Today, President Serdar Berdimuhamedov held an extended meeting of the Cabinet of Ministers, at which he summed up the work, executed for six months of the current year and considered the course of realisation of programs of social and economic development of the country and personnel issues. Reports of Deputy-Chairman of the Cabinet, a number of heads and khyakims of velayats were also heard.
Representatives of the Mejlis of Turkmenistan, members of the State Security Council, khyakims of regions, Ashgabat and Arkadag cities, rectors of higher educational institutions, editors of newspapers, magazines and other heads were invited to the expanded meeting of the Government.
Deputy-Chairman of the Cabinet Kh.Geldimyradov, who reported on macroeconomic indicators of national economy for six months of the current year, was the first to take the floor at the meeting.
As he reported, the rate of increase of GDP for the specified period made up 6,3 percent, including in the industrial complex 2,7 percent, construction - 6,7 percent, transport-communication sector - 10,4 percent, trade - 8,5 percent, agriculture - 2 percent and the sphere of services - 8,4 percent.
As compared with the similar period of 2025 for the January-June period of the current year as a whole output was above for 10,4 percent. In branches of economy positive industrial indicators were reached.
The volume of retail trade as compared with the corresponding period of the past year for six months increased by 10,1 percent, and foreign trade turnover - 7,5 percent.
In the specified period in due time salaries, pensions, welfare payments and scholarships student were also completely financed.
The volume of capital investments, made at the expense of all sources of financing, as compared with the similar period of the past year was more than 4,3 percent.
The report on the work executed for the January-June period of 2026 within the implementation «Program of the President of Turkmenistan on social and economic development of the country for 2022-2028», including the course of construction of different projects also sounded.
Then, Minister of Finance and Economy M.Astanagulov reported on fulfilment of the state budget, development indicators of capital investments and realisation of the national rural redevelopment program for the first half of the year.
As he informed, as of July 1 of the current year, the revenues part of the main financial plan of the country was executed by 102,1 percent, and expenditures part - 97,4 percent.
For the specified period, the revenues part of local budgets was executed by 103,8 percent, and expenditures part - 97,9 percent.
For the January-June period of 2026, 92 meetings of the balance commissions, including 64 regional ones, in which results of financial and economic activity of the ministries and branch departments, and their subordinate establishments and enterprises were considered, were held.
The volume of investments made at the expense of all sources of financing, directed to the development of national economy, as compared with the corresponding period of the past year, grew by 4,3 percent and in the ratio to GDP made up 16,5 percent. For erection of industrial projects 45,1 percent from the total amount of capital investments was directed and 54,9 percent – for constructions of social and cultural projects.
He also reported on the work executed within the realisation of the national rural redevelopment program.
Chairman of the State Statistics Committee D.Amanmuhammedov reported on plans for six months of the current year fulfilled by ministries and sectoral departments.
As he informed, for the January-June period of 2026, in the industrial a sector steady growth was observed. So, extraction of natural gas made up 39 billion 147,2 million cubic metres, oil - 4 million 129,8 thousand tons. As compared with the similar period of 2025, the growth of manufacture of diesel fuel reached 0,7 percent, lubricant oils - 7,2 percent, oil bitumen - 39,9 percent, liquefied hydrocarbon gases - 64,5 percent, cement - 7,2 percent, confectionery - 6,9 percent, sausage production - 6,7 percent, dairy production - 4 percent, bakery products - 1,3 percent.
Positive indicators were maintained in the transport-communication sector. Indicators of cargo transportation by all types of transport, which increased by 3,7 percent and passenger transportation - 2 percent, can serve as a clear acknowledgment for the fact. The volume of rendering of telecommunication service grew by 15,3 percent.
In agriculture, for the January-June period of the current year, as compared with the corresponding period of 2025, grain manufacture grew by 11,6 percent, vegetable production - 12,8 percent, gourds - 3,3 percent, potato – 4,2 percent, milk – 0,3 percent.
Good indicators for six months of this year were observed in the private sector of economy.
The head of the State Committee also reported on adopted measures with a view of perfection of the sphere of statistics, exchange of experience in this sphere with the international organisations according to realities of the time.
Then, chairman of the Central Bank T.Malikov reported on results of activity of banks of the country for the January-June period of 2026.
As he reported, as compared with the corresponding date of the past year, as of July 1 of the current year, the volume of the credits, which were allocated by banks for development of economy, grew by 7,4 percent, private sector - 23,6 percent, physical persons - 24,5 percent.
As of July 1 of 2026, volumes of the mortgage loans, which were allocated according to the Resolution of the President of Turkmenistan to citizens for acquisition of real estate in Ashgabat and Arkadag cities and in velayats, increased by 17,6 percent.
Having heard reports, President Serdar Berdimuhamedov emphasised the necessity of continuation of the large-scale transformations, which are carried out in all spheres of national economy for further increase of social standards of living of people.
It was pointed out that one should develop further the tax system to ensure the stability of the state budget and achieve timely and fully payment of taxes.
One should strengthen the control over the rational and target use of budgetary funds, take necessary measures for maintenance of fulfilment of the revenues and expenditures parts of the state budget till the end of the current year, the head of Turkmenistan underlined and stated the significance of preparation of the state budget for the next year within established terms.
President Serdar Berdimuhamedov also underlined that for maintenance of steady economic growth one should give particular attention to maintenance of the stable course of the national manat. At the same time, the necessity of consecutive growth of volumes of the investments made in economy, perfection of activity of banks, increase in kinds of digital services was marked. Along with it, the Deputy-Chairman of the Cabinet was instructed to develop further cooperation with the international financial organisations.
Then, Deputy-Chairman of the Cabinet G.Agajanov reported on results of the work implemented for the January-June period of 2026 in oil and gas production, expansion of routes of their deliver to world markets.
As he reported, in the specified period, the oil production plan was executed by State Concern "Türkmennebit" by 108,3 percent, by oil refining factories of the Concern the oil refining plan was fulfilled by 104,1 percent.
The gasoline production plan was fulfilled by 116 percent, diesel fuel - 111,4 percent, polypropylene - 100 percent, lubricant oils - 119,4 percent, liquefied gas-118,5 percent, extraction of natural and accompanying gas - 107,6 percent.
Having heard the report, President Serdar Berdimuhamedov informed that he made a decision to release G.Garlyev from the post of chairman of "Türkmengeologiýa" State Corporation in connection with his transition to other post and to appoint B.Amanov to this post and release him from post of deputy chairman of the State Concern "Türkmengaz". In that connection, the head of Turkmenistan signed corresponding documents.
Having expressed warm gratitude to the President of the country for the rendered high trust, B.Amanov assured that he will make his best efforts for successful fulfilment of goals facing the State Corporation and wished the head of the state and Hero-Arkadag sound health, longevity and successes in their activity for happy life of our people and prosperity of our fatherland.
Then, addressing heads of the complex, President Serdar Berdimuhamedov noticed that development of the oil and gas sector, diversification of export of natural gas to world markets act as priority plans. In this connection, am emphasis was made on the importance of successful fulfilment of target tasks for oil and natural gas production, ensuring of their saleable condition, continuations of effective development of «Galkynyş» gas deposit.
The head of Turkmenistan also underlined that one should modernise and increase capacities of the enterprises of the complex consistently. At the same time, they were instructed to carry out exploration activities, to raise productivity of new hydrocarbon deposits, and produce non-polluting production.
Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity of the subordinate complex for the January-June period of 2026.
As he informed, for the specified period, the production and work plan in the given sector was fulfilled by 127,9 percent.
By the Ministry of Construction and Architecture, the production and work plan was fulfilled by 104,5 percent, by the Ministry of Industry and Construction Production - 132,7 percent, by the Ministry of Energy - 106,2 percent.
By the Ministry of Motor Roads, the work plan was executed by 110,2 percent, by "Türkmenhimiýa" State Concern - 114 percent and by khyakimlik of Ashgabat city - 127,4 percent.
Having heard the report, President Serdar Berdimuhamedov focused attention on the necessities of adoption of appropriate measures for full involvement of the enterprises of the construction and industrial complex, consecutive increase in the list and volume of goods, modernisation of manufactures, and construction of new enterprises.
The head of the state also noted the importance to strengthen work on maintenance of uninterrupted functioning of chemical enterprises, reliable supply of internal and external consumers by electric power, reconstruction at the expense of the strengthening of the material and technical basis of the branch of motor roads and maintenance of their conformity to the world standards.
The President of Turkmenistan also instructed the Deputy-Chairman of the Cabinet to hold under strict control the quality and commissioning of the projects to open by the end of the current year within established terms.
Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work of the subordinate ministries and branch departments, and the private sector for the January-June period of this year.
As he informed, for the considered period, by the Ministry of Trade and Foreign Economic Relations, the rate of increase of goods turnover as compared with the similar period of the past year made up 108,8 percent.
By the Ministry of Textile Industry, the rate of increase of production was fulfilled by 106,3 percent.
The rate of increase of the received aggregate profits at the enterprises of State association «Türkmenhaly» reached 107,4 percent.
For the accounting period, the State Commodity and Raw Materials Exchange held 146 exchange auctions, in which 15 thousand 377 contracts were registered.
For the January-June period of 2026, the rate of increase of the executed work by the Chamber of Commerce and Industry made up 118,5 percent. For the specified period, 13 exhibitions and 5 conferences were held.
By the Union of Industrialists and Entrepreneurs, the rate of increase of manufacture of agricultural and food production was 109 percent, industrial goods - 110,3 percent.
Having heard the report, the head of Turkmenistan emphasised the significance of conduction of productive work for full involvement of the industrial potential of the sphere of trade. As was marked, one should hold in the centre of constant attention issues of improvement of supply of home market and shops with food and other demanded production, maintenance of the quality of service for the population.
One should take henceforth program measures for creation of new manufactures, growth of output and rendered services, the President of the country marked and stated the importance of wide use of possibilities of the private sector in this sphere.
Along with it, the necessity of realisation of complex measures for improvement of the quality of textile products and use of international experience was underlined in organisation of trade of carpets and carpet production. Besides it, the Deputy-Chairman of the Cabinet was given concrete commissions on further perfection of activity of the State Commodity and Raw Materials Exchange and Chamber of Commerce and Industry and on introduction of high technologies of developed states for increase of export potential of the country.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the subordinate sphere for the January-June period of the current year.
As she informed, in the specified period, on the occasion of the motto of 2026 «Independent neutral Turkmenistan - the homeland of purposeful winged horses», the glorious 35th anniversary of sacred independence of our fatherland, holidays and significant dates of the national calendar, the opening of social and cultural projects various events took place and results of creative competitions were summed up.
In Balkan velayat, the Week of culture was organized.
Thanks to the peaceful foreign policy of the President of Turkmenistan, various cultural actions of international value were also successfully held. In the capital, at high level the international exhibition and conference «Turkmentravel - 2026», Days of Opera of TURKSOY and Ashgabat and Arkadag cities - Days of culture of the Azerbaijan Republic took place.
In Moscow (Russian Federation) Days of culture of Turkmenistan, and in Rome (Italy) - an archaeological exhibition «Ancient civilisations of Turkmenistan» were held.
The group of national horse games «Galkynyş» and professional circus performers of our country successfully acted in the Azerbaijan Republic and the city of Istanbul (Turkiye).
For all-round study of monuments of history and their popularisation among the youth, in the spring of the current year, at historical and cultural monuments the next stage of scientific researches and restoration works were carried out.
Besides it, the Deputy-Chairwoman of the Cabinet reported on the activity of the Turkmen state publishing service, «Türkmenfilm» Association named after Oguz han and mass media.
Having heard the report, President Serdar Berdimuhamedov released A.Shamyradov from the post of minister of culture for serious shortcomings admitted in his work. To this post, the head of the state appointed G.Myradalyev with a trial period of 6 months and released him from the post of deputy minister of culture, and signed corresponding documents.
Having expressed warm gratitude to the President of Turkmenistan for the rendered trust, G.Myradalyev assured that at the new post he will do his utmost and wished the head of the state and Hero-Arkadag sound health, longevity and successes in their activity for happy life of our people and prosperity of our fatherland.
At the meeting, the head of the state noticed that he made a decision to release A.Khojaberdiyev from the post of editor-in-chief of the newspaper «Nesil» for serious shortcomings admitted in his work and to appoint to this post with a trial period of 6 months Kh. Shanazarov and signed corresponding documents.
Then, addressing the Deputy-Chairwoman of the Cabinet, President Serdar Berdimuhamedov pointed out the necessity of strict control over the appropriate organisation of activity of establishments of the sphere of culture, and further conduction of purposeful work on fundamental study and popularisation of ancient heritage of people and literary values. The special accent was made on the significance of attraction of tourists to historical and cultural monuments.
The head of the state also underlined that one should improve the activity of libraries and museums on the basis of international experience, to create new modern both substantial art and documentary films, effectively use capacities of Turkmen state publishing service.
The President of the country also instructed her to prepare for the actions timed to the 35th anniversary of independence of our fatherland properly.
Then, Deputy-Chairman of the Cabinet B.Mammedov reported on results of activity of subordinate structures for the January-June period of the current year.
As he informed, during the considered period, the improvement of the education system continued, advanced methods of teaching were widely applied. Schoolchildren and students won 992 medals at international subject and Internet Olympiads.
For six months of the current year, the measures aimed at further development of the sphere of science, increase of efficiency of scientific research were taken. On the occasion of Day of science, the international scientific conference, and the ceremony of awarding of winners of the competition of scientific works among the youth took place.
In the specified period, in treatment-and-prophylactic activity advanced methods of applied medicine were introduced. At the expense of funds of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov operations and treatment of sick children were carried out.
Along with it, an effective work was implemented to develop physical training and sports. In the specified period, sportsmen of our country took part in the international competitions and won 415 various medals.
During the meeting, the head of the state signed Orders on approval of the plan of admission of students into the higher and secondary professional educational institutions in 2026, on approval of structure of the State commission for admission into the higher and secondary professional educational institutions, and approval of the plan of admission into courses of the Academy of Public service under the President of Turkmenistan in the 2026-2027 educational year and wished big successes to the youth, aspiring to enter higher educational institutions.
President Serdar Berdimuhamedov noted the importance of appropriate preparation for the new academic year and timely conduction of repair work in educational institutions.
This year new buildings of Turkmen state architecture and construction institute and Turkmen state teacher training institute named after Seyitnazar Seydi will be opened, the head of the state said and instructed to prepare properly for ceremonies of their commissioning into operation. He also instructed to continue perfection of activity of these higher educational institutions.
In higher educational establishments of the country, one should admit talented, most worthy representatives of the younger generation and hold entrance examinations well organized and fairly and ensure control by the public, President Serdar Berdimuhamedov underlined.
Along with it, the head of the state marked the necessity of effective continuation of research activity, adoption of concrete measures on introduction of solutions developed by research institutes in branches of the economy. Besides it, one should strengthen regularly the material and technical basis of the sphere of public health services, increase cooperation with profile establishments of developed countries for improvement of the quality of medical services rendered to the population.
Having noted the importance of further work on creation of conditions to attract the youth to practise mass sports, the President of Turkmenistan gave the Deputy-Chairman of the Cabinet corresponding instructions.
Deputy-Chairman of the Cabinet B.Annayev reported on results of the activity carried out by accountable structures for six months of this year.
As he informed, the rate of increase of the executed work and rendered services by the transport-communication complex made up 113,9 percent.
As compared to the similar period of the past year, the plan for cargo transportation by means of automobile, railway, air, sea and river transport reached 103,1 percent, and passenger transportation - 102,9 percent.
For the considered period, the rate of increase in services in the Ministry of Railway Transport made up 106,8 percent, the Ministry of Motor Transport - 120,3 percent, Public Service «Türkmenhowaýollary» - 118,1 percent, Public Service of Marine and River Transport - 100,3 percent, Ministry of Communications - 115,3 percent.
Having heard the report, President Serdar Berdimuhamedov focused attention on necessities of consecutive perfection of activity of the transport-communication sector, growth of volumes of passenger and cargo transportation, improvement of the quality of services rendered in this sphere.
The head of the state also noted the significance of increase of productivity of work on increase in throughput and modernisation of railway system, growth of goods traffic and transit transportations by international highways, the strengthening of cooperation for optimisation of transport-transit corridors passing through our country.
President Serdar Berdimuhamedov underlined that one should undertake practical steps for effective utilisation of international airports, regular modernisation of aircraft depot, increase in volumes of cargo transportation, which is carried out through the international seaport of Turkmenbashi, and maintenance of productive work at the ship building and repair factory "Balkan".
Speaking of the importance of modernisation of activity of the communication sector, adjustment of rendering of new types of service in this sphere according to requirements of the time, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.

Khyakim of Akhal velayat T.Nurmyradov reported on results of the work executed in the region for the January-June period of the current year.
As he informed, these days in the velayat transportation of the collected crop of wheat from places of reception to elevators is carried out. In the areas released after grain harvesting the ploughing is carried out, preparation of agricultural machinery and high-quality seed material for the forthcoming sowing campaign is made.
In the fields sown by cotton, interrow cultivation, application of mineral fertilizers and watering proceed.
Along with it, in agricultural fields of the velayat, the harvesting of potato and vegetables and gourds and preparation for the autumn sowing campaign is conducted.
Besides it, he reported on the course of realisation of the national rural redevelopment program.
Khyakim of Balkan velayat Kh. Ashyrmyradov reported on results of the work executed in the region in the first half of the year.
As he informed, at present, along with transportation of the collected grain to elevators and barns, necessary measures are taken to prepare for the forthcoming sowing campaign of the areas released from wheat.
According to agro-technical requirements, proper care of cotton, in particular interrow processing, application of mineral fertilizers and watering is carried out.
At the same time, in the velayat, the harvesting of potato, vegetables, gourds, and preparation for the autumn sowing of agricultural crops proceed.
The information on the course of realisation of the national rural redevelopment program also sounded.
Further, khyakim of Dashoguz velayat D.Babayev reported on the works executed for six months of the current year.
As he informed, these days with a view of preparation for the forthcoming sowing of wheat in the fields released after harvest, ploughing and preparation of seeds is conducted.
In the areas sown with cotton, interrow processing, application of mineral fertilizers and watering are carried out.
In rice fields according to agro-technical standards, due care and application of mineral fertilizers are provided.
Along with it, the harvesting of spring potato, vegetables and gourds, supply of the population with these produces are carried out.
Besides it, he khyakim reported on fulfilment of the works planned to carry out during the current year, according to the national rural redevelopment program.
Then, khyakim of Lebap velayat D.Genjiyev reported on results of the activity in the region for the January-June period of this year.
As he informed, these days, measures on transportation of collected wheat from places of reception to elevators and warehouses, maintenance of its appropriate storage are taken. In the fields released after grain harvest, preparation for the harvest of the next year goes on and ploughing and application of mineral fertilizers in particular are carried out.
In cotton fields, due care of crops proceeds.
Along with it, practical steps are implemented to harvest vegetables and gourds and supply the population with these crops. According to agro-technical standards, proper care is ensured of rice fields.
He also reported on work carried out in the region within the implementation of the national rural redevelopment program.
During the meeting, the President of Turkmenistan released the khyakim of Lebap velayat, chairman of the State Water Economy Committee D.Genjiyev from the post of khyakim of the velayat. Having appointed Kh. Ashyrmyradov to this post, the head of the state dismissed him from the post of khyakim of Balkan velayat and signed corresponding documents.

During the meeting, the President of Turkmenistan informed that he made a decision to release D.Annaberdiev from the post of khyakim of Mary velayat in connection with his transition to other post and appointment of B.Orazgylyjov who works as director of the research institute of agriculture of the Ministry of Agriculture to that post.

In the agricultural complex, the rate of increase of manufacture as compared with the similar period of the past year, made up 109,8 percent. By the Ministry of Agriculture this indicator was equal to 106,4 percent, by the Ministry of Environmental Protection - 100,1 percent, by the State Water Economy Committee - 104,8 percent, by State Concern "Türkmenpagta" - 100,9 percent, by State Association «Türkmengallaönümleri» - 123,2 percent, by State Association «Türkmenobahyzmat» - 100,1 percent, by State Association of Food Processing Industry - 118,7 percent, by State Association of Cattle-Breeding and Poultry Farming Industry - 105,2 percent, by State Association «Türkmen atlary» - 112,3 percent. The plan on development of investments was executed by 135,5 percent.
As he informed, at present, within the seasonal campaigns necessary measures on transportation of the collected crop of wheat from reception points to warehouses and elevators and rational storage and maintenance of appropriate storage of grain are realised. The preparation for the future crop, in particular the ploughing of the fields released after wheat harvest, preparation of high-quality seeds, agricultural machinery and equipment, which will be involved in the forthcoming sowing campaign, is carried out.
In the areas sown by cotton, according to agro-technical standards, interrow processing, application of mineral fertilizers, watering are carried out.
In Dashoguz and Lebap velayats, proper care is taken of rice fields.
Addressing Deputy-Chairman of the Cabinet T.Atahallyev, heads of the agricultural branch, khyakims of velayats, Ashgabat and Arkadag cities, the head of the state emphasised the importance of strict control over successful realisation of the Program of the President of Turkmenistan on social and economic development of the country for 2022-2028 and the national rural redevelopment program, and course of construction of apartment houses, hospitals, and other social projects in velayats and further transformation of the architectural shape of cities.
The head of the state also noticed that one should continue work on supply of the population by potable water, electric power and natural gas, maintenance of cleanliness and timely accomplishment.
Along with it, the President of Turkmenistan stated the necessity of maintenance and full execution of local budgets.
The head of the state also underlined the importance of due care of crops to yield rich harvest according to agro-technical requirements and the strengthen organizational and methodical work with a view of increase of productivity of agricultural production, in particular grain and cotton, maintenance of high-quality seeds of wheat, increase in kinds and improvement of quality of food production, modernisation of enterprises of food-processing industry.
At the same time, it was underlined that one should hold the supply of the population with flour, bread and grain production, increase of productivity of the work conducted with a view of increase of livestock of cattle and poultry in the centre of constant attention, and strict control over effective involvement of agricultural machinery and stock.
The President of Turkmenistan emphasised the significance of the appropriate organisation of processing of cotton at the profile enterprises and supply of high-quality raw materials to textile complexes.
Besides it, he gave instructions concerning an effective work on the rational use of water resources and creation of additional water supplies.
The head of the state instructed to take further measures on preservation of the environment and transformation of the country into a blossoming garden, development of horse breeding and increase in the head of Akhal-teke horses.
Addressing participants of the expanded meeting, President Serdar Berdimuhamedov with satisfaction stated that in the country the generous crop of wheat was reaped, daykhan-grain-growers produced high-quality grain and achieved good indicators.
- The reaped crop of wheat - riches of our native people, our sovereign fatherland, prosperity and abundance of our sachaks, - the head of the state said.
Having warmly congratulated grain-growers who have done big work on cultivation and gathering of grain and have successfully executed their production plans, the President of Turkmenistan wished them new labour victories.
Further, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on the work of the Ministry of Foreign Affairs for the January-June period of the current year.
He underlined that the corresponding work aimed at fulfilment of goals on realisation of the foreign policy of neutral Turkmenistan was carried out for the considered period under the leadership of President Serdar Berdimuhamedov. In particular, the activity aimed at development of friendship and constructive cooperation in bilateral and multilateral formats with foreign countries and the international organisations was carried out.
As known, in promotion of international partnership a special role is given to visits and summits. Visits of the National Leader of the Turkmen people, Chairman of he Khalk Maslakhaty Hero-Arkadag to foreign countries, in particular on February 16-19 of this year – to the United States of America, on March 18-19 – to the People’s Republic of China, on April 8-9 – to the Austrian Republic, on May 13-14 – to the Republic of Tatarstan of the Russian Federation, on May 16-17 - to the United Kingdom of Great Britain and Northern Ireland were in this connection organised.
The President of Turkmenistan made visits to the Republic of Kazakhstan on April 21-22 of the current year and to the Azerbaijan Republic on June 22-23.
Among key areas of the foreign policy strategy of our fatherland, promotion of effective partnership with authoritative international structures was defined. In this connection, Hero-Arkadag within his visit to the Austrian Republic, held meetings with the Director General of the International Atomic Energy Agency, United Nations Industrial Development Organization, Under Secretary-General of the United Nations. Besides it, a number of heads of international structures visited our country, in particular on January 21-23 of the current year - the Director-General of the Food and Agriculture Organization of the United Nations and on March 17-19 - Secretary General of the Conference on Interaction and Confidence Building Measures in Asia.
Within the presidency of Turkmenistan in the CIS in 2026 sessions of various councils, commissions, other meetings and actions were held. In that connection, on May 22 in the capital the meeting of heads of Governments of the Commonwealth of Independent States took place, for participation in which Turkmenistan was visited by heads of the governments of the countries of the Commonwealth.
During the considered period, through the Ministry of Foreign Affairs our country was visited with 373 delegations, and 693 delegations from Turkmenistan visited abroad.
For the January-June period, 253 meetings of various levels in the online mode were held. In our country, 1205 official negotiations and meetings were held with representatives of foreign states and international organisations. The contract-legal base of the international relations was filled up with 101 documents.
The work on political consultations of foreign policy departments of foreign countries was also carried out. During the accounting period, political consultations of the Minister of Foreign Affairs of Turkmenistan with heads of foreign policy departments of the Austrian Republic, the United Arab Emirates, the United Kingdom of Great Britain and Northern Ireland, the People’s Republic of China, Republic of Kazakhstan, and with the State Secretary of the United States of America took place.
Along with it, for the January-June period of 2026 consultations of foreign policy departments of the Republic of India, Kingdom of Morocco, the Russian Federation, Federal Republic of Germany, Republic of Zimbabwe, the Azerbaijan Republic, Republic of Uganda, Republic of Korea, Republic of Armenia, Byelorussia, Kingdom of Cambodia and Ukraine were held.
Besides it, in the specified period, the Minister of Foreign Affairs of Turkmenistan carried on negotiations with the Secretary General of the United Nations, the Chairman of the 80th session of the General Assembly of the United Nations, President of the European Bank for Reconstruction and Development, Secretary General of International Maritime Organization and Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization.
Consecutive steps were also taken to strengthen and expand diplomatic relations through Embassies that acts as one of the important areas of the foreign policy strategy of neutral Turkmenistan.
For the January-June period of 2026, credentials from newly appointed Ambassadors Extraordinary and Plenipotentiary of the Republic of Chad to our country, Republic of Indonesia, the Italian Republic, Republic of Korea, the Argentina Republic, the Arabian Republic of Egypt and Finland were accepted.
At the same time, credentials were handed by Ambassadors Extraordinary and Plenipotentiary of Turkmenistan to the Kingdom of Thailand, the United States of America and Ireland, and permanent representatives of Turkmenistan at the United Nations Organization, the Organization of Islamic Cooperation and officially started their duties.
Summing up the report, President Serdar Berdimuhamedov pointed out that independent Turkmenistan, following the legal status of positive neutrality, realises the peace-loving policy of "open doors», based on principles of good neighbourhood and mutually beneficial cooperation. In this connection, the head of the state focused attention on the importance of the further development of productive partnership with the world countries in political-diplomatic, trade and economic, cultural-humanitarian and scientific-educational spheres, and fruitful interaction with the international structures.
This year, it is planned to hold a number of international political events, the President of Turkmenistan said and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to start preparation for the planned international actions in the country and to provide a high level of their organisation.
Then, the floor was given to Chairwoman of the Mejlis D.Gulmanova, who informed on the activity of the national parliament for the January-June period of the current year.
As she informed, in the specified period, 6 Laws of Turkmenistan and 11 decisions of the Mejlis were adopted. Along with it, and amendments and additions were made to the legal acts in force in connection with protection of the rights and legitimate interests of citizens, maintenance of industrial safety of industrial objects, perfection of accounting and financial reporting, licensing of separate kinds of activity, highways and road activity, preservation of the environment and biological water resources, increase of efficiency of migration policy.
Along with it, credentials from 5 Ambassadors Extraordinary and Plenipotentiary of several countries accredited in Turkmenistan were received. 18 meetings with representatives of parliaments of various states and international organisations were also held. Deputies and specialists of the Mejlis took part in 64 seminars concerning perfection of legislative activity and maintenance of realisation of state programs held by ministries and branch departments together with international structures. For the purpose of exchange of experience, 15 business trips of deputies were made abroad.
The head of the national parliament also informed that according to instructions of the President of the country, the Mejlis carried out corresponding work on preparation of the bill of Turkmenistan «On approval of the anniversary medal of Turkmenistan «Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja».
According to article 82 of the Constitution of Turkmenistan, the Chairwoman of the Mejlis submitted the draft of the given law prepared with the valuable advice of hero Arkadag for consideration of the head of the state.
President Serdar Berdimuhamedov noticed that within the strengthening of the legislation of our state a number of Laws of Turkmenistan were adopted, and amendments and additions were made to many legal acts. In that connection, the head of the state emphasised the importance of the further consolidation and perfection of legislative basis of the country.
Addressing participants of the meeting, President Serdar Berdimuhamedov underlined that in our sovereign state, the 35th anniversary of our sacred independence will be marked with great pomp. In the given context, the head of the state with a view of conduction of the forthcoming holiday at high level, signed the Law of Turkmenistan «On establishment of the anniversary medal of Turkmenistan «Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja».
Continuing the meeting, President Serdar Berdimuhamedov underlined that results of the executed work for six months show successful realisation of the adopted programs.
The head of the state with satisfaction stated that for the accounting period, the rate of increase of GDP made up 6, 3 percent. According to the Program of social and economic development of Turkmenistan and the Investment program for 2026, in the specified period, in the country capital investment in volume of 18 billion 600 million manats was made that as compared with the similar period of the past year was higher by 4,3 percent.
In velayats, cities and etraps of the country 309 thousand square metres of housing were put into operation. On a planned basis, construction of industrial projects, new settlements, schools, kindergartens and other constructions are conducted, President Serdar Berdimuhamedov said.
For the past half a year, the national economy steadily developed. The activity on creation of new enterprises for manufacture of various competitive quality goods was carried out. The necessary work aimed at achievement of economic and financial stability, improvement of labour employment was conducted. The country export potential grows, in branches digital technologies are widely introduced, the head of Turkmenistan underlined.
As was marked, in the second half of current year, in Avaza national tourist zone the summit of heads of the states and other actions of international value is planned. Thus the accent was made on the necessity of due preparation for the organisation of the Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic.
This year Turkmenistan presides in the Commonwealth of Independent States. In the given context, one should provide a high level of the next meeting of the Council of heads of CIS states, President Serdar Berdimuhamedov said.
As was underlined, a number of events of international significance is also planned. In that connection, he pointed out the necessity to prepare properly for them and at high level to celebrate holidays of independence and neutrality of our fatherland.
During celebration of sovereignty of our country in the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses» the next meeting of the Khalk Maslakhaty of Turkmenistan will be held and successes in development of our sovereign state will be considered in solemn conditions and the reached boundaries will be summed up and forthcoming important issues will be discussed, the head of the state said.
In the given context, it was underlined that the Khalk Maslakhaty and Mejlis together with the Cabinet, khyakimliks, corresponding ministries, branch departments, public organisations should prepare for the meeting properly. The expediency of decision-making on formation and approval of the structure of the organising committee on convocation of the next meeting of this higher representative body, definition of the date and venue of the forthcoming action, maintenance of the high level of its organisation was stated.
The given Organizing committee should give a great value to fulfilment of corresponding work on representation of the citizens who have brought the contribution to successes of the country in political, economic and cultural spheres, enjoying the great respect among people, to the state awards and assignment of honorary titles. The Khalk Maslakhaty and Mejlis of Turkmenistan should properly work on these issues, the head of the state said.
Summing up the said, President Serdar Berdimuhamedov noticed that as a whole indicators for the first half of the year in the country are satisfactory and instructed heads of all ministries and branch departments to hold on July 11 meetings following the results of six months.
The head of Turkmenistan allowed heads, except the agricultural complex and khyakims of velayats to take their labour holiday from August 1 and to spend it in sanatoria of the country and Avaza national tourist zone.
At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.
Concluding the expanded meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their activity.
