A key issue of the day: prosperity of our fatherland, constructive cooperation

In events of the past week, one can accurately trace successfully realised the policy initiated by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov and consistently implemented under the leadership of President Serdar Berdimuhamedov aimed at dynamic progress in all sectors of economy, steady growth of well-being of population and expansion of international partnership.

The state visit of the head of Turkmenistan to the Republic of Uzbekistan became an important step on the path of development of productive relations, which are based on traditions of friendship, good neighbourhood and mutual support between two peoples and bear a character of strategic cooperation.

On November 17, on the second day of the visit, summit talks were held between Presidents Serdar Berdimuhamedov and Shavkat Mirziyoyev.

The parties discussed a wide range of issues of bilateral interaction and exchanged opinions on topical aspects of the regional and international agenda of mutual interest.

The head of the neighbouring country highly appreciated the joint activity, which is carried out, in particular, in such areas as trade, transport, and energy and water management. At that, a huge role of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan in development of relations between two countries was outlined.

Spheres of trade, transport and communications, preservations of the environment, fuel and energy complex, industry, agriculture were designated as priority vectors of partnership.

At the same time, the importance of effective realisation of available potential in such branches, as chemical industry, mechanical engineering, metallurgy, building industry, textile and pharmaceutical industry was pointed out.

Cooperation in the area of culture, education, science, public health services, physical culture and sports was named as an integral component of mutual relations.

After negotiations, heads of the states took an online part in the ceremony of commissioning of the Turkmen-Uzbek zone of frontier trade - shopping centre "Shavat-Dashoguz" with the full participation of delegations.

Then, as recognition of merits of President Serdar Berdimuhamedov in strengthening friendship, mutual trust and strategic partnership between two brotherly countries, the head of Turkmenistan was presented with the highest state award of the Republic of Uzbekistan - «Oliý Darajali Dustlik» Order.

The agreements reached during the visit and a large package of the documents signed are called to promote the further promotion of Turkmen-Uzbek cooperation in various spheres as well as proposals put forward by President Serdar Berdimuhamedov at the VII consultative meeting of heads of the states of Central Asia were aimed at formation of a strong basis for the further deepening of bilateral and regional interactions.

On the sidelines of the state visit of the President of Turkmenistan to the Republic of Uzbekistan, members of the delegation of our country also held meetings with their Uzbek colleagues, in which possibilities of development of partnership in the areas of mutual interest were discussed.

On November 18, President Serdar Berdimuhamedov received newly appointed Ambassador Extraordinary and Plenipotentiary of the State of Qatar to Turkmenistan, Nasser bin Ahmed Al Taher, who presented his credentials to the Head of state.

The diplomat conveyed warm greetings to President of Turkmenistan and Hero Arkadag on behalf of the Emir of the State of Qatar, Sheikh Tamim bin Hamad Al Thani as well as sincerely congratulated the Head of Turkmenistan on being awarded the highest state award of the Republic of Uzbekistan – the "Oliý Darajali Dustlik" Order.

During the meeting, presence of ample opportunities for further development of trade and economic relations was underlined. The fuel and energy complex, trade, investments, transport and communication, chemical industry, textile and agricultural branches, public health services and high technologies were outlined among perspective areas of cooperation.

With a view of further promotion of interaction between Turkmenistan and the State of Qatar, President of Turkmenistan signed the past week the Resolution to approve the structure of the Joint intergovernmental Turkmen-Qatar commission for trade and economic cooperation from the Turkmen party.

On November 21, Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.

Its agenda included the strengthening of the legal framework of the country, development of digital economy, modernisation of pipeline systems, further complex development of agricultural branch, preparation for the state visit of the President of Turkmenistan to the Republic of Kazakhstan planned for November 24-25.

At the meeting, the head of the state approved the draft of the road map on regulation of virtual assets and introduction of mining technologies in Turkmenistan for 2026-2030, and the proposal on creation of a special State commission.

The document envisages formation of the legal, technological and organizational basis for reliable functioning of the market of digital assets in the country.

The road map contains concrete measures and terms of their execution, covering the areas connected with study of international experience in this area, development of corresponding bills, development of energy and communication infrastructure, attraction of investments and implementation of pilot projects. A special place was given to issues of maintenance of cyber security, increase of energy efficiency and training of profile qualified specialists.

The head of the state also approved the proposals submitted for consideration to bring capacities of enterprises of "Türkmenhimiýa" State Concern to the design capacity, modernisation of manufactures of textile complex, training of highly qualified specialists for national branches of economy in higher educational institutes of the People’s republic of China and Hungary in the educational year 2026-2027, perfection of logistic potential of the sphere of civil aircraft.

Along with it, at the meeting, scientific researches and restoration activities carried out during spring and autumn seasons of the current year according to the «Government program for 2022-2028 for careful preservation of objects of national historical and cultural heritage, their protection and study, attraction of tourists» were also informed.

Results of the work will be published in the third issue of the specialised international scientific collection «Traces of centuries». At the same time, preparation for transfer of the found artefacts to the state museum of the state culture centre and museum of history and local lore of Arkadag city goes on.

President Serdar Berdimuhamedov noted that deep study, protection and popularisation of the rich cultural heritage of people is one of the important goals and instructed to continue work in the given area.

Among other events of the past week was the 10th meeting of the Joint Turkmen-Tatarstan working group on trade, economic, scientific, technical and cultural cooperation opened in the capital hotel "Ýyldyz". A representative delegation headed by Deputy Prime Minister and Minister of Industry and Trade of the Republic of Tatarstan of the Russian Federation O.Korobchenko arrived in Turkmenistan to participate in the meeting.

At the meeting, issues of practical realisation of earlier agreements as well as perspective areas of fruitfully developing partnership were considered.

The parties confirmed readiness for the further deepening of cooperation, in particular, in trade and economic, oil and gas, energy and industry.

A special emphasis was made on such areas as transport, communication and information technology, textile industry, agriculture and preservation of the environment, science, education, public health services, pharmaceutical industry, culture, sports and the youth policy.

A delegation from Turkmenistan, led by Oguljahan Atabayeva, Vice President for Medical Activities of the Charity Foundation for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov to St. Petersburg to participate in the 4th International Forum "Commonwealth of Fashion" on November 19-20 of the current year served a vivid example of active participation of our country in the humanitarian agenda of the Commonwealth of Independent States.

Speaking at the session «Being Healthy is Fashionable», Oguljahan Atabayeva told of the Government program «Saglyk», the system of public health services aimed at strengthening of principles of healthy way of life and protection of motherhood and childhood in society. Readiness of Turkmenistan to develop cooperation with international partners was underlined.

The special attention was given to the Charity Foundation for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov created at the initiative of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan.

Valentina Matviyenko, Chairperson of the Federation Council of the Federal Assembly of the Russian Federation during the meeting with the head of the Turkmen delegation Oguljahan Atabayeva characterised the activity of the Foundation as a vivid example of true humanism.

Oguljahan Atabayeva confirmed the aim of Turkmenistan for further development of humanitarian cooperation on a long-term basis. She expressed confidence in this connection that the delegation of the Russian Federation will take part in the International conference «The role of women in modern society: development of international cooperation for sustainable development», which will take place on December 10 in the Avaza national tourist zone.

Subject aspects and plans of cooperation in various areas were discussed during meetings of Oguljahan Atabayeva with Yekaterina Dibrova, President of the V.P. Filatov International Foundation for the Development of Biomedical Technologies, Diana Gurtskaya, First Deputy Chair of the Commission for the Development of Social Interaction, Guardianship, and Inclusive Practices of the Civic Chamber of the Russian Federation who has established the Charitable Foundation "At the Call of the Heart" as well as with Yekaterina Rogozhina, Director of the Georgin Foundation for Assistance to Children with Musculoskeletal Disabilities.

The visit of Oguljahan Atabayeva to the Russian Federation on the threshold of the year 2026 – the year of presidency of Turkmenistan in the CIS - became an important step on the path of the further strengthening of Turkmen-Russian humanitarian cooperation.

On November 22, under the chairmanship of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov a regular meeting of the State Organizing Committee for high-level events to mark the declaration of 2025 as the “International Year of Peace and Trust” and the 30th anniversary of permanent neutrality of our fatherland was held. Hero-Arkadag also familiarised with the readiness of the capital to host international events.

The National Leader of the Turkmen people visited the Neutrality Monument where he familiarised with measures on its accomplishment and architectural design.

The special attention was given to decoration of this corner of the capital, quality of used building materials as well as conformity of work carried out to high ecological requirements. At the same time, the importance of constant control over the level of cleanliness and accomplishment of the capital was underlined. At the same time, the necessity of development of the program for wide coverage of achievements of white marble-coated Ashgabat in the foreign mass media was marked.

Hero-Arkadag also familiarised with the possibilities created for the well-organised conduction of planned events and reception of honoured guests.

Then, under the chairmanship of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedova, the regular meeting of the State Organizing Committee for high-level events to mark the declaration of 2025 as the “International Year of Peace and Trust” and the 30th anniversary of permanent neutrality of our fatherland was held with participation of heads of the Mejlis of Turkmenistan, deputy-chairmen of the Cabinet, heads of military and law enforcement bodies of the country.

Issues considered there included a complex approach to the well-organised conduction of celebrations, maintenance of high level of the bilateral meetings planned on the margins of the forum, maintenance of communication and Internet services in hotels and venues of events, rendering of services according to traditions of hospitality of Turkmen people.

The special accent was made on training of volunteers and translators from among students and teachers, the substantial cultural program, corresponding souvenirs, arrangement of duty of all services, maintenance of order and regular work of transport services during celebrations.

Ashgabat also hosted the event timed to World Children’s Day, which was organised by the Charity Foundation for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov with the Office of the Children's Fund of the United Nations (UNICEF) in Turkmenistan. The issues connected with realisation of the state policy concerning the growing generation, activization of international cooperation in this sphere were discussed.

On the sidelines of the event, at the Tennis Complex of the capital’s Olympic Village, participants observed tennis competitions organized for children with disabilities and enjoyed the music and song program. Sports for them serve as an important tool opening the path to self-trust in their own forces and possibilities.

The agenda of the regular eleventh session of the Mejlis of the seventh convocation included discussion of drafts of Laws of Turkmenistan «On the state budget of Turkmenistan for 2026», «On virtual assets», «On scientific intellectual property» (new edition) as well as ratification of the international agreements concluded between Turkmenistan and neighbouring countries, the Protocol on Amendments to the Convention on Legal Aid and Legal Relations in Civil, Family and Criminal Cases". At the same time, deputies considered bills of amendments and additions to a number of legal acts in force.

Besides it, the draft of the Resolution of the Mejlis «On fulfilment of the state budget of Turkmenistan for 2024» was discussed.

The drafts of legal acts placed for consideration of the parliament were unanimously approved and adopted.

Thus, events of the past week attested to successful realisation of large-scale goals of the external and internal policy of the state under the leadership of President Serdar Berdimuhamedov, called to ensure the economic progress of our fatherland, systematic increase of well-being of people, fruitful cooperation with interested countries taking into account available impressive potential in various spheres.
