On February 2nd, 2017 at the 71st session of the United Nations General Assembly, participants have unanimously adopted a resolution proclaiming 12th of December International day of neutrality. As has been noted in his congratulatory address to the nation on the occasion of this event by President Gurbanguly Berdimuhamedov, the adoption of the above-mentioned document reaffirms the universal value of permanent neutrality of Turkmenistan. The initiative for the establishment of this holiday was announced by the Head of State at the International high-level conference in Ashgabat in December 2015, on the day of the 20th anniversary of the country's status of permanent neutrality. Ashgabat forum members unanimously supported the proposal, which found its consolidation in the outcome document of the Conference. On December 12th, 1995 the UN General Assembly by consensus has adopted a special resolution on “Permanent Neutrality of Turkmenistan” – an unprecedented document that approved a unique international legal status of our country, first of a kind in the world practice. Another confirmation of the correctness of the choice made by Turkmenistan was the unanimous adoption by the UN General Assembly of a new resolution in 2015, which expressed support for the neutral status of our country, recognizing its important role in the region and on the world stage. Implementing the principles of humanism, good neighborliness, harmony and tolerance in society, in domestic life, our government projects these concepts to their relationships with the outside world. Turkmenistan's neutrality is based on the moral framework of internal device, being its logical continuation. Having proved itself as a responsible long-term partner of the United Nations, our country takes an active part in joint international efforts to promote peace, security and cooperation in Central Asia. Neutral Turkmenistan has already accumulated considerable peacekeeping experience. A significant role in implementing these tasks is given to the UN Regional Centre for Preventive Diplomacy in Central Asia, opened in December 2007 in the Turkmen capital. Potential legal status of neutrality as an effective instrument of international cooperation in various fields – economic, trade, energy, transport and communication, humanitarian and cultural – is very obvious. Possessing huge reserves of hydrocarbon resources and consistently implementing its energy strategy based on the principles of comprehensive modernization and diversification, our country together with foreign partners has successfully implemented a number of major pipeline projects in recent years. Particular relevance today is gained by the initiative formulated by Turkmenistan on the establishment of international transit and transport corridors. Turkmenistan's neutrality is a reality today, and a reliable guarantee of a happy and bright future of the country.
