Consistently putting into practice the foreign policy based on the status of permanent neutrality, our country under the leadership of President Serdar Berdimuhamedov increases fruitful relations both in bilateral, and in multilateral formats. Taking the initiative position in development of solutions of topical issues of the global agenda, Turkmenistan brings an invaluable contribution to consolidation of efforts to maintain peace, security and stability, expansion of fruitful partnership for general well-being.

The President of Turkmenistan participated in the Summit of the Shanghai Cooperation Organisation in the format «SCO +» which was held on September 1 in Tianjin (PRC).

In the high-level meeting held under the chairmanship of the leader of the People’s Republic of China, heads of states and governments of SCO member countries, states-observers and countries-partners of the dialogue as well as heads of large international organisations participated.

In his speech, President Serdar Berdimuhamedov underlined that Turkmenistan is attached to the deepening of cooperation with SCO, being based on principles of neutrality and mutual benefit.

The head of the state supported the Global Governance Initiative, which was put forward by Chairman of the People’s Republic of China Xi Jinping and noted its conformity to the foreign policy concept of Turkmenistan.

Transport, energy, trade, communications and industrial cooperation were mentioned among priorities of cooperation. Turkmenistan proposed to use Turkmenbashi international seaport and other routes for formation of the uniform geoeconomic space, partnership in the field of shipbuilding.

They also touched upon increase in export of natural gas and the electric energy to the SCO countries as well as the importance of development and strengthening of cultural, scientific-educational and other relations in the social sphere.

On September 2 within the working visit to the People’s Republic of China, the Great Hall of the People of China an official meeting between head of the state Serdar Berdimuhamedov and Chairman of the People's Republic of China Xi Jinping was held. 

As was underlined, China is a key foreign economic partner of Turkmenistan. The gas industry is a strategic area of bilateral economic cooperation. In this regard, during the meeting an emphasis was made on the new stage of interaction in the given field and on the General Agreement on the basic principles of gas cooperation between Turkmenistan and China, developed by the Turkmen party.

Mr. Xi Jinping confirmed readiness of the People’s Republic of China for enhancement of interaction, including the one in the format «Central Asia-China». Among other important areas of partnership - transport, logistics, cultural-humanitarian sphere and parliamentary diplomacy.

On that very day, the President of Turkmenistan held a meeting with Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China.

A great significance of the Intergovernmental committee for coordination of joint efforts, use of trade and economic potential of both countries was underlined. The energy sector was designated as a key area of Turkmen-Chinese partnership.

Turkmenistan also proposed to create a sustainable transport-logistic corridor through Central Asia and the Caspian Sea as well as to increase cooperation in the railway sphere.

Readiness for increase in export of textiles, chemical and agricultural production, oil products to the People’s Republic of China was confirmed. It was also proposed to develop cooperation in the field of high technologies and artificial intelligence with use of potential of scientific-technological and educational institutions of Turkmenistan.

Within the visit, meetings, at which the issues connected with intellectual property, scientific-education sphere, museum studies, information interchange, media projects, as well as transport and energy complexes were discussed, were held and following their results, a number of bilateral documents were signed.

On September 3, President Serdar Berdimuhamedov at the invitation of Chairman of the People’s Republic of China Xi Jinping took part in the solemn events held in Beijing in commemoration of the 80th anniversary of the Victory in the Second World War.

As strategic partners, Turkmenistan and China show adherence to principles of peace and sustainable development. Cooperation based on mutual respect and equality, is aimed at both prosperity of two states and the entire region. It finds a bright reflexion in the foreign policy of our countries, realised joint projects as well as in active interaction within the authoritative international organisations and regional structures.

Education of the younger generation on the basis of national and universal values is one of the areas of the transformations policy initiated by Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov and successfully realised today under the leadership of President Serdar Berdimuhamedov. In that connection, the special attention is given to perfection of the national education system - an important component of further development of society and the state.

Day of Knowledge and Student Youth traditionally celebrated on September 1 in the International year of peace and trust, which is marked with the 34th anniversary of independence and the 30th anniversary of permanent neutrality of our fatherland, was especially noted for the opening of architectural projects.

Past week, the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty took part in the solemn ceremony of opening of the International University of Industrialists and Entrepreneurs where all conditions for simultaneous training of 3000 students and effective work of the faculty are created.

The new educational complex constructed by the individual enterprise «Nur bina gurluşyk», includes a 9-storeyed main building, 4 educational buildings, 2 hostels for 300 students each, a conference hall, a library, a canteen, indoor and outdoor sports facilities.

Classes will be taught in Turkmen and English languages according to Bachelor and Master Programs. The curriculum is focused on modern legal and business bases of business as well as knowledge in the sphere of digital technologies. For improvement of quality of education, it is planned to invite foreign teachers.

Speaking at the ceremony, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov underlined that the opening of the university is an important step for maintenance of innovative business with highly qualified specialists and expressed confidence that graduates will bring a considerable contribution to prosperity of our independent country.

On that very day, in the city of Mary of Mary velayat the opening of new projects  of the State Energy Institute of Turkmenistan, including the additional educational building for 2000 students, hostels for 800 students, a sports complex as well as the monument «Täze kuwwat» along the loop road took place.

During the event, certificates of international organisations for conformity of new projects to the world standards were handed and the Memorandums of mutual understanding between the State Energy Institute of Turkmenistan and Clausthal University of Technology of the Federal Republic Germany and Martin Luther University Halle-Wittenberg were signed.

In all educational institutions of the country the first bell, which announced the beginning of the new academic year 2025-2026 rang out on September 1.

By the noble tradition that day started with flower-laying ceremonies at the Monument of Independence and the monuments to Berdimuhamet Annayev established at the Pedagogical Secondary Vocational School named after Berdimuhamet Annayev in Arkadag city and at secondary school № 27 in the settlement Yzgant of Gokdepe etrap of Akhal velayat.

On Day of Knowledge and Student Youth in all secondary and higher educational institutions of the country solemn events, in which the Message of President Serdar Berdimuhamedov, in which he expressed his wishes of successes in the world of knowledge and sciences to the younger generation was read out, took place.

«Thanks to successful realisation of national programs, concepts and strategy we consistently expand a network of modern educational institutions with innovative technologies, and we considerably raise efficiency of educational activity on the basis of national and advanced practice. Along with it, we considerably intensify target partnership with international organisations and foreign states: similar measures are a key component of the foreign policy strategy of the country. So, we promote our achievements in the sphere of education globally», - reads the message of the head of the state.

It is necessary to note that the Era of Revival of the new epoch of the powerful state is time of prompt advancement of our fatherland by the way of reforms, stipulated with a high level of development of education and teaching, introduction of scientific and technical achievements. On the occasion of the holiday, computers "Bilimli" were presented to first-formers. 

The first lesson was devoted to the International year of peace and trust and forthcoming celebration of the 30th anniversary of permanent neutrality of our fatherland.

Solemn ceremonies of the commissioning of new high schools and kindergartens clearly testify to successful development of the education system according to the world standards in villages and cities of our beloved country. The opening of four secondary schools for 2800 children and 4 kindergartens for 1120 children on the occasion of the beginning of the new academic year in the capital and Lebap velayat can serve a good example for it. 

Along with it, in Ashgabat kindergartens were opened in the populated area «Parahat-7», and Choganly of Bagtyyarlyk etrap, along the street Senagat of Buzmeyin etrap, in the populated area Yasmansalyk of Bagtyyarlyk etrap.

The opening ceremonies of secondary schools in the populated areas «Parahat-7» as well as Choganly of Bagtyýarlyk etrap of the capital were also full of unforgettable moments. A new secondary school became a fine festive gift for inhabitants of the village of Bekaryk in the gengeshlik of Khojaili of Charjev etrap of Lebap velayat.

On September 3, in Turkmenistan with a blessing of President Serdar Berdimuhamedov simultaneously in all velayats the mass winter wheat sowing campaigns took a start. As the head of the state pointed out at the online meeting of the Cabinet of Ministers held on August 29, cardinal transformations realised in the agricultural sphere of the country are aimed at increase in volumes of high-quality agricultural products, maintenance of food abundance.

Being guided by instructions of the head of Turkmenistan, farmers with special carefulness were prepared for the responsible campaign, in due time ploughed and fertilised the agricultural fields intended the wheat sowing. The high-quality seeds were chosen and the agricultural machinery involved in the present sowing campaign was brought into appropriate condition.

Among other events of the week - the regular meeting of the Cabinet of Ministers, which President Serdar Berdimuhamedov held online on September 5.

The topics considered there included perfection of the legislation framework of the country, preparation for the nationwide forum - Halk Maslakhaty, the financial and economic policy and labour relations, modernisation of the oil refining enterprises of "Türkmennebit" State Concern, course of seasonal agricultural works, development of international trade and economic cooperation, digitalization of branches of national economy and introduction of innovative technologies into practice.

During the meeting, President Serdar Berdimuhamedov with words «Bismilla!» blessed the beginning of the cotton-picking campaign on September 10.

Besides it, for consideration of the head of the state were submitted: the draft of the  «Concept of development of labour market of Turkmenistan till 2030»; proposals on modernisation of several facilities of Seydi oil refining factory, opening of the glass manufacturing shop, constructed in Gökdepe etrap of Akhal velayat  as well as preparation for participation of the national pavilion of Turkmenistan in the International exhibition «Halal Expo 2025» which is planned for November of the current year in Istanbul (Turkiye Republic); the draft of the document on development of hi-tech and competitive digital national economy.

Along with it, results of working visit of the Governmental delegation of Turkmenistan led by President Serdar Berdimuhamedov to the People’s Republic of China – to cities of Tianjin and Beijing - with a view of participation in the Summit of the Shanghai Cooperation Organisation and the celebrations devoted to the 80th anniversary of the Victory were reported.

On September 5, President Serdar Berdimuhamedov received Deputy Governor of the Japan Bank for International Cooperation (JBIC) Kazuhiko Amakawa.

The head of the state noted that Turkmenistan possessing rich deposits of natural resources is aimed at development of this area by diversification, having underlined the big contribution of Japanese companies to effective utilisation of the economic potential of our country.

In the given context, an emphasis was made on fruitful partnership with the Japan Bank for International Cooperation throughout many years, with which participation a number of large-scale projects were realised.

As Mr. Kazuhiko Amakawa pointed out, in Turkmenistan as a result of programs of economic development and reforms in the industrial sphere favourable conditions for business are created, and confirmed adherence of the Bank headed by him to activization of partnership with our country in other areas.

President Serdar Berdymuhamedov stated that Turkmenistan has big plans on extraction and processing of natural gas, and in that regard, new possibilities are opened for development of cooperation. Readiness of our country to consider specific proposals of the Japanese party for further interaction was expressed.

The past week, according to the Decree of the President of Turkmenistan as the humanitarian aid to the neighbouring Afghani people, first of all to children and the inhabitants who have suffered from earthquake, textile products, foodstuff, clothes and other necessary production were transferred.

The sending of the humanitarian aid to those who suffered from earthquake in Afghanistan on behalf of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship demonstrates a high value of noble principles at the state level.

On September 6, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country general Serdar Berdimuhamedov held the next meeting of the State Security Council, at which results of work of military and law enforcement bodies for the January-August period of the current year were considered.

Its agenda included issues of security and peace in our independent fatherland, strengthening of the material and technical basis of security structures, improvement of social conditions of servicemen.

Preparation for the solemn military parade in honour of the 34th anniversary of independence of our fatherland, events within the month « Road safety is the peace of our life» starting with the beginning of September in the capital and velayats were reported.

Within the meeting, the Decree «On the appointment and dismissal of judges of courts of Turkmenistan and assignment of qualification classes to them» was signed.

By tradition the final round of children's song and music competition «Garaşsyzlygyň merjen däneleri» which was held on September 6 in Ashgabat, became the first event in a turn of the festive events devoted to the 34th anniversary of independence of Turkmenistan. The overall objective of the creative competition - revealing of gifted  children, support of their talent and education of the growing generation in the spirit of patriotism, love to national traditions and customs.

On September 7, the capital music centre "Aşgabat" hosted the final round of TV competition «Ýaňlan, Diýarym! », in which 14 young singers who have won qualifying competitions, displayed their fine vocal skills.

The art competition organised jointly with the Ministry of Culture and State Committee for Television, Radio Broadcasting, and Cinematography of the country among talented young performers is annually held within the competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry».

On behalf of the head of the state special diplomas and a gold chain of the President of Turkmenistan and memorable gifts were given to all winners of the creative competition. 

Thus, events of the past week brightly demonstrated the huge creative, economic and humanitarian potential of our fatherland that proves to be true in every passing new day of the Era of Revival of the new epoch of the powerful state with a dynamic pace of the country towards new heights of development under the leadership of President Serdar Berdimuhamedov.
