Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Opening the meeting, the head of Turkmenistan pointed out that by the established tradition, noble actions, including pardon of the citizens who were convicted for their crimes, but regret for their criminal conduct and sincerely repent of their offences, are held in our country on a regular basis.
In this connection, the floor was given to Secretary of the State Security Council, Chairman of the Commission for the preparation of proposals on issues of citizenship and pardon under the President of Turkmenistan B. Gundogdyev who reported on results of work carried out by the Commission of work on pardoning of convicted persons in honour of the 34th anniversary of independence of our fatherland.
Having heard the report, the head of the state, following the noble tradition, signed the Decree on pardoning of 225 convicted citizens of the country on the occasion of Independence Day.
President Serdar Berdimuhamedov instructed Secretary of the State Security Council, Minister of Defence to carry out necessary work together with heads of law enforcement bodies to release convicted persons from jails and their return in the near future to their families.
The head of the state wished pardoned citizens to work honesty, work sincerely to serve their fatherland and to live, rejoicing fruits of their honest work.
Then, Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out to strengthen the legal framework of large scale transformations realised in the country and modernisation of national legislation, took the floor.
As she informed, at present, new Laws of Turkmenistan «On scientific intellectual property» and «On virtual assets» are prepared. According to the Constitution of Turkmenistan, standards of international law, additions and amendments are made to the Law of Turkmenistan «On court» as well as to such codes, as code of civil procedure, family code, code of social protection, code of administrative offences and a number of other legislative acts in force.
In addition to it, she informed on the receiving the credentials of the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Bahrain accredited to Turkmenistan as well as the meeting with the delegation of the Organization for Security and Cooperation in Europe's Office for Democratic Institutions and Human Rights, in which the experience gained in the sphere of perfection of the electoral system and referenda were discussed. A representative of the Mejlis made a business trip to Vienna (Austrian Republic) for participation in the seminar organised by OSCE.
Summing up the information, head of the state Serdar Berdimuhamedov marked development of new bills answering to realities of time among the major goals. In the given context, due emphasis was made on necessity of continuation of work in this sphere.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the preparation for the next meeting of the Intergovernmental Turkmen-Hungarian commission on economic cooperation, which will be held in Ashgabat in September of the current year.
As he reported, according to the agenda of the forthcoming sixth meeting, it is planned to exchange opinions on prospects of development and possibilities of expansion of a spectrum of bilateral partnership in the trade and economic, energy and textile, transport sectors as well as in such areas as agriculture, foodstuffs and wildlife management, water resources management, social sphere and labour, science, education, public health services, pharmaceutical industry, culture, sports and tourism. At the same time, the preliminary draft of the Record of the meeting was prepared.
In this connection, for consideration of the head of the state the draft of the corresponding Resolution was submitted.
Summing up the report, President Serdar Berdimuhamedov noted that Hungary acts as one of the states-partners of Turkmenistan and our country develops friendly relations with it. With a view of further expansion of bilateral interaction, the head of the state signed the Resolution «On approval of the structure of the Intergovernmental Turkmen-Hungarian commission on economic cooperation from the Turkmen party».
Deputy-Chairman of the Cabinet B.Amanov reported on the activity of the subordinate complex, in particular, "Türkmengeologiýa" State Corporation.
As he informed, at present, the State Corporation works to explore and discover underground reserves of hydrocarbon resources in various corners of the country. In their fulfilment as well as in the course of drilling of geological prospecting wells, modern technologies are effectively used. At the same time, the special attention is given to the strengthening and modernisation of the material and technical supply of the given structure that is aimed at increase of productivity carried out in this sphere of activity.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the President of Turkmenistan.
Having heard the report, head of the state Serdar Berdimuhamedov pointed out the necessity of fulfilment of work to discover underground riches of the country as well as to increase in reserves of hydrocarbon raw materials. Having approved the proposal to strengthen the material and technical basis of the sphere of geology for investigation of oil fields and natural gas, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to take corresponding measures in this sphere.
Further, Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of seasonal agricultural work carried out in the country.
As he informed, these days, wheat sowing proceeds in the fields of velayats, practical steps are taken to hold the sowing campaign according to established dates and properly. The fields sown with the wheat are irrigated.
Within the cotton-picking season, appropriate work is carried out to gather cotton grown by hardworking daykhans without loss and to transport the raw cotton to points of reception and ginneries.
Along with it, with a view of increase in the livestock of cattle and productivity in cattle-breeding economies of velayats proper measures are taken to creation reserves of forage.
The Deputy-Chairman of the Cabinet also reported on the work carried out to improve water supply of cultivated areas and ameliorative condition of fields, rational and effective use of water resources.
Having heard the report, President Serdar Berdimuhamedov emphasised the importance of further program development of the agricultural complex and perfection of its work. At the same time, he instructed him to carry out properly the sowing of winter wheat and to ensure a well-organized harvest of cotton.
Deputy-Chairman of the Cabinet B.Annamammedov reported on the work implemented in Ashgabat city within preparation for the 34th anniversary of independence of our fatherland.
As he reported, with a view of further transformation of the capital of the country and organisation of festive events at high level, repair of social projects and accomplishment of parks is carried out. On the occasion of the significant date, due work is also carried out to decorate avenues and streets of Ashgabat by multi-coloured inscriptions and symbols.
Summing up the report, President Serdar Berdimuhamedov noted that in our independent fatherland, including in Ashgabat, festive events on the occasion of the 34th anniversary of sovereignty of our fatherland will be organised. In this connection, the Deputy-Chairman of the Cabinet was instructed to continue work on accomplishment of the capital.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on the activity carried out on further development of mutually beneficial trade and economic cooperation with foreign states and acquaintance of the international community with social and economic transformations realised in our country.
As he informed, in successful fulfilment of goals set out in this area, exhibitions, conferences, business meetings regularly spent in Turkmenistan and abroad, assume a great significance.
At the same time, he reported that, being guided by instructions of the head of the state on wide coverage of the economic power of the country, its export potential, attraction of foreign investments and high technologies to the national economy, the Chamber of Commerce and Industry together with profile ministries and sectoral departments prepares the draft of the List of exhibitions, fairs, conferences and festivals proposed to hold in 2026.
In this connection, for consideration of the President of Turkmenistan a relevant proposal was submitted.
Having heard the report, head of the state Serdar Berdimuhamedov noted that exhibitions, forums, business meetings aimed at acquaintance with achievements of our fatherland at the international level are organised regularly in our country and abroad and approved the proposal. He also instructed the Deputy-Chairman of the Cabinet to carry out the necessary work to that end.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of basic events planned to be held in October.
As she informed, in the upcoming month it is planned to organise various festivities timed to the International year of peace and trust, International Day of Older Persons, Remembrance Day, Day of workers of public health services and medical industry, Holiday of Turkmen Alabai. Various forums will be also held with a view of explanation of the goals set out at the meeting of the Khalk Maslakhaty of Turkmenistan.
Summing up the report, President Serdar Berdimuhamedov emphasised the necessity of appropriate preparation for major events, planned to be held in October on the occasion of holidays marked in the country. Along with it, the Deputy-Chairwoman of the Cabinet was instructed to take measures for organisation of opening ceremonies of social and cultural projects and the celebrations timed to Day of workers of public health services and medical industry, holiday of Turkmen Alabai at high level.
Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on the course of preparation for the International exhibition and scientific conference «Public health services, education and sports in Era of Revival of the new epoch of the powerful state».
As she informed, in the given international actions participation of the companies, which will present pharmaceutical production, medical devices, and educational technologies, as well as local and foreign doctors, scientific, specialists in the field of sports, is expected. At the same time, within the forum the XI congress of cardiologists of Turkic speaking countries, the International congress of physiologists of Central Asian countries and the International conference of oncologists of Eurasian states will be held. All these actions are urged to promote development of international cooperation and exchange of the best practices in such spheres, as public health services, sports and education.
In this connection, for consideration of the head of the state a corresponding proposal was submitted.
Having heard the report, President Serdar Berdimuhamedov noted that in the country purposeful work is carried out to develop public health services and sports, to improve educational activity and instructed the Deputy-Chairwoman of the Cabinet to prepare properly and at high level to hold the International exhibition and scientific conference «Public health services, education and sports in the Era of Revival of the new epoch of the powerful state».
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on results of participation of the head of Turkmenistan in the 80th jubilee session of the General Assembly of the United Nations Organization, took the floor and warmly congratulated him on the successful working visit to the USA, made on September 21-24.
As he underlined, speaking from the rostrum of the General Assembly of the United Nations, President Serdar Berdimuhamedov sounded the priority positions of our country including constructive solutions of pressing issues of regional and international value.
In the given context, specific proposals on maintenance of global peace, security and sustainable development, ecological well-being, strengthening of multilateral humanitarian cooperation and international interaction in the legal sphere were put forward. In particular, they included initiatives on the World summit on the culture of peace and trust and development of the Code of international trust on its basis, drafts of resolutions on declaration of the Decade of the United Nations on sustainable transport for 2026-2035 and «The key role of reliable and stable energy connectivity in maintenance of sustainable development».
Taking into account the wide support of proposals of the President of Turkmenistan in the field of ecology by the world community as well as with a view of the contribution made into fulfilment of SDGs at national and regional levels, it is proposed to hold in our country in 2026 the Second Caspian ecology forum. It will promote practical realisation of the Caspian ecological initiative and creation of the Regional centre to combat desertification for countries of Central Asia.
Activization of multilateral humanitarian cooperation, development of intercultural dialogue and strengthening of mutual trust are called to facilitate the initiative on the Resolution on announcement of the «International Day of Multilingual Diplomacy».
In the light of interaction in the legal sphere, focusing attention on the importance of the standard norms regulating the relations between states, including the United Nations Charter, Turkmenistan suggests to declare 2028 as «Year of International Law».
It was also noted that within his visit, the head of the state met the Secretary General of the United Nations, King Eswatini, the Federal President of the Austria, the President of the Portuguese Republic, the President of the Swiss Confederation, the Crown Prince of the State of Kuwait and discussed prospects to bring out interstate cooperation to a new level in all its spectrum.
The President of Turkmenistan also took part in the special plenary meeting of high level of the General Assembly of the United Nations in honour of the United Nations Organization’s 80th anniversary.
Within the General Assembly of the United Nations, members of the delegation of our country became participants of several events devoted to issues of acceleration of fulfilment of SDGs and efficiency of this process, development of steady and inclusive private sector as well as plenary session of high level of UN GA on the occasion of the 30th anniversary of the 4th World conference on women.
Along with it, meetings with Under Secretaries-General of the United Nations, Minister of Foreign Affairs of the Republic of Cuba and First Deputy Secretary of State of the United States took place.
Summing up the report, President Serdar Berdimuhamedov pointed out that our neutral state consistently strengthens equal, mutually beneficial relations with countries of the world and international structures. At the 80th anniversary session of the General Assembly of the United Nations Organization the positions of Turkmenistan aimed at strengthening universal peace and security were sounded, initiatives in other areas were put forward. As was underlined, our country in the long term will continue work on development of cooperation with the United Nations.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the issue concerning the granting to foreign citizens permits for residence in Turkmenistan.
It was in this connection noted that our independent neutral fatherland is known all over the world as the country of peace, friendship, brotherhood and unity.
Following noble humanistic principles of our ancestors, for today 5 thousand to 152 foreign citizens and persons without citizenship have been given the permits for residence to live in Turkmenistan.
Being guided by the wise principle of Hero-Arkadag «State - for people!», profile ministries and branch departments of the country carry out activity in the given area.
With a view of realisation of the humane policy of the President of Turkmenistan on a systematic basis, the Ministry of Foreign Affairs and authorised state bodies carry out appropriate work to grant to 142 persons the permits for residence to live in our country. Among them are citizens of 7 states and representatives of 15 nationalities.
Proceeding from it, for consideration of President Serdar Berdimuhamedov the draft of the document on granting to above-stated foreign citizens the permits for residence to stay in Turkmenistan on the occasion of the 34th anniversary of independence of our fatherland was submitted.
Having heard the report, the head of the state underlined that in our country an effective work aimed at maintenance of protection of the rights and freedom of the individual is carried out and signed the Resolution on granting the permits for residence to 142 persons to reside in Turkmenistan.
Deputy-Chairman of the Cabinet M.Chakyev reported on adopted measures to prepare specialists of international class for the national civil aviation.
As he reported, work with a view of training at the Aviation Personnel Training School of «Türkmenhowaýollary» Public Service local pilots-instructors with granting certificates confirming the international qualification, for conduction of educational flights by planes Diamond is carried out. Besides it, due work is also carried out to increase the level of teaching in the given educational institution.
Practical steps realised in this area will allow the Aviation Personnel Training School, along with training of local personnel, to prepare foreign pilots with application of positive practice and standards of the European Union Aviation Safety Agency (EASA) during educational and training flights in the future.
In this connection, for consideration of the head of the state a relevant proposal was submitted.
Having heard the report, President Serdar Berdimuhamedov noted a huge significance given to development of civil aviation of the country. Having approved the proposal on training specialists of international class at the Aviation Personnel Training School of Public Service «Türkmenhowaýollary», the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out corresponding work in this area.
Then, addressing members of the Cabinet, President Serdar Berdimuhamedov noted that there comes the holiday - the 34th anniversary of independence of our country. Independence for people and the state - a sacred holiday, was underlined by the head of Turkmenistan and, taking an opportunity, congratulated participants of the meeting and all people on the next anniversary of sovereignty of our fatherland.
Members of the Cabinet warmly congratulated Arkadagly Hero Serdar and Hero-Arkadag on the country’s Independence Day.
At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
