The specialist has informed that familiarization with activity of the Center, which carries out integrated works for production and launch of the drones, production of spare parts, can be made using the monitor.

Looking around the exhibited equipment, head of the state Gurbanguly Berdimuhamedov has expressed detailed interest in unmanned aerial vehicles, their types, specification of preparation and drawings. Detailed information about the UAVs made in the center and their specific technical characteristics has been presented to the attention of the Supreme Commander of the Armed Forces of the country using special drawings, images and other visual aids. 

At the same time, it was informed that there is a capability to make any equipment based on 3D model of devices and relative aids produced in the center. 

Officer of the State Border Guard Service has presented information about units used by border guard forces, about advantages of the drones during video monitoring of frontier territory as well as operational characteristics of UAVs. At the same time, it was noted that introduction of digital system has enhanced the efficiency of activity of Border Guard Service.

Further, officer of the Ministry of Defense has reported on equipment and digital technologies used in military divisions, their importance for successful fulfilment of the responsible mission by the Motherland’s defenders. It was informed that special attention is paid to use of latest technologies in activity of military divisions including during combat drills held by the Ministry of Defense.

Projects of the facilities, which are planned to be built under the General Plan of construction of the Drone Center, have been presented to the President of Turkmenistan. Projects of hangars for aircrafts and ground equipment, aircraft automatic control department, observation tower as well as hothouse and power substation under the Center have been demonstrated. 

Having made relative remarks and corrections on the presented projects, leader of the nation Gurbanguly Berdimuhamedov noted that advanced practice and innovative technologies have to be applied during construction of facilities. Unmanned aerial vehicles made in the Center have to be designated for effective use in various spheres. 

The President of Turkmenistan has emphasized that electronic industry is actively developed in the country at present. In this regards, the head of the state has focused on the objectives for increment of production of this equipment, which is also required for provision of fire safety, on importance of implementation of advanced technologies and know-hows, having addressed number of instructions to relative officials.

Having looked around the demonstrated devices and details used in their production, the leader of the nation ordered to put all efforts for provision of high quality and long operation of the equipment.

Having looked around the place where new facilities of the Drone Center would be built, the President of Turkmenistan has instructed to hold all issues related to application of modern materials, provision of high quality standards and planned timeline of works under strict control, having given number instructions on this account.

Further, President of Turkmenistan, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov has held an offsite session of the State Security Council.

First. Defense Minister B. Gundogdiyev has made a report on the situation in the structures under his command, fulfilment of the orders of the head of the state on steadfast improvement of professional level of military personnel. 

Having focused on the necessity of successful solution of objectives following from national military doctrine, which has exclusively defensive character, President Gurbanguly Berdimuhamedov noted that work in this direction has to meet time requirements, which provides implementation of digital technologies and innovative methods.

Further, Minister of Interior M. Chakiyev has reported on the activity of the Drone Center, measures for its further modernization and training of highly qualified specialists for work in the Center. In addition, the information about the activity of all structures of the Ministry of Interior to support public order, provide fire safety and stable road traffic has been presented.

Having noted the rates of construction of Ashgabat – Turkmenabat highway, the head of the state highlighted that it is necessary to take care of the provision of road safety on this highway taking into account Ashgabat –city mega project, to use equipment detecting technical condition of the vehicles and their emission to the environment effectively and to arrange proper control at this major construction site. In other words, special attention has to be paid to all these subject.

The leader of the nation said that these works, which are very important for organization of stable and safe traffic on the roads, have to meet modern requirements and international standards.

Head of the State Border Guard Service Ya. Nuriyev has reported on the measures for proper defense of the State border and on turning of it into the border of friendship and fraternity, on implementation of advanced practice to activity of the Service.

Having listened to the report, President Gurbanguly Berdimuhamedov focused on the importance of effective use of modern digital technologies in activity of divisions of the Service, organization of permanent video monitoring of the border. The head of the state has given number of instructions on conducting relative work and provision of the work efficiency in border guard forces.

Efficient use of digital system in the structures of border guard forces is very important for provision of saving of time, defensive potential and economic resources, the leader of the nation said ordering to expand the work in this direction.

Minister of National Security G. Annayev has reported on the situation in the divisions of the Ministry, having informed about fulfilment of the assignments of the head of the state, in particular the objectives related to cyber security in the activity of relative structures of national economy.

Highlighting the importance of provision of cyber security taking into account modern realities, President Gurbanguly Berdimuhamedov noted that it is necessary to use the best world practice and innovations actively for the efficiency of measures in this direction, having addressed number of instructions on this account.

Further, addressing Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber, members of the State Security Council S. Berdimuhamedov, the leader of the nation has requested to develop digital technologies in military and law enforcement agencies and in all other spheres, to strengthen profile equipment and facility base in the context of exchange of international practice as well as to develop relative proposals on modern technologies.

Further, Deputy Chairman of the Cabinet of Ministries, Secretary of the State Security Council Ch. Amanov has made a report. It was informed about the measures for implementation of digital systems to activity of military and law enforcement agencies, training of qualified personnel as well as on realization of the military reform.

Summing up the report, President of Turkmenistan, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov has noted the importance of works in the security forces under the Concept of development of digital economy in Turkmenistan in 2019 – 2025. Importance of objectives of the agenda of current session has to be under permanent control, which would provide the efficiency of conducted works and their compliance with set requirements, the head of the state highlighted.

Having also pointed out that curriculum of military and law enforcement educational institutes have to meet modern requirements and be based on international practice, scientific developments and digital technologies, the leader of the nation addressed number of instructions to relative officials.

In this regard, the work on training of high-class specialists in the sphere of modern technologies has to be improved in Navy Institute of the Minister of Defense, President Gurbanguly Berdimuhamedov has noted and given relative instructions.

It is necessary to take measures for education and training of young specialists who knows electronics and have advanced knowledge. In this regard, work of electronic libraries has to be arranged in the universities and their accessibility for cadets have to be provided, which is dictated by time requirements, the head of the state highlighted.

The Supreme Commander of the Armed Forces of the country has noted the importance of further improvement of activity of military and law enforcement agencies focusing on use of the best world practice. It would support comprehensively to successful solution of objectives following from the Military doctrine of neutral Turkmenistan, which has peaceful and defensive character.
