Meeting of the State Security Council of Turkmenistan

Today, the President of Turkmenistan, Supreme Commander-in-Chief of the country’s Armed Forces, Army General Serdar Berdimuhamedov, held a meeting of the State Security Council to review the work accomplished by military and law enforcement agencies over the first nine months of the current year. The agenda also addressed issues regarding the maintenance of security and stability in independent Turkmenistan, the strengthening of the material and technical infrastructure of security agencies, and the further improvement of their operations.

The floor was first given to the Secretary of the State Security Council and Minister of Defense, B. Gundogdyyev. On behalf of the personnel of the country’s military and law enforcement agencies, he once again expressed sincere gratitude to the Supreme Commander-in-Chief of the Armed Forces, Serdar Berdimuhamedov, for the awards bestowed upon the heads and staff of security agencies in honor of the anniversary of sacred independence. The Secretary of the State Security Council and Minister of Defense wished the President of Turkmenistan, as well as the Hero-Arkadag, sound health, a long life, and continued success in state activities for the benefit of the native people.

Subsequently, the Secretary of the State Security Council and Minister of Defense, B.Gundogdyyev, reported on the results of the work carried out during the first nine months of the year.

As reported, measures were taken during this period to successfully implement the Program for the Development of the Armed Forces of Turkmenistan and to strengthen the state’s defense capabilities.

Information was also presented regarding the ongoing discharge of conscripts into the reserve and the upcoming conscription cycle, as well as the results of the ceremonial military parade marking the 35th anniversary of Turkmenistan’s sacred independence.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized the importance of consistently upgrading the material and technical infrastructure of the National Army in accordance with the defensive Military Doctrine.

At the same time, the head of state instructed that the progress of the conscription and discharge campaigns be kept under constant supervision.

Next, the floor was given to Prosecutor General B. Muhamedov, who reported on the results of measures taken during the first nine months of the year.

The Prosecutor General also provided an update on the results of prosecutorial oversight regarding compliance with regulatory legal acts and the implementation of the Program for the Development of Prosecution Authorities.

Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of ensuring continued prosecutorial oversight of legislative compliance, as well as the protection of state and public interests and citizens’ rights. Specific instructions were issued to the Prosecutor General in this regard.

Then, Minister of Internal Affairs M. Hydyrov spoke, reporting on the work carried out by subordinate agencies since the beginning of the year to ensure public order and fire safety and to prevent offenses, as well as on the results of the “Road Safety – Peace of Mind in Our Lives” campaign held in September.

After hearing the report, the head of state noted the need to continue measures aimed at maintaining public order and preventing offenses, and instructed that compliance with traffic and fire safety regulations be kept under strict control.

Next, the floor was given to the Chairman of the Supreme Court, B. Hojamgulyyev, who reported on work carried out from January to September of the current year to improve the operations of subordinate bodies, specifically through the adoption of best practices, and to enhance the professional qualifications of judicial personnel.

Having heard this information, President Serdar Berdimuhamedov emphasized the importance of consistently implementing effective measures to ensure the rule of law, protect citizens’ rights, improve the judicial system’s operations, and upgrade the skills of its staff. In this context, the head of state issued specific instructions to the Chairman of the Supreme Court.

Subsequently, the Minister of National Security, D. Meredov, presented a report on activities undertaken during the first nine months of the year to safeguard national interests and maintain stability in the country.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces, Serdar Berdimuhamedov, underscored the importance of ensuring the continued effective performance of the Ministry of National Security and issued a series of specific directives to the Minister.

Next, the floor was given to the head of the State Border Service I. Ilamanov, who reported on the measures taken in January-September of this year, in particular, to protect the sacred borders of the Fatherland, modernize the material and technical base of the Border Troops, improve the conditions of service and living conditions of military personnel.

After listening to the report, President Serdar Berdimuhamedov noted that the state border of independent neutral Turkmenistan is the border of friendship and brotherhood. In this regard, the Supreme Commander-in-Chief of the Armed Forces of the country ordered to continue to ensure the security of the sacred borders of the Fatherland in accordance with the Border Troops Development Program.

Then, Adalat Minister M. Taganov spoke, who reported on the results of the work carried out during the period under review, on the implementation of the relevant Development Program, measures taken to improve the national legislative framework, improve the qualifications of employees and introduce best practices into the activities of the Ministry.

Summarizing the report, President Serdar Berdimuhamedov pointed out the importance of consistent improvement of the legislative system in accordance with international standards, ordering that the compliance of legal acts adopted in the country with the current legislation be kept under constant control.

Then, the floor was given to the Chairman of the State Customs Service M.Hudaykulyyev, who reported on the results of the work done by the department he headed for the period under review. It was also informed upon the measures taken to modernize the material and technical base of the Service, and the progress of the implementation of the relevant Development Program.

After hearing the report, the Supreme Commander-in-Chief of the country’s Armed Forces emphasized the importance of monitoring compliance with rules at customs points and the consistent implementation of progressive practices in this area. In this regard, the head of the Service was given specific assignments.

Next, the Chairman of the State Migration Service A. Sazakov spoke, reporting on the results of the work carried out since the beginning of this year, as well as on the measures taken to introduce advanced solutions into the activities of the Service and the successful implementation of the tasks accomplished by the Development Program of the headed structure.

Continuing, the head of the Service, on behalf of the department’s employees, expressed sincere gratitude to President Serdar Berdimuhamedov for signing a document granting permission to reside in Turkmenistan to a group of foreign citizens: this decision demonstrates commitment to the traditions of humanism of our ancestors. The Chairman of the State Migration Service wished the head of Turkmenistan, as well as Hero-Arkadag, good health, long life and success in government activities.

Summarizing the report, President Serdar Berdimuhamedov emphasized the need to further improve the work of the Service and ensure high quality of services offered to citizens. In this regard, the head of the State Migration Service was given a number of instructions.

Addressing members of the State Security Council, the Supreme Commander-in-Chief of the Armed Forces of the country noted that according to the Military Doctrine of Turkmenistan, which is purely defensive in nature, measures are being taken aimed at maintaining a high level of security and territorial integrity of the independent neutral Fatherland, strengthening its defense capability, improving the social and living conditions of the defenders of the Fatherland and members of their families. Speaking about this, the head of state said that the activities carried out in this direction will continue in the future.

At the meeting of the State Security Council, a number of other issues were also considered, and appropriate decisions had been made regarding it.

At the end of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov wished the participants good health and great success in responsible service for the sake of the peaceful and happy life of the people.
