Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, the agenda of which included a number of issues of state life.

The head of the state first gave the floor to Chairwoman of the Mejlis D.Gulmanova to speak at the meeting.

The head of the parliament informed on the measures adopted for consecutive improvement of national legislation.

As she informed, the work on amendment and additions to the Criminal and Criminal-Procedure Codes, the Code on administrative offences, Laws «On migration» and «On fishery and preservation of water biological resources» proceeds at present.

At the same time, the parliament adopted the decision on the holding of elections of members of the Khalk Maslakhaty in newly established etraps of velayats and of those who discontinued their deputyship in the Mejlis and membership of the Khalk Maslakhaty and gengeshes in their velayat, etrap and city offices. According to the document, elections were designated to be held on March 29 of this year, Sunday.

Having heard the information, President Serdar Berdimuhamedov pointed out the importance of consecutive improvement of the legal framework as a factor of further development of the sovereign state, and continuation of the work on amendments and additions to legal acts in force.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on preparation for the Week of the United Nations Special Programme for the Economies of Central Asia (SPECA).

As he informed, within the framework of the Week, an economic forum, sessions of profile working groups, meetings and other events were planned.

During forthcoming events, it is planned to consider issues of promotion of cooperation in the fields of economy, energy and water resources, preservation of the environment. For discussion measures on increase of efficiency of energy and transport connectivity, perfection of digital trade and economic corridors with use of standards of the United Nations will be included.

In that connection, for consideration a corresponding proposal was submitted.

Summing up the report, the head of the state underlined that interaction with the United Nations Organization and its specialised agencies - among priorities of the policy pursued by Turkmenistan. Speaking of it, President Serdar Berdimuhamedov instructed him to provide appropriate preparation for the SPECA Week and its organization at high level.

Then, Deputy-Chairman of the Cabinet B.Amanov reported on adopted measures on modernisation of the infrastructure of the Turkmenbashi oil refineries complex of "Türkmennebit" State Concern.

As he informed, the Kenar storage-loading oil enterprise functions as key structural link of TORC on reception, storage and shipment of oil products to consumers through railway and air routes.

Considerable modernisation of the enterprise will allow to optimise reception, storage and shipment for subsequent transportation of production of oil refining, and to raise significantly the transport-logistic potential of the country.

For consideration of the head of the state, a relevant proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov marked the effective dynamics of development of the oil refining industry according to realities of the time that, including allows supporting reliability of deliveries of oil products to consumers. Having approved the prepared proposal on modernisation of the Turkmenbashi oil refineries complex of "Türkmennebit" State Concern, the head of the state instructed him to take necessary measures.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity of supervised structures, in particular, "Türkmenhimiýa" State Concern.

As he informed, with a view of fulfilment of instructions of the President of Turkmenistan on supply of local agricultural manufacturers with mineral fertilizers according to agro-technical standards, at the enterprises of the Concern a regular work is carried out. So, agriculturists in full volume are provided with corresponding production, and its surpluses are exported.

Summing up the information, the head of the state noted a huge role of the chemical branch in supply of manufacturers of agricultural production with mineral fertilizers. In that regard, the Deputy-Chairman of the Cabinet was entrusted to raise the efficiency of activity of "Türkmenhimiýa" State Concern.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on adopted measures for fulfilment of the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific, which our country has joined.

As he informed, at present, the states-participants of the Agreement have established national committees. In this plan, the Ministry of Trade and Foreign Economic Relations studied corresponding foreign practice and, as consequence, works on creation of the Interdepartmental working group on simplification of procedures of trade of Turkmenistan.

Creation of similar structure will allow not only fulfilling tasks proceeding from the international agreements, but also consistently to co-ordinate actions with regional and world countries in the field.

In that connection, for consideration of the head of the state a corresponding proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov underlined an effective character of measures adopted by Turkmenistan to expand trade and economic relations with world states.

Having approved the proposal on creation of the Interdepartmental working group on simplification of procedures of trade of Turkmenistan, the head of the state instructed him to carry out corresponding work.

Further, Deputy-Chairwoman of the Cabinet B.Seyidova reported on realised measures on further perfection of activity of the sphere of culture.

As she informed, a regular work is carried out to organise the activity of the given sphere according to realities of time, modernisation of its material, technical and legislative basis as well as to study, popularize the cultural heritage, develop tourism, and expand international partnership in the field of culture today.

Curricula and programs of profile educational institutions are improved and methods of organisation of study in them are carried out according to requirements of the present are consistently improved.

Necessary measures are also taken to replenish funds of museums of the country and introduce the digital system in their work.

At the same time, a special significance is attached to modernisation of the activity of libraries, improvement of quality of services rendered to the population. At present, web sites with various publishing production in the electronic format and audiobooks were created.

She also delivered the information on conducted work on demonstration of new plays and events on the occasion of significant dates and holidays at theatres and circuses of the country.

Summing up the report, the head of the state noted the importance of organisation of the activity of the sphere of culture according to realities of the time and strengthening of its material and technical basis. In that regard, the Deputy-Chairwoman of the Cabinet was instructed to continue measures on a regular basis for improvement of the work of the branch.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on issues of admission into postgraduate study, scientific degrees and clinical internship in 2026.

As she informed, together with profile ministries and departments, a corresponding work is carried out for successful solution of tasks outlined in the Program «Revival of the new epoch of the powerful state: National program of social and economic development of Turkmenistan in 2022-2052», «Program of the President of Turkmenistan on social and economic development of the country in 2022-2028» and the Government program «Saglyk». Taken measures are aimed at perfection of the activity of the sphere of science, preparation of new generation of young scientists in the field of management of digital economy, and engineers, technologists, doctors and other specialists well-versed in innovative technologies.

The draft of the document defining quotas of admission into postgraduate study, scientific degrees and clinical internship in research establishments and higher educational institutions in 2026, which was declared «Independent neutral Turkmenistan - the native land of purposeful winged racers» was prepared as a result.

In that connection, for consideration of the head of the state a relevant proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov noted that in Turkmenistan a huge significance is given to consecutive perfection of the sphere of science, preparation of qualified professionals. Speaking of it, the head of the state signed the document on enrolment into postgraduate study, courses of scientific degrees and clinical internship and instructed the Deputy-Chairwoman of the Cabinet to carry out corresponding work.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the work to improve the activity of the Protocol service of Turkmenistan.

As he informed, under the far-sighted leadership of President Serdar Berdimuhamedov Turkmenistan consistently increases mutually beneficial relations with different states and international organisations. In our country top-level official visits, large international forums, multilateral meetings are organized at the state and governmental levels for discussion of key issues of strengthening of cooperation in political, economic, cultural and other areas. Along with it, Turkmenistan takes an active part in similar events held abroad.

All it demands a high level of maintenance of organizational and protocol issues to the international standards and practice of diplomatic protocol.

In that regard, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov submitted proposals on perfection of protocol activity on the basis of Laws of Turkmenistan «On diplomatic service» and «On state protocol».

In view of the fact that training of specialists in the field is one of the priority goals, it was proposed to send young employees of diplomatic service of the country to undergo specialised courses for improvement of qualification on the basis of the education centre "Diplomatic protocol" at the Institute of International Relations of the Ministry of Foreign Affairs.

He also proposed to send protocol officials of Turkmenistan to undergo courses organized abroad with a view of exchange of experience, to invite foreign profile specialists to our country for conduction of short-term courses.

Summing up the report, President Serdar Berdimuhamedov pointed out that the foreign policy pursued by independent neutral Turkmenistan is focused on general well-being. Our country also increases relations with states of the world and international organisations.

Having approved proposals on improvement of the activity of the Protocol service of Turkmenistan, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov to carry out corresponding work in the given sphere.

Then, Deputy-Chairman of the Cabinet M.Chakyev reported on measures adopted by supervised structures for further development of transport-logistic system, strengthening of transit potential of the country and increase of its position in the international transport corridors.

As he informed, the Ashgabat-Turkmenbashi railway, which is strategically important in the light of social and economic development of Turkmenistan, connects various corners of the country with Turkmenbashi international seaport and acts as a key link in coordination of national railways with international transport corridors «Lapis Lazuli», TRACECA, North-South and East-West. And for that reason, complex modernisation of the Ashgabat-Turkmenbashi railway is one of the main tasks.

In that regard, for consideration of the head of the state a relevant proposal was submitted.

Having heard the information, President Serdar Berdimuhamedov pointed out the effective dynamics of conducted work on development of transport-logistic system of the country and increase of its transit potential.

Having underlined the strategic importance of the Ashgabat-Turkmenbashi railway for social and economic development of Turkmenistan, the head of the state approved the proposal on its modernisation. The Deputy-Chairman of the Cabinet was entrusted to carry out due work in the given area.

At the meeting a number of other important issues of state life, on which corresponding decisions were made, were also considered.

Having concluded the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
