Today, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag held the next meeting of the Presidium of the Khalk Maslakhaty, at which the issues connected with fulfilment of instructions of President Serdar Berdimuhamedov on celebration of the 35th anniversary of independence of our fatherland and preparation for organisation of the meeting of the Khalk Maslakhaty of Turkmenistan at a high level, were considered.
Among priority themes of the present time - preparation properly for the significant event in the life of the country, the national forum and maintenance of harmonious work of corresponding structures. The well-organised conduction of the event of historical significance in the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses» acts among key factors of economic development of the state and increase of standards of living of people.
Opening the next meeting of the Presidium of the Khalk Maslakhaty, the National Leader of the Turkmen people pointed out that at the extended meeting of the Cabinet of Ministers of Turkmenistan, took place on July 10 of the current year, summed up the work carried out to develop our independent fatherland for six months of 2026. At the same time, it was underlined that the President of Turkmenistan gave corresponding instructions concerning preparation of celebration of the 35th anniversary of independence of the country and conduction of the meeting of the Khalk Maslakhaty of Turkmenistan at a high level.
Proceeding from target goals and according to provisions of articles 15 and 16 of the Constitutional Law of Turkmenistan «On the Khalk Maslakhaty of Turkmenistan», the Presidium of the Khalk Maslakhaty today is called, Hero-Arkadag continued his speech.
The basic theme of the present meeting - discussion of preparation for the meeting of the Khalk Maslakhaty of Turkmenistan and its organised conduction at a high level.
As the National Leader of the Turkmen people marked, the agenda of the meeting includes such issues as preparation for forthcoming important events on the occasion of the 35th anniversary of sacred independence and announcement of the current year «Independent neutral Turkmenistan - the homeland of purposeful winged horses», work on nomination of our compatriots, who enjoy a great respect and honour among people and achieved high labour successes in various spheres for state awards and honorary titles and a number of other issues in commemoration of the glorious holiday of sovereignty of our fatherland.
Members of the Presidium of the Khalk Maslakhaty, heads of the Mejlis of Turkmenistan, the Cabinet, political parties and public associations, state executory bodies and mass media take part in the meeting.
In September of the current year, we will widely celebrate the holiday of sacred independence of our fatherland with our people in unity, Hero-Arkadag said and noticed that our united, happy people with special pride meet every year the main holiday of our sovereign, permanently neutral fatherland. At that, an emphasis was made that the holiday of independence - a significant event of huge significance for our country and united people.
With a view of conduction of the upcoming significant date at a high level, the «Law of Turkmenistan on the anniversary medal of Turkmenistan” has been recently passed «Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja», the National Leader of the Turkmen people continued his speech. As was underlined, during celebration of independence of the country, the next meeting of the Khalk Maslakhaty of Turkmenistan, at which will be summed up the reached successes and boundaries, and the work carried out in our independent state will take place, important problems facing us, proceeding from time requirements will be considered.
During today's meeting on the basis of the Constitutional Law of Turkmenistan «On the Khalk Maslakhaty of Turkmenistan» documents on convocation of the meeting of the Khalk Maslakhaty of Turkmenistan and creation of the Organizing committee for its conduction at a high level, definition of the date of conduction of the meeting, approval of the structure of the Organizing committee, and the events planned on the occasion of the 35th anniversary of sacred independence and announcement of the current year «Independent neutral Turkmenistan - the homeland of purposeful winged horses» will be adopted and discussed, the National Leader of the Turkmen people said. At the same time, one should consider the course of the work implemented to nominate our compatriots, who have achieved labour victories, for state awards and assignment of honorary titles.
In 2026, which was declared as «Independent neutral Turkmenistan - the homeland of purposeful winged horses», at the national and international level various events for glorification and popularisation of famous Turkmen Akhal-teke horses in the world are carried out, Hero-Arkadag continued his speech. From the beginning of the current year, our youth, which is engaged in equestrian sport, took part in international festivals, forums, championships, and beauty contests devoted to Akhal-teke horses held in Uzbekistan, Azerbaijan, Turkiye and other countries and displayed their high professionalism.
Along with it, it was underlined that in the United States of America, the People’s Republic of China, Great Britain and Republic of Tatarstan (Russian Federation) the events connected with horses and art of horse breeding were held. Meetings with horse breeders and experts took place. This year, the Group of national horse games «Galkynyş» properly presented Turkmen national horse breeding art in Azerbaijan and Türkiye.
Having successfully acted in the equestrian sports events organised in the city of Kazan (Republic of Tatarstan of the Russian Federation), famous equestrians received the first places. As you can see, in the year of the horse, a great deal of work has been carried out concerning our Akhal-teke horses, the Chairman of the Khalk Maslakhaty continued his speech and pointed out that at present, important events are planned to organize on the occasion of Independence Day of Turkmenistan.
As was underlined, within preparation for the meeting of the Khalk Maslakhaty of Turkmenistan, and according to such basic documents, as the Program «Revival of the new epoch of the powerful state: the National program of social and economic development of Turkmenistan in 2022-2052» and «Program of the President of Turkmenistan on social and economic development of the country in 2022-2028», corresponding heads should conduct an effective work.
The emphasis was made on the necessity to analyse realisation of measures planned in the forthcoming year for maintenance of stability of economic indicators, development of branches, making investments into new manufactures and further increase of standards of living of the population. In the given context, Hero-Arkadag underlined that as key purposes of the policy in this area creation of new workplaces, strengthening of health and increase of life expectancy of people, development of youth policy, maintenance of social security of the population act.
At the same time, one should continue work on introduction of new methods of teaching and preparation of experts, development of pharmaceutical industry, modernisation of industrial sectors, in particular, oil and gas, chemical, building, power, textile, agricultural branches, including on maintenance of food safety, the Chairman of the Khalk Maslakhaty stated.
As was marked, the strengthening of unity and coherence of people, well-being and further augmentation of power of our independent, permanently neutral state - an overall objective and key gaols of the Khalk Maslakhaty of Turkmenistan. Along with it, issues of wide attraction of broad masses to realisation of the adopted programs, preparation of proposals were in the centre of attention.
In this connection, the Khalk Maslakhaty of Turkmenistan should work in coordination with deputies of the Mejlis, the Government of the country to operatively react to the goals dictated by the present, to carry out preparation of proposals. According to article 19 of the Constitutional Law of Turkmenistan «On the Khalk Maslakhaty of Turkmenistan», the Office of the Khalk Maslakhaty together with the Organizing committee should carry out the work below, the National Leader of the Turkmen people said.
Hero-Arkadag underlined that in preparation for the meeting of the Khalk Maslakhaty of Turkmenistan and following the results of its conduction, members of the Khalk Maslakhaty, deputies, active workers of political and public organisations, the faculty of higher educational institutions, representatives of mass media should organise propaganda and explanatory actions, speeches and meetings on the historical, political significance of the activity of the Khalk Maslakhaty of Turkmenistan.
Besides it, the emphasis was made on the necessity together with the Organizing committee on the basis of the plan to carry out preparation for the meeting of the Khalk Maslakhaty of Turkmenistan and issues for preliminary consideration of the Khalk Maslakhaty, having discussed drafts of documents at the Organizing committee meetings. As was marked, by preparation for the meeting of the Khalk Maslakhaty of Turkmenistan one should provide an organizational-methodical management of the activity of the Khalk Maslakhaty branches in velayats, etraps and cities to carry out due work on consideration and registration of the proposals, which arrived from citizens and other applications.
The special attention was given to the importance of preparation of the program of the forthcoming meeting and necessary materials connected with illumination of activity of the Khalk Maslakhaty of Turkmenistan in mass media. The organizational work on preparation for the national forum should be carried out well coordinated together with the Mejlis of Turkmenistan, deputy-chairmen of the Cabinet of Turkmenistan, corresponding ministries and branch departments, khyakimliks of velayats, Ashgabat and Arkadag cities, public associations, the National Leader of the Turkmen people said.
As was marked, the Mejlis of Turkmenistan in interaction with ministries and branch departments, political parties and public associations by means of parliamentary diplomacy should continue work on illumination, avocation of the peaceful, humane internal and foreign policy of the state in connection with the 35th anniversary of sacred independence and announcement of the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses».
Hero-Arkadag also underlined that according to instructions of the President of the country, one should work well-organized for nomination of our compatriots who have achieved high labour victories and enjoy a great respect among people for state awards and assignment of honorary titles to promote worthy persons and appropriate registration of the given work.
Then, the National Leader of the Turkmen people asked to take the floor Deputy-Chairman of the Cabinet Kh.Geldimyradov who reported on the course of preparation for the meeting of the Khalk Maslakhaty.
The Deputy -Chairman of the Cabinet noticed that at present, in the country thanks to efforts of the President of Turkmenistan and Hero-Arkadag, a complex work is implemented to develop the national economy on an industrial-innovative basis and its digitalization, cardinal transformation and modernisation of industrial branches and spheres of services.
Thus, a special significance is attached to realisation of the events planned in the «Program of social and economic development of Turkmenistan and investments in 2026», to increase standards of living of the people, improvement of employment of the population, creation of favourable possibilities for maintenance of worthy working conditions.
The Deputy-Chairman of the Cabinet also reported that the measures aimed at successful solution of organizational issues, connected with preparation for the next meeting of the Khalk Maslakhaty are developed, and assured the National Leader of the Turkmen people that all efforts will be made to hold the national forum at a high level.
Throughout the meeting, Hero-Arkadag noticed that one should hold organizational issues of the forthcoming meeting of the Khalk Maslakhaty in the centre of attention. In that connection, the emphasis was made on the necessity to carry out all the work concerning the material and technical supply. For this purpose, one should adjust the co-ordinated activity of corresponding structures.
Then, the Chairman of the Khalk Maslakhaty gave the floor to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who pointed out that, proceeding from the instructions given by the President of Turkmenistan at the extended meeting of the Cabinet of Ministers, and the goals defined by Hero-Arkadag, preparation for the well-organised conduction of the next meeting of the Khalk Maslakhaty started. It was also especially underlined that at present, the state internal and foreign policy initiated by the National Leader of the Turkmen people, is successfully realised under the wise leadership of Arkadagly Hero Serdar.
In the given context, it was noticed that Turkmenistan has established diplomatic relations with the countries of the European, American, Asian, African and Australian continents. Constructive cooperation with authoritative international organisations is also carried out. All it visually testifies to fruitfulness of the neutrality policy pursued by our fatherland.
As was informed, in the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses», various events of international importance are planned. Among them – exhibitions, scientific-practical conferences, and events devoted to horse breeding and competition in equestrian sport. In it, the motto of the current year and goals and essence of the year find a visible embodiment.
In the given context, it was underlined that consecutive realisation of the internal and foreign policy of our fatherland includes the large-scale work aimed at maintenance of prosperity of the country and happy life of the people. As was marked, the status of neutrality of our state and its foreign policy strategy based on principles of peaceful disposition, good neighbourhood, received a wide recognition on the international scene. This creative course acts as an important factor of the strengthening of universal peace, security and sustainable development in inter-regional and global dimensions.
Hero-Arkadag underlined that the neutral status of Turkmenistan, which follows the way of all-round harmonious development, was three times recognised with corresponding Resolutions of the General Assembly of the United Nations. In this connection, the National Leader of the Turkmen people noticed that the actions of political character held in our country, should be conformable to the policy of neutrality of our fatherland. Thus, in the foreign policy strategy of Turkmenistan issues of maintenance of legal protection of people and consolidation of unity of our people should find due reflection.
For acquaintance with the course of preparation for the forthcoming important forum in places, the National Leader of the Turkmen people asked to take the floor the chairperson of the Khalk Maslakhaty in Akhal velayat M.Berdiev.
With pride marking prompt advancement of our fatherland thanks to tireless activity and consecutive efforts of the President of Turkmenistan and Hero-Arkadag, the speaker underlined that the key factor of maintenance of such positive dynamics of development are measures taken from the state on maintenance of happy life of the Turkmen people and prosperity of the country.
The developed large scale activity within the realisation of the Program of social and economic development of Turkmenistan and investments in 2026, will allow to celebrate solemnly the 35th anniversary of sacred independence, M.Berdiev continued his speech and pointed out an important role of the higher representative body of people's power - Khalk Maslakhaty of Turkmenistan - in successful fulfilment of creative work carried out in the country.
As was underlined, large undertakings and initiatives in interests of societies representing a special importance and defined by humanistic principles today are realised. All it inspires our people into great fulfilments. In that light, M.Berdiev assured that members of the Khalk Maslakhaty of Akhal velayat would use the best efforts for solution of the planned goals.
One should pay attention to preparation of the next meeting of the Khalk Maslakhaty, Hero-Arkadag said and marked the necessity to explain among the population, especially among the youth, the significance of the socially focused state policy, and also creation of special headings in periodicals. This work should have a regular character, the National Leader of the Turkmen people continued his speech and gave a number of corresponding recommendations.
Then, Secretary of the State Security Council, Minister of Defence B.Gundogdyev spoke and expressed warm gratitude to President Serdar Berdimuhamedov and Hero-Arkadag for establishment of the anniversary medal «Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja» with a view to award military men and employees of military and law enforcement bodies of the country, who will take an active part and will bring the personal contribution to carry out the solemn military parade at a high level on the occasion of the 35th anniversary of independence of our fatherland. As known, the head of the state signed the corresponding Law of Turkmenistan on July 10 of this year during the extended meeting of the Government of the country.
B.Gundogdyev underlined that the awarding of the staff, which will take part in the military parade in honour of the significant date, will promote increase of its combat spirit.
The Secretary of the State Security Council, Minister of Defence assured that all efforts will be made for successful fulfilment of target goals and also for the well-organised conduction of celebratory events, which take a special place in the life of our country and have a huge value in the context of this year declared «Independent neutral Turkmenistan - the homeland of purposeful winged horses».
The National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty pointed out that the establishment of the anniversary medal «Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja» with a view of celebration of the significant date at a high level is of great importance for enthusiasm of military men into further service. As was underlined, the solemn military parade should reflect fully the pride of the Turkmen youth for their beloved native land.
Then, the floor was given to chairwoman of the Committee of the Mejlis of Turkmenistan on science, education, culture and youth policy B.Myradova who noticed that now thanks to initiatives of Hero-Arkadag and the President of Turkmenistan, the country has developed a modern political and legislative basis relied upon rich historical experience of our glorious ancestors, combining democratic, legal and secular principles.
As was underlined, the Khalk Maslakhaty of Turkmenistan plays an important role in strengthening unity of the state and people, perfection of legal bases of the country and maintenance of social security of citizens. In that regard, the detailed information on the work carried out according to instructions of the head of the state on preparation for the next meeting of the Khalk Maslakhaty at a high level was given.
For carrying out the national forum, which should become an important historical event in the political, economic and cultural life of the country, a co-ordinated interaction of corresponding structures is properly provided, B.Myradova said and assured that all efforts for fulfilment of necessary work will be made.
The National Leader of the Turkmen people focused attention on the importance of co-ordinated actions on development of digital system in the country and integration of digital solutions into the town-planning program in the light of Arkadag city. It was also told of necessity of preparation of new laws and a number of recommendations on further work taking into account the national principles put by our wise ancestors, and its wide propagation were given.
Further, the floor was given to Deputy-Chairman of the Cabinet T.Atahallyev who noticed that according to the instruction of President Serdar Berdimuhamedov, within the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses», a number of events on horse breeding and equestrian sport are planned. In this connection, in our country various forums aimed at active popularisation of national horse-breeding traditions will be also organised abroad.
The art of horse grooming and traditional horse breeding created by Turkmen people have a long history have obtained in recent years a wide popularity in the world. Being inspired by exemplary principles of Hero-Arkadag and Arkadagly Hero Serdar – true connoisseurs of Akhal-teke horses, necessary efforts are made for augmentation of international recognition of Turkmen horses. In particular, the important part of the festive program is made up of events connected with equestrian sport.
Akhal-teke horses - the national property of the Turkmen people, who have brought a powerful contribution to the treasury of world civilisation, Hero-Arkadag said. As was underlined, the issues connected with augmentation of glory of "heavenly" horses and increase of their livestock, should be in the centre of attention constantly. Having emphasised a great value of equestrian sports actions, beauty contests among Akhal-teke horses and meetings of various levels, the National Leader of the Turkmen people made corresponding recommendations.
Then, Deputy-Chairman of the Cabinet N.Atagulyev informed that now within various actions, competitions and exhibitions, held in our country and abroad, activity in the sphere of national horse breeding extends. The Deputy-Chairman of he Cabinet underlined that detailed materials on unique features of Akhal-teke horses, which have no analogues in the world, cultivated thanks to self-denying work of Turkmen seyis, and narrate of various colours of racers and methods of their preparation are prepared.
Besides it, within the exhibition devoted to Turkmen horses, speeches of profile experts who will acquaint with the original history of the Akhal-teke breeds, prominent features of these noble horses possessing qualities, traditionally associating with the human are planned.
Hero-Arkadag stated that the recognition of Akhal-teke horses, which have brought a worthy contribution to development of world horse breeding, is a subject of special pride. As was underlined, exhibitions, which will be held in the current year, should reflect visually the love and respect of the Turkmen people for famous "winged" horses, and their significant role in world horse breeding. Concrete recommendations concerning a responsible approach to the organisation of forthcoming actions were made in this connection.
Then, Hero-Arkadag addressed participants of the meeting of the Presidium of the Khalk Maslakhaty of Turkmenistan and underlined that before the higher representative body of the country there are big goals to develop our fatherland.
The Khalk Maslakhaty, having continued joint with the Mejlis, the Government of Turkmenistan, public associations, should carry out effective work on the further all-around development of our fatherland, the National Leader of the Turkmen people said.
One of the primary goals is to carry out a productive work on successful realisation of adopted programs for further social and economic development of the country, consecutive democratisation of society.
For successful continuation of the policy of transformations in various areas in future, we should work over new proposals, the Chairman of the Khalk Maslakhaty said and pointed out that our overall objective - maintenance of peaceful life of the population of the country, creation of the comfortable environment for residing of each person.
Having noticed that issues, outlined on the agenda of today's meeting, were considered, the National Leader of the Turkmen people signed Resolutions of the Presidium of the Khalk Maslakhaty of Turkmenistan on convocation and well-organised conduction of the meeting of the Khalk Maslakhaty of Turkmenistan.
According to documents, the meeting of the Khalk Maslakhaty is convoked, the date and its place were defined. The Organizing committee is created and its structure is approved for its successful conduction at a high level.
Thus, we officially start the work connected with the high-level organisation of the meeting of the Khalk Maslakhaty of Turkmenistan, Hero-Arkadag said and expressed confidence that everyone will bring a worthy contribution to successful conduction of this important political action, and wished all participants sound health, family well-being and big successes in their work.
