Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life of the country were considered.

Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out to further improve of the national legislation, was the first to take the floor.

As she informed, the work on development of the bills connected with protection of the rights, freedom and legal interests of citizens, political, economic, cultural development of our fatherland, increase of standards of living of people, legal support of international initiatives of our state is carried out. At the same time, according to present realities, additions and amendments are made to laws in force.

The head of the national parliament also read out the Resolution of the Mejlis on assignment of the honorary title «Türkmenistanyň at gazanan arhitektory» to President Serdar Berdimuhamedov.

As is marked in the Resolution, under the leadership of the head of the state in our independent, permanently neutral country, a great deal of work is carried out to implement the Government program «Saglyk», developed on the initiative and under the direct leadership of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag and national programs adopted in the given sphere.

With a view of development of international cooperation in this area an exemplary work, recognised by the world community and especially by the World Health Organization, was carried out. A great significance is given to solution of issues connected with the public health and especially that of mothers and children, at the expense of the Charitable Foundation for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov.

A number of international certificates recognised the activities realised and successes achieved in public health protection, prevention of diseases. With a view of development of public health services according to international standards, in the capital of our country, the first "smart" city in the region - the city of Arkadag and in velayats, the whole complex of modern public health services projects and medical institutions, sports facilities based on innovative technologies, advanced medical science and experience, which differs with their architectural solutions were constructed and pup into operation.

The international centre of paediatrics, international scientific-clinical centre of oncology and stomatology centre in Ashgabat, construction of which at present proceeds with high paces as well as a complex of new additional buildings of the sanatorium Archman will fill up the material and technical basis of the system of public health services of our country. A start was given to construction of the multifield hospital in Ashgabat city, the inter-etrap multifield hospital in Tejen city of Akhal velayat, the centre of health protection of mother and the child in Dashoguz city, which serves another evidence of the fact that in our country the care of the individual and its health is a priority area of the state policy.

Taking into account the huge activity carried out to ensure conformity of establishments of public health services under construction in our country to high standards in the field of architecture, national traditions, development of town-planning activity into the high level, active use of positive experience, innovative technologies, advanced engineering, architectural, decorative solutions in development of architectural-construction projects of establishments of public health services and training of highly skilled specialists in design and architectural activity, attraction of the youth to this activity, use of achievements of scientific achievements and technical development as well as taking into account special merits before society and the state in the field of public health services, on the basis of the proposals, which have arrived from national representatives, large public associations of our country, labour collectives and citizens, on the occasion of Day of workers of public health services and medical industry, according to article 81 of the Constitution of Turkmenistan, by the Resolution of the Mejlis President Serdar Berdimuhamedov was conferred the honorary title «Türkmenistanyň at gazanan arhitektory».

Addressing participants of the meeting, President Serdar Berdimuhamedov underlined that assignment of the honorary title «Türkmenistanyň at gazanan arhitektory» displays a sign of huge respect. As the head of the state noted, delivery of this award obliges him henceforth assiduously and with inspiration to work for prosperity of our native land and, taking an opportunity, expressed his sincere gratitude to the people for such high appreciation of his activity.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on results of the work carried out on the instructions of the President of Turkmenistan to prepare the «Strategy of development of the financial market for the period till 2030».

As he informed, the draft of the given document was prepared according to the goals put by National Leader of the Turkmen people Hero-Arkadag at the meeting of the Khalk Maslakhaty held on September 24, 2024.

The Strategy outlined goals, objectives, and key areas of development of the financial market in the country as well as expected results from its realisation into life. According to the document, it is planned to modernise the institutional structure of the financial market and its legislative basis taking into account the international standards, national interests, the best practices of developed countries of the world in this sphere. At the same time, it is planned to take the measures aimed at an efficient control of financial assets, increase in investments, further perfection of activity of the national insurance market and expansion of economic relations based upon market relations.

In this connection, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state the draft of the relevant Resolution.

Having heard the report, President Serdar Berdimuhamedov pointed out that the fruitful work is carried out in the country to develop the financial market and perfect the legislation framework in this sphere. Having signed the Resolution prepared with a view of maintenance of circulation of cash assets, the head of the state gave the Deputy-Chairman of the Cabinet relevant instructions.

Further, Deputy-Chairman of the Cabinet B.Amanov reported on the work carried out to modernise technological systems of oil refining factories of "Türkmennebit" State Concern.  

As he reported, capacities of Turkmenbashi complex of oil refining factories and Seydi oil refining factory are constantly improved and equipped with advanced technologies. It promotes more effective functioning of the enterprises, improvement of quality of their production, in particular, gasoline, polypropylene, lubricant oils.

In this connection, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state a relevant proposal.

Having heard the report, President Serdar Berdimuhamedov emphasised the necessity of realisation of appropriate measures for effective involvement of industrial potential of oil refining factories of "Türkmennebit" State Concern. Having approved the proposal on modernisation of facilities of Turkmenbashi complex of oil refining factories, the head of the state instructed him to carry out due work to that end.

Further, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of agricultural branch and course of seasonal campaigns in regions.

As he informed, within the agricultural activities, grain sowing for the next year’s harvest proceeds. The special equipment is effectively involved in the sowing campaign, irrigation of the sown areas is also carried out properly.

Along with it, due measures are taken to gather cotton within a short space of time, transportation of the harvest to reception points and ginneries for processing.

In the cattle-breeding economies of velayats, necessary work is also carried out at present with a view of maintenance of appropriate care with cattle and increases in its livestock, and creation of reserves of forages.

Summing up the report, President Serdar Berdimuhamedov emphasised the significance of complex development of the agricultural sector and strengthening of its material and technical basis, continuation wheat sowing work and productive use of agricultural machinery in these activities. It is necessary to ensure a well-organized harvest of cotton and effectively work on reception of the collected harvest and its processing, the head of the state said and gave the Deputy-Chairman of the Cabinet corresponding instructions.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on preparation for Day of workers of the construction-industrial complex.

As he reported, on the occasion of this professional holiday in the Avaza national tourist zone, it is planned to hold the international exhibition and conference «Development of construction, industrial, chemical and energy sectors of Turkmenistan».

At the same time, on the Turkmenbashi-Garabogaz-border of Kazakhstan, it is planned to time for this significant date the opening ceremonies of the water-purifying facility with a daily capacity of 20 thousand cubic metre of potable water in Esenguly etrap of  Balkan velayat, the automobile bridge over the gulf of Garabogaz kol and a stone-laying ceremony of a complex for manufacture of urea with an annual capacity of 1 million 155 thousand tons of production in Turkmenbashi etrap of Balkan velayat and section of Turkmenbashi-Garabogaz highway.

Besides it, the awarding ceremony of costly presents on behalf of the President of Turkmenistan to the workers who have distinguished themselves in work of the branch and other cultural actions.

In that connection, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state a relevant proposal.

Having heard the report, President Serdar Berdimuhamedov marked the importance of appropriate preparation for the international exhibition and conference, timed to Day of workers of the construction and industrial complex and their high-level organization and instructed the Deputy-Chairman of the Cabinet to organise properly solemn actions to be held in Balkan velayat.

Deputy-Chairman of the Cabinet N.Atagulyev reported on the work carried out to increase in the foreign trade turnover of the country and expand its export potential.

As he informed, in the activity, which is carried out in the given sphere by the State Commodity and Raw Materials Exchange, international data on the state of affairs in the world markets on exported and imported production are productively used. Thus, a special significance is given to cooperation with leading world companies.

In this connection, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state a relevant proposal.

Having heard the report, President Serdar Berdimuhamedov underlined that in our state the productive work aimed at increase of foreign trade turnover and export potential is carried out. Having approved the proposal on control over the prices for the goods exported from our country and production imported to Turkmenistan, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions.

Further, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the draft of the Resolution of the President of the country «On approval of the Strategy of development of cultural diplomacy of Turkmenistan for 2026-2052».

As she reported, main objectives of the Strategy are development of cultural diplomacy of the country, recognition of national cultural heritage, traditions and customs inherited from ancestors at the international level, popularisation of national identity and principles aimed at perfection, adjustment of long-term interstate relations. At the same time, the strategy is aimed at increase of influence of culture on rapprochement and consolidation of bonds of friendship between people that is urged to promote the strengthening of the role of cultural diplomacy.

In that regard, the Deputy-Chairwoman of the Cabinet submitted for consideration of the head of the state the draft of the corresponding Resolution.

Summing up the report, President Serdar Berdimuhamedov noted that our national cultural heritage, primordial traditions cause a huge interest in the world community. These values are widely recognised at the international level. Having signed the Resolution «On approval of the Strategy of development of cultural diplomacy of Turkmenistan for 2026-2052», the head of the state gave the Deputy-Chairwoman of the Cabinet a number of instructions.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on the course of preparation for Day of workers of public health services and medical industry of Turkmenistan.

As she informed, on the occasion of the professional holiday, the proper organizational work is carried out to hold the International exhibition and scientific conference «Public health services, education and sports in the Era of Revival of the new epoch of the powerful state» and solemn commissioning of new medical institutions into operation. 

In honour of the holiday, it is planned to put in operation the modern health home in Bagtyyarlyk etrap of Ashgabat and the tubercular hospital for 300 beds in Mary velayat.

Along with it, the Deputy-Chairwoman of the Cabinet reported on preparation of drafts of corresponding documents, concerning construction of the multifield hospital for 500 beds in Ashgabat city, inter-etrap multifield hospital for 300 beds in Tejen city of Tejen etrap of Akhal velayat, the centre of health protection of mother and the child for 400 beds  in Dashoguz city of Dashoguz velayat and awarding of workers of public health services with state prizes and submitted them for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov noted that the national system of public health services consistently develops, on a regular basis international medical centres, homes of health, hospital are put in operation.

In this connection, the head of the state with a view of further successful realisation of the Government program «Saglyk» signed documents on construction of the multifield  hospital for 500 beds in Ashgabat city, inter-etrap multifield hospital for 300 beds in Tejen city of Tejen etrap of Akhal velayat , centre of health protection of mother and the child for 400 beds in Dashoguz city of Dashoguz  velayat as well as awarding of distinguished workers of healthcare with state awards and gave the Deputy-Chairwoman of the Cabinet corresponding instructions.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on the work carried out to improve the legal framework of diplomatic service of the country, the further strengthening of the contract-legal basis of international cooperation of our fatherland, took the floor.

In this connection, for consideration of the head of the state the draft of the Provisions on Permanent missions of Turkmenistan at international organisations was presented.

As he marked, proceeding from initiatives of President Serdar Berdimuhamedov consecutive steps are taken to promote partnership of our country with the United Nations, OSCE, OIC, ECO and other organisations of global, continental and regional level. With these authoritative structures active cooperation is carried out in realisation of constructive offers of the head of Turkmenistan, aimed at consolidation of peace and security, achievement of the goals of sustainable development, deepening of interaction in nature protection, humanitarian and other spheres.

In the context of advancement of national interests of our fatherland and implementation of an effective work in the given areas, the importance of creation of Permanent missions of Turkmenistan at the international organisations was underlined. At present, our country is a member of 54 international organisations and 19 of them have official permanent representatives of Turkmenistan.

With a view of strengthening of the contractual-legal basis of activity of permanent representations of Turkmenistan at the international organisations the above-named Provisions were developed. The document prepared on the basis of the Constitution and the profile legislation of Turkmenistan as well as conventional norms of international law and aimed at all-round assistance to development and expansion of cooperation with the international organisations, coordination of corresponding work of our country in their frameworks.

The given Provisions regulate the activity and mandates of Permanent missions of Turkmenistan, other appropriate aspects. It also outlines basic functions and purposes of work of Permanent missions. Among them - maintenance of official interstate relations in the corresponding international organisations, representation and protection of the rights and interests of Turkmenistan and its citizens, realisation of the foreign policy of our country, maintenance of a systematic dialogue with international organisations and others. 

Besides it, the document defines legal and organizational issues, reflects the standard positions connected with the status, priority goals and mandates of the permanent representative.

Summing up the report, President Serdar Berdimuhamedov emphasised the importance of the further work on development and strengthening of cooperation of our independent, permanently neutral fatherland with international structures. In that regard, the head of the state signed the Resolution «On approval of the Provisions on permanent missions of Turkmenistan at international organisations» and gave the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs corresponding instructions.

Deputy-Chairman of the Cabinet M.Chakyev reported on the work conducted to develop the digital economy in the country, to introduce innovative technologies into manufacture according to requirements of time.

As he reported, the draft of «Concept of development of digital economy in Turkmenistan for 2026-2028», main goals of which are development of digital infrastructure, creation of favourable conditions for effective development of state structures and all branches of economy, increase of competitiveness of the country at the expense of introduction of advanced industrial technologies and perfection of legislation, was developed. 

In the Concept,  it is envisaged taking into account the international standards and national interests to modernise a legal basis, to develop the system of «electronic government», digital education and scientific sphere, digital medicine, financial technologies, to improve data transmission networks, to strengthen international cooperation and to involve investments.

In this connection, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state the draft of a relevant Resolution.

Having heard the report, President Serdar Berdimuhamedov pointed out that in the country, an effective activity is implemented to introduce the digital system in the national economy and a special significance is attached to development of the electronic government. Having signed the document prepared with a view of continuation of work on development of hi-tech digital economy, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.

Then, addressing members of the Cabinet, the President of Turkmenistan underlined that Day of workers of public health services and medical industry will be widely marked on October 10. As was marked, the country witnesses a large-scale activity on program development of the given sphere.

Taking an opportunity, the head of the state warmly congratulated participants of the meeting and all workers of public health services and medical industry with this holiday.

At the meeting a number of other significant issues of state life, on which corresponding decisions were made, were also considered.

Summing up the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.

On completion of the online meeting of the Cabinet of Ministers, a solemn event was held on the occasion of assignment of the honorary title «Türkmenistanyň at gazanan arhitektory» to President Serdar Berdimuhamedov, in which the Chairwoman of the Mejlis, Deputy-Chairmen  of the Cabinet, heads of military and law enforcement bodies took part.

Participants of the solemnity warmly congratulated the head of the state with the honorary title «Türkmenistanyň at gazanan arhitektory» and Day of workers of public health services and medical industry and conveyed their best regards.

As was marked, in the Era of Revival of the new epoch of the powerful state, the town-planning program on development of Ashgabat, initiated by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag, is successfully realised by President Serdar Berdimuhamedov.

In recent years, like all over the country, the capital also witnesses realization of unique projects for formation of the modern shape of the city.

Along with these works, the national system of public health services is modernised. Thus, a special significance is given to construction of medical objects in the capital and regions of the country.

Under the wise leadership of President Serdar Berdimuhamedov, in Turkmenistan a large-scale work is carried out to realise the state program «Saglyk», developed under the leadership of Hero-Arkadag.

The head of the state, having thanked for congratulations and honorary title «Türkmenistanyň at gazanan arhitektory», once again warmly congratulated participants with Day of workers of public health services and medical industry and wished all great successes in their work for prosperity of our fatherland.
