Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital system to consider a number of public issues.

The first speaker, Mejlis Chairwoman D. Gulmanova, informed about the ongoing work to provide legislative support for the programmatic reforms successfully implemented in the country and to improve the national legal framework in line with the demands of the times.

The results of the eleventh regular meeting of Parliament, held on November 22 of the current year, were also reported, during which Turkmenistan’s main financial plan and draft laws related to various areas were discussed. In this regard, Mejlis Chairwoman expressed deep gratitude to President Serdar Berdimuhamedov for signing the Law of Turkmenistan “On the State Budget of Turkmenistan for 2026”.

It was further noted that working groups are currently working on legislative support for various areas of the state and society.

It was also informed on the ongoing work to develop mutually beneficial cooperation with major international organizations and parliaments abroad. Representatives of the Mejlis participated in forums organized by the UN Children’s Fund and UNDP offices in Turkmenistan, as well as the 23rd autumn meeting of the OSCE Parliamentary Assembly in Istanbul, Turkiye, and the 2025 Final Event of the Central Asian Women Leaders’ Dialogue, held in Dushanbe, Tajikistan.

Summarizing the information, President Serdar Berdimuhamedov noted the need to continue improving national laws.

Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on preparations for audits of the annual financial statements of the country’s banks in accordance with the Laws of Turkmenistan “On Credit Institutions and Banking” and “On Auditing Activity”, as well as the Decree of the head of state “On the Accounting and Auditing Reform Program”.

As reported, the State Development Bank, the State Bank for Foreign Economic Affairs, the Daýhanbank and Turkmenistan State-Commercial Banks, the Türkmenbaşy, Halkbank, and Senagat Joint-Stock Commercial Banks, and the Turkmen-Turkish Joint-Stock Commercial Bank plan to announce an international tender to select an audit firm included in the list of reputable international audit firms. This will allow for an analysis of the accuracy of the financial statements of the country’s credit institutions and an assessment of their banking activities.

In this regard, a corresponding proposal was submitted to the head of state for consideration.

After hearing the report, President Serdar Berdimuhamedov emphasized the need to further improve the banking sector and expand the range of services provided.

Having approved the proposal to announce an international tender in the media for audits of the country’s banks, the head of state instructed the Deputy Prime Minister to carry out the relevant work.

Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the measures being implemented by the Türkmennebit State Concern to increase oil production.

As reported, work in this direction is underway at oil fields and platforms. As a result, new production wells drilled at the Uzynada field have produced gas condensate, which is connected to the general oil pipeline system. Additional volumes of hydrocarbons have also begun to flow. This fact clearly demonstrates the potential of this field and its enormous importance for increasing oil production.

After hearing the report, President Serdar Berdimuhamedov emphasized that the country is implementing targeted work to modernize the material and technical infrastructure of the oil and gas sector. In this regard, the head of state instructed the Deputy Prime Minister to continue the effective development of hydrocarbon-rich oil and gas fields and take measures to increase oil production.

Then Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on the activities of the agricultural sector and the ongoing seasonal agricultural campaigns in the velayats.

As reported, vegetation irrigation and mineral fertilizer application are currently being carried out in wheat fields in accordance with agricultural standards. Meanwhile, cotton harvesting continues, down to the last boll, and timely payments to agricultural producers are being made.

To prepare for next year’s harvest, cotton fields are being plowing in preparation for the spring sowing season, and necessary measures are being taken to repair agricultural machinery to be used in the upcoming season.

To successfully implement water management reforms, improve land reclamation, and water supply, effective work is being carried out to strengthen the sector’s material and technical infrastructure.

Summarizing the report, President Serdar Berdimuhamedov noted the importance of further comprehensive development of the agricultural sector. The head of state also ordered strict oversight of agricultural practices in wheat fields and the harvesting of every last cotton boll remaining in agricultural land.

Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the work being carried out in Ashgabat in preparation for the New Year’s celebrations.

As reported, in order to properly welcome the New Year 2026 and hold the festive events at a high level, the capital plans to decorate New Year’s trees in the country’s main cultural centers, along avenues, in recreation parks, and in venues hosting cultural events. Preparations for decorating the Main New Year’s Tree in front of the Älem Cultural and Entertainment Center and the surrounding area were also reported.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

Summarizing the report, President Serdar Berdimuhamedov noted that all conditions are being created to organize cultural leisure activities for residents and visitors of the capital. Noting the importance of high-quality festive decorations in the capital for the New Year’s celebrations, as well as the decoration of New Year’s trees, the head of state gave the Deputy Prime Minister the relevant instructions.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev then reported on the shopping mall’s preparations for International Neutrality Day and the New Year’s holiday.

As reported, holiday shopping will begin on December 5 in shopping centers, markets, and stores in the regions, cities of Ashgabat, and Arkadag. Mobile retail outlets are also planned.

In this regard, a corresponding proposal was submitted to the head of state for consideration.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of taking appropriate measures to fully meet the public’s demand for various products in honor of the upcoming holidays – International Neutrality Day and New Year.

Noting the need to properly organize the operation of mobile retail outlets and ensure markets and stores have sufficient supplies of food products, including vegetables, melons, and fruits and berries, the head of state addressed the Deputy Prime Minister with the relevant instructions.

Deputy Chairperson of the Cabinet of Ministers B. Seyidova reported on the procedure for holding major events and opening ceremonies of social and cultural facilities in December of this year.

As reported, conferences, exhibitions, creative meetings, educational events, and song and music celebrations are planned for the coming month to mark the International Year of Peace and Trust, International Neutrality Day, and the 30th anniversary of Turkmenistan’s permanent neutrality.

In honor of this significant date, flower-laying ceremonies at the Abadançylyk and Bitaraplyk monuments, a festive concert featuring cultural figures and artists, and festive concerts at the Türkmeniň ak öýi buildings in the velayats and in front of the Bitaraplyk monument are scheduled for December 12.

In December, events are planned to commemorate Oil and Gas and Geology Workers’ Day, as well as the final round of the “Ýylyň parlak ýyldyzy” competition, announced among young pop singers and amateur performers of the country. On December 31st of this year, a New Year’s teleconference will be held in the squares in front of the Älem Cultural and Entertainment Center, the Arkadag Monument in the city of Arkadag, and the Türkmeniň Ak öýi buildings in the velayats.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov noted the importance of proper preparation for the events scheduled for December during the International Year of Peace and Trust, as well as the need to ensure high-level commissioning ceremonies for various facilities.

The head of state instructed the Deputy Prime Minister regarding the organization of celebrations in honor of International Neutrality Day, Oil and Gas Industry and Geology Workers’ Day, and other events.

Deputy Chairperson of the Cabinet of Ministers B. Orazdurdyyeva reported on the progress of modernizing the national education system.

As reported, within the frame of the ongoing comprehensive work to improve the quality of teaching and enhance the professional training of professionals in the relevant field, measures are being implemented to enhance the qualifications of teaching staff and heads of educational institutions based on national and international experience.

Furthermore, following the valuable recommendations of Hero-Arkadag and the President of Turkmenistan on the education of the younger generation, as well as the national legacy of our courageous ancestors in this area, special attention is being paid to improving the quality of education by developing mentor-student relationships, updating curricula, textbooks, and teaching aids, and integrating modern technologies and artificial intelligence into the educational process.

In accordance with international agreements in the field of education, projects to ensure the training of teaching staff are being implemented jointly with international partners.

Summarizing the report, President Serdar Berdimuhamedov noted that the country is implementing targeted efforts to improve education and train qualified specialists. In this regard, the head of state instructed the Deputy Prime Minister to continue to take effective steps to enhance the professionalism of education workers.

Then the floor was given to Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov, who reported on Turkmenistan’s cooperation with United Nations humanitarian agencies.

As noted, developing a strategic partnership with the UN is a priority vector of Turkmenistan’s foreign policy. With the support of the head of state, interaction with the United Nations and its agencies is systematic, building on signed bilateral documents, and projects are being implemented in various areas.

As is known, on October 23 of this year, the Government of Turkmenistan and the UN signed the Sustainable Development Cooperation Framework for 2026–2030. At the same time, in the context of the consistent expansion of fruitful collaboration, at the regular sessions of the Executive Boards of the United Nations Children’s Fund (UNICEF), the United Nations Population Fund (UNFPA), and the United Nations Development Programme (UNDP), held in September in New York, the country programs of these UN agencies for Turkmenistan for 2026–2030 were approved.

To address the challenges arising from the above-mentioned medium-term programs, strengthen productive cooperation, and implement specific measures in 2026–2027, UNICEF, UNFPA, and relevant ministries, agencies, and public organizations in our country have developed 16 draft documents in a number of areas.

Thus, in order to fulfill national obligations arising from the Convention on the Rights of the Child, the National Action Plan for the Implementation of Children’s Rights in Turkmenistan for 2023–2028, improve the relevant legislative framework, and strengthen the activities of national human rights institutions, work plans have been prepared by the Mejlis, the Office of the Ombudsman of Turkmenistan, and the UNICEF Representative Office in Turkmenistan for 2026, as well as the Institute of State, Law, and Democracy of Turkmenistan and the UNICEF Representative Office for 2026–2027.

In the context of strengthening the social protection of children and families, improving the preparation of preschool-age children, implementing inclusive education policies and the Green School program, promoting the adaptation of educational institutions to climate change, and promoting comprehensive child development, work plans have been prepared by the Ministry of Education, the Ministry of Labor and Social Protection of the Population of Turkmenistan and the UNICEF Representative Office in Turkmenistan for 2026.

The State Statistics Committee and the State Committee for Television, Radio Broadcasting, and Cinematography, along with the UNICEF Office in Turkmenistan presented work plans for the coming years to the head of state for review. These documents were developed to provide high-quality statistical data on children, improve reporting, enhance expertise in multi-level cluster analysis, effectively apply data at the national level, and widely publicize activities in the interests of young citizens through media and outreach efforts.

Work plans for 2026 have also been prepared for a number of other relevant government agencies, along with the UNICEF Office.

Furthermore, to facilitate the implementation of the National Action Plan for Gender Equality in Turkmenistan and improve comprehensive activities in this area, work plans have been prepared for the Mejlis, the Supreme Court, the Institute of State, Law, and Democracy, the State Committee for Physical Culture and Sports with the UNFPA Representative Office in Turkmenistan for 2026–2027, and the State Statistics Committee with the UNFPA Representative Office for 2026.

These documents and proposals related to them were submitted to the President of Turkmenistan for review.

Summarizing the report, President Serdar Berdimuhamedov noted that one of the key areas of our state's foreign policy is the development of a multi-vector partnership with the United Nations.

Emphasizing the importance of further developing cooperation with the humanitarian agencies of this prestigious organization, the head of state approved the proposals, addressing relevant instructions to the Deputy Prime Minister and the Minister of Foreign Affairs. Deputy Chairman of the Cabinet of Ministers M. Chakyyev reported on ongoing efforts to strengthen the material and technical infrastructure of the railway sector.

As reported, particular attention is currently being paid to cooperation with foreign companies during the overhaul of freight and passenger locomotives. This is intended to facilitate an increase in freight and passenger traffic volumes, as well as enhance the transport and transit potential of the industry.

In this regard, the Deputy Prime Minister submitted a corresponding proposal to the head of state for consideration.

After hearing the report, President Serdar Berdimuhamedov noted that the industry’s material and technical infrastructure is being continuously strengthened to increase the capacity of the railway sector. Approving the proposal to increase the transport and transit potential of the industry, the head of state assigned the Deputy Prime Minister to carry out the necessary work.

A number of other important public issues were also discussed at the meeting, and appropriate decisions were made on them.

Concluding the Cabinet of Ministers meeting via the digital system, President Serdar Berdimuhamedov wished the participants good health, family well-being, and great success in their work for the prosperity of the sovereign Fatherland.
