Today, President Serdar Berdimuhamedov held an online regular meeting of the Cabinet of Ministers to consider number of issues of state life.
Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out to further improve national legislation, was the first to take the floor at the meeting.
As she informed, proceeding from positions of the Constitution of Turkmenistan and standard norms of international law, due work is carried out to prepare the bills connected with legal support of joining of our country the international documents. With a view of strengthening the rights and freedoms of the individual, legal interests of society and state corresponding amendments and additions are made in accordance with realities of the time to Criminal, Criminal procedure, Criminal administration, Arbitration procedure, Civil procedure codes of Turkmenistan.
In addition, the Mejlis received credentials from newly appointed Extraordinary and Plenipotentiary Ambassador of the Finnish Republic to Turkmenistan. Deputies took part in seminars and the meetings organised by structural divisions of the United Nations together with corresponding state structures of the country.
Having heard the information, President Serdar Berdimuhamedov emphasised the significance of further perfection of national legislation.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work implemented to introduce digital technologies in the banking system and optimisation of bank activity.
As he reported, at present, proceeding from the goals following from «Concepts of development of digital economy in Turkmenistan for 2026-2028», with a view of observance of corresponding international requirements by the State Bank for Foreign Economic Affairs, the proper activity is realized to use electronic services and software is carried out. It will allow to improve the work of banking system and to modernise its material and technical basis.
In this connection, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state a relevant proposal.
Having heard the report, President Serdar Berdimuhamedov pointed out that an effective work is implemented to introduce modern technologies in the national bank sphere. Having approved the proposal to strengthen the material and technical basis of the State Bank for Foreign Economic Affairs, the head of Turkmenistan gave the Deputy-Chairman of the Cabinet a number of instructions to that end.
Further, Deputy-Chairman of the Cabinet G.Agajanov, who reported that at present, thanks to the attention rendered by the President of Turkmenistan and Hero-Arkadag to development of the fuel and energy complex, informed on the necessary work on consecutive increase of potential of the oil and gas branch and the further strengthening of cooperation in this sphere with large foreign companies.
As he informed, according to the Resolution of the head of Turkmenistan, «Türkmennebit" State Concern was allowed to enter into an agreement on development of licenced blocks in the Turkmen sector of the Caspian sea between the Malaysian company «Petronas Çarigali (Turkmenistan) Sdn. Bhd» and the "Hazarnebit" state enterprise of the State Concern. On the occasion of this important event, the Deputy-Chairman of the Cabinet on behalf of all workers of the oil and gas complex expressed warm gratitude to Arkadagly Hero Serdar and Hero-Arkadag and wished sound health, longevity, successes in their large scale activity for the benefit of our people and prosperity of our fatherland.
Further, the Deputy-Chairman of the Cabinet reported on the activity of "Türkmengeologiýa" State Corporation and measures implemented to industrially develop rich hydrocarbon deposits and effective drilling activities in geologic prospecting wells. Thus, a special significance is given to application of experience and technological possibilities of leading foreign companies.
In this connection, for consideration of the head of the state, a relevant proposal was presented.
Having heard the report, President Serdar Berdimuhamedov emphasised the importance of increase of productivity of the geological prospecting and drilling activities, which are carried out by "Türkmengeologiýa” State Corporation. Having approved the proposal prepared with a view of introduction of international advanced practice in this area, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural complex and course of seasonal campaigns in velayats.
As he informed, practical steps are taken to ensure the gathering of wheat within short terms in the country, and to realise settlement of mutual accounts with manufacturers for the grain yield for the state.
According to agro-technical standards, in cotton fields of regions, the co-ordinated interrow cultivation, application of mineral fertilizers and watering are carried out.
Besides it, in Dashoguz and Lebap velayats, the rice sowing, and in Mary velayat, - sugar beet sowing proceeds.
Proceeding from target goals on increase in volumes of output of agricultural products and the further strengthening of food abundance, proper care is provided for vegetables and gourds and the gathering of the grown crop proceeds.
Having heard the report, President Serdar Berdimuhamedov pointed out that it is necessary to hold further complex development of the agricultural branch, well-organised grain-harvesting season as well as reception of the collected crop in the centre of attention in regions. One should settle in due time mutual accounts with commodity producers, according to agro-technical standards to carry out care of cotton, the head of the state underlined and gave the Deputy-Chairman of the Cabinet a number of concrete instructions.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on measures adopted by "Türkmenhimiýa" State Concern to increase the assortment of chemical production.
As he reported, the State Concern carries out necessary work on adjustment of modern manufactures with introduction of high technologies for release of various kinds of the non-polluting, high-quality salts, which are in great demand in the world markets.
In this connection, for consideration of the President of Turkmenistan, a relevant proposal was presented.
Summing up the report, the head of the state noticed that in the country measures are realized to make rational and effective use of local source of raw materials, manufacture of non-polluting, high-quality production. Having approved the proposal on adjustment of modern manufactures, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Deputy-Chairman of the Cabinet N.Atagulyev reported on the activity of the subordinate complex, in particular «Türkmenhaly» State Association.
As he informed, practical steps are taken to further strengthen the material and technical basis of operating carpet making enterprises, and uninterrupted maintenance of them with dyes and chemical means.
In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noticed that in the country a huge significance is attached to development of national handmade carpet making, improvement of the quality of production. Having approved the proposal on improvement of manufacture of wool spinning enterprise "Argaç" of «Türkmenhaly» State Association, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of basic events planned for July of the current year.
As she informed, on the occasion of the motto of 2026 «Independent neutral Turkmenistan - the homeland of purposeful winged racers» and 35th anniversary of sacred independence of our fatherland, celebrations and other events are planned.
With a view of popularisation of various kinds of decorative and applied arts, handcrafts, traditions of embroidery, in the forthcoming month, events under the name «Milli mirasymyz dowamat dowam» will be organised. Fact-finding excursions «Taryhy ýadygärlikleriň ata-babalarymyzdan miras galan gymmatlyklary öwrenmekdäki ähmiýeti» to historical and cultural monuments, meetings with archaeologists, conferences will be also held.
Besides it, in July, in Arkadag and Ashgabat cities, Akhal, Balkan and Dashoguz velayats it is planned to hold final rounds of television competition among amateur young singers «Ýaňlan, Diýarym!», and the final stage of the creative competition declared among skilled workers «Gülüň owadan!», and an exhibition.
Having heard the report, President Serdar Berdimuhamedov focused attention that in the year «Independent neutral Turkmenistan - the homeland of purposeful winged racers», a number of celebrations are held and instructed the Deputy-Chairwoman of the Cabinet to prepare properly for the actions planned for July and provide a high level of their organisation.
Deputy-Chairman of the Cabinet B.Mammedov reported on the work carried out to perfect the national system of public health services and formation of healthy society.
As he reported, for maintenance of health protection of mothers and children, prevention of various diseases and further improvement of quality of medical services, drafts of the «National program on health protection of mother and the child in Turkmenistan for 2026-2030 «Healthy mother - the healthy child - the healthy future» and the Plan of actions on its realisation are prepared. The main objective and goals of the National program – prevention of diseases among mothers and children, improvement of their health.
In that connection, the Deputy-Chairman of the Cabinet submitted a relevant draft of the Resolution for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov marked that in the country effective work is implemented to protect the health of mother and the child. Having signed the document prepared with a view of the further improvement of health of mothers and children, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions in that respect.
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on preparation for the state visit of the President of Turkmenistan to the Azerbaijan Republic.
As he informed, the strengthening of bonds of good neighbourhood and mutually beneficial cooperation with neighbouring countries acts one of the priority areas of the foreign policy realised by the head of the state. Among them, it is necessary to note the Azerbaijan Republic.
From the moment of establishment of diplomatic relations between Turkmenistan and Azerbaijan, interaction in political and diplomatic, trade and economic, cultural, scientific-educational and other spheres successfully develop.
The legal basis of mutual relations for today includes 124 interstate, intergovernmental and interdepartmental documents.
Visits of Presidents of two countries and summits serve as the key factor of successful development of cooperation. In that regard, it was noticed that 16 official and working visits of top-level were made. Besides it, regular contacts at the level of the governments and between foreign policy departments are supported.
Turkmenistan and Azerbaijan effectively co-operate within the international structures, supporting global initiatives of each other in the United Nations and other authoritative organisations.
Both states closely co-operate in multilateral formats, in particular in such, as "Turkmenistan-Azerbaijan-Turkey", "Turkmenistan-Azerbaijan-Uzbekistan" and the Consultative meeting of heads of the states of Central Asia and Azerbaijan.
Speaking of trade and economic partnership, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs pointed out that the foreign trade turnover volume between two countries constantly increases. An important role is given to the Joint intergovernmental Turkmen -Azerbaijan commission on economic cooperation.
At the same time, interaction is carried out in such areas as energy, transport-logistics sector, communication, agriculture, industry, textile and food industry, and other spheres.
Active cultural-humanitarian relations between Turkmenistan and Azerbaijan develop. With participation of representatives of two countries, various actions in culture, art, science, education, sports and in other areas are regularly carried out.
In that end, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on the course of preparation for the state visit of the head of Turkmenistan to the Azerbaijan Republic, results of which will promote the further development of interaction between two brotherly countries and their development into the qualitatively new level.
Having heard the report, President Serdar Berdimuhamedov noticed that the Azerbaijan Republic, with which friendship is supported, acts among the states - close partners of our country. With a view of the further development of bilateral cooperation, the head of Turkmenistan gave the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs a number of concrete instructions to prepare for the forthcoming state visit to the Azerbaijan Republic.
Deputy-Chairman of the Cabinet B.Annayev reported on the work implemented to further strengthen the material and technical basis of the branch of railway transport.
As he informed, the necessary measures aimed at promotion of transport-transit throughput of railways, satisfaction of growing requirements for transportation of oil products and development of turnover of goods of railway system, are realised.
In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov noticed that in our country, due work is realized to develop the railway branch and improve transport infrastructure. Having approved the proposal to promote the transport-transit throughput of railways and develop goods turnover, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions to that end.
At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.
Concluding the regular online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.
