Today, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, held a regular meeting of the State Security Council to review the results of the country’s military and law enforcement agencies’ work for the first five months of this year. A number of issues related to ensuring security and peace in our independent country, strengthening the material and technical base of law enforcement agencies, and further improving their operations were also discussed.
The first speaker was Secretary of the State Security Council and Minister of Defense B. Gundogdyyev, who reported on the work accomplished from January to May of this year to successfully complete the tasks outlined in the Armed Forces Development Program, as well as on the measures taken to further improve the social and living conditions of military personnel and introduce advanced technologies in subordinate structures. A report was also given on the progress of conscript military personnel being discharged into the reserve and the next call-up of citizens for military service.
After hearing the report, President Serdar Berdimuhamedov noted the importance of continuing targeted efforts to further strengthen the defense capability of the country’s Armed Forces and improve the level of training for military personnel. The head of state also instructed that constant attention be paid to maintaining military discipline in the National Army formations, educating young soldiers in the spirit of patriotism, creating conditions for the effective service of military personnel, and improving their social and living conditions.
Prosecutor General B. Muhamedov reported on the results of prosecutorial oversight of the implementation of regulatory legal acts by subordinate bodies, as well as on practical steps taken to improve the professionalism of prosecutorial staff.
Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan noted the need to continue overseeing law enforcement in the country, focusing on strengthening law and order, and preventing offenses, giving the Prosecutor General a number of instructions.
Then, Minister of Internal Affairs M. Hydyrov reported on the work completed by subordinate agencies from January to May of this year, specifically on ensuring compliance with traffic and fire safety regulations, preventing offenses, further improving the living conditions of law enforcement officers, and on facilities commissioned to strengthen the Ministry’s material and technical infrastructure.
After hearing the report, the head of state emphasized the importance of effectively continuing the work being carried out in our country to maintain public order, prevent offenses, as well as strictly monitoring compliance with traffic, and fire safety regulations, giving the Minister a number of specific instructions in this regard.
Then, Supreme Court Chairman B. Hojamgulyyev reported on the results of the work completed over the first five months of this year, specifically on the implementation of advanced methods in the national judicial system.
Summarizing the report, President Serdar Berdimuhamedov instructed the to continue effective work to protect the interests of the state and society, ensure citizens’ rights in accordance with national legislation, and improve the performance of judicial bodies.
During the meeting, the Supreme Commander-in-Chief of the Armed Forces signed the corresponding document “On the appointment and dismissal of judges of the courts of Turkmenistan, as well as on the assignment of qualification classes to them”.
Then, Minister of National Security D. Meredov reported on the work accomplished during the reporting period, including measures to ensure well-being in the country and the implementation of a digital system within the agency’s operations.
After hearing the report, the head of state noted the importance of effectively continuing work aimed at ensuring the country’s security and, in this regard, gave the minister a number of specific instructions.
Head of the State Border Service I. Ilamanov reported on the steps taken from January to May of this year to ensure reliable protection of the sacred borders of the Motherland, modernize the material and technical base of border units, and further improve the living conditions of military personnel.
After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan emphasized that our country’s state border is a border of friendship and brotherhood, and instructed that further improvements to border troops’ activities, the consistent modernization of the agency’s material and technical resources, and issues related to improving the service and living conditions of border guards be monitored.
Then, Minister of Adalat M. Taganov reported on the work completed over the first five months of 2026 to bring the national legislative framework into line with modern requirements, as well as on the implementation of the Ministry’s Development Program.
Summarizing the report, the head of state instructed that work be continued to improve national legislation in accordance with generally recognized norms of international law and the goals of our democratic, legal, and secular state.
Next, Chairman of the State Customs Service M. Hudaikulyyev reported on the results of the work completed during the reporting period, including measures taken to introduce modern methods and the latest technologies into the agency’s activities, as well as the fulfillment of instructions previously issued by the Supreme Commander-in-Chief of the Armed Forces.
After hearing the report, the head of state emphasized the importance of strict control over compliance with customs regulations at customs points and, in this regard, gave the head of the Service a number of specific instructions.
Then, Chairman of the State Migration Service A. Sazakov reported on the work his agency has accomplished since the beginning of the year, specifically on improving migration activities in the country and strengthening the Service’s material and technical base.
Summarizing the report, President Serdar Berdimuhamedov noted the importance of continuously improving the activities of the migration service based on modern methods and the quality of migration services rendered, giving the head of the Service a number of specific instructions in this regard.
Addressing the meeting participants, the head of state emphasized that, in accordance with Turkmenistan’s defensive Military Doctrine, measures are being consistently taken to ensure the adequate security and integrity of the independent, neutral Fatherland, strengthen its defense capability, and significantly improve the living standards of the defenders of the Fatherland and their families. In this regard, the Supreme Commander-in-Chief of the Armed Forces noted that efforts in this direction will continue.
A number of other issues were discussed at the State Security Council meeting, and appropriate decisions were made.
Summing up the meeting, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, wished the participants good health and great success in their responsible service for the sake of a peaceful and happy life for the people.
