Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which issues of state policy were considered.

Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out with a view of fulfilment of goals on modernisation of the national legislation according to requirements of the present time, was the first to take the floor.

As she informed, at present, the working group of the national Parliament, proceeding from programs of social and economic development of the country and standard norms of international law makes additions and amendments to the current laws of Turkmenistan connected with legal profession and lawyer activity, local enforcement authorities, executive procedure, and the status of law enforcement officers, legal acts, notarial office and notarial activity, hunting and protection of the hunting resources , industrial safety of dangerous industrial objects.

At the same time, during the considered period the meeting with Mr. Stephen Barrett, consultant Social Protection System of the United Nations Children’s Fund (UNICEF) and in its course issues of legislation in this area were discussed. The meeting organised by the Regional Office for Central Asia of the UN High Commissioner for Human Rights was also participated.

Besides it, representatives of the Mejlis made a business trip to Almaty city (Republic of  Kazakhstan) where they participated in the Regional parliamentary dialogue on development of circular economy as well as to Warsaw city (Republic of Poland) for participation in the annual forum of the OSCE Office for Democratic Institutions and Human Rights.

Summing up the information, head of the state Serdar Berdimuhamedov emphasised the significance of further perfection of legislation of the country.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work implemented to construct a new office building of the Department of the Pension Fund of Boldumsaz etrap of Dashoguz velayat. In that connection, for consideration of the head of the state a relevant proposal was submitted.

Summing up the report, President Serdar Berdimuhamedov pointed out that necessary measures are adopted for social and economic development of regions of the country, improvement of quality of state services rendered to the population. Having approved the proposal on construction of the new office building of the Department of the Pension Fund in Boldumsaz etrap of Dashoguz velayat, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.

Deputy-Chairman of the Cabinet B.Amanov reported on the activity of "Türkmengaz» State Concern,  As he informed, practical steps aimed at ensuring uninterrupted deliveries of natural gas to consumers and appropriate functioning of gas pipelines, strengthening of material and technical basis of profile specialised structures and introduction of the international experience in their work, are realised. In this connection, for consideration of the head of the state, a relevant proposal was presented.

Having heard the report, President Serdar Berdimuhamedov underlined that an efficient work is carried out in the country to ensure reliable deliveries of natural gas to consumers. Having approved the proposal on maintenance of stable functioning of gas pipelines, the head of Turkmenistan instructed  the Deputy-Chairman of the Cabinet to take corresponding measures in this sphere.

Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural complex and course of seasonal activities in velayats as well as preparation for the actions timed to the holiday of the Turkmen alabai.

As he informed, at present, cotton-picking activities go on in agricultural fields of the country. Along with it, practical steps are taken to complete timely the winter wheat sowing campaigns according to agro-technical standards. The fields sown with winter wheat are irrigated.

The Deputy-Chairman of the Cabinet also reported on preparation for the holiday of the Turkmen alabai, which is widely marked annually on the last Sunday of October. In particular, he informed on the planned exhibition, the international scientific-practical conference, V meeting of the Association «Türkmen alabaý itleri» as well as the final round of the international competition «Ýylyň türkmen edermen alabaýy».  

Summing up the report, President Serdar Berdimuhamedov emphasised the importance of further complex development of the agricultural sector and well organised wheat sowing and completion of cotton picking season.

The head of the state also instructed the Deputy-Chairman of the Cabinet to ensure a high level of celebrations on the occasion of the holiday of the Turkmen alabai.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on the work carried out to modernise the legal framework of the construction sphere.

As he reported, at present, necessary measures aimed at state regulation and perfection of management of building activity, achievement of efficiency of capital investments, appropriate realisation of the programs adopted in the construction sphere, maintenance of sustainable development of settlements, further streamlining of issues of joint ownership construction, maintenance of timely and high-quality commissioning of new objects and buildings. In that connection, the Deputy-Chairman of the Cabinet submitted a corresponding proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov marked that a fruitful work aimed to bring in conformity the current legislation in the field of construction with requirements of time is carried out in the country. Having approved the proposal on the further perfection of the legal framework of the national construction sphere, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work to that end.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on undertaken practical steps to develop trade and economic cooperation between Turkmenistan and the Islamic Republic of Iran.

As he informed, in expansion of partnership in this sphere between two friendly countries a special role is given to versatile exhibitions. Proceeding from it, preparation for a specialised exhibition of the export potential with participation of establishments and enterprises of Golestan province of IRI is carried out at present. In that regard, for consideration of the head of the state a relevant proposal was submitted. 

Summing up the report, President Serdar Berdimuhamedov underlined that our country consistently develops trade and economic relations with the neighbouring states and one of the close of them is the Islamic Republic of Iran. In the given context, the head of the state instructed the Deputy-Chairman of the Cabinet to prepare properly for the exhibition of the export potential of Golestan province of IRI in Balkanabat city of Balkan velayat at a high level.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of the basic events in November of the current year.

As she informed, in the forthcoming month on the occasion of the International year of peace and trust, Day of workers of the construction and industrial complex and the holiday of harvest, conferences, creative meetings, exhibitions and festive concerts as well as opening ceremonies of the new projects are planned. Along with it, in November it is planned to organise the song-music event timed to the 85th birthday anniversary of national writer of Turkmenistan, owner of the state award named after Magtymguly Gurbannazar Ezizov. In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of Turkmenistan.

Having heard the report, President Serdar Berdimuhamedov emphasised the importance of appropriate preparation for the major events, which will be held in honour of holidays marked in November and maintenance of high level of opening ceremonies of new projects.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on planned the international educational Internet Olympiads, competitions and scientific-practical conferences to be organised in higher educational institutions of the country according to the «Concept of activity and priorities of Turkmenistan within the International year of peace and trust» as well as with a view of fulfilment of goals defined in the adopted programs and concepts in November-December. As she reported, planned online and  hybrid format Olympiads, scientific-practical forums provide participation along with students, professors and teachers of higher educational institutions of our country of representatives of large high educational institutions of the world, centres of science, international organisations.

In that regard, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state,  according to which, the state medical university of Turkmenistan named after Myrat Garryev will host the IV International Internet Olympiads in biology, the International oil and gas university named after Yagshygeldi Kakayev - the International scientific-practical conference «Prospects and introduction of digital innovative technologies in the scientific-education sphere », Turkmen agricultural university named after S.A.Niyazov - the International scientific-practical conference « Sustainable development of agriculture» and IV Open international Internet Olympiads in ecology, the International Academy of Akhal-teke horse breeding named after Aba Annayev - the International Internet Olympiads «International peace and trust - a basis of economic development», Turkmen state institute of economy and management - II International scientific-practical conference «Sustainable development of economy: the international experience and development prospects» and II Open international Olympiads in "Finance", Turkmen state institute of finance - II Open international Olympiad in «International standards of financial reporting», Turkmen state teachers training institute named after Seyitnazar Seydi - V Open international Internet Olympiad in "Physics", Turkmen state institute of culture - the international creative competition of young journalists «Green planet – prosperous life», Turkmen agricultural institute - II International scientific-practical conference «The role of biotechnologies in sustainable development of agricultural branch» and II International scientific-design competition «Agro innovations: Bright way to sustainable development », Institute of Engineering, Technical and Transport Communications of Turkmenistan - the International scientific-practical conference «The role of steady transport policy of Turkmenistan in strengthening international transport-logistical cooperation».

Summing up the report, President Serdar Berdimuhamedov noted that in our country a special significance is given to development of creative skills of the younger generation, consolidation of international partnership in this area. Having approved the proposal on international forums and the Olympiads to be held online in corresponding higher educational institutions of Turkmenistan, the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out due work to that end.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on preparation for the official visit of the President of Turkmenistan to the Italian 

Republic took the floor.

Consecutive promotion of cooperation with world countries, including with European countries acts as one of the priority vectors of the foreign policy of our neutral fatherland. Among them - the Italian Republic, diplomatic relations with which were established on June 9, 1992. Interstate partnership built on principles of equality, mutual respect and mutual benefit, covers a wide spectrum of areas. For today, the legal basis of Turkmen-Italian relations is made up of 39 documents.

In development of constructive political dialogue, a key role belongs to visits and summits. In the given context, among important events of interstate cooperation official and working visits of the President of Turkmenistan Hero-Arkadag to Italy accordingly in November 2009 and May 2015 and working visit of the Prime Minister of Italy to our country in November 2014 were named. The visit of the head of the state to the Italian Republic in November 2019, summit talks within the First Summit «Central Asia-Italy», this year held in May was also marked.

As he underlined, between our countries effective contacts in the area of parliaments, governments and foreign policy departments were established.

Speaking of interaction in the format of the international organisations, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs noted that the Italian Republic supported all resolutions adopted at the initiative of Turkmenistan by the General Assembly of the United Nations, and acted as one of the co-authors 10 of them. Being guided by the status of permanent neutrality, our country supports the international projects initiated and plans by Italy in the field of sustainable development.

Dynamically bilateral trade and economic partnership, including energy, transport, private sector and other spheres extends.

The fruitful character also is inherent in interaction in the humanitarian area, various regular actions with participation of representatives of both countries serve as an acknowledgement to it. It was in this connection pointed out that our states possess a rich historical and cultural heritage. Italian archaeologists together with Turkmen colleagues conduct more than 30 years researches in historical monuments of our country. The Turkmen-Italian working group on cultural cooperation operates. Now at present, preparation for archaeological exhibition of Turkmenistan in Rome from October, 2025 to April, 2026 goes on.

As he underlined, bilateral interaction in the area of education develops. Representatives of the Turkmen youth are trained in higher educational institutions of Italy. In three high educational institutions and six secondary schools of our country, the Italian language is taught. Since 1998, higher educational institutions of two states co-operate within the program of European Union TEMPUS (ERASMUS). It was also noted that the book of the National Leader of the Turkmen people Hero-Arkadag «Traditions of Turkmen Statehood» was translated and published in Italian.

The upcoming official visit of the President of Turkmenistan to the Italian Republic, in which the meeting of heads of states will take place, is to become an important step on the path of further expansion and strengthening of interstate relations. Participation of President Serdar Berdimuhamedov in the Turkmen-Italian business forum and in the opening ceremony of the exhibition «Ancient civilisation of Turkmenistan» in the Capitoline Museums of Rome is also planned. Following the results of the visit, the signing of a package of bilateral documents in key areas of cooperation is planned.

Summing up the report, President Serdar Berdimuhamedov noted that Turkmenistan attaches a great importance to development of relations with the Italian Republic, ever growing mutually beneficial partnership. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to prepare properly for the official visit to the friendly country.

Further, Deputy-Chairman of the Cabinet M.Chakyev reported on adopted measures on training of specialists of international class for the sphere of marine and river transport.

As he informed, in the country, the necessary work aimed at maintenance of requirements of international conventions of the International Maritime Organization (IMO), and increase of professional knowledge of seamen in the given sphere is conducted. In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov noted carried out effective steps on perfection of activity of the marine merchant marine fleet of the country and preparation of highly skilled specialists in the given sphere. Having approved the proposal to hold a regional seminar in Turkmenbashi city of Balkan velayat together with the International Maritime Organization and the International Hydrographic Organisation, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work to that end.

Then, addressing participants of the meeting, President Serdar Berdimuhamedov underlined that in the International year of peace and trust, the 80th anniversary of the establishment of the United Nations Organization is marked as well as 30th anniversary of permanent neutrality of our country is widely celebrated, and emphasised a huge political value of the given events.

It promotes increase of the international authority of our sovereign state and people, the head of Turkmenistan said and, taking an opportunity, warmly congratulated members of the Cabinet with the 80th anniversary of creation of the United Nations Organization.

At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
